Apologies were tabled and recorded. 2. ORDINARY BUSINESS 2.1 Minutes of 2017 AGM It was resolved that: The minutes of the 2017 AGM, as previously circulated, be taken as read and adopted as a correct record of the proceedings of that meeting. Katrena Stephenson/ Matthew Grimsey 2.2 President’s Report Gary Arnold then presented his report for 2017-2018, a copy of which is attached to these minutes. Among other things, he mentioned:

• Proposed developments in the Emerging Leaders Program for 2019; • The National Management Challenge; • Raymond West scholarship winners; • Changes at LGPro national; and • The appointment of Jan Davis as CEO.

Gary especially thanked corporate members for their support during the year, and expressed appreciation for their efforts on behalf of LGPro Tasmania. 2.3 Financial Report The annual financial report had been circulated with the notice of meeting. Paul West said that the issue of financial viability was an ongoing concern for the association. It would be important to maintain and increase sponsorship and membership. This prompted some discussion about how we can best ensure a viable future. Gary Arnold said the board was acutely aware of the importance of financial stability. One of the measures the board has adopted has been to move the conference back to the regions, as members had indicated a strong preference for locations away from major cities. In 2019, consideration was being given to a west coast venue. Other state associations, including LGPro Vic, have developed some very successful income generating programs, and we’re talking to them about how these might work here. Katrena Stephenson noted that LGPro and LGAT were investigating the prospect of some alignment of conferences from 2020. Glenn Doyle said everything old is new again - and this had been looked at before, and it had been decided that it would not work. However, maybe it is worth looking at again as things are constantly changing. The most important issue is how to increase delegate numbers. Everyone needs to encourage membership, especially amongst younger people. It was resolved that: The audited annual financial report for the 2017-2018 year be received. Glenn Doyle/Matthew Atkins 3. Returning Officer’s Declaration I, Mary Frost, Returning Officer, declare that the following nominations were received by 6 September 2019 for the election of Members to the Board of Local Government Professionals Tasmania Incorporated. For a term of three years (three positions): Leanne Hurst – City of Launceston Anna Holland – City of Hobart Shane Power – George Town Council

As there were three nominees for the three vacant positions, no election was required. Leanne Hurst, Anna Holland and Shane Power were therefore elected as Board Members for a term of 3 years, concluding at the end of the 2022 Annual General Meeting. In accordance with the Rules of the Association, the Branch Presidents are members of the Board. Following branch elections, the Presidents are:

• Southern Branch – Trent Henderson (Huon Valley Council) • Northern Branch – TBC • North West Branch – Tracey Bradley (Waratah Wynyard Council)

President’s Annual Report The 2018 Annual Conference was held in beautiful St Helens at the Tidal Waters Resort. There were many useful take-outs from our talented speakers:

− First up, our panelists Nick Heath, Tony Miller, Jen Newman, and Julie Tolputt generated some interesting discussion about the future workforce in local government, and set the scene for a theme that flowed throughout the conference;

− We tapped into decades of experience with Greg Ray’s stimulating presentation on managing a crisis;

− Ekaterina Skalidis certainly challenged us with her presentation on emerging issues in the workplace, as did Lynne Ting’s outline of fraud risks;

− The rise of social media and the risks this brings in the workplace were brought front and centre by Tom Pilkington;

− Presentations by member councils Break O’Day, on their One Night Stand event, and Devonport, on their Living City project, showed just what can be achieved with commitment and vision;

− Melissa Burn and Trent Paul shared their experiences as participants in the National Management Challenge – and encouraged all councils to get involved next year;

− Panelists Alex Tay, Katrena Stephenson and Gary Arnold shared their perspectives on issues that will affect all councils in the next little while; and

− Roger Jaensch, Minister for Planning, opened up about forthcoming developments in the planning landscape.

Those who stayed to the end were reminded by Rob Edwards that taking care of our most important asset – ourselves - is the key to a healthy and rewarding career. Rachel Berger kept us all entertained at the dinner; while a diehard group karaoked with our music talent long into the night. Sharing awards with members was exciting. David Mullenger (City of Launceston) proved a worthy winner of the TasPlan Super Emerging Leader Award; and everyone was moved by John Martin’s humble and heartfelt acceptance of Life Membership after thirty years as a member and an outstanding career in the sector. A big thank you to Jan Davis and the organising committee for their hard work in providing a conference that I am confident every delegate went home from with some key messages and learnings. A special thank you to our corporate partners, without whom events like this would not be possible: TasPlan Super, JLT, Commonwealth Bank, Dobson Mitchell Allport, Marsh Pty Ltd, Westpac, Magiq, Insight GIS, Task Exchange, Page Seager and Edge Legal, Anderson Morgan, Infocouncil, MAV, Council Jobs, Aon, and Timmins Ray. Following our annual conference last year, we immediately opened registrations for the Australasian Management Challenge. For the first time in a number of years we had four teams from the City of Launceston, Kingborough Council, Break O’Day Council and a composite team of Northern Midlands Council, Meander Valley Council and West Tamar Council. Peter Murfett and Jan Davis officiated and we thank them for providing their high-level expertise. The challenge was held at UTAS stadium in May 2019 and (sorry if I sound biased) I was delighted that the Kingborough team was successful and went on to represent the state at the National Congress in Darwin.

