SanFranciscoPoolAssociationPolicyTheSanFranciscoPoolAssociation(SFPA)isanon-profitorganizationcommittedtopromotingenjoyablepoolcompetitionamongthepatronsofsponsorestablishments.Tothisendtheadministrativestructure,consistingofaBoardofDirectorsandwhatevercommitteestheymayform,isintendedtofacilitatecommunicationbetweenvariousgroupsofpeople,therebyprovidingagroundworkonwhichtheymayjoininorganizedcompetition.ItisintendedthattheBoardberesponsibleforstreamliningitsownfunctionwhennecessaryanddevelopingnewandmorevariedopportunitiesforpoolcompetitionastimegoesby.TheSFPAmembershiphasadoptedBCAPLrulesastheguidelinesforwhichitwilluse.TheBCAPLrulesinprintatthetimeofteamregistrationwillbeineffectforthatseason.AnydeviationsfromtheseruleswillbedefinedinthePolicysectionasdecidedbytheSFPABoardofDirectors.Generalmembershipmeetingswillbeheldeachseasonatwhichtimeruleswillbediscussedandalteredifnecessary.Membersshouldattendthesemeetings.1. TeamsandSponsors
A. ProspectiveplayersmayapplyformembershiponateamatanySFPAbar.Try-outs,atsponsor’sorteamcaptain’sdiscretion,maybeheldtofillteammemberpositions.
B. Teamsconsistofatleastfour(4)butnotmorethanseven(7)members.C. Sponsorfeesaredueatteamregistration.Sponsorfeesare$225forone(1)teamand$25foreachadditional
teamperestablishment.Sponsorsarelimitedtotwo(2)teamsperpooltable.D. Membershipfeesforaminimumoffour(4)playersaredueatteamregistration.Allothersareduebeforeplayer’s
firstnightofplay.Individualfeesare$60.00.Playersjoiningafterthemid-seasonbreakshallpay$30.00ontheirfirstnightofplay.
E. TeamCaptainswillsubmitalistofmembers’addressesandphonenumberstotheBoardontheregistrationnight(s)designatedbytheBoard.
F. AllteamswillberandomlyassignedtoanumberofdivisionsdecidedbydrawconductedbytheBoard.Anestablishmentwithmorethanoneteamwillhaveeachinadifferentdivision.Everyteaminadivisionplaysallothersofthatdivisionduringregularseasonplay,plusinter-divisionalmatchesifscheduled.TheBoardreservestherighttoseedteamsbasedonpreviousseason(s)finalstatistics.
G. Duringhomematches,sponsorsareexpectedtoprovideenoughquartersfor16games,oranopenedballreturn,or,inthecaseofpoolhalls,freetabletimeuntilthesixteenmatchgameshavebeenplayed.
H. Itisatthediscretionofthehometeamsponsortoprovidefreetabletimeforpracticeand/ortoprovidecomplimentaryteamdrinkstoplayersduringthematches.
I. Sponsorsmaybeaskedfortheuseoftheirtable(s)forSFPAsponsoredtournaments.Unlessotherwisearrangedwiththesponsor,SFPAwillprovidequartersorrentabletimeforthesetournaments.
Note:Ifateamdissolvesduringthefirsthalfoftheseason,allgamesactuallyplayedtodatewillremainaspartofthestatsforthoseteamsandindividualsaffected.Forfeitedgameswillnotremainaspartoftheteamstats.Ifateamdissolvesafterthefirsthalfoftheseason,allgamestodateincludingforfeitswillremainandanyremainingmatchesagainstthedissolvedteamwillbecomeabye.
2. KnowledgeofPolicyandRules
ItistheresponsibilityofeachindividualleaguemembertofamiliarizethemselveswiththeSFPApolicyandplayingrules.
3. Captains’ResponsibilitiesTheTeamCaptainservesavitalfunctionintheSFPA.ItistheTeamCaptainwhoensuresthat:A. Playershavepaidduespriortoplaying.B. Playersareknowledgeableabouttherules.C. TheBoardistobeadvisedofunusualevents,whichmayoccurduringamatch.D. Thematchscoreiscommunicatedpromptlyandthescoresheetissubmittedpromptly.E. TheCaptainorhis/herrepresentative(acurrentteammate)attendstheCaptain’sMeeting.F. ActasliaisonbetweenthesponsorandtheSFPA.G. EachTeamCaptainisencouragedtorecommendonememberoftheteamasaneligibleplayoffreferee.Said

