GENERAL ACADEMY INFORMATION GENERAL INFORMATION School History

National Aviation Academy (NAA) currently has two campuses; one located in Clearwater, Florida, and the other located in Concord, Massachusetts. NAA of Tampa Bay was organized in 1969 to train Airframe and Powerplant technicians with approval of the Federal Aviation Administration under current Air Agency Certificate #DV9T100R. In May 2008, NAA purchased WyoTech-Bedford in Massachusetts, formerly known as East Coast Aero Tech (ECAT) established in 1932, under Air Agency Certificate #EC6T068K.

NAA is:

Veterans and other persons may receive VA Educational Benefits while maintaining satisfactory progress in the Aviation Programs.

Location and Facilities

National Aviation Academy of Tampa Bay has two physical locations. A 64,000 square foot classroom and administrative center is located at 6225 Ulmerton Road, Clearwater, Florida 33760 [telephone number: (727) 531-2080, (800)-659-2080]. The 12,000 square foot hangar and lab area is located on the southwest side of the St. Petersburg/Clearwater International Airport (PIE), 14403 Airport Parkway, Clearwater, Florida 33762. The hangar has a library, student break area, aircrafts, training aids, and aviation equipment for hands-on training.

Mission and Creed

Mission Our mission is to educate aviation students in a learning environment conducive to excellence in meeting the needs and challenges of the aviation global market place. We will do this while providing a quality and innovative learning experience that upholds ethical standards and respect for one another. As a constantly evolving institution, National Aviation Academy (NAA) will continuously strive to ensure improvements in the quality of its faculty, staff, facilities, and other resources. We will continue to develop effective lines of communication and build relationships to enhance the visibility of NAA with various local, state, national and international constituents. We will cultivate opportunities for faculty, staff, and students to participate in community and professional activities that will enhance all of our quality of life.

Student Council

National Aviation Academy’s Student Council will foster communication and comradeship among all members of the student body by providing information and support to fellow students.

Student Council Mission Statement: We, the council, dedicate ourselves to the betterment of our fellow colleagues. We endeavor to do this by being disciplined, helpful, and attentive to the needs of our classmates. Focusing on enhancing the education and professionalism of our fellow colleagues; thus we set our goals; providing that we, the student body, will have the ability to be better prepared and have greater success as we enter the aviation industry. (See your Student Council Representative regarding the Council and how you can participate.)

Non-Discrimination

National Aviation Academy does not promote discrimination of any kind and admits students of any gender, race, color, national or ethnic origin, to all rights, privileges, programs, and activities generally accorded or made available to students at the school.

Research Library and Computer Lab

National Aviation Academy has a research library and computer lab that provides reference materials and study guides for the student to broaden their skills and knowledge. The library is equipped with computers that allow students to do research and practice-testing for school and FAA exams.

Handicapped Applicants

The Federal Aviation Administration regulations do not dictate medical requirements for the issuance of an Aviation Maintenance Technician (AMT) certificate. It is, therefore, the policy of the school to accept persons who meet the skill requirements set forth in Part 65 Title 14, Code of Federal Regulations (CFR). NAA accepts all applicants who meet the requirements of this part.

Legal Ownership

National Aviation Academy of Mississippi, Inc. is a privately owned, stock corporation doing business as National Aviation Academy.

Institutional and Occupational Advisory Committee

NAA has an Advisory Committee that meets regularly to advise company management on the various matters relating to the successful operations of the school that includes:

• Educational Program/Curriculum Review • Recommend Admission Requirements • Objectives and Goals • Test Review (Internal and FAA) • Equipment and Material Review

Aviation Maintenance Technology (AMTs) Program Description

The Aviation Maintenance Technology program is designed to offer the student a foundational level of technical understanding supported with hands-on training. This approach provides the student a balance of theoretical and practical experience needed to prepare for the Federal Aviation Administration written, oral and practical testing. This testing is required to qualify for the licensing required to be an Airframe and Powerplant rated technician. The AMT program consists of 2000 clock hours with an approximate 50/50 ratio of instruction to practical training in general maintenance, repair, inspection, and the troubleshooting of different types of aircraft and aircraft systems. The AMT program is divided into 6 terms, each taking approximately ten weeks (48 attended days) to complete.

Aviation Maintenance Professional (AMP) Program Description

The Aviation Maintenance Professional program is a combination of the Advanced Aircraft Systems (AAS) program for Federal Communication Commission (FCC) and National Center for Aerospace and Transportation Training (NCATT) certifications and the Aviation Maintenance Technology (AMT) program for Airframe and Powerplant Certification. The Aviation Maintenance Professional (AMP) program consists of 3000 total hours, combining both the AAS program and the AMT Program. Both programs together provide the student with a comprehensive knowledge base preferred by employers looking for an applicant with more than entry level training. This approach is what helps the student gain confidence by sharpening the overall troubleshooting skills employers need to give the graduate a competitive edge in the job market. The (AMP); program is divided into 9 terms each taking approximately ten weeks (48 attended days) to complete.

Entrance Requirements

(International Students see International Candidates Section for Entrance Requirements) 1. The applicant MUST be sixteen (16) years of age or older and must have reached his/her eighteenth

(18) birthday on or before graduation of the Aviation Maintenance Technology portion of the program.

2. Applicants must provide an official copy of a Certificate of Graduation from a school providing secondary education (Standard High School Diploma) or the equivalent of such a certification (GED).

3. The applicant must be able to read, write, speak, and understand the English language. A TOEFL (Test of English as a Foreign Language) score of 513 on the paper-based test, 183 on the computer-based test or a 65 on the internet-based test (IBT) is required. If the candidate has graduated from an institution where English is the primary language, a TOEFL examination may be waived.

4. The applicant must have made satisfactory arrangements for his or her tuition and must have paid all required fees for application. A completed application for admission and a signed training agreement must be on file.

5. All applicants must complete an admissions interview, be recommended for acceptance, and successfully pass a final interview with the Director of Admissions or designee.

6. The applicant must agree to conform to the policies of the school and comply with FAA requirements as well as VA regulations, if the student is a Veteran.

7. Successfully pass an aptitude exam with a score of 70% or greater.

Course Descriptions

First Term 336 Hours

AMT-111 Aircraft Fundamentals An introduction of the student to basic facts and terminology related to types of aircraft, their structures, and the different means used to control flight. Student will be able to identify and understand the general principles and theories relating to lift, the forces and stresses of flight as they relate to fixed wing and rotor wing aircraft.

AMT-112 Mathematics This remedial class is designed to reinforce high school level Math skills commonly used and as applied to aircraft maintenance. Identify basic facts, terminology and demonstrate general principles of addition, subtraction, multiplication, division and the application of algebraic operations to positive and negative numbers.

AMT-113 Physics This remedial class is designed to reinforce high school level Physics as applied to aircraft operation and maintenance. Identify basic facts, terminology and general principles of simple machines, sound, fluid and heat dynamics, application and relationships between temperature, pressure, density and area and how they affect lift and power.

AMT-114 Aircraft Drawings An introduction to aircraft related mechanical drawings/ blueprints, schematics, charts and graphs. Identify basic facts, terminology, discuss standard drafting tools, procedures, formatting and how they are used to create a blueprint along with how their various lines, symbols and dimensions are read and interpreted. Discuss performance charts, graphs, schematics and block diagrams and how they are used to understand and troubleshoot aircraft systems.

AMT-115 Weight and Balance An advanced application of terminology and general principles learned from AMT-111 through 114. The student will identify basic facts, terminology, and discuss the aircraft’s Center of Gravity and the effects of changing the C.G. location and weight of both fixed wing and rotary wing aircraft. The student will research the specification and procedures for preparation and demonstrate the weighting of an aircraft.

AMT-116 Materials and Processes An introduction of the student to basic facts and terminology related to the materials and processes used in the construction of aircraft. The student will be able to identify a material, discuss the composition, characteristics, forming processes and construction techniques as

found in the aviation industry. The identification of hardware and demonstration of proper application and installation practices will be covered. The student will discuss and demonstrate the principals and techniques of precision measuring tools and different Non-Destructive Testing (NDT) processes

AMT-117 Cleaning and Corrosion Control

An introduction of the student to basic facts and terminology related to the proper cleaning and protection of various surfaces and materials as found on and in the aircraft. The student will discuss and demonstrate the principles and techniques used to inspect, identify, remove, treat and for the prevention of corrosion on aircraft.

AMT-118 Ground Operations and Service An introduction of the student to basic facts and terminology related to the proper and safe ground operation of the aircraft. The student will discuss and demonstrate the principles and techniques of safely starting, moving and securing the aircraft. The student will identify different types of fuel, general fire safety and contaminates as found in the aircraft’s fuel systems.

AMT-119 Fluid Lines and Fittings An introduction of the student to basic facts and terminology related to the different types of fluid line systems. The student will discuss and demonstrate the principles and techniques used to identify, inspect, install and repair of rigid and flexible fluid lines and associated hardware and fittings.

AMT-120 Basic Electricity An introduction of the student to basic facts and terminology related to Alternating Current (AC), Direct Current (DC) electricity and electrical circuits. The student will discuss and demonstrate the principles and techniques of determining electrical values mathematically and through the use of schematics and electrical measuring equipment. The student will discuss principles and techniques for identifying and troubleshooting electrical and basic electronic components.

Second Term 336 Hours

AMT-210 Maintenance Forms and Regulations An introduction of the student to the regulations covering the privileges and limitations of an Airframe and Powerplant rated mechanic. The student will discuss the FAA certification process for aircraft and mechanics along with the forms and publications used to support and track them.

Advanced Aircraft Systems Program Description

The training provided is directly relevant to the duties and responsibilities as authorized to the Airframe and Powerplant licensed Aircraft Technician by the FAA, it is designed to build on the foundational standards required to be an A&P mechanic as set by the FAA and requires training/experience in FAA documentation. This will advance the qualified individual while instilling a greater degree of confidence into both the apprentice level and experienced technician as to the level of knowledge and skills needed to install, effectively troubleshoot/ diagnose, maintain and execute the required documentation for the complex electrical and integrated Avionics systems found in today’s modern FAA certified civilian aircraft. Upon completion of this course the student should be able to present to the potential employer documented training and hold certifications and licenses over and above that of a typical A&P mechanic.

Potential employers typically prefer technicians who can perform an ever broadening variety of tasks and possess the skills necessary to troubleshoot and diagnose complex aircraft systems. This course offers training that will also prepare the students for their relative FCC licenses in Elements 1 (Marine Radio Operators Permit), 3 (General Radio Operators License), and 8 (Radar Endorsement), as well as the NCATT Aircraft Electronics Technician Certification. Individuals in this program are typically technicians who are self-motivated, hardworking, enthusiastic, and who have a high degree of mechanical aptitude.

Entrance Requirements

1. The applicant MUST be sixteen (16) years of age or older.

2. Applicants must provide an official copy of a Certificate of Graduation from a secondary school (Standard High School Diploma) or the equivalent of such a certification (GED).

3. The applicant must be able to read, write, speak, and understand the English language. A TOEFL (Test of English as a Foreign Language) score of 450 on the paper-based test, 182 on the computer-based test or a 65 on the internet-based test (IBT) is required. If the candidate has graduated from an institution where English is the primary language, a TOEFL examination may be waived.

4. The applicant must have made satisfactory arrangements for his or her tuition and must have paid all required fees for application. A completed application for admission and a signed training agreement must be on file.