In December 2018 we commenced the recruitment process for a new Chief Executive Officer following the resignation of the ubiquitous Jan Davis after her election as councillor at Northern Midlands. We thank Jan for her time with LG Professionals and particularly her key role in raising our advocacy efforts. At the end of an exhaustive process we were delighted to announce the appointment of Mary Frost as our new CEO. Mary has been involved in the not for profit sector for a long time and is skilled in developing stakeholder relations. In late June 2019 we ran the Emerging Leaders Program, sponsored by Tasplan Super. This 2-day intensive program was held at the QVMAG Museum in Inveresk. LG Professionals offer an Emerging Leaders program for employees working in local government. This program is a unique professional development opportunity for those who aspire to positions of leadership or who are currently working in leadership positions. The program focused on equipping emerging leaders with an understanding of the key challenges facing local government now and into the future and the skills and competencies to develop leadership abilities. The objectives of the program were to:

− Develop leadership skills and behaviours for people who will lead at all levels in Local Government; − Provide an opportunity for participants to network with emerging leaders from different

professions to build stronger links and understanding between professions; − Increase appreciation of the wider challenges facing Local Government and how to respond to

them; − Develop a network of emerging leaders and coaches/mentors to support their development; and − Retain emerging leaders within the Local Government sector.

The Board is committed to providing value to our growing membership and the Emerging Leaders Program is one example of our approach. The Raymond West Scholarship program is open to emerging local government leaders, committed to advancing the profession of local government to build better communities. Congratulations went to:

− Katelyn Cragg, Project Officer, Local Government Association of Tasmania; and − Sandy Loring, Environmental Health Officer, Burnie City Council

for being selected as the Raymond West Scholarship recipients for 2019. The scholarship enabled Katelyn and Sandy to attend the LG Professionals Australia National Congress in Darwin from 31 July until 2 August 2019. The annual National Federation Awards celebrate the achievements of both individuals and councils advancing their communities. The Awards are designed to honour local governments for their effort in making a difference in their communities by showcasing the innovative solutions that demonstrate leading practice, deliver quality services and better outcomes for communities, and have the potential to be replicated across the country. LG Professionals Tas was pleased to announce the winners of the Tasmanian Regional Awards. Congratulations to:

Throughout the year we also continued to hold our Special Interest Group forums in Human Resources. I wish to extend the Board’s continuing appreciation to our many corporate partners throughout the year for their ongoing support and commitment to LG Professionals Tas. Their support is invaluable to ensuring this organisation can continue to provide quality services to our members as well as remaining a relevant and worthwhile organisation in the Local Government sphere. My sincere thanks also go to my fellow Board members, Matt Grimsey, Leanne Hurst, Jonathan Harmey, Rolph Vos, Tracey Bradley, Anna Holland and Matthew Atkins for their positive contributions during the year. I also wish to acknowledge and sincerely thank Katrena Stephenson who represents the Local Government Association of Tasmania (LGAT) as an observer on the Board. The LG Professionals Board offers it’s time voluntarily and continues to work with great integrity, commitment and common purpose to set the direction for our organisation. During the past year our Chief Executive Officers, Jan Davis and Mary Frost achieved a seamless handover. I thank Jan and Mary for their invaluable contributions. As my year winds up, my hope is that our organisation will continue to build our new brand and hold our position as the leading professional development organisation for the local government sector. Finally, I thank the Board for placing their confidence in me and thank you to all those members whose energy and involvement makes our work enjoyable and worthwhile.

