1. INTRODUCTION1.1. AboutFCT
FundaçãoparaaCiênciaeaTecnologia,I.P.(FCT),thePortugueseFoundationforScienceandTechnology,isthepublicagencyresponsiblefor implementingthePortuguesegovernment’sscienceandtechnologypolicy.
FCTstarted itsoperations inAugust1997,succeedingthepreviousequivalentagency, JNICT,created inthe1980s.
FCT’smission is tocontinuouslypromote theadvancementof scientificand technologicalknowledge inPortugal, exploring opportunities to attain the highest international standards in the creation ofknowledge,inanyscientificortechnologicaldomain,andtostimulatethediffusionofthatknowledgeanditscontributiontoimproveeducation,health,theenvironment,andthequalityof lifeandwell-beingofcitizens.
FCT pursues its mission by funding fellowships, studentships and research contracts for scientists,research projects, internationally competitive research centres and state-of-the-art infrastructures, viacompetitive calls with international peer-review. FCT ensures Portugal’s participation in internationalscientificorganisations,fosterstheparticipationofthescientificcommunityininternationalprojectsandpromotes knowledge transfer between R&D centres and industry. Working closely with internationalorganisations,FCTcoordinatespublicpolicy for the InformationandKnowledgeSociety inPortugalandensuresthedevelopmentofnationalscientificcomputingresources.
FCT’smainrolesare:
� To promote, finance, monitor and evaluate science and technology institutions, programmes,projectsandtrainingofhumanresources;
� Topromoteandsupportinfrastructuresforscientificresearchandtechnologicaldevelopment;
� Topromotethediffusionofscientificandtechnologicalcultureandknowledge,especiallywhenrelevantforeducationalpurposesinclosecollaborationwiththeCiênciaVivaagency;
� To stimulate the updating, interconnectivity, strengthening and availability of science andtechnologyinformationsources.
FCTfundsallareasofknowledge,includingexact,naturalandhealthsciences,engineering,socialsciencesandhumanities.
1.2. AboutPortugal2020
Portugal2020 is the partnership agreement between Portugal and the European Commission, whichbrings together the five European Structural and Investment Funds (ESIF): European RegionalDevelopmentFund(ERDF),CohesionFund(CF),EuropeanSocialFund (ESF),EuropeanAgriculturalFundfor Rural Development (EAFRD) and EuropeanMaritime and Fisheries Fund (EMFF) - that defines the

programming principles that enshrine the policy of economic, social and territorial development to bepromoted,inPortugal,between2014and2020.
Portugal2020 is organized around Operational Programs from which POCI (Competitiveness andInternationalization) and theRegional ProgramsofNorth, Centre, Lisbon,Alentejo andAlgarveprovideERDF funds topromoteand foster research, technologicaldevelopmentand innovation in the frameofthiscall.
2. THE2017CALLFORSR&TDPROJECTSThe 2017 Call for Scientific Research and Technological Development (SR&TD) projects in all scientificdomainswaslaunchedbyPortugal2020(www.portugal2020.pt)andFCTthroughapubliccall(NoticeoftheCallNo.02/SAICT/2017)outliningtherequiredfeaturesoftheapplicationsandtheevaluationcriteriatobeapplied.
Fundingofprojects isbasedonpeer reviewofapplicationssubmittedonline in thereferredcall.FCT isresponsiblefortheevaluationofthescientificmeritofthesubmittedprojectproposals.
ThiscallcoversalltheregionsinPortugal:North,Centre,Lisbon,Alentejo,Algarve,AzoresandMadeira.
SuccessfulapplicationswillbefundedbyEuropeanStructuralandInvestmentFunds(ESIF), ifapplicable,throughtheOperationalPrograms involved(COMPETE,PORNorte,PORCentro,PORLisboa,PORAlentejo,PORAlgarve),andbynationalfunds,throughthePortuguesestatebudgetallocatedtoFCT.
Forthiscall,abudgetallocationof€58millionofESIFfundsisforeseen,withanationalassociatedstatebudgetcontributionof€32.1million.ThebudgetaryallocationofFCT, I.P.forprojectsnotsupportedbytheESIFis€20million.Atotalof€110.1millionisallocatedtothiscall.
Non-entrepreneurialentitiesoftheR&Isystemaresupportedat100%ofeligiblecosts.Companiesaresupportedupto65%ofeligiblecosts.
2.1. MainAspectsoftheApplications
ThiscallisintendedtofundSR&TDprojectsinallscientificdomains,carriedoutbyateamofthePrincipalContractorand,ifsodecidedbytheapplicants,byteamsofotherParticipantInstitutions.Thesearethelegal institutions thatwill receive the funds fromPortugal2020and/orFCT funds,andhereinnamedasbeneficiaryentities.
� Thebeneficiaryentitiesthatmayapply,eitherindividuallyorjointly,are:
o Non-entrepreneurialentitiesoftheR&Isystem,namely:
▪ Highereducationinstitutions,theirinstitutesandR&Dunits;
▪ StateorinternationallaboratorieswithaheadofficeinPortugal;
▪ Non-profitprivateinstitutionswhosemainobjectisR&Dactivity;