4. ScoreSheetsItisthedutyofthehomeTeamCaptaintokeepscoresheets.SeeScoresheetInstructionsonhowtocompletescoresheet.MatchresultsmustbesubmittedbythehomeTeamCaptainusingtheonlinescoresheetformatSFPAPool.orgbytheendofthedayafterthematch(Wednesday).Captainsofvisitingteamsareresponsibleforensuringthatthescoresheethasbeenenteredcorrectly,andshouldenteracorrectedscoresheetifthescoresheethasnotbeenenteredorisincorrect.ScoresheetInstructions:1. 6. ProtestsIfadisagreementoccursduringthecourseofamatchgame,playshallbestoppedimmediatelyandtheCaptainsshallconfertoresolvethedispute.Ifnoresolutionispossible,theCaptainswillagreetoare-rack.ContactaHead-Refereeforanyclarificationsofanyruleorpolicy.
7. SportsmanshipTheBoardshalltakeaggressiveactiontodisciplinememberswhofailtomaintainhighstandardsofsportsmanship.Actionsmayincludefines,suspension,orlossofmembership,inaccordancewithSection9oftheBy-lawsoftheAssociation.
Verbalcomplaintspolicy:1stComplaint–Aboardrepresentativewillcontactcaptainwherethesituationwillbestated.Theindividualmakingthecomplaintwillbekeptanonymous.Arequestwillbemadetothecaptaintokeepaneyeoutforanysuchincidentsinthefutureandthattheyshouldtakecorrectiveactionatthattime.I.e.–remindingtheplayeroftherulesandleaguepolicy.2ndComplaint–Ageneralletterwillbesenttotheteammembersstatingthesituationwithnonamesmentioned.Areminderwillbemadeoftheleaguepolicyregardingsuchbehaviorandthatitwillnotbetolerated.3rdComplaint–Thepersonmakingthecomplaintwillbeencouragedtowritealettertotheboardregardingthesituationsotheindividualcanbebroughtinfrontoftheboardtoexplainthecontinuedactions.
8. TeamMatches
A. Amatchconsistsofsixteen(16)individualgames.Asmanyassix(6)playersmaybeusedduringamatch;four(4)startingplayersandtwo(2)alternates.Note:Ifbothteamsforfeitthesamegame,thatgamewillnotbecountedandthematchbecomesa15gamematch.
B. Lineup:Allmatchesshallbeginpromptlyat7:30pm.Thecaptainshallpostthehometeamlineupnolaterthan7:25pm.Thevisitingteam’slineupshallbepostednolaterthan7:30pm.Alternateplayer(s),playingornot,asagoodruleshouldappearonthelineupby7:30pm.Thisistoaccommodateanylastminutesituations.
C. Substitutions:ShallbemadebyTeamCaptains.Eachplayer’sscoreshallberecordedbyhis/hernameonthescoresheet.Onceaplayerhasbeenremovedfromthematch,theplayermaynotre-enterthematch.Aplayermaynotbesubstitutedduringhisorhergame.
D. TardyPlayer:Ifaplayerisnotpresentforhis/herfirstgame,therestofthegamesinthatquarterwillbeplayed.Ifhe/sheisnotavailabletoplaybythestartoftheirsecondgame,andnosubstituteisavailable,theirfirstgamewillbeforfeited.Ifhe/sheisstillnotavailablebythestartoftheirthirdgame,thentheirsecondgamewillbeforfeited.Ifhe/sheisstillnotavailablebythestartoftheirfourthgame,thentheirthirdgamewillbeforfeited.(Amended7/17)
E. Forfeits:Intheeventthatateamfailstoappearatascheduledmatch,theopposingteamwillbecreditedwithtwelve(12)teamwins.Theforfeitingteamwillbechargedwithsixteen(16)losses.Noindividualwillbeeithercreditedwithawinorchargedaloss.TheforfeitingcaptainshallmakeanexplanationtotheBoardwithin24hours.Shouldthecaptainfailtodoso,allmembersoftheforfeitingteamshallbesubjecttodisciplinaryactionbytheBoard.
F. PracticeSessions:Thehometeamhasthetablefrom6:30to7:00pm;thevisitingteamhasthetablefrom7:00to7:30pm.
G. Coaching:Thereisnotalking/coachingallowedbetweentheplayerandtheirteammatesduringtheplayer’sinning,exceptduringatime-out.However,he/shemaytalkwithhis/herownteammateswhiletheopponent’sinningisinprogress.Eachteamisallowedtwo(2)time-outspergame.Theshooteroranyteammatemaycalltime-outtoconsultwithteammembers.Time-outsmaylastnolongerthanone(1)minute,andareclockedfromthemomenttheyarecalled.OpposingTeamCaptainordesignatedtimekeepershallgiveanaudiblewarningwhen15secondsareremaininginthetimeoutandwhentheyhaveusedtheirsecondtimeout.Anyfurthertimeoutscalledwillbedeemedafoul(ifnowarningwasgivenandathirdtimeoutiscalledtheyshouldthenbewarnedandnotimeoutshallbetaken).CoachingintheplayoffsandFounder’sCupwillbelimitedtoone(1),one-minutetimeoutpergame.Onlytheshootermaycallthetimeout;onlyoneteammemberwillbeallowedtoparticipateinthetimeout.(ThisfollowsWCCprocedureduringateammatch).

