Overview

TheProgramReviewprocessandtemplatesaresubjecttocontinualimprovement.Thelargestrevisiontookplacein2014–2015.Itwasledbyataskforcetoaligntimelineswithprocesses,improvethequalityofinformationprovidedtothe(then)IntegrationCouncil(nowProgramReviewCommittee),anddevelopasustainablemodelforprogramreview.Theoutcomeswereincorporatedinto2015-16ProgramReview.Now,thegoalistokeepformatconsistentwhilestillallowingforgradualimprovements.In2016,writerswereaskedtocommentontheprocessandtemplates.TheProgramReviewCommittee(PRC)reviewedthesesuggestionsinSpring2017.Basedonthisfeedback,enhancementsweremadetotheWeb-EnabledProgramReview(WEPR)templatesduringSummer2017.

PurposeofProgramReview:Thepurposeofprogramreviewistofocusinstructional,studentservices,andadministrativeunitsontheirroleinfulfillingthemissionofthecollegeandachievingthegoalsandobjectivesofthestrategicplan,consistentwiththecorevaluesofthecollege.

Todoso,eachunitwill:1. Reflectonitspurposeormission,itsrelationtothecollegemissionanditscurrentand/or

potentialimpactonstrategicplangoalsandobjectives;2. Reviewandanalyzeunitdataintermsof:

a. Areasinwhichtheunitcurrentlyimpactsstrategicplangoalsandobjectives,consistentwiththecorevaluesofthecollege-thisshouldincludeananalysisofcostsandimpactofactivitiesimplementedinpreviouscycles;

b. Areasinwhichtheunit'simpactshouldbestrengthened,basedonthedata.3. Developunit-levelactivitiestoaddresstheareasidentifiedin2b.Strategiesandactivities

shouldbeclearlyconnectedtodataanalysisandreflectiononunitpurposeormission;4. Analyzecurrentresourcestodeterminewhethertheycanbere-purposedeffectivelyto

implementunitlevelactivities;developresourcerequestsandcostprojectionsifitisdemonstratedthatcurrentresourcesarenotsufficienttoimplementtheseactivities.

Programreviewisnotintendedtoaddress"maintenanceofeffort"activities–theseshouldbeaddressedthroughday-to-dayoperationalproceduresofthecollegeorindividualunit(includingHelpDesktickets,BuildingsandGroundstickets,technologyrefreshmentcycles,FacilitiesReviewprocedures,etc.).Ifthereare“maintenanceofeffort”activitiesthatarenotbeingaddressedthroughcurrentoperationalproceduresthatimpactstudentsuccessorinstitutionaleffectiveness,unitsshouldincludetheactivitiesandassociatedresourcerequestsintheirunitanalysisandplan.

WhatisthedifferencebetweenAnnualandComprehensiveReviews?• TheProgramReviewCommitteewillreviewallSectionIsubmitted,whetherfromAnnual

orComprehensivereviewsaspartoftheResourceAllocationprocess.• ProgramsinannualreviewareNOTREQUIREDtocompletethenarrativesectionsof

SectionIIandSectionIII,astheentiretyoftheprogramreviewwillnotbesubjecttovalidation.However,itisexpectedthatplansoutlinedinSectionI,andrequestsforresources,aresubstantiatedbyareview,discussionandanalysisofthedataandinformationcontainedinSectionIII.Annualreviewsaretobereviewedatthedivisionlevelpriortosubmissiontoensurethatplansandresourcerequestshavethesupportofthedivision.

• ProgramsincomprehensivereviewareREQUIREDtocompleteallsectionsandreceivereviewandfeedbackthroughtheValidationprocess.

ProgramReviewCommittee(PRC)andtheresourceallocationprocess:Thecollegehasmanysourcesofrevenue,anddifferentrequestsmaybefundedthroughdifferentsources.Typesofrequestsforresourceallocationinclude(butarenotlimitedto):GeneralFunds:

TheProgramReviewCommittee(PRC)willevaluateallresourcerequestsregardlessofpotentialfundingstream,however,othergroupsmayreviewthelistofsubmittedrequeststoseeiftheyqualifyforcategoricalfunding.Forexample,arepresentativefromPerkinswillreadthelistofrequests,andifonepotentiallyqualifies,contactthewritertoseeiftheywouldliketosubmittherequestthroughthePerkinsprocess.AwritercanstillsubmitrequestsseparatelytoPerkinsthatarenotincludedinProgramReview,forinstanceiftheyknowtherequesttobeparticularlywellsuitedtoPerkinsoriftheirdepartmentisnotsubmittingaPRthatyear.Thegoalistooptimizethebudget,withoutreduplicatingeffortwhenpossible.
