DEAR FRIENDS,Happy Anniversary or Happy Birthday!? What do you prefer? Either way, it’s incredible to think that the Children’s Home of Poughkeepsie just celebrated 170-years of caring for children in our community. We celebrated on June 21, 2017 with cake and stories of reflection with our children and staff. While no staff or child today was around in 1847, there are a number of our staff that have worked at the Home for 20, 30 and 40 years! Isn’t that incredible?!

We also took some time to read through our past Annual Reports and Director Reports, dating all the way back to 1847. And while 170-years has passed, the sentiment and mission are still the same. We hope you enjoy reading our 2017 Annual Report. If you are a history buff, take a look at the History Page of our website for highlights over the years.

While the 170-year celebration itself is monumental, it’s not the only amazing news we have to share! In late Summer 2017, we completed a 9,000 square foot addition to our main building. This is the first time the footprint of our main building has been altered since it was built in 1923! If you recall, the Home was the beneficiary of a generous bequest in 2014. Those funds allowed the Home to undertake this incredible reno-vation that provided much needed space for enhanced children’s services. We have a state of the art kitchen and larger dining room to better provide meals for our children. We are completing projects that will provide more play therapy space, family visiting space, an art therapy room, a children’s library and much more.

Reflecting back on prior years and again the reports from previous Directors, it’s safe to say that the success of the Home is due in very large part to the community friends, donors and organizations that support the work we do with the most vulnerable in our community, our children. For this we are sincerely grateful.

The Children’s Home of Poughkeepsie is an organization with a rich history and deep roots in our community. We are eager to see what the future holds for the Home, while still enamored with the past.

Thank you, to each of you, for all that you have done and continue to do to support the mission of the Home and for each child that enters into care. Your commitment to our work enables us to truly be a place of healing and hope for hundreds of kids each year. We are proud of our history and of the thousands of children we have worked with over the years.

PHILOSOPHYThe philosophy of the Children’s Home of Poughkeepsie begins with the belief that all children have the right to a protective, nurturing environment, and that society has an obligation to assure that right.

Knowing that childhood is a critical time in which to develop the skills necessary to become competent, self-reliant and productive citizens, we strive to provide an optimum setting for this development. We do this for each child by creating a corrective living experience supervised by caring adults.

We believe that maladaptive behavior in children is learned and that change is possible. We are committed to the fact that children damaged emotionally and educa-tionally due to neglect, abuse, or disrup-tion of parental relationships will benefit from therapeutic services, including temporary residential care.

Consistent with our long-term goal of returning a child to the community, exten-sive use of community services and orga-nizations, including public education, is emphasized. We are also aware that these

children and their families benefit from parenting education and counseling. Family services are an integral factor in accomplishing our long-term goal.

It is essential that our professional and financial resources are directed toward reuniting a child with his natural family or a community family. It is also essential that we help establish a sense of self-reliance, order, and fulfillment in each child’s life.

There came a point when CHP no longer took care of orphans and instead started providing care for deeply troubled children.

We have documented clearly in our clin-ical studies that currently we are serving a severely traumatized group of youth as evidenced by their Adverse Child-hood Experiences (ACE) scores which on average are 5.8; a score of 4 or more places youth in a high-risk category due to their exposure to multiple and cumulative trauma. Trauma-informed treatment is a

relatively recent phenomenon dating back the past two decades. All of our staff receive intensive training in trauma-informed approaches to treatment. Also, in the past two decades there has been a proliferation of knowledge about the neurobiology of traumatized persons, children and adults, that has a huge impact on how we think about trauma and how we approach the healing process. The practical implica-tions of this research is beyond the scope of this piece, but suffice it to say that we spend a lot of time and energy with our traumatized youth “soothing the brain-stem” and “building a frontal lobe.”

In spite of the recent explosion in knowl-edge about trauma and amazing neuro-science discoveries, some things have not changed in 170 years because they are time-honored healing methods. Our primary approach which has its roots from the inception of CHP is relational. We expose our youth to countless posi-tive interactions with adults each and every day and the cumulative effect of the thousands of these positive interactions actually rewires the brains of our youth in healthy ways as confirmed by trauma researchers such as Bruce Perry, M.D. Not only does it rewire the brain, it changes their social map. Their social map consists of their view of the world and their place in it. Many of our youth arrive with social maps that depict the world as a threat-ening, dangerous place where no adult is

to be trusted. They also arrive frequently with the belief that they are intrinsically “bad.” Perhaps not in every case, but many youth leave with a dramatically altered social map. They still may approach their social world with caution but they recog-nize that there are people who can be trusted and those who can’t. They have a better idea of how to decide who they can and cannot trust. Their view of self is also modified in most cases so that they can appreciate the ways in which they are loveable and intrinsically good, as well as being more aware of when and how they alienate or hurt others.