5. All applicants must complete an admissions interview, be recommended for acceptance, and successfully pass a final interview with the Director of Admissions or designee.

6. The applicant must agree to conform to the policies of the school and comply with FAA requirements as well as VA regulations, if the student is a Veteran.

7. Successfully pass an aptitude exam with a score of 70% or greater.

Any neglect or improper use of tools or materials by the student resulting in loss or rendering it unusable will be charged the full cost of repair or replacement.

Tool Voucher Program

NAA will give each student enrolled in the AMT or AMP program a Snap-on tool voucher. The Snap-on tool voucher will be provided to the student, upon request to the Assistant Director of Education. Requests are to be submitted within 30 days of the student’s last scheduled day of attendance, completion of any missed time and payment of all fees and are to be redeemed within 90 days of being received by the student. Students must have completed all curriculum requirements including hours, projects, tests and financial obligations, to be eligible to receive the Snap-on tool voucher. Students may be given their Snap-on tool voucher upon successful completion of early O & P qualifications, as an incentive.

Tool Voucher Policy

To be eligible for a Tool Voucher, the student must complete all curriculum requirements including; Hours, Projects, Tests, and Financial obligations. Students must make request for the Voucher to the Assistant Director of Education (ADOE) within thirty (30) days of the student’s last scheduled day of attendance. TRANSFER OF CREDIT

General Transfer of Credits Advanced Standing Credits for prior training and/or experience are established based on the following criteria. NAA will only accept Official Transcripts from FAA Certificated part 147 schools and Non-part 147 Schools if they are within the past 24 Calendar months from the student’s start date of class.

Transferring from a Part 147 School: • Instruction satisfactorily received and completed while attending an FAA approved Aviation

Maintenance Technician School (Part 147) will be considered by the Director of Education only if an Official Transcript is forwarded to NAA prior to starting classes (copies are not accepted).

Transferring from a Non-Part 147 School: • Credits are determined by the official transcript of the transferring student from a Non-Part 147

aviation maintenance technician school after evaluation by the Director of Education. The transferring student may have to test for verification of subject knowledge.

General Transfer of Credit from other than FAA Certificated Part 147 Schools: Advanced Standing

As a general practice, credit may be granted only for subjects that apply to the general portion of the curriculum.

• The subjects of math, physics and electricity may be credited per FAA policy from an appropriately accredited university, college or junior college, an accredited vocational, trade or high school or a military technical school. The transferring student may have to test for verification of subject knowledge.

• Documentation on experience obtained, (VA – DD 214), (Industry Training/Experience) must be submitted to the school prior to starting classes and official records must be provided to NAA.

• Credits are determined by the official transcript of the transferring student from an accredited school after evaluation by the Director of Education. The transferring student may have to test for verification of subject knowledge.

Applications for advanced standing must be made prior to starting classes, and Advanced Standing Exams are given only to enrolled students no later than two weeks after class starts.

Advanced Standing Credits may reduce cost and total hours of training; however, the length of time required for completion may vary based on individual circumstances. Financial Aid estimates may also change.

Note: Where applicable, Veterans are required to take Advanced Standing Examinations during the first week of school and to qualify for VA assistance.

Internal Transfer within NAA

• Programs – Students who wish to transfer programs within the school must obtain and complete the Program Change Request Form from their Admissions Representative, or the Assistant Director of Education. The student has thirty (30) days after beginning the transfer process to complete the form. If the form is not completed within that timeframe, the student must begin the request again. After completion of the Program Change Request Form, a modified training and enrollment agreement is drafted by the Senior Vice President of Admissions. The modified agreement will be signed by the student and Assistant Director of Education for inclusion in the student’s file. This process is used for students wishing to add a program to their original enrollment agreement.

• Campus Transfers – Students wishing to transfer to another NAA campus may do so at the completion of either General Airframe or Powerplant studies. Because each campus is individually accredited and certificated, the student must complete a withdrawal from their current campus and apply for entrance into the new location. Aviation Maintenance Administration, AS

The AS in Aviation Maintenance Administration degree program enables an aviation maintenance technician (AMT) to build upon technical certification training with academic skills that enhance communication and management abilities. The completion of this degree prepares the technician for employment in entry-level positions in the aviation maintenance industry, and enables the individual to seek promotional opportunities in a maintenance management position.

This Associate of Science degree requires a total of 60 credits. The program consists of 18 credits of General Education courses and an aviation core of 12 credits. A total of 30 credits are articulated into the program upon successful completion of the Federal Aviation Administration's Airframe and Powerplant Certification.

Aviation Maintenance Technology – Associate in Science Degree, Liberal Studies

The Liberal Studies Aeronautical Maintenance Technology Associates degree program prepares students for employment with major and commuter airlines, airplane and helicopter engine manufacturers, and many other aviation related companies. Training provides the background for advancement to supervisory and managerial positions in these industries. The hands-on aircraft maintenance instruction and training at NAA is the first component of the program. Students complete the requirements for the Associate in Science degree at Middlesex Community College (MCC).

The general education and business courses strengthen communication and management competency. MCC associate degree credits for the aviation maintenance courses are awarded on receipt of an official transcript from NAA. Students may begin their MCC course work at any time.

INTERNATIONAL CANDIDATES

Entrance Requirements

1. The applicant MUST be sixteen (16) years of age or older and must have reached his/her eighteenth (18) birthday on or before graduation.

2. The applicant is required to possess an M-1 student visa. An I-20M application for the M-1 student visa can be obtained through the Admissions Office. Interview issues are to be handled at the U.S. Embassy level in conjunction with petitions for visa.

3. Applicants must provide an official copy of a Certificate of Graduation from a school providing secondary education (high school) or the equivalent of such a certification (GED).

4. In cases where the Certificate of Graduation is produced in a language other than English, the applicant is required to procure the services of an NAA designated agency to translate the document into the English language and certify the education stated to meet secondary education or equivalent standard.

5. The applicant is financially responsible for any fees associated with the requirement. Federal Aviation Regulations (FAR 65.71) requires that the applicant be able to read, write, speak, and understand the English language. A TOEFL (Test of English as a Foreign Language) score of 513 on the paper-based test, 182 on the computer-based test, or a 46 on the internet-based test (IBT) is required. If the candidate has graduated from an institution where English is the primary language, a TOEFL examination may be waived.

6. The applicant must have made satisfactory arrangements for his or her tuition and must have paid all required fees for application. A completed application for admission and a signed training agreement must be on file.

7. The applicant must agree to conform to the policies of the school and comply with FAA requirements.

8. An approved Federal Form 8610-2 is required for applicants of the AMC course.

9. Student must successfully pass the NAA Aptitude Evaluation with a 70% or higher.

STUDENT STATUS AND GRADING SYSTEM

Attendance and Absences

To be eligible to interview with the technical recruiters brought on site, you must have no more than 14 hours of missed time currently owed.

Students must be in attendance during all scheduled classroom and lab activities:

1. Students will not graduate unless they have completed all of the required subject materials and required hours of the FAA approved curriculums and satisfied the Training and Enrollment Agreement.

2. All absences, tardies and early departures are recorded in the Class Roster and the personal file of the student.

3. All missed time charges will be charged in increments of one hour.

4. A student is considered tardy when late from 1 to 10 minutes and/or when not present during a scheduled roll call at the start of a session. More than 10 minutes late constitutes ONE HOUR of absence. Three (3) tardies constitute ONE HOUR of absence. Students who accrue 5 tardies in any one term will be considered regularly tardy and will be charged one hour of absence for every tardy. Tardies are not assessed after the scheduled lunch break, failure of the student to be in class at the end of the scheduled lunch break will constitute ONE HOUR of absence.

5. Students may not advance into the next term unless all subject material and hours missed are made up, unless, as determined by the DOE, or ADOE that extenuating circumstances exist. Furthermore, all assignments must be completed satisfactorily, and all examinations must be passed from the preceding term, unless, as determined by the DOE, or ADOE that extenuating circumstances exist. This determination will be on a case by case basis. If a student has more than the allowable absences in any one subject, they cannot take the subject final examination until they make up all the material missed in that subject.

6. Students may not be approved to advance from General to Powerplant nor from Powerplant to Airframe until all subject material, projects and class hours missed are made up satisfactorily unless determined by the DOE or Assistant DOE that extenuating circumstances exist. This determination will be made on a case by case basis.

7. Making up hours missed is the responsibility of the student. The student will receive from his/her Instructor a Missed Time Sheet, which will have the time missed by the student along with the material that must be made up as well. Make up time location will be at the discretion of the Assistant Director of Education. When the time has been made up and all assignments completed, the student will have the work checked by the Instructor. It is the responsibility of the student to turn in the completed document to the Education Service office for credit. The Missed Time Make-Up Sheet is a Federal document; therefore, it should remain free from doodles, comments and stains.

8. When a student accumulates absences of fourteen (14) hours, he/she will receive a verbal warning from their Term Instructor and are placed on probation.

9. When a student accumulates absences of twenty-one (21) hours, the student will receive a written warning of unsatisfactory attendance from the Director of Education.

10. Students who have more than thirty-five (35) outstanding hours of missed time are subject to repeating the term, suspension or termination.

11. Students who miss 50% of any subject are required to repeat that subject.

12. Missing 50% of any Term will be considered as an academic failure and that student must repeat the entire Term.

13. As directed by the Florida Department of Veterans’ Affairs State Approving Agency, Veteran students who are receiving GI Bill benefits for tuition costs and related expenses may miss no more than 20% of their scheduled hours of training during a calendar month. If a student exceeds the 20% allowable missed time in a month, he or she will have the GI Bill benefits terminated by NAA for one month. During the month following the benefit termination, the VA student must show attendance with no more than 20% absence from his/her scheduled hours in order to have their GI Bill benefits restored. Veteran students receiving GI Bill benefits for tuition may be excused from the 20% missed time per calendar month calculation if upon return from absence the student provides the NAA Education Services Team documentation from the VA of mandated medical appointments indicating the date and time of the appointment. Students who receive military orders to report to their assigned base for reasons other than active or reserve duty must provide Education Services with documentation from the military supporting the reason for absence in order to avoid missed time toward the 20% maximum per calendar month. Students who must be absent to serve in the National Guard or Active Military Reserve will be afforded the opportunity to make up time, up to 2 weeks of absence, and all subject material missed over a 2 term timeframe, or repeat the subject area missed at no additional cost.

14. Attendance is very important to the student for timely completion of the school curriculum, and it is also important to future employers as most recruiters in the aviation industry that recruit from school’s base some of their selection decisions on attendance.

Missed Time Excuse Policy

The National Aviation Academy requires mandatory attendance for both the Aviation Maintenance Technician 2000 hour (AMT) and Aviation Maintenance Professional 3000 hour (AMP) programs, therefore it is in best interest of the student to avoid any Class/Hangar time absence and associated Missed Time charges.

NAA recognizes that occasionally absences cannot be avoided and as a result, have set in place the following policy to address Missed Time charges; The student must promptly contact the Education Service office via the absentee phone (727-499-4000) or with a timely email to report his/her absence during the school day, including if the student is coming in late, leaving early or absent all day.

Suspected pattern of absence abuse, as determined by the ADOE, will be addressed with the student on a case by case basis.

Should extenuating circumstances exist, student must present documentation supporting the absences and must also demonstrate sufficient hardship showing the inability for completing Missed Time hours/work within the designated make-up period, failure to do so will result in accruing Missed Time charges.

