Susannah Spellman serves as the Executive Director of the United States Unified CommunityAnchor Network (U.S. UCAN) program at Internet2. U.S. UCAN. Susannah has more than 17years of experience in the telecommunications and broadband industry. Prior to joiningInternet2, Susannah worked at Booz Allen Hamilton leading teams specializing in theBroadband Technology Opportunities Program (BTOP) and the Public Safety InteroperableCommunications (PSIC) Grant Program. She also has worked for Deutsche Telekom’sconsulting arm, developing market and product offering strategies for mobile and fiberbroadband markets, at Telcordia Technologies consulting in the areas of newtelecommunications business and market entry strategies, and with IBM in businessdevelopment and marketing. Susannah holds a B.A. in Telecommunications from thePennsylvania State University and a M.A. in International Science and Technology Policy fromGeorge Washington University.

Keynote Speakers

Evan Marwell is a serial entrepreneur, having started companies over the last 25 years in thetelecom, software, hedge fund, and consumer retailing industries including INFONXX (nowKGB) and Criterion Capital Management. Collectively, these businesses created thousands ofjobs and generated billions of dollars of revenues and investment returns. Evan founded thenon-profit EducationSuperHighway in 2012. In its first three years, the organizationhelped shape President Obama’s ConnectED initiative and served as a catalystfor modernization of the Federal Communications Commission’s $3.9 billion E-rate program,earning Evan the 2015 Visionary of the Year award from the San Francisco Chronicle. Evan is anhonors graduate of Harvard College ’87 and Harvard Business School ’92.

Douglas Kinkoph is the Associate Administrator of NTIA's Office of Telecommunications andInformation Applications (OTIA) within the U.S. Department of Commerce, where he directsthe BroadbandUSA initiative to promote broadband deployment and adoption acrosscommunities nationwide. He also has been responsible for overseeing the $4 billionBroadband Technology Opportunities Program (BTOP) and State Broadband Initiativeprogram, resulting from the 2009 American Recovery and Reinvestment Act. These programsfunded the deployment of broadband infrastructure, public computer centers, sustainableadoption of broadband service, and the statewide broadband planning and data collectioninitiative used in creating the National Broadband Map. Prior to his current role, Mr. Kinkophmanaged the team responsible for overseeing the BTOP broadband infrastructure grants.Before joining the Department of Commerce, Mr. Kinkoph held multiple executive roles in thecommunications industry as well as in the public and private sectors as a telecommunicationspolicy expert. Most recently, Mr. Kinkoph was Vice President of Operations at SoundpathConferencing where he was responsible for all sales, marketing, and customer serviceoperations. His private sector experience also includes serving in senior regulatory and policyroles at XO Communications, Nextlink, and LCI. Mr. Kinkoph earned his M.A. inAdministration from Central Michigan University and his B.S. in TelecommunicationManagement from Ohio University.

Joe Freddoso has provided assistanceto over 1500 E-rate applicants over athree-year period while working withUSAC. Prior, Joe was President andCEO of MCNC.

Becky Rains served 14 years as theArkansas State E-rate Coordinator &was responsible for the statewide K-12 network E-rate application.

As Senior Network Consulting/Engineer Brian Shih helps schooldistricts with their technical issues. Hemakes sure that districts have accessto all of the valuable resources andtools necessary for them to optimallyrun their networks.

Mel Van Patten has over a decade ofE-rate consulting experience,working with large urban and smallrural applicants. Mel is the Presidentof the E-rate ManagementProfessionals Association.

Jenny Miller works at ESH with K-12 educationleaders and state government officials, helpingthem align solutions where our nation’s studentsget the resources they need to realize their truepotential.

Before joining E-Rate Central, EricFlock worked at USAC as a part ofthe Schools and Libraries Division’ssenior management team for 9years. In his role at USAC, Eric wasresponsible for determining theeligibility of products and services,and for creating and updating thePIA application review procedures.

As part of ESH's District Team, Jess Stein partnerswith school districts to upgrade their networks andensure they have access to high bandwidth, lowcost solutions.

Aarti Bhatnagar serves as the leader and mainpoint of contact for ESH’s district consultingprojects. She works to develop and maintainprograms that support districts with theirnetwork upgrades and provide them with highbandwidth, low cost solutions.

Rocky Chenelle is the US Dept of AgricultureRural Utilities Service Telecom program GeneralField Representative (GFR) for CA, NV, & HI/Western Pacific. His job includes participation inthe planning, financing and construction ofbroadband networks & telemedicine/ distancelearning networks. He joined the USDA in 2009as a loan specialist for Rural Development inHawaii. He has degrees in Electrical Engineeringand Business Management.

Nick Marano graduated in 1984 fromSt. Joseph’s University with a B.S. inFinance. Most recently, Nick was amanagement consultant focused ontraining and placing veterans in goodcareers. Prior to that, Nick served 28years on active duty as an infantryofficer in the Marine Corps and retiredas a colonel. Nick’s last position wasthe Commanding Officer of the Corps’largest base, Camp Pendleton, CA from2009-2012. An experienced leader,Nick served four tours in Iraq from2003-2007, commanding a highlydecorated infantry battalion.

Daniel R. Spogen, M.D.Professor, Chair, Family & Community Medicine

After 23 years in private practice Dr.Spogen came to the University ofNevada, Reno School of Medicine tobecome faculty in the Department ofFamily and Community Medicine. In 2years as director of medical educationhe helped start OB & Sports MedicineFellowships, METRIC, and facultydevelopment sessions. He is alsoassistant student clerkship director.However, since that time in California,Dr. Spogen has been in privatepractice, practicing Family Medicine inthe Reno/Sparks area.

Currently, in Traffic Operations,she is working to expand thecommunications network and build outand develop systems that provideimproved critical information to thetraveling public.

Caleb S. Cage was appointed as Chiefof the Division of Emergency andHomeland Security Advisor in 2015.He is graduate of West Point and hismilitary career spanned 5 years, with2 tours in Iraq. Caleb’s civilian careerbegan as a Senior Policy Advisor tothe Lt. Governor, then the ExecutiveDirector of the NV Office of VeteranServices, and the Director of Militaryand Veterans Policy.