Some of the trauma recovery work takes place in therapy rooms with licensed clini-cians (social workers, mental health coun-selors, or psychologists) and these can be delicate operations in the sense of timing, pacing, and remaining within the windows of each child’s affect tolerance to keep the therapy safe. While the trauma processing work requires a highly trained and expe-rienced clinician, everyone at CHP is part of the therapy team, contributing positive interactions with our youth that we now know changes both their social maps and creates a healthier more adaptive brain.

I t is mind-boggling how much the world has changed during the last decade,

let alone during the 170 years the Children’s Home of Poughkeepsie (CHP) has been in existence. My understanding, since contrary to the belief of many of our current youth, I was not here in 1847, the Children’s Home initially served orphan or homeless children, those who were back in that day sometimes called “street urchins.”

This summer we were visited by James who was a resident at the Children’s Home in the 1980’s. He was visiting the area with his daughter and wanted to show her where he grew up. A CIRCLE OF FRIENDS

Each year hundreds of volunteers, donors and friends make the kids at the Children’s Home a priority in their lives and by doing so, they show our children that there are good people in the world that care about their happiness and well-being.

Whether it’s a monetary donation to support the mission of the Home, a donation of art and craft supplies, helping to build a deck or stain a shed, hosting a movie night for our teens, inviting our young mothers to a spa day or playing on the swings with our

toddlers, the support of our community friends makes a HUGE difference in the lives of the children who live at the Home.

When you give to the Children’s Home of your time, talent and/or treasure you are impacting the life of a child in foster care. Take for example the donor who donates tickets to a local play so our youth can have the same cultural experiences as their peers. Or the local business that provides tickets to a baseball game so our kids can experience a favorite American pastime. Perhaps it’s the college student who tutors a young boy in Math. Or, maybe it’s the young couple that donates their time to help serve a holiday meal or the high school class that hosts a hat and mitten drive. Maybe you write a check or make a donation online. Your support makes a difference. In all of these ways you are helping to provide children in foster care with opportunities, positive experience and healthy memories. And for that, we THANK YOU.

Kids Who Care

In August of 2016, the Children’s Home presented the Town of Poughkeepsie Police Department - K9 Unit with a donation. After hearing about the unexpected retirement of K9 Robbie, and the need to raise funds for his replacement, the kids at the Children’s Home wanted to help. They hosted a talent show, ice cream sale and bake sale to raise money. They were so excited to give Officers Marino and Mikelic a monetary donation and a cake to share with their department. Thank you to the Town of Poughkeepsie Police for all that you do to keep us safe. We appreciate you!

Friend of the Arts

The Children’s Home was honored to receive the 2017 Mill Street Loft + Spark Media Friend of the Arts award in May. We have enjoyed partnering to bring art and music therapy to our youth and adding murals to our campus. Our youth have also enjoyed working in the various student-employment programs at Mill Street Loft + Spark Media.

T he Children’s Home of Poughkeepsie is fortunate to be surrounded by a very caring circle of friends.

Poughkeepsie Farm Project

The kids (and staff) absolutely loved their weekly visits with Poughkeepsie Farm Project (PFP)! A group of younger kids visited the farm and picked blueberries to make a kale and blueberry salad, which they actually ate! The teens made fresh pasta, a tomato and basil salad, Asian cuisine (which they said was better than take-out), a sweet and savory salsa and cooked with different herbs. They learned about food, food sources, healthy food options and so much more. Thanks to the PFP for working with our kids this year!

Celebrating 30 Years of Service

In June, the Children’s Home recognized a number of staff for their years of service to the Home. Karen Szatko (center), Program Assistant, celebrated her 30 year anniversary of working at the Home. Karen is the primary handler for Ace, one of our beloved Facility Service dogs. Thank you Karen for dedicating 30 years to caring for children. Associate Board Members

The Children’s Home is fortunate to have Associate Board members, all of who have completed a minimum of 9 years of service on the Board. We truly appreciate their dedication and support of the Home’s mission.

Bridge Builders

Each year we welcome volunteers from Bridge Builders who spend a week working around our campus and playing with our kids. These high school students bring a lot of energy and a great work ethic, even when it’s hot and muggy out.

T he Children’s Home of Poughkeepsie provides services to children, youth and

families in one or more of the six programs that comprise our continuum of care: Group Emergency Foster Care, Campus Residential, Agency Boarding Homes, Young Mothers, Supervised Independent Living and Safe Harbour. In December 2016, we began to offer Care Management Services to children, youth and their families.

GROUP EMERGENCY FOSTER CARE PROGRAMThis program provides Child Protective Services from several counties with 24-hour availability of residential care for children (birth to 18 years of age) who are in imminent danger if they remain in their homes.