Southern Branch Report Whilst 2017/2018 proved to be an engaging year, it would not be an understatement that the Southern Branch has struggled this last year. A disappointing response resulted in the Branch not meeting for the traditional Christmas gathering. With both Myself and Branch President Matthew Grimsey working in Huon Valley Council, the beginning of the year saw our prioritisation directed to supporting the Emergency Management Role Huon Valley Council had during the Huon Valley Bushfire Emergency: ensuring that Council’s service levels for the community were still maintained. As a result, our service to the Southern Branch was unfortunately unable to be maintained. Additionally, the subsequent convergent timing of much deserved extended leave for each of us did not assist in coordinating Branch Meetings. However, whilst the first half of the year has been written off, with the extensive support from LG Professionals Tasmania’s new Executive Officer Mary Frost, the second half of the year has seen a revitalisation to the organisation with a Branch Meeting being hosted by Kingborough Council on Friday 26 July. This meeting saw presentations from Huon Valley Council’s Rebecca Stevenson on the Huon Valley’s Bushfire Emergency Management and the lessons learnt from that event. In addition, Kingborough Council’s Kaylene Allan and Nikki Brookman from Tasmanian Cat Management Project, gave us a presentation on cat management and community engagement. Tasplan’s Nick Rossetto provided an update on the latest news from the superfund. The Southern Branch did see four representatives attend this year’s Emerging Leaders Program held in Launceston in June. With representatives, attending from Glenorchy, Sorell, Glamorgan Spring Bay, and myself from Huon Valley. Mary Frost compiled an enriching and engaging programme that explored the development of leadership skills in a context relevant to local government. It is highly recommended that branch members, particularly those in a senior Council position, keep an eye out for potential members and employees to attend future programmes. Although the past year has been less than desirable in both events and attendance of membership, the upcoming year looks to be a refreshing start for the Southern Branch. Based on core set dates, Mary Frost has planned out our traditional lunch time seminars for members to lock into their calendars: although, volunteers to host would be greatly appreciated. Feedback from members has given us ideas to explore and provide further value for members. Please stay tuned for future announcements, once practicalities are sorted out. Finally, I would like to acknowledge the contribution of Matthew Grimsey, who has been the Southern Branch President for a number of years. Matthew’s work situation has changed in the recent year, meaning that he has not been able to provide the level of commitment to the organisation that he desires; therefore, is not nominating for Branch President for 2020. Matthew has been a great champion of Local Government Professionals Tasmania and has provided extensive service to the organisation particularly the Southern Branch. I would like to take the opportunity to personally thank Matthew for his support and mentorship surrounding the position of Branch Secretary these last couple of years. Whilst we may not see him in a formal role, it is hoped that we will still see him at future Southern Branch Events.

Homework for members who have been regularly attending sessions for the upcoming year is to encourage other members and non-members – who should be members – to come along to future meetings. Northern Branch Report I would like to take the opportunity to thank those members that regularly attend our branch meetings and special interest group training sessions. I feel it appropriate to make mention of a number of achievements for Northern Council employees during the 2018-19 year. Erica McKinnell of Break O’Day Council was awarded the Tasmanian Emerging Leader of the Year Award and was highly commended at the National Awards. As a project manager in the community services area, Erica took a lead role in delivering Triple J’s One Night Stand bringing around 30,000 people to St Helens for the event. She eliminated uncertainty that some community members were feeling about the project and quickly engaged support with her enthusiasm and dedication. She acted as the conduit between Council, the State Government, the Community and ABC and organised many aspects including security, volunteers, waste, toilets, food vendors, fencing, lighting, power, internet and phone connectivity. The event proved to be a huge success and economic boost for many members of the community. Congratulations Erica. Claudia Taylor and Sarah McCormack of the City of Launceston were awarded the Tasmanian Excellence in Community Development and Service Delivery Award. The project Asset Based Community Driven Effort (ABCDE) Learning Centres in Rocherlea, Ravenswood and Mowbray enable the community to identify their assets, build connections and create change in the heart of the community to benefit those living within that area. The project collaborated with Bank of I.D.E.A.S.. The ABCDE Learning Sites help everyone focus on what’s strong, not what’s wrong within a community. It provides a framework that has allowed the City of Launceston to successfully deliver two Learning Sites, Rocherlea in 2017 and Ravenswood in 2018, with a Mowbray Learning Site to be delivered in 2019. An example of a successful project achieved in the Ravenswood Learning Site which was achieved through a resident’s dream, is the Ravenswood Sign. The Ravenswood community put up its very own sign, reflecting the vision of the ‘Ravenswood Hollywood sign’. This new piece of public artwork was designed to instil a sense of pride and welcome visitors to Ravenswood. The City of Launceston Mayor Albert van Zetten unveiled the sign in front of over 100 community members who participated in the project. It was pleasing to see Northern Tasmania well represented at the Tasmanian Management Challenge. Participating teams included Break O’Day, the City of Launceston and a composite team with members Northern Midlands Council, West Tamar Council and Meander Valley Council. The annual event provides professional development for Council employees. It incorporates a written submission and a challenge day where teams work together to complete simulation-based team building, learning and networking tasks using real local government themes, the types of issues that a senior management team in a council would most likely face. The tasks aim to give teams exposure to a broad range of Council functions but also encompasses effective communication between team members. Well done to all participants. North West Branch Report The North West Branch has held four meetings this year with a committed group of regulars making the events topical and interesting. There has been a concerted effort by the Branch Secretary, Rose Titcombe to encourage greater attendance and this has been evident in the number of meetings this year. The LGP Branch year kicked off as the year was coming to an end in December – the meeting was held at the paranaple centre in Devonport. The annual conference dominated discussions with the branch hosting the 2019 event. The second meeting was held on 16 April at Burnie City Council. The third meeting was held at the Cradle Coast Authority with discussions around conference arrangements and topical issues such as FOGO. The AGM was held in September at Central Coast Council and there were presentations by Daryl Connolly from Cradle Coast Authority discussing the Futures Plan. There was also a presentation by Andrew Ralph and Samuel Rogers on cyber risk. Both presentations were very informative, and a further session will be arranged around cyber risk strategies at Devonport City Council. The conference is just weeks away and although the organising has been well coordinated by Mary as EO there remains some questions around the viability of this event as sponsorship and attendance have been difficult to maintain. National Report LG Professionals Australia underwent a period of significant change in 2018, and in 2019 has refocused on specifically delivering member benefits for State Associations and members around the country. With a small Secretariat that supports a National Board, the organisation has consolidated its offerings to the following list below. The result of this ongoing work and consolidation is that 2020 will allow the organisation to deliver a greater breadth of offerings for State Associations and members. National Congress