Extenuating circumstance might include; -Military Drill/Duty -Hospitalization -Documented Work/Employment

Student Transfer Procedures (Add)

Upon application to NAA the prospective student is evaluated for specific program desires and competencies. Once accepted and enrolled at NAA, the Education Department places the student in accordance to his/her enrollment agreement. There are three approved aviation maintenance programs and two approved certification programs as follows:

1. Aviation Maintenance Professional (3000 hours) 2. Aviation Maintenance Technology (2000 hours) 3. Advanced Aircraft Systems (1000 hours)

Students are enrolled into one of the approved programs. The AMP program is comprised of two sections: AAS and AMT. Students will progress through the AMP curriculum in conjunction with some students who are only enrolled in AAS. Because of the course design at NAA, students in the AMP program actually progress in the program by taking all of the subjects that make up the AAS program, followed by the subjects in the AMT program. For students who have extensive aviation maintenance experience and/or knowledge the order of the subjects can vary.

In the event a student wishes to add a program, the student will be considered a transfer student. There is currently one category of transfer students at NAA as follows:

1. AMT program students who wish to transfer into the AMP program

For all students wishing to transfer programs, the decision must be made sooner than one (1) year following the students start date.

Students transferring may do so by initiating the paperwork with the Assistant Director of Education. Students will meet with the Student Finance Department to discuss their responsibilities, current award, and proposed award upon changing. There are no administrative fees associated with this transfer.

Grading Standards

National Aviation Academy prepares graduates for employment in the aviation industry as maintenance professionals. As such, academic evaluation is directly related to the student’s progress and to the proficiency expected by the many aviation related occupations. Term grades are based on a combination of: Practical Assignments (1/3), Subject Examinations (1/3), and Professionalism (1/3). A minimum grade of 70% must be maintained in all three categories to successfully complete a term.

Failure of a term will require the student to repeat the term. Advancement to the next term will not occur until the failed term is successfully repeated.

Practical Projects

Practical assignments are broken down into two groups.

a) Written Practical (handouts requiring questions being answered with a source reference) b) Hands-on Practical Projects (performing safety wiring, rigging a flight control, etc.)

Practical assignments are given to students for each subject in the course and are to be graded using the following criteria:

a) Written Practical Projects will use the grading scale found below. These projects will receive an individual grade, and be recorded in the practical grade section of the student’s record for that subject area.

b) Level 2 Hands-on Practical Projects will use a Pass/Fail method of grading (based on a minimum of a 70% correct completion), and will be annotated in the practical project grade section of the student’s record.

c) Level 3 projects simulate the action of returning an aircraft back to service and will be graded according to the scale found below.

Note: Hands On Practical Projects not meeting minimum standards will have to be reworked. All reworked practical projects are recorded as a grade of 70.

All Hands-on Practical Projects will also take the following areas into consideration for determining the practical project grade:

a) Attitude towards the work performed b) Use of tools and equipment c) Use of reference materials and manuals d) Quality of completed assignments e) Proper preparation of maintenance forms and records f) Proper cleanup

All subject practical’s and projects must be turned in before being eligible to take the test/final. Practical’s and projects not turned in prior to the test will be considered late, resulting in a maximum grade of 70% and the inability to take the subject test/final exam.

Testing-

Subject Examinations:

1. Qualifications- Subject examinations are required by the FAA and are to be given in written form following the completion of a subject.

To be considered eligible for testing:

i) all subject training materials (lecture and practical), must be completed and turned in, and

ii) all missed materials assigned due to an absence must be complete and turned-in, and

iii) all requirements for scheduled attendance must be complete. Note: Alternately, a student may be authorized at the discretion of the ADOE to take a test if all subject training materials missed during any absences have been completed but the student still owes 49% or less of scheduled time at the end of the subject.

2. Grading: Subject Examinations are graded on a percentile basis

A. Subject examinations have a minimum passing grade of 70%. B. Instructors may utilize up to two (2) bonus questions that are equal in value to the

test questions.

C. Retakes: The entire retake process must be completed within a three (3) day period.

i) Only one retake per subject, per day before or after normally scheduled class hours will be allowed beginning no sooner than one (1) day after the failed test day.

ii) If after three (3) retake attempts the student has not achieved a passing grade of 70% the student must meet with the Director of Education, and the student may be required to repeat the subject.

School Finals:

Course final examinations are required by NAA as part of the certification process and are to be given in written form following the completion of all subjects in each corresponding course (General, Powerplant and Airframe). The student must meet the following criteria before a Certificate of Eligibility/Completion is issued.

To be consider eligible for testing,

• All subjects of the course must be academically completed, with passing grades.

• Must have a Professionalism grade of 70% or higher, • All requirements for FAA scheduled attendance must be complete and made-up.

A school final exam will not be given to the student with an “F” or "I" grade in any one subject of that section or when any scheduled time missed in that section has not been made up.

Examinations are graded on a percentile basis (see scale below), and may be written or oral in nature. Minimum passing grade is 70%.

The Grading Scale is as follows:

When a grade lower than 70% is received, the student may be allowed a retake test if approved by the Director of Education or authorized ADOE. The student may be allowed to

retake a failed test up to a maximum of three (3) times. If after three (3) retake attempts the student has not achieved a passing grade of 70%, the student may be required to repeat the subject

Students that score 90% or higher can exercise an option to receive the Certificate of Eligibility/Completion immediately.

Students passing the final that score less than a 90% will be issued a Certificate of Eligibility/Completion within 60 days.

Students who by choice donot take the test on the first day back will receive a 70% regardless of the actual passing score they receive on the test and a 5-point reduction in professionalism grade.

Oral quizzes can be given on a subject at any time during lab or class sessions. A maximum of one hour per week may be dedicated to this. Oral quizzes are not permanently graded and credited unless integrated as part of a project.

The student must maintain passing grades for examinations and assignments.

Incomplete assignments and examinations will be issued an "I" (Incomplete) grade for the following reasons:

• Assignments not completed as scheduled • Examination(s) not taken as scheduled • A failing grade on a retake exam or assignment

Note: A student cannot take a final subject exam if an "I" grade exists.

Professionalism

a) NAA is training Aviation Maintenance Technicians. i. One very important aspect of the aviation maintenance career is the attitude,

appearance, and the ethical standards of the individual technician. ii. Key elements of Professionalism include, but are not limited to, exhibiting a

courteous, conscientious, and generally businesslike manner in the workplace.

b) Students begin each term with a professionalism grade of 100%. i. Each violation will result in a deduction of 5% from the professionalism grade. ii. Students who receive more than 6 citations for infractions of the

professionalism standards during any term will fail that term. iii. Students can receive citations against their professionalism grade for violations to

the Student Code of Conduct as defined in this manual or for any unprofessional behavior.

The following factors are used in the evaluation with respect to Professionalism:

a) Attitude: Exhibiting a positive attitude when things go right or wrong. b) Appearance: Compliance with the school dress code and appearance policy c) Work habits and accountability: Demonstrating punctuality, courtesy, safety, cleanliness, and

adherence to rules. d) Communication: Listening and interacting effectively with other students, staff and faculty. e) Teamwork: Cooperating with others. f) Problem solving: Effectively solving problems and knowing when to ask for help. g) Ethics: Knowing that when faced with a difficult decision, the Aviation Maintenance Technician is

placing the lives of many people in his/her hands. Making the right decision and always doing the right thing are critical elements of the successful Aviation Maintenance Technician.

When the average grade of a subject is less than 70%, the subject must be repeated.

Note: An “I” (Incomplete) grade will be issued for all subjects on official transcripts if the student has any outstanding financial obligations. Three failed subjects in a term constitute failure of the term and the student must repeat the failed term.

Early Testing (Airframe Oral & Practical) Per 14 CFR PART 65.80 1. When students show satisfactory progress through his/her studies he/she may be eligible to

take the oral and practical tests in the final 20 days of the enrolled course before meeting the applicable experience requirements of 14 CFR Part 65.77 and before passing each section of the written test prescribed by 14 CFR Part 65.75.

2. For this purpose, satisfactory progress shall be defined as a grade point average of 94% or higher and attendance of not more than 35 hours total missed time to the date of application for early testing. However, the student must have all missed hours made up before applying for early testing.

3. Any student wishing to participate in the Early Testing privilege must have successfully passed the General and Powerplant written exams as well as the General/Powerplant Oral and Practical tests on the first attempt.

4. If a student meets the above requirements he/she shall be considered eligible for early oral and practical testing.

5. The student shall make the request for early testing through the DOE. The DOE will review the student’s records to verify the student meets the satisfactory progress requirements.

6. If all the above requirements are met, the school will present the completed FAA FORM 8610-2 form in duplicate to their PMI for approval. Block II, Item E (2), School Official's name, will be printed and signed by the DOE.

7. The records of the students seeking early testing approval are available for examination by the FAA for verification, if needed.

Students Records Upon written request and all financial obligations to the school have been met, NAA will provide an official transcript (fee charged) that contains the following information:

• Listing the course of study • Courses completed with grades attained • Clock hours attended • Dates of attendance

A student may request in writing that a transcript be forwarded to an employer or school (fee charged). All official files and records of students are maintained in the Financial Aid Office and can only be accessed by NAA personnel for official and company purposes. These files and records are confidential and will not be disclosed for any purpose unless proper authorization is determined. An “I” (Incomplete) grade will be issued for all incomplete subjects on official transcripts. If the student has any outstanding financial obligations, specific student records may not be released until those issues are satisfied.

Transcript hold

Transcripts will be put on a hold if the student is in Delinquent or Default status, on his/her Federal Student Loans. Students may receive an “unofficial copy” of their transcripts but will not receive the original until they contact the schools Default Prevention Department, to help bring their loans to a non-delinquent or non-default status.

Educational Academic Success

To maintain satisfactory progress under Educational Academic Success (EAS), Students must maintain the following standards of satisfactory progress to avoid termination from the school:

1. Students shall maintain a cumulative grade point average of no less than 70% in each term to proceed to the next term. Failure to do so will require that the student repeat that term before proceeding to the next.

Note: A term consists of approximately ten (10) curriculum weeks and will include 4 to 5 subjects. 2. A grade of 70% shall be the minimum equivalent of a “C” average. 3. EAS is evaluated at the end of each term.

4. Students must complete the requirements necessary to obtain their certificate within a maximum time frame of 150% the normal time required to obtain the certificate.

a. The maximum time periods allowed for NAA programs covered by this policy are: I. AMP – 32 months II. AMT – 21 months III. AAS – 12 months

5. The school curriculum is divided into 9 terms (AMP), 6 terms (AMT) and 3 terms (AAS). A student will not be allowed to graduate if the final grade in any subject is less than 70%.

6. The school operates year-round and offers no special summer sessions that could affect the maximum time frame

7. The maximum number of hours to complete the program is: a. AMP - 3000-AMP b. AMT - 2000 c. AAS - 1000

8. Students are considered to be making satisfactory progress under EAS and are permitted to continue in school:

a. When a student repeats a program for any reason, grades earned in the repeated program will be used in computing the student’s cumulative grade point average and determining satisfactory progress.

b. Grades earned by transfer students at a previous institution and non-credit remedial programs are not used in determination of EAS. Withdrawals, incompletes and pass/fail grades are not used to calculate grade point averages, but are used to calculate minimum work completion standards.

9. Mitigating circumstances include death of a relative, personal injury or illness of a student, and special circumstances as determined by NAA. If the deficiencies are not corrected the student will be suspended for one (1) term.