▪ Other non-profit public and private institutions developing or participating inscientificresearchactivities.
o Companiesof any typeandunderany legal form if included in SR&TDprojects ledbynon-entrepreneurialentitiesfromtheR&Isystem,withinaneffectivecollaboration.
� ThePrincipalContractormustbealegalentitybelongingtothenon-entrepreneurialentitiesoftheR&Isystemlistedabove.
� Thepossible involvementof foreign institutionsasparticipants in theprojectdoesnotconfer themthe status of beneficiary, i.e., even though they may participate in the scientific activities of theproject,theycannotreceiveESIFornationalfunds.
� Under theMemorandumsofUnderstandingbetweenFundaçãoparaaCiênciaeaTecnologia (FCT)and Fundação deAmparo à Pesquisa do Estado de São Paulo (FAPESP) and FundaçãoCearense deApoioaoDesenvolvimentoCientíficoeTecnológico(FUNCAP),researchteamsofentitiesofthesetwoBrazilianstates (SãoPauloandCeará)thatparticipate intheactivitiesof fundedprojectsunderthisCall,will be supportedby the respectiveBrazilian Foundations, according to the rules stipulated inthose Memorandums. The Brazilian research teams are not eligible for funding by ESIF or byPortuguesefunds.
Attached toeachcollaborativeapplication theEligibilityLetterofFAPESPorFUNCAPandaPDF filedullyelaboratedaccordingwiththeFAPESPandFUNCAPguidelinesshouldbesubmitted.
Besides administrative requirements that are verified by FCT or Portugal2020, projects to be fundedunderthiscallmustmeetthefollowingspecificrequirements:
� Involveaneligibleinvestment(forPortugueseentities)smallerthanorequalto€240.000,00;
� Haveamaximumdurationof36months(extendablefor12months,duringitsexecution,ifproperlyjustified);
� Present a plan for dissemination of results and dissemination of knowledge, as well as, whenapplicable,aknowledgetransferstrategy;
� Identify the Principal Investigator (PI) for the project that is responsible, alongside the PrincipalContractor,formeetingtheproposedobjectivesandrulesgoverningthegrantingoffunding;
� Identifyaco-responsiblefortheproject,theCo-PrincipalInvestigator(Co-PI),thatwillreplacethePIwhenhe/sheisunabletofulfilhis/herduties;
� EachPImayonlysubmit,inthatquality,oneapplicationforthiscall.ThisconditionisadministrativelyverifiedbyFCT;
� Multipleapplicationsofthesameprojectarenotallowed:
▪ Indifferentscientificdomainsandareasofthepresentcall;