H. ProtestsandDisputes:Playersatthetable,ortheirTeamCaptains,mayrequestaruleinterpretationorapplicationfromtheopposingteam’sobserveratanytimeduringthegame.Requestsorprotestsmustbemadeimmediately,beforeanysubsequentshothasbeentaken,ortheycannotbeconsidered.Theshootermusthonoranopponent’srequestthatplaybehaltedwhenanobserverhasbeenrequestedtomakearuleinterpretationorapplication.Failuretohonorsucharequestmayresultindisciplinaryactionasprovidedunderunsportsmanlikeconduct(see“J”below).
I. RoleoftheObserver:RemovedfromPolicyJuly2015.J. UnsportsmanlikeConduct:Noplayershallbeallowedtoengageinanyactivity,whichisunsportsmanlikeinnature,
embarrassing,disruptiveordetrimentaltootherplayers,referees,sponsors,spectators,orthesportingeneral.Suchbehaviormayresultinlossofgame,suspensionorlossofSFPAmembership,asdecidedbytheBoard.Unsportsmanlikeconductincludes,butisnotlimitedto,thefollowing:1. IllegallyCausingaBalltoMove.Intentionallycausingaballtomovebyanyillegalmeans,i.e.,pushingonbed
cloth,bumpingorslappingthetable,etc.2. Interference.Deliberateinterferencewithaplayerintheprocessofshootingonthepartofanopposing
playerorteammember.Ifaspectatororplayeraccidentallyinterfereswithaplayerintheprocessofshooting,therefereemayeitherreturntheballstotheiroriginalpositions,orinstructtheplayerstoreplaythegame.
3. Harassment.Verbalorphysicalharassmentofparticipants,includingplayers,referees,sponsors,andspectatorsduringSFPAsanctionedactivities.
K. AssaultandBatteryorDestructionofProperty:Anymember86edfromanysponsorbarduringorbetweenseasonsforcommittingassaultandbattery,orforwillfuldestructionofproperty,shallbesubjecttoadisciplinehearingconductedusingtheproceduredescribedinSection9oftheBylaws.Iftheplayerisunabletodefendtheiractionsasaccidentalorbyreasonofselfdefense,thatplayerwillhavetheirmembershipimmediatelyterminatedandwillbepermanentlybarredfromrejoiningtheLeague,inaccordancewithSection8oftheBylaws.TheoutcomeofthedisciplinaryhearingshallbecommunicatedtothesponsorbarbytheBoardorbythecaptainofateamsponsoredbythatbar.
L. PlayoffEligibility:Teammembersmusthavebeenontheircurrentteam’srosteratthebeginningofthesecondhalfoftheseasonandmusthaveparticipatedinatleasttwenty-fivepercent(25%)ofavailablegamesoverthelengthoftheentireseasontoqualifyforpost-seasonplayoffmatches(Thisequals14gamesovera14weeklongseason).TheBoardmaygrantoverthelengthoftheentireseason,toqualifyforpost-seasonplayoffmatches.TheBoardmaygrantanexceptionintheeventofanemergencysituation.Captainsareadvisedtomaintaina6-playerrosterwheneverpossible.
M. PowersandDutiesoftheReferee:Whenamatchhasaneutralreferee(suchasaplayoffmatch),therefereeisincompletechargeofthegameatalltimes.Thereferee’sdecisionisfinal,unlessthepenalizedplayercanciterulesthatsubstantiateaprotest,inwhichcasetherefereemayreversethedecision.Ifnorefereeisavailable,teamcaptainsmustreachamutualdecision.Duringplayoffsandfinals,therefereeisrequiredto:1. Racktheballsandbrushthetable.2. MakecallsasrequiredbySFPArules.3. Provideinformationonruleswhenasked.

