Sri P.K. Lahiri

 Mr. P.K. Lahiri, IAS (Retd.) is an eminent bureaucrat, who held the positions of Secretary to Government of India successively as Secretary, Ministry of Mines (1989-90) and then Revenue Secretary in the Ministry of Finance (1990-91), before serving as India’s Executive Director in the Asian Development Bank, Manila with the rank of Ambassador (1991-95). He also served as Chairman, IIT Dhanbad for more than 15 years. He served as an independent Director on the Boards of Tata Sponge Iron Ltd. (from 1997 to 2011) and is on the Boards of certain other

Companies.  He was the Co-Chairman of Management Council of the Atomic Minerals Division (AMD) of the Department of Atomic Energy, Government of India from 2007 to 2011.

 During his service period Mr. Lahiri served as nominee Director on the Boards of several major Public Sector Undertakings in the coal and mining sectors, such as, Coal India Ltd., Neyveli Lignite Corporation, Eastern Coalfields Ltd., Singareni Collieries Company Ltd., Hindustan Zinc Ltd., etc.  He was also a nominee Director on British India Corporation, Elgin Mills, Kanpur and Cawnpore Textiles, Kanpur. Mr. Lahiri has attended numerous international conferences abroad and led Government of India’s delegation successively in 4 successive Annual Meetings of the International Lead Zinc Study Group (ILZSG) from 1986 to 1989. As Executive Director, ADB, he led the delegation of Board of Directors of ADB in visits to Malaysia, Indonesia, Mongolia, Sri Lanka and Peoples Republic of China during 1993-95. A book titled ‘Decoding Intolerance – Riots and the emergence of terrorism in India’ authored by him has been published by Roli Books as part of their Lotus Collection. 

Dr. Y.S.Rajan

Y.S. Rajan has a proven track record of excellence as a Scientist, Technologist, Administrator, Organisation Builder and Leader, Diplomat, Academic, Writer and Poet. He combines a unique ability for original and innovative thinking with strong implementation skills. He has capability to network with multi–disciplinary and multi–cultural groups.He has made key contributions to space research, technology and applications since 1964 and continues to be an important expert on space matters. As Scientific Secretary, Indian Space Research Organisation (ISRO), he was responsible for a combination of scientific, technical, administrative, planning, policy and international cooperation matters. His contributions in shaping ISRO from its initial experimental phases into a major service delivery organisation have been remarkable. In the process, he has also been a creator of many institutions and sustainable mechanisms between ISRO and its end-users. He has worked with Massachusetts Institute of Technology (MIT), USA and NASA for about three years.He is also a well recognized authority and thought leader on technology development, business management and society linkages. While holding various positions of responsibility related to science and technology (S&T) between 1988 and 2002, he has shaped key policies and implemented several successful R&D projects with industry participation. He has been responsible for creating a series of documents related to Technology Vision 2020 for India, which culminated in a book on a roadmap for socio-economic development for India called “India Vision 2020”. He has practical ground level experience in developmental issues and has founded and built organizations like Technology Information Forecasting and Assessment Council (TIFAC), which he has led for about two decades. These organizations have

helped to bring relevant technologies to improve productivity for the agricultural, manufacturing and service sectors.After a 30 year stint with the Government of India (GOI), he joined the leading industry association In India, Confederation of India Industry (CII) in 1996. At CII, he strengthened and expanded their capabilities to interface with Government on S&T and business issues. The technology division which he expanded and strengthened has now become a powerful platform for national and international cooperation between industry, academia and governments. As Principal Adviser (2004-2010) he created unique mechanism at CII for University – Industry collaboration.He has wide international experience and was responsible for a large number of cooperative projects between India and other countries. He has led Indian delegations to United Nations (UN) and has visited about 40 countries in all continents as a part of cooperative efforts in science, technology and business.He is an expert in environmentally sound technologies, satellite meteorology, remote sensing, mapping systems and Intellectual Property Rights (IPR) related matters. He has completed special assignments for UN organizations like UNIDO, WIPO and UNEP. He was actively involved in evolving policies and procedures relating to adopting IPR laws in India to the post WTO/TRIP situation and also in preparing the Indian Industry and institutions to master IPR issues.His engagement with academic world began since 1976 and over a decade was responsible for funding basic research and introducing courses relating to space science and technology in several institutions. He was visiting professor in Anna University for four years (1984–88) and conducted Masters level courses. Since 1988, he has also been responsible for introducing several innovative courses and creating unique centres of relevance and excellence for industry-academia cooperation, with part funding from industry. As Vice-Chancellor, Punjab Technical University (PTU), he introduced key initiatives to improve the internal processes and the external interfaces of the university. He continues to be visiting faculty, board member and advisor to various renowned Indian academic institutions.He is also a prolific writer and has written on a variety of subjects, including on science, technology, business, youth, leadership, social and ethical issues. He has authored and co-authored a number of books and has contributed to several others. He has also written a large number of articles in journals in India and International papers/ magazines, etc. He is an excellent communicator in written and spoken form for different segments of people ranging from school children to accomplished elders.He has written seven books of poetry in an Indian language, Tamil which has been critically acclaimed by eminent Indian poets. He has also written three books of English poems which have received very good reviews.He was awarded Padma Shri by the President of India during 2012.During January 2013, he was felicitated at the India Geospatial Forum, with Lifetime Achievement Award.