▪ In distinct calls where there is a temporal overlap in the periods of submission ofapplications;
▪ In the case of applications to calls with different thematic scopes and taking place atdifferent application periods, the recommendation for funding in one of them is aconditionofexclusionfromthedecision-makingprocessoftheothers.
� Consider, in the research team allocated to the project, contract(s) for researcher(s) holding PhDdegree(s)(1FTE)withaminimumoverallallocationtotheprojectof30months.
Underthiscall,thefollowingitemsinSR&TDprojectsareeligibleforfunding:
� Expenses withHuman Resources, dedicated or related to the development of R&D activities withregard to the project’s execution, including contract(s) of researcher(s) with PhD (1 FTE) and aminimum overall allocation to the project of 30months, and expenseswith grant holders directlysupportedbythebeneficiaries.
o GrantswithinSR&TDprojectsmaybeofthefollowingtypes(formoreinformationontheseGrants,pleaserefertotheGlossaryandTranslationssectionofthisGuide):
▪ BCC–VisitingScientistFellowship(upto12months)
▪ BI–ResearchFellowship
▪ BIC–ScientificInitiationStudentship
▪ BPD–Post-DoctoralFellowship
▪ BTI–ResearchTechnicianFellowship
o Forallgrants,themonthlyamounttobepaidtothegrantholderisfixedandestablishedbyFCT.Furthermore,thesegrantsaretenderedandcontractedbythebeneficiaryentitiesinthecontextofthesupportedprojects;
� Missions(travel,accommodation,registrationfees,etc.)inPortugalandabroad;
� Acquisition of technical and scientific instruments and equipment, if indispensable to the projectandusedduringtheproject’speriodofexecution,withinitsusefullifetime;
� Amortization of technical and scientific instruments and equipment, indispensable to theproject,withausefullifetimewithintheprojectsperiodofexecution,butnotlimitedtoit;
� Subcontractsdirectlyrelatedwithtasksandactivitiesoftheproject;
� Expensesrelatedtothenationalandinternationalregistrationofpatents,copyrights,utilitymodelsanddesigns,nationalmodelsorbrands,whenassociated toother formsof intellectualprotection,namelyfees,prior-artsearchesandconsultingfees;
� Expenseswith thedemonstration, promotion and disclosure of the project’s outputs, namely thefulfilmentofopenaccessnationalpolicies;

� Adaptationofbuildingsandfacilities,whenessentialtothedevelopmentoftheproject,namelyforenvironmentalandsecurityreasons,providedthatthesecostsdonotexceed10%ofthetotaleligiblecostoftheproject;
� Acquisition of other goods and services directly related to the execution of the project, includingconsultants’feeswhichdonotconstitutesubcontracts;
� IndirectCosts, of25%of thedirecteligibleexpensesofeachbeneficiary,excludingsubcontractingandresourcesprovidedbythirdparties.
Salariesofpublicservantsarenotfundedunderthiscall.
ThePI,co-PI,theremainingcoreelementsoftheapplications,aswellastheremainingelementsoftheresearch team, are responsible for submitting an updated version of theirCV in English, and keep theinformationupdateduntilthetimeoftheapplication’ssubmission.
2.2. ScientificAreasandSubareas
Applicantsareasked to identify themain setof scientificdomain,areaandsubareawhichbest classifytheirproposal,fromtheprovidedlist(OECD´srevisedFieldofScienceandTechnology-FOS,adaptedtoSR&TD call for projects). When appropriate, applicants may also identify a secondary set of scientificdomain,areaand subarea.Applicantsarealso required to indicate fourkeywords thatmostaccuratelyreflecttheobjectivesandcontentoftheproposedproject.
Evaluationoftheapplicationswillbeperformedbypanelsaccordingtothescientificareaandscientificsubareachosenbytheapplicants.Thiscallisorganizedin33panels,andeachofthemwillbeinchargeofthe projects from a set of scientific subareas. The scientific domains, areas and subareas and thecorrespondingevaluationpanelsarelistedinSection8.
2.3. BeneficiariesandProjectEligibilityCriteria
Eligibilitycriteria,bothforbeneficiaryentitiesandprojects,followtheapplicableRegulations,andwillbesubjecttoanadministrativereviewtobecarriedoutbyPortugal2020andFCT.Eligibilityisthusnotpartoftheevaluationprocess.
3. EVALUATIONCRITERIAScoringoftheprojectproposals,towardstheirselectionandranking,isbasedontheMeritoftheProject(MP),tobecalculatedaccordingtothefollowingformula:

Insituationswherethe informationprovided intheapplicationdoesnotallowasustainedscoreofagivenevaluationsubcriterion,ascoreof1(one)shouldbegiven.
3.1. CriterionA-QualityoftheProject
Thiscriterionaimstoassessthescientificmeritoftheproposal,themeritoftheteam,thequalityoftheproposal’sworkplanandthereasonablenessofthebudget,throughthefollowingsubcriteria:
� A1–Scientificandtechnologicalmeritoftheproposal
� A2–Meritoftheteam
� A3–Qualityoftheproposalandfeasibilityoftheworkplan
� A4–Reasonablenessofthebudget

TheassessmentofsubcriteriaA1toA4shalltakeintoaccount,amongotherelements,thefollowing:
3.1.1. A1–Scientificandtechnologicalmeritoftheproposal
This subcriterion is intended to evaluate the scientific merit of the project through three maindimensions,consideredinanintegratedway:
� Duly substantiated relevance, originality of the objectives and of the study’s object, based on thestateoftheartofthescientificarea,andinnovativecharacteroftheproposedproject;
� Potentialcontributionoftheresearchprojecttotheadvancementofknowledge;
� Potentialimpactsoftheproject’soutcomesontheeconomicandtechnologicaldimensions,thesocialand cultural sector, liaison to local and regional entities and problems, and the substantiation anddefinitionofpublicpolicies.
3.1.2. A2–Meritoftheteam
Thepresentsubcriterionisintendedtoevaluatethescientificmeritoftheresearchteam,itscomposition,consistencyandadequacytotheproject’sneedsthroughthreemaindimensions:
� Meritof the scientific andprofessional careerof theproponentsof theproject (PI, co-PI and teammembers), valuing the different components that support a curriculum of scientific merit:participation in research projects; scientific publications; leadership/organization/participation innetworksandconferences;participationinactivitiesofscientifictrainingandmanagement;degreeofinternationalisationoftheteam(whenappropriate);
� Abilitiesandskillstoadequatelyexecutetheproposedproject,consideringtheteam’sconfiguration,the availability and commitment of itsmembers (and other entities,when applicable) and the PI´squalificationsregardingtheproject’schallenges,bothatthescientificandmanagementlevel,aswellastheabilitytoengageyoungresearchersintraining;
� Relevant outcomes of previous projects and their contribution to the advancement of knowledge,assessed through thequalitativeappraisalofpublicationsorotherprofessionalandscientificworksconsideredasthemostrepresentativeofthescientific/professionalcareerofthePI,co-PIandotherteammembers.
3.1.3. A3–Qualityoftheproposalandfeasibilityoftheworkplan
Thissubcriterion is intendedtoevaluatetheconsistencyandrationalityof theproject, the feasibilityoftheworkplanandhostconditions,consideringthefollowingaspects:

� Quality (clarity, consistency and adequacy) of the proposed scientific approach, taking intoconsideration the theoretical framework, the adopted methodology for the development of theprojectandtheworkplanproposed;
� Clear identification of the activities to be developed, their structure and their adequacy to theestablishedmethodsandobjectives;
� Adequacyofthehumanresourcesandmethodologiestoperformtheproposedobjectivesandtasksandmeettheproposeddeadlines;
� Ifapplicable,analysisoftherisksassociatedtothedifferentstagesoftheproject,withspecialfocusontheidentificationofthecriticalpointsandthecorrespondingcontingencyplantobeadopted;
� Adequacy of the physical and financial resources involved in the project, with regard to the hostconditions (technical/scientific, organizational management and, when appropriate, co-fundingcapacitybycompanies)providedbythebeneficiaryentities,inparticularinstitutionalresourcesoftheparticipatingentities,namelythePrincipalContractor.
3.1.4. A4–Reasonablenessofthebudget
Thissubcriterionaimstoassesstheadequacyandconsistencyoftheproposedbudgettoaccomplishtheobjectivesandactivitiesproposed.
3.2. CriterionB-ImpactoftheProject
This criterion aims to assess the strategic impact of the project, as well as its knowledge valuationpotential, additionalityeffect and respective contribution for theoutcome indicators. The Impactof theProjectconsidersthefollowingsubcriteria:

4. EVALUATIONPROCESSANDPROCEDURES4.1. GeneralInformation� FCT is responsible for verifying theeligibility requirementsof eachproject according to factual and
legallybindingcriteria;� TheQualityoftheProject(criterionA)andthreesubcriteriaoftheImpactoftheProject(B2,B3and
B4)willbeassessedbyevaluationpanels;� Beforetheremoteevaluationprocess,allpanelmemberswillhavetosigntheTermsofReferenceof
thecall;� ThepanelisheadedbythePanelChairanditscompositionwillbedisclosedontheFCTwebsite;� Whenever a particular expertise is not covered by the panel members, the Panel Chair suggests
externalreviewerstobeinvitedbyFCT,toprovideanassessmentoftheapplicationinconsideration.Thenameoftheexternalreviewerswillnotbemadepublic;
� ThefirsttimeareviewerlogsintheevaluationwebpagelocatedattheFCTsitehe/shehastoacceptaConfidentialityStatement;
� The panel members are asked to give support to FCT during the period spanning the evaluationmeeting and the final decision (i.e., analysis of potential appeals of scientific nature presented byapplicants);
� ThereisanallocatedFCTteamforeachevaluationpanel,whichwillactasthecontactpointforthereviewers.

4.3. EvaluationStages
Inthiscall,theevaluationprocessoftheapplicationsinvolvesthefollowingstages:

4.3.1. AssignmentoftheApplications
• Eachapplicationwillberemotelyandindividuallyevaluatedbytwopanelmembers.Oneofthepanelmemberswillbeappointedasfirstreaderoftheapplication;
• DistributionoftheapplicationstopanelmemberswilltakeintoconsiderationanydeclaredConflictofInterest, as well as the matching of professional and scientific expertise with the topic of theapplication;
• ThepanelChairandCo-Chair(ifnecessary)willreceivecoordinatorcredentialsfortheassignmentofeachapplicationtotherespectivefirstandsecondreaders(1stand2ndreaders).
4.3.2. IndividualRemoteEvaluation(Pre-MeetingActivities)
� Aftertheassignmentofallapplications,panelmemberswillreceive individualcredentials tostarttheevaluationprocess;
� Beforeaccessingeachapplication,thereviewerhastodeclarewhetherornotaConflictofInterestisidentifiedforthatparticularapplication;
� IncaseofaDisqualifyingConflictofInterest,thepanelChairshouldbeinformedandtheapplicationallocatedtoadifferentpanelmember;
� ReviewersmustsubmitanIndividualEvaluationReportwiththeirassessmentforeachapplicationassignedtothem;
o TheIndividualEvaluationReportForm,includes:

