Borno continues to host the majority of IDPs (1,496,995) followed by Adamawa (143,209) and Yobe (108,769). While only 1% of the population were displaced before 2014, 33% were displaced in 2014, 31% in 2015 and 34% in 2016 and the first quarter of 2017. 35% of IDPs (656,492 displaced individuals or 124,324 households) live in 229 IDP sites (camps, collective centers and transit centers) and 1,227,839 individuals or 215,038 households in 1,874 host community sites. An estimated 21,000 individuals in sites are living without shelter and nearly 241,000 individuals (37% of the IDP site population) are living in makeshift shelters. Over 43% of the IDP households, living in 26 camps identified as most prone to flood, live in makeshift shelters with an increased risk of epidemics associated with the rainy season. Three LGAs in Borno state remain inaccessible to humanitarian actors for which there is little to no information on the living conditions of IDPs in those locations. Challenges: Although the implementation of rainy season Contingency Plan is ongoing, there are limited Shelter/NFI prepositioning, limited space for construction of shelters and capacities to prepare and respond to repeated storms, which have already destroyed or damaged over 2,700 shelters in more than 41 locations. Limited response and preparedness activities are linked to funding constraints while there is a need to ensure continuous emergency shelter response programming in response to sudden needs and storms. Recurrent security incidents, limited connection and access also pose significant challenge for the shelter & CCCM response in hard to reach locations. With over stretched capacity due to recent influx of IDPs, such as in Pulka, where over 3,600 IDPs arrived despite the lack of water reception capacities, IDPs transiting from Banki to areas with limited reception capacities, as well as Bama and Gwoza, there is a need to continue strengthening the response and site management & improvement capacities. Since the CCCM/DMS activities are being implemented with funding received in 2016 (HRP 2016), continuous funding is required to sustain, extend and improve CCCM/DMS interventions going forward. Response: Regular sector coordination meetings and finalization of the contingency plan with funding requirements over USD 10 million to meet the preparedness and response needs in case of floods and displacement unforeseen under the HRP 2016. As part of the contingency plan, shelter response, CCCM and shelter reinforcement technical guidance were elaborated. In 2017 so far, over 12,971 shelters has been complet- ed by partners in Yobe, Borno and Adamawa. As of May, there are ongoing emergency shelter construc- tions in: Bama (1000), Chibok (50), Damboa (2172), Dikwa (807), Gwoza (800), Jere (3466), Kaga (224), Kala-Balge (1000), Konduga (223), Monguno (1118), and Ngala (1350). Shelter/NFI interventions have been provided to 202,426 people while 590,998 people are still being monitored under CCCM/DMS interven- tions for improved monitoring, site management and support to the Government camp managers in 10 hard to reach LGAs in Borno State, in addition to Maiduguri MMC and Adamawa State. These activities are supported by dedicated site facilitators in 45 camps while the roving team cover an additional 39 camps under funding received in late 2016. However, site coverage mapping undertaken in May highlights that 61% of the sites are not being monitored by any type of site management. A new partner is now taking over three new sites for dedicated site management and support. Finally, over 232,053 people have been biometrically registered since January 2017. Overview:The ongoing conflict in North-East Nigeria has left more than 1.8 million people displaced in almost 2,103

locations across the six most affected states in the region (Displacement Tracking Matrix – DTM – Round

XVI). 37% of the IDP population are children. Borno continues to host the majority of IDPs (1,496,995)