The annual National Congress provides an opportunity for senior local government professionals to learn about the latest in local government trends, approaches and best practice, to meet and network with industry peers, and to celebrate the leading case studies from around Australia. 2019 saw more than 250 delegates participate in the National Congress in Darwin with over 300 attending the Gala Dinner & Awards Night.

Australasian Management Challenge

The Australasian Management Challenge is a well-regarded, high-quality management program that continues to grow in both reputation and participation, now branching out beyond Australia and its close neighbours. This year saw 117 teams participate from across Australia and New Zealand as well as two non-competitive teams from South Korea in a first for the program.

International Mentoring Program

The International Mentoring Program is another brand held in high esteem, but an ongoing restructure will ensure its member-centric focus and benefit into the future. The IMP provides members with the opportunity to grow their management and soft skills by mentoring a young person in Cambodia and Nepal over a six-month period. The organisation has developed a strong focus on mentor support with improved webinars and training as well as resources and support for the 25 mentor/mentee relationships that have been facilitated through this program.

Professional Development Exchanges and Conference attendance

LG Professionals Australia holds long-standing relationships with a number of like-minded organisations in the US, UK, New Zealand and the Commonwealth. These relationships are utilised as sources of insights into international approaches and trends that can be passed on to members through sessions at events, exchange programs for members, and the sharing of resources and information for members online.

Federation Awards

Celebrating and sharing best practice and innovative approaches is an excellent way for councils to learn from each other. The Federation Awards facilitate this with State Association award winners being invited to enter the national awards program, the Federation Awards. There are currently five award categories that align closely with the award offerings of the State/Territory Associations.

Advocacy

The National Office has continuingly been using its foothold in Canberra to lend a voice to the diverse councils of Australia to the Federal level of government. This advocacy for the needs of

members and the sector is an emerging role for LG Professionals Australia, and one that the organisation is in a unique position to fulfil. The organisation has forged strong relationships with key political representatives, federal government departmental officials, and likeminded organisations throughout 2019. An advocacy brochure that argued for greater federal financial support and showcased the essential work of members from across the country that these funds supported was developed prior to the federal election and distributed to all councils and existing politicians as part of this sector advocacy.

Newsletter and Digital Outreach

The Local Government Update is a fortnightly digital newsletter distributed to over 3,000 subscribers. The newsletter profiles leading approaches, relevant news coverage and opportunities for members from both the National Office and State Associations. As such, State Associations are welcome to submit content to be included in this to strengthen state-based communications activities. The newsletter acts as a more direct communication tool beyond the more regular social outreach through platforms like Twitter and LinkedIn with more than 2,500 and almost 3,000 followers respectively.