▪ Thestrengthsandweaknessesforeachsubcriterionmustbeidentified;
▪ The comment for each subcriterion should be succinct but substantial; thiscommentshouldaddresstherelativeimportanceofthecriterionandtheextenttowhichtheapplicationactuallymeetsthecriterion.Suggestionsthatmighthelptheprojectteamtocarryouttheprojectactivitiesmaybeprovided;
▪ Theoverallcommentontheproposalshouldbeaglobalappraisaloftherevieweron the application, stating conclusions regarding the research work and theorganisationoftheproject.Itmustbeinaccordancewiththecommentsandscoresgiventoeachsubcriteria;
▪ Comments should also be impeccably polite; if so decided by the panel, thecommentsmaybereproducedtotallyorpartiallyinthefeedbacktoapplicants.
� BothreadersmustsubmitandlocktheirindividualevaluationforeachassignedapplicationintheIndividualEvaluationForm;
� Thepanelmemberappointedas1streaderwillonlyhaveaccesstotheCompilationReportForm,forthatparticularapplication,afterthesubmissionofthetwoIndividualEvaluationReports;
� Basedonthetwoindividualreviews,the1streaderswillpreparetheCompilation(Pre-Consensus)Report for each application.This report, whose structure is similar to the Individual EvaluationReport,mustbesubmittedandlockeduptotwoweeksbeforethepanelmeeting;
� Both scores and comments are critically important. The Pre-Consensus review scores andcomments are the starting point for the panel discussions and final panel score during the panelmeeting;
� Wheneverareviewerhasallher/hisreports(IndividualEvaluationReportsandCompilationReports)locked, panel credentials will be sent, giving him/her access to all applications, as well as to allIndividual and Pre-Consensus reports. Access to all the information will allow panelmembers toprepareforthepanelmeeting.
4.3.3. PanelEvaluation(MeetingActivities)
� Duringthepanelmeeting,allapplicationsmustbediscussed;
� The application’s final scores under criteria A and subcriteria B2, B3 and B4, as well as thecomments to be made available to the applicants, will be discussed and agreed upon by theevaluationpanelandincludedinthePanelEvaluationReportbythe1streader;
o ThePanelEvaluationReportFormincludes:▪ Thescoresandcommentsforeachofthesubcriteria(A1,A2,A3,A4,B2,B3andB4);▪ Anoverallcommentontheapplication;▪ Commentsontheproposedbudget;

▪ ConfidentialcommentstoFCT,ifnecessary.
o Thefinalpanelassessmentshouldtakeintoaccountthefollowingguidelines:
▪ All comments should take the form of a statement with respect to the criterionunderevaluation;theoverallcommentshouldprovideaglobalpointofviewonthequalityoftheproject;
▪ Panelmembersshall:
- Avoid comments that provide a mere description or summary of theapplication;
- Avoidtheuseofthefirstpersonorequivalent:"Ithink…"or"Thisreviewerfinds…";alternatively,panelmembersareadvised touseexpressions suchas“Thepanelconsiders…”or“Itisconsidered…”;
- Panel members must always use dispassionate and analytical language:dismissivestatementsabouttheteam,theproposedscienceortechnology,theknowledgeorthefieldconcernedmustbeavoided;
- Panelmembersmustevaluatetheworkthatisbeingproposed,andnottheworkthattheyconsidershouldhavebeenproposed.
� The panel will have to prepare a Panel Meeting Report containing a summary of the meetingactivitiesthatshouldaddress(butisnotlimitedto)thefollowingissues:
- Workmethodologyadoptedbythepanel;
- IdentificationofConflictsofInterestandtheirresolutionatanytimeduringtheprocess;
- FinalPanelRanking.
Thisreportshouldbesignedbyallpanelmembers.
� The Panel should prepare an additional documentwithRecommendations to FCT on the variousaspects of the evaluation process that may help FCT improve procedures in future calls. Thisdocumentmayinclude,amongotherissuesconsideredtobeimportant:

- Comments on the material available to panel members, in particular the Guide for PeerReviewers;

2. Currentorplannedclosescientificcooperation;
3. Researchcooperationwithinthelastthreeyears,e.g.jointpublications;
4. Dependent employment relationship or supervisory relationship (e.g. teacher-studentrelationship up to and including the postdoctoral phase) within the last five years before theopeningdateofthecall;
5. Affiliationorpendingtransfertoanyofthedepartments,researchcentresorcompaniesinvolvedintheproject;