10. The school maintains and monitors records of EAS on all students. 11. An instructor may ask for a counseling session between a student, instructor, and the Director of

Education to determine the continuance in the program. Student Recognition Program

Directors Award The Directors Award is given to the students who have contributed to their class, maintained high GPA, and has outstanding attendance for a subject block. A subject block is the coursework contained in the following sections of study: General, Powerplant, Airframe and Advanced Aircraft Systems. To be eligible to receive a Directors Award, the student must have maintained a 100% Professionalism grade for the subject block, have no more than 10 hours absent for the subject block and completed the subject block with a 96% GPA or higher.

The Directors List lapel pin will be awarded to all students who have met these qualifications.

Written Tests

In the interest of aiding all students in the quest for their FAA certifications, the following will be policy for all students who wish to take their FAA General, Powerplant and Airframe written tests in the NAA test center.

In order to become eligible to take the FAA written tests, the following criteria must be met:

• All tests and projects in the applicable area of study must be completed, i.e., General, Powerplant and Airframe. In order to receive your certificates* for General, Powerplant, and Airframe you MUST receive a score of 90% or higher on the General, Powerplant, and Airframe school final tests*.

• All attendance requirements must be completed or zeroed out. • All financial obligations must be met or satisfied (may be overridden by Executive Board).

These requirements must be completed BEFORE a student becomes eligible to test.

AAS students must complete all subject tests, all attendance requirements must be completed or zeroed out, and all financial obligations must be met or satisfied. AAS and AMP students graduate at completion of their enrolled course.

NAA has received an exemption to FAR 65.75(a) from the Federal Aviation Administration to allow for testing on the General subjects prior to meeting the experience requirements of FAR 65.77. By the authority given to NAA by exemption number 10016, NAA students, upon successful completion of the General subject curriculum requirements and having met the obligations listed above, may register for and take the FAA General test. * After 60 days you may receive your certificates for General, Powerplant, and Airframe with a minimum grade of 70%

GRADUATION

Graduation Requirements

Students will graduate with their class, either AMT or AMP. If the student in an AMP, he/she will be eligible to participate as an AMP graduate. AMP students are encouraged to attend the ceremony for their fellow AMT students as part of the audience. With the goal of aiding all students seeking their FAA certifications, NAA established the following requirements for all students who wish to graduate on schedule with their class. Students must meet these requirements BEFORE being graduated or permitted to participate in the graduation ceremony.

1. All testing and projects must be completed satisfactorily. 2. All attendance must be complete. 3. All financial obligations must be satisfied. 4. No final grade in any subject is less than 70%.

Note: Students will be given at least 5 days following the last day of class to complete these requirements.

These requirements must be met BEFORE the student can graduate and/or participate in the graduation ceremony. In the event that a student does not complete these requirements in time to graduate with his/her class, he/she may be eligible to ‘walk’ in a future graduation ceremony with approval from the Vice President of Education.

The Graduation Ceremony

During the NAA graduation ceremony the following awards and recognition of student success will be given.

Graduating with Honors: Any student who has achieved the following outstanding grade point averages at the completion of studies for the AMT program will receive Honors recognition during the graduation ceremony. The Honors recipients’ Diploma for the Occupational Associates Degree will reflect the Honors level conferred upon him or her.

• Cum Laude GPA of 94-95.99% • Magna Cum Laude GPA of 96-97.99% • Summa Cum Laude GPA of 98-100%

During the Graduation Ceremony students who are graduating from the Aviation Maintenance Professional (AMP) program will be wearing Red Sashes. Students who are wearing Silver Honor Cords are AMP graduates who have completed FCC elements 1, 3 and 8 testing and NCATT AET Certification. Students who are wearing Gold Honor Cords are students who have at the completion of their AMT training, achieved full FAA certification as an Airframe and Powerplant Mechanic. It is with great pride and patriotism that NAA bestow the Red, White and Blue Honor Cords to our military veterans in honor of their service.

Graduating with Perfect or Outstanding Attendance: • Perfect Attendance – Given to students who have achieved 2000 hours of perfect attendance in

the AMT program or 3000 hours of perfect attendance in the AMP program • Outstanding Attendance – Given to students who have missed 10 hours or less of attendance

Recognition of Team Performance: • Top Technician Award – Chosen by class members from a list of the most qualified three students as

submitted by the administration. The criteria the administration uses for selecting the classes’ top three students is:

o Most Certifications obtained o Highest GPA o Least amount of hours missed

• Powerplant Team Award – Based on total team GPA • Airframe Team Award – Based on total team GPA

STUDENT HANDBOOK FINANCIAL RESOURCES AND REFUNDS Financial Assistance Information

NAA participates in the Federal Title IV Financial Aid Program. Financial Aid is available to students who qualify to provide financial assistance to further their education. Financial Aid is offered based upon “financial need” as determined by the information reported on the Free Application for Federal Student Aid (FAFSA) form, which is available online at www.fafsa.ed.gov. The Financial Aid Office is available to all students by appointment.

What is Financial Need?

Based on FAFSA, financial need is the difference between the cost of attendance (tuition, fees, books, supplies, room, board and other school-related expenses) and the amount the student (and parents) can be expected to contribute toward the educational costs of attending school.

Available Financial Aid Programs

Federal PELL Grant Program A federally sponsored grant program available to qualifying students. The PELL grant is based on need and awarded to undergraduates who have not earned a bachelor degree. Award details are available from the Financial Aid Office.

Federal Direct Subsidized Loan Program Available from Department of Education to students who qualify. The Financial Aid Office provides the instructions for the loan application/promissory note, which is available online at www.studentloans.gov. A FSA ID is required for an electronic signature. The maximum available for first year students (0 - 900 clock hours) is $3,500. Second year students (901 – 1800 clock hours) can borrow up to $4,500. Third and fourth year students (greater than 1801 clock hours) can borrow up to $5,500 depending on their eligibility. Repayment does not begin until six months after the student graduates or withdraws, and no interest is charged until repayment begins. The interest rate is fixed by the Department of Education.

Federal Direct Unsubsidized Loan Program If a student does not qualify for the maximum subsidized loan amount, the remainder of that maximum can be borrowed as an unsubsidized loan up to the annual limit, but not to exceed a student’s remaining need. The interest on an unsubsidized loan begins accruing at disbursement. Every quarter an interest statement should be mailed by the Department of Education to the student giving them the opportunity to pay the interest; however, no payments are required until six months after graduation or withdrawal from school. The current interest rate is fixed by the Department of Education.

Federal Direct Parent PLUS Loans Parents of dependent students are eligible to apply for PLUS loans. The approval process is predicated on the applicant’s credit history. The loan limit is the cost of attendance minus any financial aid received. Repayment begins 60 days after disbursement; unless a In-School PLUS deferment is completed. The interest rate is fixed at 7.9%. The current origination fee is 4.292%, which is deducted from the loan disbursement. The origination fee is subject to change at the discretion of the Department of Education. Applications for PLUS loans are available in the Financial Aid Office.

How to Apply for Financial Assistance

In order to apply for the Federal PELL Grant or Direct Loan Program, students must complete the Free Application for Federal Student Aid (FAFSA). This application is available from the Financial Aid Office, any high school guidance office, or the internet (http://www.fafsa.ed.gov). The application must be completed by the student (and parents when applicable) and submitted directly to the U.S. Department of Education. The NAA school code (030359) must be put on the students FAFSA application in order for the school to receive results.

Financial Aid Disbursements

All student account balances are maintained by the Financial Aid and/or Business Office. Students may review their account by contacting either office. When Financial Aid funds are received on behalf of the student, the student will be provided notification of receipt. The Financial Aid Office should be notified immediately if the student wishes to cancel his/her Financial Aid or future disbursements.

As students become eligible for PELL Grant disbursements, their awards are posted toward their tuition balance. PELL is based on payment periods and paid when students meet specific attendance milestones. PELL Grant proceeds are processed electronically to the school in at least two payments per year.

Direct Subsidized and Unsubsidized Stafford Loan proceeds are sent electronically to the school in at least two payments. The Business Office will notify students when disbursements are received in order to acknowledge receipt of these funds. Loan funds are then credited to the student’s account. Federal PLUS Loan proceeds are disbursed electronically in two installments or as the parent wishes.

Students who receive a credit balance will be required to sign a Credit Balance Form to determine how their excess funds will be returned.

Tuition Payments

Tuition payments are due monthly in advance by the 1st day of the month. Students not making payments by the specified date will be considered delinquent if not paid by the 7th day of the month. Students whose account balances are delinquent for more than 30 days are subject to potential suspension or termination, and accounts may be turned over to collections. Please communicate with the NAA Business Office if you are late or are going to be late with a payment.

Title IV Refund Procedures

Students who withdraw, or fail to complete the period of enrollment for which federal aid was received will have a refund calculated based on “Federal Regulations Mandating the Return of Title IV Funds.” Funds are returned directly to the lender or the PELL Grant Program by NAA.

Institutional Refund & Tuition Responsibility Policy

Florida Refund Policy: Non-Title IV Refunds CANCELLATION AND REFUND POLICY Should a student’s enrollment be terminated or cancelled for any reason, all refunds will be made according to the following refund schedule:

1. Cancellation can be made in person, by electronic mail, by Certified Mail or by termination. 2. All monies will be refunded if the school does not accept the applicant or if the student cancels

within three (3) business days after signing the enrollment agreement and making initial payment. 3. Cancellation after the third (3rd) Business Day, but before the first class, results in a refund of all

monies paid, with the exception of the registration fee (not to exceed $150.00). 4. Cancellation after attendance has begun, but prior to 40% completion of the program, will result in

a Pro Rata refund computed on the number of hours completed to the total program hours. 5. Cancellation after completing 40% of the program will result in no refund. 6. Termination Date: In calculating the refund due to a student, the last date of actual attendance by

the student is used in the calculation unless earlier written notice is received. 7. Refunds will be made within 30 days of termination of a student’s enrollment or receipt of

Cancellation Notice from the student.

NOTE: NAA does not retain more than the $100 Application Fee for applicants that cancel after the 3rd business day after signing the enrollment agreement, but before the first day of class.

Refunds for students who withdraw after class commences: Please note that the NAA Institutional Refund Policy below will be utilized in favor of the above Florida Refund Policy as it results in a more favorable outcome to students who withdraw after class commences:

1. A written request by the student is not required to process refunds 2. After the first day of classes and during the first 10% of the period of financial obligation, the

institution shall refund at least 90% of the tuition; 3. After the first 10% of the period of financial obligation and until the end of the first 25% of the

period of obligation, the institution shall refund at least 50% of the tuition; 4. After the first 25% of the period of financial obligation and until the end of the first 50% of the

period of obligation, the institution shall refund at least 25% of the tuition, and 5. After the first 50% of the period of financial obligation, the institution may retain all of the tuition

for that period.

The periods of financial obligation are defined as 900 clock hours or less and are outlined on Page 1 of the Training & Enrollment Agreement.

The amount of tuition and fees may vary for each period of financial obligation and is based on educational expenses for that period.

The percentage attended for the period of financial obligation will equal the actual clock hours attended, divided by the clock hours scheduled for the same period.

Satisfactory Academic Progress Policy.

National Aviation Academy established a reasonable satisfactory academic progress (SAP) policy to determine if an otherwise eligible student is making satisfactory academic progress in his or her program and may receive federal assistance under Title IV, Higher Education Act.