Dr. Sudhir Krishna was a member of Indian Administrative Service for37 years, the last assignment being Secretary, Ministry of UrbanDevelopment, wherein he steered the various national programmes andpolicies for urban development including the JNNURM and also developedthe initial contours of the Smart Cities Mission.Subsequently, he wasappointed as Chairman, the Fifth Delhi Finance Commission, whichsubmitted its report in October 2017.

He had held various other senior positions in Government of India inMinistries of Panchayati Raj, Fertilisers & Chemicals, Central FinanceCommission and LBS National Academy of Administration (Mussoorie), andin Government of Karnataka, as Principal Secretary (Public Works,Ports & Inland Water Transport), Metropolitan Commissioner Bengaluru,Commissioner of Commercial Taxes, Divisional Commissioner, Gulbarga,Chief Secretary, Zilla Parishad, Dharwar, Deputy Commissioner, DakshinKannada etc.

He has numerous publications to his credit, on themes relating topublic policy, management and urban & regional development.

Lately, he chaired two Committees set up by the Government of Delhifor framing a Draft Public Procurement Bill and for makingrecommendations on simplification/ abolition of licensing system.

He continues to remain involved with the urban developmentinitiatives. He also chairs a TIFAC Committee on Smart Habitats. He isalso a national resource person for DoPT for Training on LeadershipSkills.

Ms. VINEETA HARIHARAN

Vineeta has been working for the last 20 years in the Public Policy and Development Sector. Core experience include, Policy Formulation and Program Implementation at the Federal/ National level. Monitoring and Appraisal of large scale infrastructure projects, Urban Planning, Retail and Infrastructure Planning.

Apart from being a qualified Civil Engineer and holding a Masters degree in Urban Planning from the School of Planning and Architecture, New Delhi, she has also completed her mid career Masters program in Public Policy and Administration from the Lee Kuan Yew School of Public Policy, National University of Singapore (2010-11). Here she had the opportunity to interact with policy makers and administrators from over 20 countries in Asia, Europe and USA and learn from experts from IMF, World Bank and ADB and leading universities of the world.

While at LKY, she also had the opportunity to pursue a short term program in Climate Change Policies from Tufts University held in Annecy France where she had the opportunity to exchange ideas with the leading international experts in the field including Mr Yali Nasser of John Hopkins.

Further, following her work within the Ministry of Housing and Urban Poverty Alleviation from 2012-14, she received a Fellowship from the Netherlands Government to pursue a Short Term training in Land Management, organized by UN Habitat and the Lincoln Institute of Land Policy, Washington.

She is currently leading a Government of India Mission, with the Ministry of Rural Development, where she had the opportunity to design, formulate and now roll out the programme across the country.

Vineeta is also a member on several strategic committees with the Government of India.She is also currently the President of the India Alumni Chapter of the Lee Kuan Yew School of Public Policy where she closely liaisons with the Singapore High Commission, the India Alumni Chapter Members, Government of India and the LKY school.

Ms. Anjali Makhija

Anjali Makhija, Director, Strengthening Village Level Institutions at S M Sehgal Foundation holds a master’s degree in social work from Delhi School of Social Work and a bachelorsin Economics (Hons), both from Delhi University. She has over 24 years of work experience on governance and women’s issues. During her early years of career, she managed projects and conducted trainings on themes related to education and reproductive and child health. Subsequently, she worked extensively on strengtheningPanchayati Raj Institutions, forming women collectives of elected women representatives and working with other village level institutions. She has presented her experiences at various forums and published papers and articles related to village governance.She has also conducted trainings on village governance for students of various Universities such as TISS, MDU. She is a member of Internal Complaints Committees of Super Group Plc, Li and Fung, Marks and Spencer and Mother Diary Fruits and Vegetables Ltd; and a member of

DR. B.GANGAIAH

Dr. B.Gangaiah, currently Member Secretary of AP Planning Board is an Indian Economic Service(IES) Officer of 1980 batch. He has a PhD in Economics and an M.Phil in International Studies from Jawaharlal Nehru University, New Delhi. During his career he worked in several Government of India Ministries of Agriculture, Industries(SME),Rural Development, Urban Development and Planning Commission in various capacities. He also worked on deputation with DFID and Bill and Melinda Gates Foundation funded health projects in India. He worked with the Futures Group International a US based Think Tank on Health Economics during his deputaion outside the Government

Before joining CGG he was working as Senior Economic Adviser in the Ministry of Agriculture (GOI) at New Delhi and was also the country Focal Point Person to FAO on Agricultural Market Information System(AMIS), an initiative under G20 for promoting global food security. In the Agriculture Ministry he was playing a key role in the preparation of flagship publications of Agricultural Outlook and Situation Analysis Reports and the State of Indian Agriculture reports of the Ministry in addition to various policy notes and Memoranda to Parliamentary Committees.

