2017 Philippine Education Conference Achieving the Promise of K to 12 November 28-29, 2017 | SMX Convention Center, Pasay City RATIONALE The Philippine education system will have to face the graduation of the first cohort of Grade 12 learners and their transition to their preferred exits. Have we developed our learners who will live up to the promise of the K to 12? Are they ready to pursue college, work, entrepreneurship, or middle level skills development? Are our schools prepared to accept the K to 12 graduates? The 2017 Philippine Education Conference aims to engage educational leaders on Philippine education issues and concerns, particularly the implementation of the senior high school and preparations for delivering the new curricula for contemporary needs. It also provides an opportunity to understand how to translate educational trends, models, and innovations that contribute to achieving the goals of the K to 12. Briones, Secretary, Department of Education (DepEd) Represented by Undersecretary Jesus Lorenzo R. Mateo*, Undersecretary for Planning and Field Operations, DepEd This session presents updates on the full implementation of the K to 12, particularly the senior high school. Specifically, the presentation focuses on any of the following: accomplishments of the basic education sector; implementation issues and concerns faced; strategies and solutions adopted; and plans and next steps of the Department of Education. Higher Education Hon. Patricia B. Licuanan, Chairperson, Commission on Higher Education (CHEd) This session presents updates on the preparations of the higher education sector to accept the first batch of senior high completers in school year 2018-2019. In particular, the talk focuses on any of the following: CHEd policies, programs, and other initiatives that support the higher education institutions (HEIs); HEI alignment with the qualifications frameworks; transition of SHS completers who will pursue college studies and developing these learners to be more competitive and responsive professionals who will address national and international demands. Technical and Vocational Education Hon. Guiling A. Mamondiong, Director General, Technical Education and Skills Development (TESDA) This session presents the programs and initiatives of TESDA that support the implementation of the Technology and Livelihood Education (TLE) and Technical-Vocational-Livelihood (TVL) Track of the K to 12 program as well as preparations for SHS completers who will choose to pursue middle level skills development. Implementation of the General Education Curriculum Dr. Ma. Cristina D. Padolina, President, Centro Escolar University The session focuses on how schools can effectively deliver the general education curriculum, which includes shifting to learning competency based standards; linking K to 12 competencies and the entry requirements of tertiary education; assessing the college readiness of the K to 12 graduates; and providing school-based training on content, pedagogy, and assessment that the new curriculum requires, to name a few. Developing the Filipino Professional Dean Yolanda D. Reyes, Commissioner, Professional Regulation Commission Dr. Rosita L. Navarro, Chairperson, Board of Professional Teachers, PRC The session focuses on how higher education institutions (HEIs) can effectively implement the policies, standards, and guidelines (PSGs) for the academic programs with a discussion of the implementation issues, challenges, strategies, and even successes in the light of the national needs and global demands. Specifically relevant to the education sector is a presentation on developing the Filipino professional teachers from the Board of Professional Teachers of PRC.

Teacher Education and the K to 12 Dr. Purita P. Bilbao, Chairperson, Technical Panel for Teacher Education, CHEd Dr. Ester B. Ogena, President, Philippine Normal University The session presents two perspectives: the Commission on Higher Education, a government agency that mandates the teacher education curriculum, and a teacher education institution that delivers the curriculum with the end goal of developing effective teachers. School administrators will learn from the discussion of the implementation issues, challenges, strategies, and even successes as both respond to the K to 12 requirements.

He will identify and explain the Formative Five success skills that students need to succeed in life. Placing the Learners at the Center Through Design in Education Dr. Jennifer Bain and Dr. Juliet Sprake, Senior Lecturers in Design Education, Goldsmiths University, London 21st Century Education is Two Paradigm Shifts Away Dr. William Spady, Founder, Spady and Uy Center for Transformational OBE ‘Modern’ 21st Century education is still two paradigm shifts away from being truly ‘relevant’ to today’s learners. That elusive goal will be attained only after education undergoes two fundamental paradigm shifts: One from its Time-Based, factory-model, Industrial Age roots to becoming genuinely Outcome-Based; and the other when the Outcomes in that new paradigm transcend traditional classroom work and fully engage students in the life performance roles required of empowered adults in our ever-evolving global society. Dr. Spady will draw on his four-plus decades of cutting-edge experience with Transformational OBE to explain both of these shifts and give Filipino educators at all levels a fresh vision of what relevance can mean, both to them and their students. Prof. Rupert Maclean, UNESCO Chair on Technical and Vocational Education and Training (TVET) and Sustainable Development, College of the North Atlantic-Qatar This presentation will examine the ongoing debate on the pros and cons of secondary education becoming more closely and explicitly related to preparing young people for the world of work. This is often referred to as the ‘vocationalization of secondary education’. The presentation will locate this discussion within the larger debate as to the relationship between secondary education and education for the world of work (with particular reference to technical and vocational education and training-TVET) and the extent to which education and schooling should emphasize skills development for employability.

Schools need to focus on preparing students to excel in life, not to just do well in school. In this workshop, Dr. Hoerr will illustrate how a school’s culture can be used to help teach the Formative Five and to prepare students to achieve in life. Design Thinking as Transformative Educational Practice Dr. Jennifer Bain and Dr. Juliet Sprake Implementing the Essence and Power of ‘Real’ OBE Dr. William Spady Outcome-Based Education (OBE) is a powerful approach to learner success and empowerment, but its true meaning is misunderstood and misapplied in country after country. In this workshop, Dr. Spady will use his decades of cutting-edge experience with ‘real’ OBE to explain its essence, its origins, its unique paradigm, its ‘Success for All Learners’ philosophy, and its key operating principles – the driving forces that enable its implementers to expand and transform ‘The Conditions of Success’ for classrooms and institutions of all kinds. From the pioneering work of Benjamin Bloom fifty years ago to today’s pioneering breakthroughs in the Philippines, Spady will engage participants with tangible examples of how ‘real’ OBE can elevate and transform learning, curriculum, instruction, assessment, and the meaning of success itself in their classrooms, schools, and universities.

Participants will be encouraged to provide examples from their own work.