1. This policy applies to all students who are receiving Title IV aid. 2. This policy provides that we will formally evaluate each student’s academic progress at the end of

each payment period. There are two payment periods in a standard academic year. a. The first payment period is the period of time when the student successfully completes the

first half of the clock hours in the academic year and the first half of the instructional weeks in an academic year. This means the first academic year is comprised of 450 clock hours and 13 weeks of instruction.

b. The second payment period is the period of time when the student successfully completes the second half of the academic year.

3. This policy contains two components: a qualitative component and a quantitative component. A student who fails either measure becomes ineligible for Title IV financial aid.

a. Qualitative. A student must maintain a cumulative grade point average/grade percentage of 2.0/70% for each payment period. The student must have a 2.0/70% GPA/percentage at the end of the second term. Additionally, the Education Department will monitor the student’s progress at the end of each term under the EAS policy. If a student does not maintain this standard for the term, he/she may be required to repeat the term. A 2.0 GPA/70 percentage is equivalent to a “C” letter grade.

b. Quantitative. A student must progress at a pace sufficient to ensure completion of the program no later than the maximum allowed time of 150% of the normal program length. This pace requires the student successfully to complete 67% of the hours attempted for each payment period. The Education Department will monitor this pace at the end of each term, also.

i. Clock hours accepted from another institution count as both attempted and completed hours.

ii. The maximum time periods allowed for NAA programs covered by this policy are: 1. AMP – 32 months 2. AMT – 21 months 3. AAS – 12 months 4. Veterans must complete the program within the VA-approved time frame.

4. Repeat Courses and Certain Other Grades. a. Repeat Courses. If a student repeats a course for any reason, the grade received in the

second iteration of the course, whether higher or lower, is the grade used in calculating the GPA and satisfactory academic progress.

b. Certain Other Grades. i. Withdraw (W) Grade. Courses assigned a grade of “W” are not counted toward hours

attempted, hours earned, GPA, or SAP.

ii. Incomplete (I) Grade. Courses assigned a grade of “I” are not counted toward hours earned, GPA, or SAP, but they are counted toward hours attempted.

iii. Pass (P) Grade. Courses assigned a grade of “P” are counted toward hours attempted, hours earned, GPA, and SAP.

iv. Fail (F) Grade. Courses assigned a grade of “F” are counted toward hours attempted, hours earned, GPA, and SAP.

v. Transfer Credit (TC) Grade. Courses assigned credits from another institution are counted toward hours attempted, hours earned, but not GPA or SAP.

5. Failure to Meet Satisfactory Academic Progress. a. Except as noted in (b) and (c) below, a student who does not achieve the required

GPA/Percentage, or who is not completing the educational program at the required pace, is no longer eligible to receive Title IV financial aid. Other forms of financial aid may be affected as well.

b. Financial Aid Warning. Financial Aid Warning is the status NAA may assign to a student who fails to make satisfactory academic progress for a payment period. If NAA places a student on Financial Aid Warning, the student may continue to receive Title IV funding for one payment period. NAA may assign this status without an appeal or other action by the student. If the student fails to meet satisfactory academic progress at the end of that payment period, the student is no longer eligible for Title IV funding. The student may appeal, under certain circumstances, for Financial Aid Probation.

c. Financial Aid Probation. NAA may place a student directly on Financial Aid Probation status or following a payment period when the student was on Financial Aid Warning status. Financial Aid Probation is for one payment period. While on this status, the student may continue to receive Title IV funding and may be required to fulfill specific terms and conditions, such as taking specific courses or follow an academic plan developed by NAA. At the end of the payment period, the student must meet the satisfactory academic progress standards or NAA must determine the student is following the established academic plan and will be able to meet the satisfactory academic progress standards by a specific point in time. If not, the student will no longer be eligible for Title IV funding.

i. For Financial Aid Probations status: 1. The student must successfully appeal to the Review Board to be placed on

Financial Aid Probation. Probation may not be given automatically. 2. The student may appeal based on mitigating circumstances, such as: death

of a relative, serious illness or injury to the student, prolonged military deployment, or other special circumstances.

3. The student must provide information as to why he/she failed to make satisfactory academic progress and what has changed to allow the student to demonstrate satisfactory academic progress at the next evaluation.

4. The decision of the Review Board is final.

Veterans Affairs (VA) Policy

Information for Veterans The school is approved for Veteran’s training by the Florida Department of Veterans Affairs State Approving Agency for eligible Veterans under Title 38, U.S. Code.

Veterans may apply for benefits at the school or may elect to visit online at www.va.gov.

Veterans are required to produce a Certificate of Eligibility from the VA Office and surrender the school copy to the Financial Aid Office at the school.

Admissions procedures for Veterans are similar to other applicants with the additional requirement:

• VA Regulation (par.21.4277 Discontinuance) – Unsatisfactory Progress and Conduct

Satisfactory pursuit of program: Entitlement to benefits for a program of education is subject to the requirements that the Veteran or eligible person, having commenced the pursuit of such program, continues to maintain satisfactory progress, otherwise, educational benefits will be discontinued by the VA.

Veteran Student Progress Veterans are subject to the same student progress rules set forth in the School Handbook with the additional requirements:

If a Veteran has failing grades in three (3) consecutive subjects (e.g., Mathematics, Basic Physics, and Weight & Balance) he/she is placed on Academic Probation for that term, but for no less than a period of thirty (30) school days. If the Veteran obtains a failing grade in any subject during the probation period, he/she is terminated from school and becomes ineligible for any additional VA educational benefits. Students must report any status changes to the VA certifying official in the Financial Aid Office. The VA certifying official must notify the VA of any status changes within thirty (30) days.

VA Regulation: Re-Enrollment after Discontinuance

VA14278 (A) - A Veteran or eligible person may be re-entered only under the following condition(s):

• The cause for unsatisfactory conduct or progress has been removed; and, • It is deemed through counseling by the Director of Education that the Veteran intends to pursue

completion of the program based on evaluation of his or her attitude, interests and abilities.

Veteran Refund Policy (Translation from VA Regulations) Refunds of unused tuition, fees and other charges will be made for all amounts paid in excess of the prorated portion the school earns in the event the Veteran or eligible person fails to start the program, withdraws or is discontinued at any time prior to completion. The prorated portion is determined by using the ratio of the number of hours of instruction completed to the total number of hours in the program.

Refunds are made within 30 days of the date the student fails to enter, terminates, or is terminated by the school.

STUDENT SERVICES The Student Services Department strives to provide students the support they need and enhance their educational experience while attending NAA. The Student Services Department understands how important your transition to campus life is to your total success in our programs and we are here to help with your transition.

Housing

Housing is available within minutes of the school and is easily accessed by walking, bicycle and public transportation. NAA does provide assistance to locate accommodations for a student and will assist in finding a roommate(s), when requested. NAA works with several local apartment complexes that provide choices to meet the particular needs of the student.

Housing Assistance, Roommate Matching & Housing Search: Student Services can help those students in need of housing in various ways:

a. Work in conjunction with the A-Team Apartment Rentals, which is a free service offered to NAA students in giving you affordable housing options. Their friendly and expert advice can make your transition stress free.

b. Provide other alternative housing (homes for rent, rooms for rent, etc.) c. Assist with roommate matching

Transportation & Carpooling

Student Services provides transportation resources for the student body. Bus schedules are available upon request. Local taxi service information is also available. Student Services manages most transportation issues by coordinating carpooling for students coming from the same area(s).

Employment Assistance

Student Services does not guarantee a job, but can help search for job opportunities and provide job hunting strategies. Jobs are posted on the NAA Student Services Facebook Page at www.naa.edu/StudentServices. Job leads are acquired by job search engines, referrals, staffing agencies, recruiter visits, and networking. NAA makes no representation, warranty or guarantee about the contents of the Student Services Facebook page and any work opportunities that may be posted. NAA’s staff does not prescreen employment or work opportunities that are posted. Coping with everyday personal challenges relative to; health care, legal day care, substance abuse or just not sure who to talk to, Student Services may provide many county and state resources.

The Student Services Manager at NAA is not a licensed counselor. However, the Student Services Manager does possess the appropriate professional and educational qualifications that encompass relevant coping skills.

CAREER SERVICES

The objective of the Career Services Department is to provide the highest level of career planning and assistance to students, both upon graduation and throughout their careers. All late term students and graduates will be eligible at any time to utilize the Career Services Department to the fullest extent of the department’s abilities.

Employment Preparation

The Career Services Department assists students and graduates to prepare for job searching, interviewing and possible relocation. The Career Services Department will provide assistance to all graduates of NAA who choose to take advantage of these services:

Resume Development Help will be provided in creating a resume regarding language, grammar and effectiveness.

Faxing & Mailings Resumes will be faxed and emailed, when appropriate, at no expense to the student. “Your New Career Just Ahead” Book All students will be given this book and Career Services will go through page by page in a classroom setting. The book is a guide to how to get hired beginning with the application process and moving forward to include interview strategies, how to answer tough interview questions, cover/decline/thank you letters, types of interviews and what to expect as well as interview protocol. For alumni the book is available from Career Services.

Employment Opportunities

The Career Services Department will assist students in finding and providing leads for employment opportunities. Students are fully responsible in applying themselves to earn the outcomes they desire. NAA makes no representation, warranty or guarantee about employment opportunities identified or posted. NAA’s Career Services staff will not prescreen employment or work opportunities. All issues related to the employment relationship including, wages, liability for injuries, safety and working conditions, are between the student and the employer. Career Fairs

Career Services will host three (3) Career Fairs per year with the sole purpose of bringing qualified students together with industry hiring personnel. Alumni and graduates shall have the first opportunity to attend the Career Fair and interact with prospective employers followed by all other classes. All eligible students who have requested copies of their resume will be provided copies on resume paper. Students are expected to be professional and fully prepared when recruiters are onsite and the Dress Code for Recruiter Events shall be enforced. On-Site Recruiter Visits At times employers visit the school with the intent to educate the student body about their respective company without the opportunity for the student to interview with them at that time. Students are expected to be professional and respectful to the presenter.

On-Site Interviews At times employers visit the school with the intent to conduct interviews with interested candidates. All resumes requested for inclusion will be submitted to the perspective employer. The selection of interview candidates will be at the sole discretion of the employer. Career Services does not make the final interview list. Students are expected to be professional and fully prepared when recruiters are onsite.

Career Lead Program

A Career Board will be maintained as a method of identifying leads. Postings will contain information such as company, contact, date, position available, and date of dissemination. Announcements will be posted on the Career Board along with the Digital Alumni Relations (Career Services) Facebook page

Due to the nature of the aviation industry, there are rules and regulations affecting employment which are beyond our control. Heightened security has led to multiple layers of federal laws regarding criminal backgrounds. If your background includes a Felony, Misdemeanor, DUI, Military Discharge, or Medical / Physical issues, please discuss it with the Director of Career Services so they can present an accurate employment picture.

All NAA students and graduates are responsible for their own employment success with Career Services serving as a resource to help toward that endeavor.

The Career Services Department will assist international students with the same employment strategies open to all students with the exception being outreach for specific employment opportunities in the United States and other countries along with meeting any interview and employment requirements. Any and all employment visas or work permits will be the sole responsibility of the international student/alumni. If the international graduate becomes eligible to work in the United States, Career Services will provide an entire employment strategy as listed above.

RULES AND REGULATIONS Student Conduct

All students are subject to immediate disciplinary action up to, and including, termination or suspension as deemed appropriate for any infractions that occur. The range or level of discipline may be determined by the number and/or severity of the offense, as referenced in the Warning, Probation, Suspension, and Termination section of this Student Handbook.