He has done several consultancy studies for international agencies like World Bank, UN Women, ILO, UNAIDS, DFID, NOVIB, Bill and Melinda Gates Foundation, Deutsch Bank Asia Foundation, Humanist Association of Norway, Family Health International (FHI) on wide ranging subjects of Health, HIV/AIDS, Gender, Irrigation, Livelihoods and Migration, Poverty and Social Reform. He has published papers in Indian Journals and internationally edited books on Sustainable Agriculture, Multifunctional Agriculture, Evaluation and HIV AIDS.

Mr. Vinay Kumar

Mr. Vinay Kumar is the Regional Director for Asia and Global initiatives at Digital Green. He provides leadership in program strategy and operations. He has over 35 years’ experience in the public, private and nonprofit sectors, having implemented on-the-ground projects in more than 20 countries. Prior to Digital Green, Vinay was India Operations Director at Program for Appropriate Technology in Health (PATH), a Seattle-based global health nonprofit. He led operations at IntraHealth International Inc. for its Asia and Near East office, overseeing implementation of a global reproductive health program. He was Vice President at JPS Associates, a management consulting firm, and an officer at the Reserve Bank of India. Vinay also served as an Advisor to the Government of India’s Department of Biotechnology, and laid the foundation for the Clinical Development Services Agency, a national body that conducts clinical trials in India. He earned a Master’s of Business Administration from Delhi University, as well as a Master’s in Political Science and Master of Philosophy in International Relations from Jawaharlal Nehru University, New Delhi.

 Vikash is an accomplished industry leader with expertise in the areas of Strategy, Business Operations, Planning and Process Transformation in the Investment Banking industry.Vikash holds an MBA degree from University of Chicago, Booth School of Business and an undergraduate degree from University of Allahabad.  Prior to joining APG, Vikash headed Real Estate Operations Planning of the Asia Pacific region at Goldman Sachs.  He has also worked with Morgan Stanley and Reliance Industries prior to his last stint with Goldman Sachs.   An avid outdoor sports enthusiast, Vikash is a Sailor, Marathoner and has been an endurance runner and a winner of the Oxfam 100KMS race in 2013.

Mr. Arvind Gupta

Arvind Gupta is Chief Manager at DCF Advisory Services and handles the agriculture based program. He is part of the core team which developed the Agrowon Smart Village concept and is responsible for the implementation of the program in cluster of villages. Before joining AP Globale, he has worked in various roles like project management, strategy and finance sector with major focus in Private Equity and M&A space in agricultural sector. He has done his MBA in Agri Business Management from IIM Ahmedabad and M.Tech from IIT Kharagpur.

Jayant Krishna is the Executive Director and Chief Operating Officer of the National Skill Development Corporation (NSDC), a public private partnership that plays a pivotal role in the Skill India Mission. His rich industry experience of 30 years contains 22 years with Tata Consultancy Services (TCS), where he has held various key positions, including Director, Life Sciences and Healthcare, Europe; Business Consultant; Delivery Centre Head, Regional Director, UK & Ireland; and Global Relationship Manager for one of TCS’s largest accounts worldwide. He has also worked on several Tata Group level initiatives in the last two decades like Tata Administrative Service (TAS), Tata Business Excellence Model (TBEM), Tata Crucible, Corporate Sustainability, Adult Literacy, Government interface, etc. Jayant has also worked as the CEO of NSDC, on secondment from the Tata Group.Jayant championed apprenticeship reforms in India, and played a pivotal role in the shaping of the Apprentices (Amendment) Act, 2014. He was actively involved with the Ministry of Skill Development and Entrepreneurship, Government of India, in the implementation of the reforms, and served as the Chairman of its Special Task Force on Apprenticeship Rationalization. Jayant has also led the Confederation of Indian Industry (CII)'s Task Force on Apprenticeship Reforms. He has been the Chairman of CII's Committee on Skills and Education for the Northern Region, and serves on its National Committee on Skill Development. He co-convened the erstwhile Planning Commission’s Task Force on employability issues in Higher Education, and was involved in the evolution of the National Skills Qualification Framework, and the formulation of India’s 12th Five Year Plan (2012-2017).Jayant was awarded the Chevening Scholarship by the British Government, upon being chosen among the 12 young Indian managers in the leadership track by the British Council after a nationwide search. He is a fellow of the All India Management Association and the Computer Society of India. Jayant also received the prestigious Dr APJ Abdul Kalam Award for Innovation in Governance in 2016. He has served as an Adjunct Professor at the Indian Institute of Technology, Kanpur, as well as on the Boards of reputed technical institutions. He is also on the Boards of a few companies associated with skill development. Jayant has published white papers in leading publications in India and abroad. A widely travelled person, he has represented India in several countries abroad in areas such as industrial development, skills agenda and information technology. He has also featured in many of leading Indian business and news TV channels as an interviewee and a panelist. Jayant is passionate about conservation of cultural heritage and is a Member on the Governing Council of INATCH, the apex level organization in that space. He has been the founder and chairperson of the one of the leading literature and cultural festivals in India.