9. IndividualTournamentsAllSFPAsupervisedtournamentswillprovideforsubstitutestocompletethefield.A. Atthemid-seasontournamentpreliminaries,(i.e.,annual9-ball,8-balltournaments.),playerswillreceiveone
pointforasecondplacefinishwithintheirbracket.Accumulationofthesepointsdetermineseligibilityasasubstituteinthefinals.Asinglematchwillbeplayedtobreakatieintheeventthattwopersonsaccumulatedthesamenumberofpoints.Thesameformatusedintheotherpreliminarieswillbeusedforthismatch.

D. Eligibility:1. Playermustbeamemberingoodstandingtoenteranyleaguetournament,andmusthaveplayedtwenty-five

F. G. H. ShouldasubstitutebeneededtoreplaceaqualifiedWCCentrant,thesubstituteshallbeselectedfromtheparticipantsofthecorrespondingWCCqualifyingeven(i.e.,All-StarsubstitutecomesfromtheAll-StarTournament).IfatieexistsfromtheWCCqualifyingevent,aplayoffwillbeheldtodeterminethesubstitute.Thesameformatfromthetournamentwillbeused(i.e.,raceto3).
I. Playoffs:ThetopsixteenteamswillqualifyfortheWCCplayoffs.Thespecificformulaforchoosingthesixteenteamswilldependonthenumberofteamsplayingduringaparticularseason.TheBoardofDirectorswillannouncetheplayoffformulaatthetimetheseasondrawiscompleted.Theremainingteamswillbeassignedtothealternateplayoffs,herebyknownas“TheFounder’sCupTeamChampionship.”(FCTC).Thehigher-seededteaminanymatchistobeconsideredthehometeam,evenifthematchisbeingplayedonaneutraltableoronthetableofthelower-seededteam.Hometeammustnotifytheiropponentsoflocationchangeby12pmofmatchday.Thehometeampracticesat6:30,fillsoutthescoresheetasthehometeam,isresponsibleforscoresheetsubmittal,andmayopttoprovidetheirowncueballofnormalweight.

DutiesoftheCo-HeadReferees:TheHeadRefereeshallberesponsiblefortheenforcementofcompetitiveplayingrulesadoptedbytheAssociationandshallbethefinaljudgeinalldisputesrequiringtheinterpretationofsaidrules.Furthermore,theHeadRefereeshallestablishstandardsforqualificationfortournamentsandtheorganizationofthesameandshallappointadditionalrefereesasdeemedrequired.TheCo-HeadRefereesshallberesponsibleforconductingrefereeseminars.WheneverachangeintheplayingrulesisproposedforavotebytheAssociation,theCo-HeadRefereesshallprepareananalysisoftheproposedchangeandpresentsametothegeneralmembershippriortothetakingofsuchavote.
F. AdditionalDuties:AdditionaldutiesmaybeassignedtoeachBoardmember.
StandingandspecialcommitteesmaybeappointedfromtimetotimebythePresidenttoconsiderandreportonsubjectsrequiringinvestigationorthemanagementofcertainaffairsoftheAssociationasdelegatedtoitbytheappointingofficer.ThePresidentshallbeamemberofeachofthesecommittees,ex-officio,asstipulatedabove.
4. ActionsRequiringGeneralMembershipApproval
Inadditiontotheelectionofofficersanddirectors,allofthefollowingactionsshallrequiretheapprovalofaquorumofthegeneralmembershipasstipulatedinarticle11Cofthesebylaws:

5. AdmissiontoMembership
Anyindividualtwenty-one(21)yearsofageorover,uponpaymentofdues,maybecomeamemberoftheAssociationandshallbeentitledtoallofthebenefitsbefittingageneralmemberingoodstanding.TheagerequirementmaybewaivedbyavoteoftheBoardofDirectorsinindividualcaseswheresuchactionwouldnotconflictwiththeprevailinglawsoftheStateofCaliforniathatestablishminimumagerequirementforBilliardEstablishmentsandTaverns.Eachmemberisentitledtoonevote.
6. Dues
Theseasonalmembershipduesforplayingmembers,payableinadvancebythefirstnightofplay,shallbe$60.00.MembersjoiningtheAssociationafterthemid-seasonbreakshallpay$30.00.BoardmembersandHallofFamemembersdonotpaydues.AssociateMembershipfornon-playingmembersshallbeavailablefor$30.00perseason.Associatemembersmaynotplayinleaguematches,butareeligibleforthe8-balland9-ballqualifiers,andthechampionshiptournamentsiftheyqualify.
7. TerminationofMembership
ThemembershipofanymemberoftheAssociationshallterminate:A. Uponhis/herwrittenrequestforsuchterminationdeliveredtotheSecretaryoftheAssociation;B. Uponhis/herfailuretopayduesinaccordancewiththecut-offdatestipulatedintheduesschedule;C. UponthedecisionoftheBoardofDirectorsinthosecircumstances,arisingoutofdisputes,unethicalactions,etc.
wheretheBoarddeemsmembershipshouldbeforfeitedinthebestinterestsoftheAssociation.8. DisciplinaryActions:
AnymatterbroughtbeforetheBoard,whichmayresultinthefining,suspension,orterminationofamember’sAssociationmembershipshallbeconductedinthefollowingmanner:A. AwrittenchargedetailingtheallegedmisconductmustbereceivedbytheBoardandacopyshallbeforwardedto
thechargedparty.Oncetheboardofdirectorshasreceivedaformalcomplaintagainstamember,itmay,witha2/3rdsmajorityvote,suspendthememberuntilresolutionofthedisciplinaryhearing.Oncereceived,theBoardwillcontactthepartiesinvolvedandscheduleadateforaformalhearingbytheBoardonthecharge(s).TheChargingPartymustappearinpersonandmaybringwithhim/hersuchwitnessesasarenecessaryinhis/herjudgmenttoprovethecharges.TheChargedPartyisentitledtobepresentatthehearingandmaybringarepresentativetospeakonhis/herbehalfandsuchwitnessesasdesired.Thehearingwillbeclosedtoalloutsidepartiesandtothewitnessesexceptduringthetimetheyaregivingtestimony.Oncethehearinghasbeenconcluded,theBoardwillmeetinclosedsessiontoconsidertheevidence.
B. Onceadecisionhasbeenreached,theBoardwillnotifyanypartiesremainingatthehearingandwillissueasubsequentwrittenopiniondetailingthereasonsforitsdecision.
9. GeneralMeetingsoftheAssociation
A. RegularmeetingsofthegeneralmembershipoftheAssociationforthepurposeofelectingofficersanddirectors,votingonissuesasstipulatedinArticle7ofthesebylawsandtransactingthegeneralbusinessoftheAssociationshallbeheldatthebeginning,middleandendofeachseasonatatimeandplacedesignatedbytheSecretary.NoticeofsuchmeetingsshallbeemailedbytheSecretarytoallmembersatleasttwoweeksinadvanceofsaidmeetings.
B. SpecialmeetingsoftheAssociationmaybecalledatanytimebythePresident,andmustbecalledbyhim/her,or,inthePresident’sabsence,bytheVicePresidentorSecretary,onthewrittenrequestofamajorityoftheBoardofDirectors,oronthewrittenrequestofnotlessthantenmembersoftheAssociationandthenoticemuststatetheobjectofthemeeting.
C. Quorum.Twenty-fivepercentofthegeneralmembersshallconstituteaquorumatmeetingsoftheAssociationonmatterssubjecttoavote.MatterstobevotedonatsuchmeetingsshallbelimitedtothosestipulatedinArticle5ofthesebylawsbutinnocasesshallavotebetakenonmattersbroughtupasnewbusinessatthesamemeeting;suchmattersshallbecarriedovertothenextregularmeetingofthegeneralmembershipinorderfortheSecretarytoadvisethemembershipinadvance,inwriting,ofthematterstobeactedupon.Intheeventthataquorumisnotpresent,theBoardmayvotetoacceptthenumberpresentasaquorum.

