The 2017 Annual MAGPPA Conference and Vendor Show
I would personally like to take this time to welcome everyone one to our Annual Conference and Vendor Show! This year we are continuing our goal to enhance, educate, and equip our State purchasing and property agents with the necessary tools to procure commodities and services. With the many changes happening with State government, I urge everyone to utilize this conference to bring more back to your organization. Our education sessions have been developed and carefully selected with you in mind. I hope this conference holds all that you have envisioned for an absolute great time!!!
We are honored to again be on the Mississippi Gulf Coast in Biloxi to celebrate our continued commitment to Education, Networking, Certification and Promoting the Public Procurement Profession. The Golden Nugget Casino and Hotel, the Coast Coliseum and Convention Center, and Visit Mississippi Gulf Coast have been great entities to work with. If you see any representatives from these organizations, please give them a smile and a generous, “Thank You” for all that they have done to contribute to the success of this much-anticipated conference. Billy Beard and all of the conference committee members have worked extremely hard to create a fun and festive event and I, for one, cannot wait for the festivities to begin!!!
I am proud to announce that we have over 300 registered delegates and over 130 registered vendors. Our Vendor Expo Chairs worked very hard and we have almost 100 booths to visit on Monday. Our conference chair has some great surprises in store for you on Monday, so grab your feather boa or your Mardi Gras hat because there will not be a dull moment once your enter those doors.
It has been and honor and a privilege to serve as President of MAGPPA and I hope you don’t tire of me before the end of 2018. Honestly, I could not have made it without the diligent support of the Executive Board, Conference Chair and Committee members and numerous volunteers. Lastly but most certainly not least, I would like to take the time out to acknowledge a very close friend of MAGPPA – Ms. Nicci Wangerin. Nicci, thank you for all that you have done to serve and lead MAGPPA. I will forever be thankful for your shining smile and graceful spirit.
To the MAGPPA membership delegation, I love you all and I thank you from the bottom of my heart. Thank you for all you for joining in with me and my many themes – for there is more in store for next year!! Thank you for allowing me to serve you in this role. This is truly a position of a lifetime.

As I was contemplating what to write about as Conference Chairman, it finally came to me. Two words came to mind, words that we sometimes take for granted. And those two words are Grateful and Thankful.
I am grateful that one evening at NIGP Conference in National Harbor, our President-Elect at the time, Nicci Wangerin, and I came to the conclusion that we would make a great team for the 2017 MAGPPA Conference & Vendor Show. And while there is some question as to how that actually happened, I will forever be grateful for the opportunity to help make this year’s conference the best one yet.
I am also grateful that when Nicci had to step down as President, our President-Elect, Symone Bounds, decided to keep me on as
Conference Chairman. We made a good team 2 years ago and have continued to work together to make this a conference to remember.
I am also thankful to all of our members who willingly gave their time to make this conference successful. To our committee chairmen and our committee volunteers, thank you from the bottom of my heart. You all have made my job so much easier.
Finally, I am thankful for our MAGPPA members and all of our vendors for attending this year’s conference. With state budgets being cut I was concerned about the effect it would have on our attendance. But as it stands, we have over 300 members and 96 vendors who will be in attendance at MAGPPA Gras 2017.
I hope each of you enjoys this year’s conference as much as I have enjoyed helping put it together. And when all is said and done, I hope it is the best conference ever.