AGENCY BOARDING HOMESThe Agency Boarding Home program includes two, six-bed homes, located in residential neighborhoods that provide each adolescent an opportunity to strengthen his/her ability for close interpersonal relations in a home setting and develop skills for independent living.

SAFE HARBOUR PROGRAMThe Safe Harbour program opened in October 2016. This fourteen-bed program provides services to adolescent girls who are survivors of or at high risk for exploitation and trafficking, and girls that have a complex history of trauma.

CARE MANAGEMENT SERVICES We began providing Care Management Services as a part of the NYS Department of Health Children’s Health Home Program in December 2016. This program provides care coordination services to children, youth and families with chronic conditions as well as complex mental and physical health needs.

For 170 years the Children’s Home, formerly known as the Poughkeepsie Orphan House and Home of the Friend-less, has been providing top quality care to children and families in Dutchess County and the greater Hudson Valley community. We have been successful at serving this population because we have moved and evolved our agency as our society and our history in the U.S. has moved and evolved.

If you haven’t looked at the Home’s history on our website, I encourage you to do so. What you will see is an organization that has kept the mission alive by continu-ally reviewing its strategic focus to ensure that the work being done is relevant and addresses what is currently happening in society.

Nonprofits like us are exempt from taxes, allowing our investments to grow and be used without taxes payable to the government. The quid pro quo is that we are required to seek out underserved community needs and develop program-ming to meet those needs.

Public policy has recognized that sepa-rating children from their families and communities can be harmful to them. Funding and the approach to helping troubled children has shifted from removal from family to supportive services for families. In the last 15 years, we have moved our programming and our focus away from what sustained us for most of our history—providing long-term care for children whose own families weren’t able to care for them, to short-term, highly targeted, residential programs serving special populations.

In December 2016, under a New York State initiative called Children’s Health Homes, we began providing care management services designed to assure that children who are Medicaid recipi-ents receive top-quality, coordinated, medical and mental health services. Care management is available to children who are enrolled in Medicaid and who meet eligibility rules. The program targets a broader community, not just children who are in the foster care system. Care management, under the

Children’s Health Homes initiative, has as one of its goals, the reduction of the use of foster care.

In July 2018, we will begin providing a new array of services under a new license issued by the Office of Mental Health. Services will include crisis intervention, respite care, pre-vocational services and psychosocial rehabilitation services, to name a few. This is part of a state initia-tive aimed at reducing the use of out of home care.

We are hopeful that as community-based services are strengthened, enhanced and increased, the need for out of home care will decrease and become the least desir-able intervention for children at risk and their families. It seems ironic that we would develop a new division at the Children’s Home whose goal is to keep children from placement in our heri-tage division. Then again, it’s completely consistent with how the Children’s Home has operated for 170 years—from orphanage, to treatment center, to community services provider.

I n 1863, while President Abraham Lincoln was delivering the Gettysburg Address,

the matron and staff at the Poughkeepsie Orphan House and Home of the Friendless were in their 16th year of caring for needy and orphaned children in Dutchess County. Three children were boarded at the Home while their fathers fought in the U.S. Civil War.

T he Annual Campaign for fiscal year 2017 ended with $353,721.88 in total

donations. The direct mail appeal brought in $194,397 in gifts from individuals and businesses. Event revenue, grants and other restricted gifts made up the difference.

Each year the Children’s Home budget is structured with the anticipation of private funding from gifts, grants and interest on investments, added to our State/County revenue stream to produce a balanced budget. These “extra” funds provide for increased services to chil-dren, including additional social workers, childcare staff, and our facility service dog program. Funds also support children’s activities, special services to families, and enhanced services to youth transitioning to independence. The Children’s Home relies on community support to ensure that children receive the best care possible. We are incred-ibly grateful to all of our donors for the incredible support we receive.

GIFTS THAT LAST A LIFETIMEThe Guardian Society

Over the past 170 years of the Home’s history, many caring individuals have left a portion or all of their estates to help ensure the future of our mission. The Home’s administrators and Board have carefully stewarded those gifts and the resulting investment account is what helps the Children’s Home provide the high quality level of care for which it is well known.

The Guardian Society is made up of indi-viduals who have included the Children’s Home in their estate planning. A future gift of any size, receivable upon the passing

of the donor, qualifies for inclusion in the Guardian Society. A simple bequest, an IRA bequest, a charitable remainder trust, paid life insurance, or other such option naming the Children’s Home of Poughkeepsie as beneficiary, will qualify an individual or couple for membership. The Children’s Home pledges to maintain confidentiality of donor information, and careful stewardship of estate gifts, which are very important to the Home’s success.
