2017 Performance Report for Fenelon Falls Waste Water Treatment Facility Amended Environmental Compliance Approval (ECA) #9572-ASGKMJ requires a performance report to be prepared on an annual basis, within ninety (90) days following the end of the period being reported upon. The report shall contain, but shall not be limited to, the following information: (a) a summary and interpretation of all monitoring data and a comparison to the effluent limits outlined in Condition 7, including an overview of the success and adequacy of the Works; (b) a description of any operating problems encountered and corrective actions taken; (c) a summary of all maintenance carried out on any major structure, equipment, apparatus, mechanism or thing forming part of the Works; (d) a summary of any effluent quality assurance or control measures undertaken in the reporting period; (e) a summary of the calibration and maintenance carried out on all effluent monitoring equipment; and (f) a description of efforts made and results achieved in meeting the Effluent Objectives of Condition 6; (g) a tabulation of the volume of sludge generated in the reporting period, an outline of anticipated volumes to be generated in the next reporting period and a summary of the locations to where the sludge was disposed; (h) a summary of any complaints received during the reporting period and any steps taken to address the complaints; (i) a summary of all By-pass, spill or abnormal discharge events; (j) a copy of all Notice of Modifications submitted to the Water Supervisor as a result of Schedule B, Section 1, with a status report on the implementation of each modification; (k) a report summarizing all modifications completed as a result of Schedule B, Section 3; and (l) any other information the Water Supervisor requires from time to time. The following is a report from the records maintained by the Ontario Clean Water Agency for the Fenelon Falls WPCP for the 2017 calendar year.

2017 Performance Report for Fenelon Falls Waste Water Treatment Facility

Amended Environmental Compliance Approval (ECA) #9572-ASGKMJ requires a performance report to be prepared on an annual basis, within ninety (90) days following the end of the period being reported upon. (a) Attached is Appendix I: Process Assessment Report Wastewater for the Fenelon Falls WPCP. The Report contains a tabulation of all monthly average raw sewage and final effluent sample results obtained during the reporting period, a tabulation of average daily flows, and monthly volumes for the reporting period, and a tabulation of calculated total loading of BOD5, suspended solids, total phosphorus, and ammonia + ammonium as N concentrations in the final effluent.

All reporting requirements in the Certificate of Approval are in compliance. The

treatment plant was able to meet all of its Effluent Parameter Limits for 2017.

(b) Overall, the plant process ran well in 2017. There were not any operating problems in 2017 other than three partial bypass of the tertiary filters caused by snow melt and high flows. The effluent limits and objectives as set out in ECA #9572-ASGKMJ were met and there were not any major mechanical issues.

(c) OCWA uses a Work Maintenance System (WMS). WMS is a maintenance tracking system that can generate work orders as well as give summaries of completed and scheduled work. During the year, the operating authority at the facility generates

scheduled work orders on a weekly, monthly and annual basis and the service work is recorded in the work order history. This ensures routine and preventive maintenance is carried out and assets are maintained to manufacturer’s and/or industry standards. Emergency and capital repair maintenance is completed and added to the system. Refer to Appendix II: Maintenance Summary. (d) Effluent quality assurance is maintained in several ways. Laboratory samples are sent to an accredited laboratory (SGS Lakefield) for analysis of all effluent parameters. Sampling calendars issued to the operator denote frequency of sampling and these calendars are submitted to the Process Compliance Technician at the end of each month. Raw and effluent samples are collected as per the Certificate of Approval and the results are reviewed on a regular basis to ensure compliance with the site’s objectives and limits. Work orders illustrating all scheduled and preventative maintenance to be completed are issued to the operator and/or mechanic. OCWA conducts internal audits of the facility and develops Action Plans to ensure deficiencies are identified.

Continuous phosphorus removal is achieved with the dosing of aluminum sulfate. A summary of its use and dosage is below:

(e) Maintenance and calibrations carried out in 2017 on all effluent monitoring equipment are presented above in Section (c) and in Appendix III: Calibration Reports. (f) OCWA uses a number of best efforts to achieve the Effluent Objectives. Effluent quality assurance and control measures include in-house sampling and testing for operational parameters such as [e.g., suspended solids, pH, phosphorus, dissolved oxygen, etc.]. In-house testing provides real time results which are then used to enhance process and operational performance. OCWA also collects raw sewage and effluent samples as per the

ECA and reviews these results on a regular basis to ensure compliance with the ECA objectives and limits.

OCWA uses a computerized maintenance management system which generates work orders to ensure maintenance of equipment is proactively performed. In addition, OCWA provides regular status reports to the Owner which includes operational data, equipment inventory, financial statements, maintenance activities and capital improvement recommendations. OCWA has developed comprehensive manuals detailing operations, maintenance, instrumentation and emergency procedures. To ensure facilities are operated in compliance with applicable legal requirements, facility staff have access to a network of operational compliance and support experts at the hub, region and corporate level. The Fenelon Falls WWTP was able to consistently meet the Effluent Objectives throughout 2017 with the exception of two Total Ammonia Nitrogen readings.

CBOD5 All of the CBOD5 results in 2017 were below the Effluent Objective of 15.0 mg/L in 2017.

Total Suspended Solids (TSS) All of the TSS results in 2017 were below the Effluent Objective of 15.0 mg/L in 2017.

Total Phosphorus (TP) All of the TSS results in 2017 were below the Effluent Objective of 0.3 mg/L in 2017.

Total Ammonia Nitrogen (TAN) The effluent objective for April 1 to October 1 is 2.5 mg/L and for November 1 to March 31 are 5.0 mg/L. All of the TAN results in 2017 between were below the Effluent Objective except for two results:

April 5, 2017 2.7 mg/L

November 29, 2017 5.4mg/L.

E.Coli All of the monthly geometric mean results in 2017 were below the Effluent Objective of 150 cfu/100mL in 2017.

pH All of the pH results in 2017 were within the Effluent Objective range of 6.5 to 9.0, inclusive. (g) Appendix IV: Biosolids Summary. The total volume of biosolids generated in 2017 was 2548.82 m3. The anticipated volume of biosolids for the next reporting period is not

expected to be appreciably different from this reporting period and no change is expected from the current biosolids handling methods and disposal areas currently utilized. Shepherd Septic Services has been contracted to haul, land apply and store the Biosolids on their approved sites and certified holding lagoon during the winter.

Appendix IV: Biosolids Summary has biosolids sampling results. (h) There were several odour complaints from a resident on Ellice St near the facility. OCWA staff communicated with the resident to try and identify the source of the odour. A complaint was received from a resident near the Ellice St PS concerning the fumes created when the generator is running. Operator spoke with the resident and the resident will be notified prior to monthly generator runs. (i) There were not any Spills or abnormal discharges during 2017 although there were three partial bypasses.

Partial Bypass 1: SAC #900409 (a) Date of the Event: February 23, 2017 at 19:50 to February 28, 2017 at 07:10; (b) Estimated volume: 1260m3; (c) Duration of the Event: 107 hours and 20 minutes; (d) Location of the Event: Sewage was directed through all processes with the exception of the estimated 1260 m3 that bypassed the tertiary filters (e) Reason for the Event: The partial bypass of the tertiary filters was caused by snow melt and high flows; and (f) Level of treatment: Sewage was directed through all processes within the Sewage Treatment Plant with the exception of the estimated 1260 m3 that bypassed the tertiary filters. Samples were collected at the beginning of the event, throughout the event and near the end of the event and analyzed for BOD, CBOD, TSS, Phosphorus, Total
