ส่งเสริมสนับสนุนอตุสาหกรรมประเภทโรงสข้ีาวให้มีปรมิาณเหมาะสมกบัความต้องการ

ของประเทศ รวมทัง้การส่งเสรมิสนบัสนนุชาวนาให้ปลกูข้าวได้เพียงพอกบัความต้องการ

ของตลาดภายในและภายนอกประเทศ และรักษาคณุภาพของข้าวให้อยูใ่นมาตรฐานที่

ดีอยู่ในความนิยมของผู้ซื้อและผู้บริโภค

ส่งเสริมสนับสนุนให้มวลสมาชิกได้รับความรู้ในด้านเทคนิคเกี่ยวกับการจัดการ ธุรกิจ

การค้า และเทคนคิเกีย่วกบัเครือ่งจกัรกลของโรงสข้ีาว รวมทัง้ช่วยเหลอืมวลสมาชกิใน

การแก้ไขอุปสรรค และข้อขัดข้องต่างๆ ด้วย

สร้างความเข้าใจอันดีให้เกิดข้ึนในหมู่เกษตรกรชาวนา โดยอาศัยมวลสมาชิกเป็นสื่อ

สัมพันธ์ ถ้าจ�าเป็นก็ต้องใช้สื่อมวลชนอย่างใดอย่างหนึ่งหรือหลายอย่าง โดยเฉพาะใน

เรือ่งพ่อค้าคนกลางให้เข้าใจว่าผูป้ระการโรงสีข้าวไม่ใช่พ่อค้าคนกลาง แต่เป็นผูแ้ปรสภาพ

ข้าวเปลือกเป็นข้าวสาร อาจถือได้ว ่าเป็นผู ้ผลิตเช่นเดียวกับเกษตรกรชาวนา

ผู้ประกอบธุรกิจโรงสีข้าวจ�าเป็นต้องร่วมมือกันต่อสู้กับพ่อค้าคนกลาง

รวบรวมข้อมูลเกี่ยวกับผลิตผลข้าวเปลือก ข้าวสาร ในฤดูกาลต่างๆ ตามความจ�าเป็น

เพื่อเสนอกรม กระทรวง ที่เกี่ยวข้อง และรัฐบาลทราบ ซึ่งอาจใช้เป็นข้อมูลประกอบ

การพิจารณาเกีย่วกับการส่งออกนอกประเทศ หรอืในการด�าเนินการใดๆ เพ่ือประโยชน์

ส่วนรวมต่อไป

รวบรวมสถิตกิารผลติ การจ�าหน่าย และการส่งออกต่างประเทศเกีย่วกบัข้าว และสนิค้า

อื่นที่มีผลกระทบเกี่ยวกับการนี้โดยตรงและโดยปริยาย

ให้สมาชิกได้ทราบข่าวสารในเร่ืองข้าว ทั้งข้าวเปลือกและข้าวสาร เช่น ปริมาณ

Objectives of the Thai Rice Mills Association 1. To support the rice mill industry to meet the demand of the country including supporting farmers to grow rice to meet the needs of domestic and foreign markets and to maintain the good quality standard of the rice in response to the needs of buyers and consumers. 2. To encourage members to improve technical knowledge in the management of trades and machineriesofricemillsincludingtohelpmemberstoovercomeobstaclesanddifficulties. 3. To improve understanding among farmers by using members-famers relationship and if neces sary, use one or more mass media, especially in regard to the middlemen. Farmers need to understand that rice millers are not middlemen, but the ones who convert rough rice (paddy) into milled rice. Rice millers can therefore be considered a rice producer same as farmers. Rice mill entrepreneurs need to cooperate to compete with the middlemen. 4. To collect data on the production of rough rice (paddy) and milled rice in various rice seasons as required to report to related department, ministry and the government. This data could be usedtosupportriceexportdecisionmakingoranyotherbusinessforthebenefitsofthepublic. 5. To collect statistical data on rice production, distribution and export as well as other products directlyandimplicitlyaffectingricetrade. 6. To inform members of any news on rice both rough and milled rice for example volume of production, distribution, exports, etc. and the movement of other goods directly and implicitly affectingricetrade. 7. To monitor and track the movement of rice trade both domestically and internationally to analyze and evaluate the situation. Analyzes and evaluations may be indicators of the direction and determinants the role of rice mills across the country in the near and distant future. It may be beneficialforconductingbusinessingeneralaswellasthefinanceandeconomyofthecountry. 8. To coordinate, negotiate and agree with various agencies related to the operation of the associationbasedonourobjectivesforthecollectivebenefitsofourmembers. 9. To cooperate with the government in every means possible from supporting the relevant governmentpolicy,ministriesanddepartments.Torequestforsupportortoofferopinionsas well as recommendations to the government, ministries, departments related to promoting of rice production and marketing of rough rice and milled rice to ensure that quantity and quality requirements are met. 10. To improve understanding on academic aspect, trade news, current situation of national and global economy, trends of consumers behavior as well as rules and exemptions for members to achieve good understanding, solidarity and cooperation for a smooth operation of the business whichwillbenefittotrading,finance,economyandnationalsecurity. 11. To resolve any dispute among members and to help resolve dispute between members and outsider (who abuse right of the member, defame and disgrace) by using civil and criminal legal tools. 12. To support member’s health, sport and leisure activities on an opportune occasion. 13. To support member welfares to the legal limit under Section 22 (3) of the Trade Associations Act, BE 2509. 14. Tocontributetosocietyandthepublicaswellasacharityandtoserveforthebenefitofthe publicappropriatelybasedonfinancialstatusoftheassociation. 15. The Thai Rice Millers Association is not involved in any politics.