JLT Joint Insurance

LG Professionals Australia coordinates the procurement of insurances for all States nationally. This service covers Professional Indemnity, Public Liability, Directors and Officers, Travel and Cyber (by request). This service provides streamlined administration for State Associations as well as a gross saving of approximately $20,000 from the leveraged increased buying power.

Raymond West Scholarship Recipient Reports Katelyn Cragg Project Officer Local Government Association of Tasmania Background The Raymond West Scholarship gives young employees working in Local Government an opportunity to attend the Local Government Professionals National Congress. The theme of this year’s Congress was to develop better teams, better organisation, and a better you, whilst addressing the barriers/needs of both present and future Local Government leaders. Learnings and Networking Several speakers spoke about the role of Local Government leaders (i.e. to create, encourage, overcome, and employ) and the challenges they face both presently and, in the future (e.g. tackling mistrust, financial sustainability, inequity). These discussions added to the skills I have acquired through my studies and career to date on leadership and managing projects. International perspectives (e.g. Japan, Korea, Canada, and United States) on Local Government were also offered at this year’s Congress. These perspectives enabled me to gain both a national and international view of the Local Government sector – a valuable take-away which can be used to contextualise my understanding of Local Government in Tasmania. The nature of the sessions and Congress festivities meant that I was given ample opportunity to connect and collaborate with my peers Australia-wide. This allowed me to share ideas, discuss challenges, and learn new ways of practice from others more experienced than myself. I endeavour to keep in contact with several of the people I met at this year’s Congress and to further draw upon their wisdom in future. Speaker Line-Up My behavioural science background means that I have both a well-developed and unique understanding of the science behind human behaviour (e.g. why people behave, think, react, and interact the way they do). This was nicely brought into context by Dr Alex Gyani who spoke about applying behavioural insights to Local Government. The direct applicability of this discussion to my work and personal background is what made it so captivating – I look forward to seeing how councils utilise this information across the key policy areas. Ruth McGowan’s session on championing gender equity was provocative but with clear implications (e.g. productivity, performance, funding and efficiency) and strategies for becoming accountable (i.e. commit publicly, set targets, measure, manage and report). As a woman, I found this session to be particularly influential – it has encouraged me to be the change I want to see and to ‘lead like a legend, not a bystander’. Conclusion The Local Government Professionals National Congress was an educationally rewarding (and fun) experience! As a Raymond West Scholar, I would like to thank Local Government Professionals for the opportunity to attend this year’s premier Local Government event. I consider myself very lucky to have been a delegate and will regularly look back on this insightful and thought-provoking experience in years to come.

Sandy Loring Environmental Health Officer Burnie City Council I was lucky enough to be a recipient of the Raymond West Scholarship for emerging leaders in local government which provided me the opportunity to attend LG Professionals National Congress in Darwin. Congress was a fantastic experience. We began the conference on Wednesday night with a formal opening and networking opportunity. I was able to meet some of the other Raymond West Scholars and identify key stakeholders. A full-day program awaited on Thursday with many interesting topics and speakers. My highlight was the Australasian Management Challenge live final task. As a previous finalist it was fantastic to see what this year’s teams had produced - and much less stressful being part of the audience! All the teams performed exceptionally although, competitive by nature, I couldn’t help but give Kingborough Council an extra loud cheer. The LGP Gala Dinner was held on Thursday evening at the beautiful water-side venue Pee-Wee’s at The Point. A wonderful night of food, wine, presentations and dancing! Darwin provided many opportunities to experience new things and crocodile canapés were a great example on Thursday night! Friday saw the conference continue; I was particularly interested in the gender equality stream which did not disappoint. Beginning with a brilliant and interesting presentation on Behavioural Insights from Alex Gylani (insights that have a real and practical implication for all levels of local government) the morning flew by. Statistically it cannot be denied that women are under-represented in senior management across the country and it was thought-provoking and motivating to hear such passionate presentations from Ruth McGowan and Justine Finley. As a young and ambitious female in local government I feel there will be many future opportunities ahead as workplace diversity continues to improve and societal norms evolve. Congress gave me the opportunity to network with a large cohort of similar nature - leadership and management capability, without question in my eyes, lends itself to particular personality types. I felt a great sense of belonging amongst the delegates and was able to learn a lot from more experienced managers. It was so nice to share a few days with others that share and understand my determination and drive, rather than have to justify it. Congress also gave me insight to local government more broadly and I was so fascinated to hear how unique and diverse the other Raymond West Scholars were – from Finance, to Project Management to Environmental Health! I would strongly encourage other to apply for this scholarship in future years, as it really is a wonderful opportunity to learn, develop knowledge and meet like-minded people.