Definitions of Warning, Probation, Suspension and Termination

Warning A warning may be issued verbally or written and may be recorded in the student action binder. Students who are issued a warning are put on notice to take corrective action or risk further disciplinary action.

Probation Any student who does not take corrective action after a warning has been issued will be placed on probation. While on probation a student must provide evidence of improvement or be subject to suspension or termination. A person on probation is ineligible for appointed or elective office in student organizations.

Procedures of Probation:

• A written warning is issued to the student.

• If there are no improvements noted, the student will be placed on probation by the Director of Education.

• Continuation of infractions and/or lack of improvement of the condition(s) will result in suspension or possible termination.

Suspension Any student on probation who has not provided evidence of improvement, or a student who acts in a manner contrary to the rules and regulations of National Aviation Academy, may be suspended. Suspension may last from one term (10 weeks) to one year (365 days). Once the student has been informed of the suspension, he/she may submit an appeal in writing to the Director of Education and Review Board along with the appearance before the Board for reconsideration. Suspended students may be readmitted after the suspension period by submitting a written request for readmission. A student who is reinstated to the school after having been suspended must make up all hours previously missed and may not have any academics or finances outstanding at time of reinstatement.

Termination A student may be dismissed for academics or grievous actions. Dismissal is normally permanent unless, with good cause, the student reapplies and is accepted under special consideration by the Director of Education and the Review Board.

Warning, Probation, Suspension and Termination

A student may be placed on probation for unsatisfactory attendance, performance, progress or conduct upon recommendation from their instructor or other faculty member. While on probation a student must provide evidence of improvement or be subject to suspension or termination. A student may be placed on probation, suspension or termination for infractions of school policies.

Regarding issues of student conduct, the following may also be considered as cause for warning, probation, suspension or termination:

1. Willful destruction or defacing of school property or property under the control of the school including unauthorized disposal of refuse. Warning, Probation, Suspension or Termination

2. Any act or threat of violence, either verbally, with a weapon, or by using any item as a weapon. Taking part in any act of violence on school premises, possession of a weapon on school premises and/or adjacent parking lot, or carrying a weapon in a vehicle onto school premises, parking lot or airport property. All forms of discrimination based on race, color, sex, religion, ancestry, national origin, disability, citizenship status, handicap, AIRS/HIV status, sickle-cell trait status, age, marital status, veteran status or any other protected category under federal, state, or local law are strictly prohibited. 4. Harassment of any kind including sexual, verbal, written or physical act that makes a student or staff member uncomfortable is strictly prohibited. The definition of “sexual harassment” includes unwelcome sexual advances, requests for sexual favors, or other verbal or physical conduct of a sexual nature which creates an intimidating, hostile or offensive environment. Other examples of harassment include bullying (verbal, physical or cyber), telling jokes or posting/distributing cartoons, practical jokes, horseplay or teasing that refer to race, color, religion, national origin, disability or age, or using slurs or other offensive language. 5. Unauthorized removal of school property, property under the responsibility of the school or property owned by employees or students. Probation, Suspension or Termination

6. Cheating, by giving or receiving information in any manner which may change the outcome of an examination. Copying another student’s work or allowing your work to be copied; using unauthorized notes; taking another student’s exam or having another take your exam are all prohibited actions. Other forms of academic dishonesty include selling or purchasing exams, papers or other assignments, and submitting or resubmitting the same paper for two different classes without explicit authorization.

7. Physical and/or psychological abuse, threat, or harassment. Initiation of, or causing to be initiated, any false report, warning or threat of fire, explosion, or other emergency. Unauthorized use, possession, or storage of any weapon, dangerous chemical or explosive element. Disrupting, obstructing or interfering with school-sponsored events. Unauthorized possession, use, sale, or distribution of alcoholic beverages or any illegal or controlled substance. Gambling or holding raffle or lottery at the school without proper approval. 8. Any use during school hours or any instance of being under the influence of drugs, alcohol or any foreign substance which impairs the normal senses and which may cause an unsafe environment, harm to the student, other personnel or cause damage to equipment.

12. Any disruption of the training process, whether in class or lab, or at any location where scheduled instruction is conducted or self-study is taking place.

19. PEDs: The misuse of Personal Electronic Devices (PEDs) on the NAA campus is strictly prohibited. PEDs include, but are not limited to, cell phones, laptops, MP3 players, digital recorders, cameras and other electronic devices that can interrupt the training process. In a learning environment the use of PEDs during class time can be disruptive and is considered disrespectful to your classmates and instructors. Use of such devices in hangar work areas and around aircraft is dangerous as you may not have your full attention devoted to your safety and the safety of those around you.

• Cell phone use, verbal or text, is not acceptable at any time in the shop area, the computer lab/resource center or while class is in session. In the event that a student receives an emergency call via cell phone, the student must alert the Instructor and must take the call outside of the schoolhouse and hanger.

• Cell phones may be used during breaks anywhere on campus except the hangar shop areas.

Any use of PEDs other than as stated above is prohibited.

Any emergencies should be handled through the front desk or by calling the school at 800-659-2080. Students will be notified immediately of any emergency calls that the school receives on their behalf. In the event that you are expecting an emergency call (expecting birth of child, parent or spouse is hospitalized, etc.), notify your instructor of this fact. Should you receive a call or text message during class time, alert the Term Instructor or Supplemental instructor for your class, quietly leave the classroom or training area and attend to your emergency. You will be expected to promptly return to your class and advise your instructor of the reason for your departure from class.

Some PEDs, such as Laptop Computers, may be approved for proper use by the Director of Education. Any approved PEDs used improperly will lead to disapproval and disciplinary action. Warning, Suspensions or Termination

Delinquent Tuition Payments for Terminated Students

Terminated students must make arrangements for payments of outstanding fees or charges at the time of termination. Any outstanding balance not paid within thirty (30) days of termination may be submitted to a collection agency.

Conditions for Re-Enrollment for Terminated Students

Terminated students may be considered for re-enrollment by the Assistant Director of Education and Vice President of Education. The tuition rate charged will be the prevailing hourly rate in effect at the time of re-enrollment, and a new Enrollment Agreement must be executed. Students returning from LOA or re-enrolling who receive financial monthly disbursements must be in school thirty (30) days in order to receive funds and must have acceptable attendance over that thirty (30) day period.

Classroom and Hangar Uniform and Personal Appearance Policy

NAA has developed a Uniform Schedule and Personal Appearance Policy for all students attending all programs at NAA Campuses. The purpose and intent of this policy is to bring uniformity by practicing the industry guidelines to be better prepared for success as student’s transition into the aviation industry after graduation. Content of this policy coincides with industry standards based on information obtained from NAA Advisory Board members, i.e.: Boeing, Jet Blue, American Eagle, Cessna and others. Students will wear their NAA issued uniform, shirt and student purchased pants. This policy also summarizes details relative to uniform allotments, safety, professionalism, and general appearance. It is comprised of three main areas of interest; Uniform Allotments, Personal Appearance and Safety, as outlined below.

Responsibility Student Services, in conjunction with identified vendors, will be the overall responsible department for control of ordering and issues.

Allotments and Components of the Policy This section of the Uniform Schedule and Personal Appearance Policy addresses the uniform allotment program.

1. NAA will supply uniform garments at appropriate designated times throughout the program. For specific information, please see Student Services.

2. If the student’s uniform becomes unserviceable, tattered beyond acceptable standards to the code, lost, stolen or mutilated, students may purchase replacements through our Vendor Purchase Program.

Personal Appearance and Safety (All Programs) Students shall conform to the NAA Uniform Schedule and Personal Appearance Policy during all school and hangar activities. Further, all are expected to use their best judgment to project a professional image to the public. Any student not in compliance with the NAA Uniform and Personal Appearance Policy may be considered unprepared for an activity. In our effort to develop and maintain an attitude of safety and professionalism, NAA has established a personal appearance and safety standard that is, but not limited to, the following:

1. Students will wear the uniforms issued to them, or they will be asked to leave Campus and will be marked absent until the Uniform Schedule and Personal Appearance Policy is followed. Students marked absent will be required to make up curriculum hours missed, and hours will be documented. On-compliance to this policy will further result in a professionalism violation resulting in a grade adjustment.

2. It is highly recommended that students tuck shirts in at ALL times. 3. Shirts will be buttoned all the way up at all times. 4. Belts are required at ALL times. 5. Footwear –Black work shoes or boots are required for students in the AMT, AMP, or AAS

programs. Steel toe boots are not required; however, slippers, “Crocs”, loafers or other such type of shoe are not permitted.

6. No loose items such as necklaces, bracelets, scarves and other accessories will be exposed outside of the shirt or jacket.

7. ID’s will be in plain sight at or above the waist at all times at all campus locations to include ALL NAA students and employees.

8. Only NAA logo headgear is permitted on campus, but must be removed when in the classroom. NAA logo headgear is permitted at the NAA Hangar, in school hallways and anytime the student is outdoors.

9. NAA uniforms may not be altered without exception. 10. It is strongly recommended that students only have one ear piercing in each ear lobe. For

safety reasons, no hoop or hanging earrings are permitted. No other facial or body piercing jewelry that is exposed is allowed.

11. Hair length must never present a safety hazard and will be subject to Instructor discretion. Safety is paramount at ALL times.

12. Facial hair must be neatly trimmed and present a professional appearance.

13. All uniforms must be kept clean and in good condition and free of any stains, holes or wrinkles. Pants may not be faded.

14. Black pants/shorts are required and obtained by the student. Pants will NOT be worn below the waistline at any time; undergarments will never be visible. This is a list of acceptable styles to be worn; Dickies, Carhartt, Wrangler, Craftsman and Red Cap. Running, jogging, sport, denim and cargo pants are prohibited.

15. Jewelry such as rings, watches, bracelets should NEVER to be worn when working in lab or hangar environments.

16. Sunglasses are authorized in the hangar and on the flight line, however, will NOT be worn in classroom environment.

17. Overall, the Uniform Schedule and Personal Appearance Policy MUST be followed every work day including the make-up room, Saturday make-up days and spring, summer and winter breaks.

Hangar Shorts Policy

The Director of Education, National Aviation Academy, developed this policy for the wearing of short pants at the hangar. The objective of the policy is to outline the procedures for purchase, proper wear, and safety. The wearing of short pants at the hangar is a privilege, not a right.

Procedures:

1. Instructors and Students may wear shorts on "hangar" days only. 2. Shorts will be worn in a manner where the length is no less than mid-thigh length. 3. Shorts will be worn without any rips, holes or patches and no cut-offs. 4. Shorts will be purchased by the student and will consist of a solid color to include: Black only. The

style of shorts will be traditional pleated or flat fronts. a. Examples of manufacturers that offer pleated or flat front styles include:

i. Carhartt ii. WearGuard

iii. Cintas iv. Dickies v. Dockers

vi. Wal-Mart vii. Kmart

5. Running, jogging, sport, denim and cargo shorts are prohibited. 6. Shorts will be worn in an acceptable and professional manner and must be worn above the hip. 7. It will be the responsibility of the Instructor to make sure that shorts are not worn when a safety

compromise is imminent. 8. Students will have long pants available at all times should they have to return to the schoolhouse

for any reason. This includes make-up time. 9. It is the student's responsibility to confirm that he/she is assigned to the hangar on a particular day.

If a student shows up to class at the school house with shorts on, he/she will be sent home to change with missed time charged.