Andrew “FoFo” Gilich Mayor of Biloxi, MS
Andrew “FoFo” Gilich was elected mayor of Biloxi in a special election on May 12, 2015.
He came into office promising to provide 21st Century solutions to helping solve Biloxi’s challenges and move the city forward. He also promoted his Biloxi roots and appreciation of Biloxi’s 315-year history, proclaiming “I am Biloxi.”
In 1983, the future mayor founded the first high-tech business in Biloxi, a computer software company that expanded its customer base from Biloxi and the Gulf Coast to service nearly 40 states across the nation. His clients included more than 50% of the largest public school districts in the country.
Mayor Gilich was born and raised in Biloxi, and his family has distinguished itself on all levels of community involvement for more than a hundred years in Biloxi. He graduated from the University of Houston (1970), where he earned a degree in mathematics.
He first entered the computer field in 1968 during post-graduate training in programming, systems analysis and operations research. He worked at Johnson Space Center in Houston, before returning home in 1972, as a scientific programmer at Ingalls Shipbuilding before opening his own company, Gulf South Analytical in 1983 in Biloxi.
Among his clients in the 1980s was the City of Biloxi; the future mayor helped computerize the city’s accounting and financial tracking systems.
Gilich is an active member of Our Lady of Fatima Catholic Church in Biloxi, and a member of several Biloxi civic and community organizations.
However, he is perhaps best known for his leadership in the Slavic Benevolent Association, known as the Croatian-American Cultural Society, or locally, as the “Slavonian Lodge.”
About that nickname: “FoFo” was tagged with his nickname as a young toddler because of his affinity for “Jack and the Beanstalk” (“fee-fi-fo-fo-fum”), and, as is the case with most nicknames for people in Biloxi, it stuck.
Janice Jefferson Director of Sales
Visit Mississippi Gulf Coast Janice Jefferson has enjoyed a long and successful history in the Hospitality industry and a career that spans across hotel sales, cvb’s and convention centers. It all started 31 years ago right here on the Mississippi Gulf Coast! Janice joined the staff of the Mississippi Coast Coliseum & Convention Center in 1986, was promoted to Director of Sales & Marketing two years later and was a member of the Inaugural class of Leadership Gulf Coast. Since then, her career has taken
her to Houston, Texas where she was National Sales Manager for Greater Houston CVB and Miami, Florida where she joined the team of the Miami CVB as National Sales Manager, handling the Washington, DC Association Market. In 2004, Janice returned to her home town Birmingham, Alabama and was immediately sought after to join the staff of the Greater Birmingham Convention & Visitors Bureau as National Sales Manager and later as Associate Director of Sales. As liaison between the convention center, hotel partners and the community, Janice was instrumental in fostering strong relationships and navigating the political waters which resulted in securing major city-wide conventions for the City of Birmingham and surrounding area. In 2012, Janice came full circle and was once again tapped as Director of Sales & Marketing for the Mississippi Coast Coliseum & Convention Center. She led her team to target new business for the facility, resulting in increased revenue for the center as well as the destination. Janice currently holds the position of Director of Sales for Visit Mississippi Gulf Coast and is responsible for directing a team of 8 in their efforts to grow the destinations market share in groups, conventions, and sporting events. Janice in a graduate of Talladega College with a BA in Marketing & Public Relations. She has served on many Boards within the community and hospitality industry, most notably Society of Government Meeting Planners, Membership Chair, National Coalition of Black Meeting Planners, Sickle Cell Foundation and a host of others. Janice is the proud mom of two “awesome” sons, Ryan & Collin Jefferson.
Dianne Dyar Business Lunch Keynote Speaker
After an award-winning 15 year career with the Madison County Chamber of Commerce, Dianne decided to pursue her passion of entrepreneurship by opening her own company, Dyar Communication Strategy. DCS focuses on customer service, teamwork, celebrating, and building your network. Little did she know, that in picking her corporate color in 2009 - -hot pink - - that it would become THE color of 2011 - -Honeysuckle……
What a genius! She graduated in December 2012, with honors, with a Master’s Degree in Public Policy and Administration, Miss. State University and is a past member of Professional Membership with the National Association of Speakers.
Audiences rave about her enthusiastic and high-energy approach to presentations with take-aways that can immediately be put in to action! Her zest for life and living is contagious! Some of her clients include Holmes Community College, Mississippi Judicial College, Mississippi Press Association, Bank of Yazoo, Louisiana Association of Government Accountants (double points for getting this group laughing and celebrating!), Miss. State Personnel Board, Innovate Mississippi, and Levi Strauss.
Dianne is an avid reader, loves to knit and quilt.
Magician Joshua Lozoff Closing Ceremony Entertainer
Joshua Lozoff has studied and shared magic around the world for the past decade. He regularly performs at corporate, college, and private events across the U.S. and beyond.
Joshua's show combines his love for the art of magic, and his fascination with psychology, intuition and other "inner workings of the mind." In one moment, he magically solves a Rubik's Cube just by tossing it in the air, and in the next he predicts a volunteer's thoughts and choices even before she knows them herself!
Recently Joshua had the immense honor of being one of only two magicians to receive an invitation to perform at the World's Fair in Japan. He spent two weeks as a featured performer for the USA Pavilion, entertaining Fair visitors from around the globe. For several years straight, his one-man show, Joshua Lozoff: Beyond Belief broke box office records by selling out every single performance, garnered rave reviews, and ended up on several "Best Theater of the Year" lists.
Before turning his attention to live performances, Joshua was a professional actor, including a notable recurring role on the TV show Cheers, as Gino Tortelli, and as Logan in the film Clueless. You can even see Joshua's martial arts prowess on display in Teenage Mutant Ninja Turtles! After 14 years as a professional actor, Joshua left Hollywood to regain his sanity and devote more time to service work, including volunteer stints throughout Latin America. It was during his travels that a chance encounter with a street magician sparked a new passion, and Joshua began his training.
Traveling around the world, Joshua studied with master magicians on several continents. After years of full-time training, he began sharing his craft with others. Now Joshua is a highly sought-after performer at corporate events and at colleges around the country, performing over 200 shows per year. Joshua loves sharing his craft with people in every setting. And his love, respect and passion for magic come across in every performance. A few moments spent with Joshua can truly inspire, amaze and entertain.

National Institute of Governmental Purchasing Chapter
CODE OF ETHICS
The Association believes, and it is a condition of membership, that the following ethical principles should govern the conduct of every person employed by any public sector procurement or materials management organization.
• Seeks or accepts a position as head or employee only when fully in accord with the professional principles applicable thereto, and when confident of possessing the qualifications to serve under those principles to the advantage as a trusted public servant.
• Believes in the dignity and worth of the services rendered by the organization and the social responsibilities assumed as a trusted public servant.
• Is governed by the highest ideals of honor and integrity in all public and personal relationships, in order to merit the respect and inspire the confidence of the organization and the public being served.
• Believes that personal aggrandizement or personal profit obtained through misuse of public or personal relationships is dishonest and not tolerable.
• Believes that members of the Association and its officers should at no time or under any circumstances, accept directly or indirectly, gifts, gratuities or other things of value from suppliers.
• Keeps the governmental organization informed, through appropriate channels, of problems and progress of application operations, but personally remains in the background emphasizing the importance of the facts.
• Resists encroachment on control of personnel in order to preserve integrity as a professional manager. Handles all personnel matters on a merit basis. Political, religious, racial, gender, and age consideration carry no weight in personnel administration in the agency being directed or served.
• Seeks or dispenses no personal favors. Handles each administrative problem objectively and empathetically on the basis of principles and justice without discrimination.
• Encourages education, training and certification of all purchasing personnel and the sharing of knowledge and experience with the membership.
• Seeks legislative change for the public good through cooperative efforts of association members.
• Refrains from supplying the Association’s membership list to any vendor nor will a member refer any vendor to another member without the member’s expressed permission.
• Subscribes to and supports the stated purpose of the Mississippi Association of Governmental Purchasing/Property Agents.