10. Amendments

meetingoftheBoardofDirectorsoftheAssociation.Ifpossible,theboardwillnotifythemembershipofproposedamendmentstothebylawsinadvanceoftheirvote,togivemembersanopportunitytocommentbeforethevote.Inallcases,theboardwillnotifythemembershipofamendmentstothebylawswithintwoweeks.
B. Bytheaffirmativevoteofatwo-thirdsmajorityoftheAssociationatanyregularorspecialmeetingoftheAssociation,providednoticeofsuchamendmentoramendmentsandthenaturethereofshallhavebeengiventothemembershipoftheAssociationatleastonemonthpriortothedateofthemeetingormeetingsatwhichsuchamendmentoramendmentsaretobepresentedforconsideration.Anydulyadoptedamendmentstothebylawsshallbebindingonallmembers,includingthosewhovotedagainstthem.Membersnotpresentatsuchmeetings,arenotentitledtovotebyproxy.

11. Dissolution
ThisAssociationmaybedissolvedbythevoteofamajorityofitsactivemembers.Intheeventofdissolution,thepropertyoftheAssociationshallbedistributedasstatedintheArticlesofAssociation.

2.10 LossofGame

2.11 Stalemate
Ifarefereejudgesthatthetableisinapositionsuchthatanyattempttopocketormoveaballwillresultinlossofgame,andeachplayerhasplayedthreeconsecutiveinningswithoutsignificantlychangingtheposition,therefereewilldeclareastalemateandthegamewillbereplayedwiththeplayerwhobrokethegamebreakingagain.(AR)

3.2 9-BallRack
Theballsarerackedasfollows:a. Inadiamondshapewiththe1-ballastheapexballonthefootspot;b. Therowsbehindtheapexareparalleltothefootstring;c. The9-ballisinthemiddleoftherack;d. Theremainingballsareplacedatrandom.
3.3 BreakRequirements
1. Youbeginthebreakwithballinhandbehindtheheadstring.Thecueballmustcontactthe1-ballbeforeanyotherballorcushionoritisafoul.Youmusteitherpocketaballorcauseatleastfourobjectballstocontactoneormorecushions,oritisafoul.
2. Jumpedobjectballsotherthanthe9-ballarenotreturnedtothetable.Ifthe9-ballisjumped,itisspotted.3. Ifyoulegallypocketaball,youcontinuetoshoot.Yourinningendsifyoudonotpocketaballorifyoufoul.If
youlegallypocketthe9-ballonthebreak,youwinthegame.Ifyoufoulonthebreakandpocketthe9-ball,itisspotted.
3.4 Push-OutAftertheBreak
1. Iftherewasnofoulonthebreak,theplayertakingthefirstshotafterthebreakhastheoptiontoshootapush-out.Onapush-out:a. Youmustnotifyyouropponentbeforetheshotandyouropponentmustacknowledgeyourintention;b. Thecueballdoesnothavetocontactthelowestnumberedball,oranyobjectballatall;c. Noballhastocontactacushion;d. Allotherrulesstillapply.

3.5 ContinuingPlay