10. Class presidents will be responsible to govern their own term. If the procedures are violated at the hangar, the students will be sent home to change. If procedures continue to be violated, all students may lose privileges completely. This decision will be made by the Director of Education.

Honor Code

The purpose of the Honor Code is to secure an environment where academic integrity and honesty can flourish. The Honor Code recognizes the importance of honest, trust, fairness, respect, and responsibility. The Honor Code articulates NAA’s expectations of students and instructors in establishing and maintaining the highest standards in academic work.

Violations of the Honor Code include: • Copying from another’s examination paper or allowing to copy from one’s own paper. • Unauthorized collaboration on projects. • Plagiarism • Revising and resubmitting a quiz or exam for re-grading without the instructor’s knowledge and

consent. • Representing the work of another as his own. • Giving or receiving aid on an academic assignment under circumstances in which a reasonable

person would have known that such aid was not permitted. • Bribes, favors, and threats to gain academic advantage. • Computer-related infractions defined by applicable laws, contracts, or NAA’s policies, such as

unauthorized use of computer licenses, copyrighted materials, or trade secrets. • The sale of class materials or notes. • Unauthorized removal of an exam or quiz from a classroom or instructor’s office.

Any person who becomes aware of a violation of the Honor Code is bound by honor to report it. Any violation of the Honor Code is unacceptable and may result in disciplinary action up to, and including, expulsion.

Conflict of Interest

The school expects each student to maintain a professional relationship with staff and faculty. Engaging in dating or intimate relationships with NAA staff or faculty is not permitted.

Student Complaint/Grievance Policy

NAA strives to provide the best training and learning environment. We will give every consideration to a student complaint/grievance relating to any aspect of the educational program, facilities, faculty, staff or related services.

NAA will make every effort to informally resolve a student’s complaint/grievance. A student should first discuss any complaint/grievance with his/her instructor in a confidential manner. If the student does not feel this is the appropriate forum or is not satisfied with the response, he/she should discuss the complaint/grievance with the Assistant Director of Education. An Assistant Director of Education will respond within three (3) days of the proposed resolution to be completed and concurred by the Vice President of Education. All grievances must be put in writing as well as all NAA responses/resolutions to be maintained by VP of Education.

Review Board

The purpose of the NAA Review Board is to effectively manage specific requests, appeals, and disciplines of the student body. The Review Board may be made available to any student who wishes to appeal decisions made by staff and request financial assistance.

Leave of Absence (LOA) / Withdrawals (Title IV Financial Aid Programs Only)

An LOA is a privilege, not a right. An approved LOA is not considered a withdrawal and must be approved by NAA. Requests for LOA should be in writing and must be signed by the student with the appropriate justification. If an LOA request is denied, the student may request an appeal to the Review Board (above).

The Review Board’s decision is final. An LOA cannot exceed one-hundred and eighty (180) calendar days in length in any (12) month period. Students must interview with the VP and Assistant Director of Education, Education Services, Financial Aid Office, Director of Career Services, Admissions Representative, and Student Services, prior to being approved for an LOA. At the time of LOA a return date and class start date are established. While on LOA, any outstanding missed time and material must be made up. Failure to return on the expected date without being in contact with the school, and making arrangements with the Assistant Director of Education for a revised return date, will result in withdrawal.

Tobacco Free Campus Policy

National Aviation Academy recognizes the hazards and controversial environment caused by exposure to tobacco products. In an effort to improve the student experience for students, staff, and visitors, National Aviation Academy has adopted a Tobacco Free Campus.

This policy covers the smoking of any tobacco product, the use of oral tobacco products, and electronic or vapor smoking devices. The policy is created in a collaborative spirit with valuable student, staff, and community input with everyone’s needs taken into consideration.

Smoking of tobacco products, use of any oral tobacco products, and/or the use of electronic / vapor smoking devices is prohibited within the facilities or on the properties of National Aviation Academy; except in the designated smoking area.

The decision to provide or change designated smoking areas outside the building will be at the discretion of National Aviation Academy.

The designated smoking area will be clearly marked and its location posted for all interested parties. The only designated smoking area is the area is on the Northeast side of the building. Anyone choosing to use tobacco at National Aviation Academy must begin and end that use in the designated area. Proper disposal receptacles are provided.

All materials used for smoking in this area, including cigarette butts and matches, must be extinguished and disposed of in appropriate containers. NAA management, janitorial services, and student leadership will ensure periodic inspection and cleanup of the designated smoking area.

Use of spitting tobacco is also confined to this area and all spit and/or chew must be properly disposed of in cups, bottles, cans, trash cans, etc. Spitting on the ground is not acceptable and will constitute noncompliance with this policy.

National Aviation Academy will assist students who want to quit smoking by providing them access to recommended smoking cessation programs and providing materials through our Student Services Department.

Any noncompliance with this policy should be reported immediately to the Front Desk or member of National Aviation Academy’s management team.

Violations of this policy by students will be handled through the following disciplinary procedure:

1. First Offense – Verbal warning recorded by the Operations Team (CampusVue noted and Ticket issued)

Drug and Alcohol Abuse Policy

National Aviation Academy is committed to providing a campus environment free of the abuse and illegal use of alcohol and other drugs. To enhance this commitment, the academy has adopted and implemented programs that seek to prevent the illicit use of drugs and the abuse of alcohol by our community members. The following summary of the school’s policies concerning the use of alcohol and other drugs is provided to you in response to the Drug-Free Schools and Communities Act Amendments of 1989.

Standard of Conduct The unlawful manufacture, distribution, dispensation, possession, or use of a controlled substance or the unlawful possession and use of alcohol are harmful and prohibited in and on property owned and controlled by National Aviation Academy. No employee or student is to report to work, class, or any school activities while under the influence of illegal drugs or alcohol.

The use of alcoholic beverages by members of National Aviation Academy’s community is at all times subject to the alcoholic beverage laws of the state of Florida, and applicable county and city regulations.

The possession and use of controlled drugs by members of National Aviation Academy’s community must at all times be in accordance with the provisions of Florida State law, the rules of the Florida Commission for Independent Education, and the regulations of National Aviation Academy.

Under Florida State law, no person may possess substances regulated under the provisions of Florida Statute, Chapter 893 (Drug Abuse Prevention and Control Act) unless dispensed and used pursuant to prescription or otherwise authorized by law. Sale and delivery of such substances are prohibited unless authorized by law.

Disciplinary Sanctions The penalties for misconduct range from admonition to expulsion. Typically, students who have violated the Student Code of Conduct will be referred to the appropriate Assistant Director of Education to complete an individualized education plan. Afterwards, the student will be required to meet with a Health and Substance Abuse Educator to complete an assessment covering alcohol and other drug use history, reason for referral, family and personal history, health concerns, safety issues, and the consequences associated with use. The educator will also assess the student's readiness for change and establish behavior change goals.

Alcohol Alcohol consumption causes a number of marked changes in behavior. Even low doses significantly impair the judgment and coordination required to drive a car safely, increasing the likelihood of an accident. Low to moderate doses of alcohol also increase the incidence of a variety of aggressive acts, including spouse and child abuse. Moderate to high doses of alcohol severely alter a person’s ability to learn and remember information. Very high doses, or low doses combined with other depressants of the central nervous system, cause respiratory depression and death. Repeated use of alcohol can lead to dependence. Sudden cessation of alcohol intake is likely to produce withdrawal symptoms, including severe anxiety, tremors, hallucinations and convulsions. Alcohol withdrawal can be life threatening. Long-term consumption of large quantities of alcohol, particularly when combined with poor nutrition, may permanently damage vital organs such as the brain and liver. Mothers who drink while pregnant may give birth to infants with fetal alcohol syndrome. These infants have irreversible physical abnormalities and mental retardation. In addition, research indicates that children of alcoholic parents are at greater risk than other youngsters of becoming alcoholics.

Anabolic Steroids Anabolic steroids are powerful compounds closely related to the male sex hormone testosterone. Developed in the 1930s, steroids may be taken orally or injected. Current legitimate medical uses are limited to certain kinds of anemia, severe burns and some types of breast cancer. When combined with a program of muscle-building exercise and diet, steroids may contribute to increases in body weight and muscular strength. Athletes have used steroids since the 1950s, hoping to enhance performance. Today, many young people use steroids to accelerate physical development. Steroid users may develop more than 70 side effects, ranging in severity from liver cancer and sterility to acne. Psychological effects include very aggressive behavior, known as “roid rage,” and depression. While some side effects appear quickly, others, such as heart attacks and strokes, may not show up for years. Signs of steroid use include quick weight and muscle gains; behavioral changes, particularly increased aggressiveness and combativeness; jaundice; purple or red spots on the body; swelling of feet or lower legs; trembling; darkening of the skin; and persistent, unpleasant breath odor.

Cannabis All forms of cannabis have negative physical and mental effects. Physical effects of cannabis include increase in heart rate, bloodshot eyes, dry mouth and throat and hunger. Smoking marijuana is damaging to the lungs and respiratory system. The tar in marijuana smoke is carcinogenic. Use of cannabis may impair short-term memory and comprehension, alter sense of time and reduce ability to perform tasks requiring concentration and coordination, such as driving a car. Knowledge retention may be lower when information is given while a person is “high.” Motivation and cognition are altered, making the acquisition of new information difficult. Marijuana can also produce paranoia and psychosis. Long-term users may develop psychological dependence. Marijuana smoke contains more cancer-causing agents than tobacco smoke.

Cocaine Cocaine stimulates the central nervous system and long-term use can lead to psychological dependence. Its immediate effects include dilated pupils, elevated blood pressure and body temperature and increased heart rate. Chronic use can cause ulceration of the mucous membrane in the nose. Injecting cocaine with unsterile equipment can transmit AIDS, hepatitis and other infections. Preparation of freebase, which involves the use of highly volatile solvents, can result in fire or explosion. Crack or freebase rock, a concentrated form of cocaine, is extremely potent. Its effects are felt within 10 seconds of administration. The drug produces the same physical effects as cocaine, as well as insomnia, loss of appetite, tactile

hallucination, paranoia and seizures. Cocaine use may lead to death through disruption of the brain’s control of heart and respiration.

Depressants The effects of depressants are similar to those of alcohol in many ways. Small amounts can produce calmness and relaxed muscles, but larger doses can cause slurred speech, staggering gait and altered perception. Very large doses can cause respiratory depression, coma and death. The combination of depressants and alcohol can increase the effects of the drugs and multiply the risks. The use of depressants can cause both physical and psychological dependence. Regular use may result in tolerance to the drug, leading the user to increase the quantity consumed. When regular users stop taking depressant drugs, they may develop withdrawal symptoms ranging from restlessness, insomnia and anxiety to convulsions and death. Babies born to women who abuse depressants during pregnancy may be physically dependent on the drugs and show withdrawal symptoms shortly after birth. These children often have birth defects and behavioral problems.

Designer Drugs Illegal drugs are defined in terms of their chemical formulas. To circumvent these legal restrictions, underground chemists modify the molecular structure of certain illegal drugs to produce analogues known as designer drugs. These drugs can be several times stronger than the drugs they imitate. Many can cause severe neurochemical damage to the brain. The narcotic analogues can cause uncontrollable tremors, drooling, impaired speech, paralysis and irreversible brain damage. Analogues of amphetamines and methamphetamines cause nausea, blurred vision, chills, or perspiration and faintness. Psychological effects include anxiety, depression and paranoia. As little as one dose can cause brain damage. The analogues of phencyclidine cause illusions, hallucinations and impaired perception.

Hallucinogens Phencyclidine (PCP) interrupts the function of the neocortex, the section of the brain that controls the intellect and keeps instincts in check. Because the drug blocks pain receptors, violent PCP episodes may result in self-inflicted injuries. PCP often causes distance and space estrangement, lack of muscular coordination and dulled senses. Time and body movement are slowed and speech is blocked and incoherent. Chronic users of PCP report memory and speech difficulties. Some of these effects may last a year following prolonged daily use. Mood disorders such as depression, anxiety and violent behavior also occur. Long-term chronic users may become paranoid and violent and experience hallucinations. Large doses may produce convulsions, coma, or heart and lung failure. Lysergic acid (LSD), mescaline and psilocybin cause illusions and hallucinations. Physical effects may include dilated pupils, elevated body temperature, increased heart rate and blood pressure, loss of appetite, sleeplessness and tremors. Sensations and feelings may change rapidly. It is common to have a bad psychological reaction to LSD, mescaline and psilocybin. The user may experience panic, confusion, suspicion and anxiety. Delayed effects, or flashbacks, can occur even after use has ceased.

Inhalants A variety of psychoactive substances have been inhaled as gases or volatile liquids. Many popular commercial preparations such as paint thinners and cleaning fluids are mixtures of volatile substances making it difficult to be specific about their various effects. Immediate negative effects of inhalants may include nausea, sneezing, coughing, nose bleeds, fatigue, lack of coordination and loss of appetite. Solvents and aerosol sprays may also decrease the heart and respiratory rates and impair judgment. Amyl and butyl nitrate cause rapid pulse, headaches and involuntary passing of urine and feces. Long-term use

may result in hepatitis or brain damage, weight loss, fatigue, electrolyte imbalance and muscle weakness. Repeated sniffing of concentrated vapors over time can lead to permanent damage of the nervous system.

Narcotics Narcotics initially produce a feeling of euphoria followed by drowsiness, nausea and vomiting. Users may experience constricted pupils, watery eyes and itching. An overdose may produce slow and shallow breathing, clammy skin, convulsions, coma and death. Tolerance to narcotics develops rapidly and dependence is likely. The use of unsterilized syringes may result in transmission of diseases such as AIDS, endocarditis and hepatitis. Addiction in pregnant women can lead to premature, stillborn, or addicted infants.

Nicotine Tobacco smoke contains thousands of chemical compounds, many of which are known to cause cancer. Nicotine, which is a central nervous system stimulant, produces an increase in heart and respiration rates, blood pressure, adrenaline production and metabolism. People can rapidly become physically and psychologically dependent on tobacco. Compromises the immune system.

Other Stimulants Stimulants can cause increased heart and respiratory rates, elevated blood pressure, dilated pupils and decreased appetite. Users may perspire and experience headaches, blurred vision, dizziness, sleepiness and anxiety. Extremely high doses can cause rapid or irregular heartbeat, tremors, loss of coordination and physical collapse. An amphetamine injection creates a sudden increase in blood pressure that can result in stroke, very high fever, or heart failure. Users also report feeling restless, anxious and moody. Persons who use large amounts of amphetamines over a long period of time can develop an amphetamine psychosis that includes hallucinations, delusions and paranoia. These symptoms usually disappear when drug use ceases.

Drug Abuse Adverse reactions, dependency, withdrawal, and overdose.

Treatment Options A variety of resources exist for alcohol and other drug prevention education, counseling and referral. For detailed information concerning these resources available from National Aviation Academy and other community agencies, students may contact our Student Services Department.

Additional Information It is the responsibility of any student to notify National Aviation Academy of any criminal drug statute conviction within five (5) days of such conviction regardless of the nature or location of the violation.

If any student is taking medication prescribed by a licensed physician that may impair his or her performance, the student will not be considered in violation of this policy. Nonetheless, they must advise the Director of Education so appropriate steps may be taken to insure the continuity of other student’s educational activities and safety of others.

Adherence to this drug and alcohol abuse policy is a condition of admission and continued attendance at NAA and is applicable to all students, faculty, staff and visitors.

In addition to any sanctions imposed by NAA, State and Federal drug statutes provide penalties ranging from monetary fines and probation to imprisonment depending on the nature of the offense. Drug and alcohol abuse will have far reaching negative consequences when applying for employment in the aviation industry. All students are urged to make a commitment to their personal and academic futures by making a conscious decision to stay free of drugs and alcohol. Campus Security

Identification Badges For security measures, students, faculty and staff are provided a Photo Identification Badge that must be worn while attending National Aviation Academy. Students who forget their badge will not be permitted in the hangar. There is a $ 15.00 replacement fee if a student’s Identification Badge is lost or misplaced. See an Operations team member for the processing of a replacement identification badge.

Vehicle Registration Students are required to provide information on their vehicles while attending National Aviation Academy. A parking decal is provided to our students and must be displayed on vehicles parked on the school premises. If a vehicle does not have a parking permit the vehicle may be towed at the owner’s expense. There is a $5.00 replacement fee if a students’ decal is lost or misplaced. Access to Administrative Areas Students requesting access to the Financial Aid, Admissions, Business Office, and others must first report through the front desk receptionist to arrange for visitation to those areas.

Reporting Crime All crimes will be immediately reported to the front office, a school Director, Vice President, or President. The incident will be reported to the appropriate law enforcement agency and a written report will be filed. NAA will cooperate fully with law enforcement in all investigations. The classrooms and administrative offices are monitored by a security system and security cameras. The Pinellas County Sheriff’s Office is the lead enforcement office and will be called upon to assist in the security of all NAA staff, students, and facilities. After hours, the hangar facility is patrolled by Airport Security.

First Aid, Emergency Measures and Accident Reporting Procedures

The procedure to be followed in the event of an accident occurring at National Aviation Academy’s campus or hangar facilities is shown below. In an emergency situation where an injury is life threatening or when pain is intense, the student, staff member, or guest will be immediately taken to the hospital for examination by a licensed physician.

Procedures in case of an accident:

1. Accident – Any occurrence which causes injury to the body should be regarded as an accident in the school.

2. First Aid – First Aid involves rendering such assistance as necessary to place the injured person under competent medical care. First Aid may be given by the instructor or by another faculty member in knowledge of First Aid techniques. In no case shall a student treat his own or a fellow student’s injury.

3. First Aid shall be administered as soon as possible after the accident occurs. Students should be instructed to report all injuries to their instructor immediately.

4. Containers for First Aid material are located in each facility. These should be clearly labeled. 5. First Aid kits shall be completely supplied with approved materials at all times. 6. An Automatic Electronic Defibrillator (AED) devise is located in the main hallway.

He/she may be transported either by ambulance, which can be secured by calling 911, or in another convenient conveyance that may be offered if an emergency vehicle is not required.

Please note that National Aviation Academy cannot provide any medication including over the counter medication to any student.

Notification of parents/spouse: 1. In all cases where medical treatment is required, emergency contacts must be notified. 2. In emergency cases when time might be an important factor, see that the injured is provided First Aid

immediately and then sent to the hospital. The VP of Education will report the accident to those found on an emergency contact list and to the administration. An HSR form has to be completed and signed by the NAA Corporate Insurance staff member as well as the student or parent for insurance purposes.

Record Keeping: The VP of Education, Assistant Director of Education, or Hangar Supervisor must submit a written Student Accident Report within 24 hours of the time of the accident to the NAA Corporate Insurance staff member. Students are covered under the Company’s corporate insurance secondary policy and the student (or parent) must complete and sign an HSR insurance form to process a claim. If the student has medical insurance at the time of the accident, their insurance policy will be the primary policy on the claim and the NAA policy will be the secondary policy on the claim. The NAA policy is designed to cover the expenses not covered by the primary policy only. If the student does not have medical insurance at the time of the accident, the NAA policy will become the primary policy to cover the submitted claim expenses.

Hangar and Lab Safety Rules

Due to the very nature of our business, extreme caution and safety is required at all times to prevent an accident from happening. The following list of safety rules will be followed at all times. Failure to comply with these rules will be considered a safety violation.

• Eye protection must be worn at all times in the hangar. • Ear protection must be worn when running reciprocating and turbine engines. • A ventilation mask (respirator) must be worn when painting. • No smoking in the hangar or within fifty (50) feet of any aircraft. Smoke in designated areas only. • Do not use shop air to blow dust off your body. • Do not shoot people with shop air or spin bearings with shop air. • No horse-play inside or outside the hangar. • Oil spilled on floor will be cleaned up promptly. • Yell “clear” before starting any aircraft engines. • Use a checklist when running aircraft engines. • Have a fire extinguisher on hand when running engines. • Do not run-up aircraft or engine stands directly in front of the hangar door. • Stay clear of turbine inlet and exhaust when engine is running. • Deflate tires before disassembly. • Deflate struts before disassembly. • No hand-propping of aircraft or run-up stands. • Beware of aircraft propellers, rotating or stationary. • All aircraft fueling must be done outside of hangar. • Dismount aircraft at rear. • When using drill ensure parts to be machined are clamped to drill press table. • Keep hands clear of rotating drill bits. • Drills must be unplugged before changing the drill bit. • No aluminum or brass parts are to be used on the grinder wheel. • Safety Caps shall be installed on all compressed gas goggles any time the regulator is not installed. • Keep hand clear when using the hydraulic press or any other machinery. • Beware of shock hazard when working on electrical components. • Paint in designed areas only. • Use proper books when performing maintenance. • Any other action which a reasonable person may consider to be dangerous.

Annual Notification of Rights under FERPA

The Family Educational Rights and Privacy Act (FERPA) afford students certain rights with respect to their education records. These rights include:

1. The right to inspect and review the student’s education records within forty-five (45) days of the day NAA received a request for access. A student should submit to the Assistant Director of Education, head of the academic department, or other appropriate official, a written request that identifies the record(s) the student wishes to inspect. The NAA official will make arrangements for access and notify the student of the time and place where the records may be inspected. If the records are not maintained by NAA official to whom the request was submitted that official shall advise the student of the correct official to whom the request should be addressed.

2. The right to request the amendment of the student’s education records that the student believes is inaccurate, misleading, or otherwise in violation of the student’s privacy rights under FERPA.A student who wishes to ask NAA to amend a record should write the NAA official responsible for the record, clearly identify the part of the record the student wants changed, and specify why it should be changed. If NAA decides not to amend the record as requested, NAA will notify the student in writing of the decision and the students’ right to a hearing with the NAA Review Board regarding the request for amendment. Additional information regarding the hearing procedures will be provided to the student when notified of the right to a hearing.

3. The right to provide written consent before NAA discloses personal identity information from the student’s education records, except to the extent that FERPA authorizes disclosure without consent. NAA discloses education records without a student’s prior written consent under the FERPA exception for disclosure to school officials with legitimate educational interest. A school official is a person employed by NAA in an administrative, supervisory, academic or research, or support staff position (including law enforcement unit personnel and health staff); a person or company with whom NAA has contracted as its agent to provide a service instead of using NAA employees or officials (such as an attorney auditor, or collection agent); a person serving on the Board of Trustees; or a student serving on an official committee such as a disciplinary or grievance committee or assisting another school official in performing his/her tasks. A school official has a legitimate educational interest if the official needs to review an education record in order to fulfill his/her professional responsibilities for NAA.

4. The right to file a complaint with the U.S. Department of Education concerning alleged failures by NAA to comply with the requirements of FERPA. The name and address of the office that administers FERPA is as follows:
