His Majesty King Hamad bin Isa Al Khalifa
yesterday directed authorities to impose visa on Qatari nationals to ensure the Kingdom’s openness is not misused to harm its security and stability.
“Visas should be imposed on visitors from Qatar as Bahrain is most affected by the wrong policies of Qatar,” HM the King said while chairing the regular weekly Cabinet Session at the Gudaibiya Palace yesterday.
Praising the Kingdom’s openness to tourists and visitors, HM the King called on authorities to take
measures against jeopardising the security and stability of the Kingdom by exploiting its openness.
HM the King, however, said that the tight security procedures will not be applied to visitors from other GCC countries who enter the country with ID cards.
“Defeating and eliminating terrorism are a priority,” HM the King said, adding that Bahrain will remain an oasis of security and stability, and will confront every cowardly action aimed at destabilising its security and stability with firmness and force.
“Security can be maintained through tightening entry and residence procedures and
imposition of visas,” HM said. Qatar is implementing policies that target the security of GCC member states, the King said.
Executive-LegislatureTurning to the Executive-Legislature relations, HM lauded cooperation between the two branches, affirming that their collaboration has yielded fruitful results in terms of gains and achievements that benefit the interests of the nation and serve the citizens.
HM urged more cooperation between the Executive and Legislature to optimise gains, boost the democratic process and
support development and nation-building efforts.
HM King Hamad tackled regional and global issues, and the challenges facing the region and its stability, including interference in its affairs. In this regard, HM the King stressed keenness to ensure that the march of the Gulf Cooperation Council (GCC) remains strong and cohesive, noting that time has come to take more firm actions against those resorting to foreign sides to threaten brotherly countries and put their safety at risk.
CondemnedThe session strongly
condemned the terrorist act
that had targeted a police bus on Shaikh Khalifa bin Salman highway near Jidhafs, resulting in the death of a policeman and the injury of several others. The cabinet extended deepest condolences to the relatives of the policeman, and wished the wounded speedy recovery.
The session stressed that the government will track down the terrorists, confront their cowardly acts firmly and forcefully and bring them to justice. The cabinet lauded the huge sacrifices made by the brave security personnel, and praised the efforts they are putting for the sake of maintaining the Kingdom’s security and stability.

Bahrain will not attend the upcoming GCC summit
in Kuwait if Qatar is attending with a hostile attitude towards its neighbours, His Majesty King Hamad bin Isa Al Khalifa affirmed here yesterday.
HM’s words reflected the Kingdom’s rejection of the hostile policies of Qatar.
Speaking while chairing
the weekly Cabinet meeting, HM the King said, “Qatar has proved that it does not respect the charters, treaties and bonds on which the GCC was founded, and implemented policies that targeted the security of GCC member states.”
“As long as Qatar continues this approach, the Kingdom of Bahrain will not participate in any GCC Summit attended by
Qatar unless it rectifies its approach, comes to its senses and responds to the demands of the countries that suffered so much from its polices,” HM the King said.
HM the King asserted that “meetings and summits cannot be held in the presence of those seeking no good for the alliance and trying to impede its blessed progress”.

which is approaching Iran day after day and bringing foreign forces and these are dangerous steps against GCC countries’ security,” he said on Twitter.
“If Qatar believes that its delay and its current evasion will buy it time until the next summit of the GCC, it is wrong. If the situation remains as it is, it is a summit that we will not attend.”

A plan to privatise the expatriate workers’
medical check-ups has been approved by the Cabinet.
Health Minister Faeqa bint Said Al-Saleh hailed the decision which, she said, would facilitate measures for employers to hire expatriate workers.
The Ministry of Health discussed the plan with the Labour Regulatory Authority, the National Health Regulatory Authority (NHRA) and the Information and Electronic Government as part of efforts to streamline procedures.
The medical check-ups of expatriate workers will be transferred to the private sector under the supervision of the NHRA which will issue licences and ensure monitoring. Two categories of private suppliers of health services will be launched under the new plan.
Under the Normal Category, suppliers commit to the capacity, services and fixed prices which are stipulated in the NHRA licence.

The Public Prosecution on Sunday ordered to detain a Bahraini
man for seven days who assaulted his wife unconscious on Thursday, while further investigations are being continued, DT News has learnt. The man was arrested by Samaheej Police Station on Thursday and was interrogated by the prosecution on Sunday.
His wife alleged that he punched her twice in the face while she was in her car in Diyar Al Muharraq. She told the cops that she lost consciousness for around 10
minutes as a result of the “vicious” attack and that she was shifted to King Hamad University Hospital by ambulance.
The woman’s lawyer told DT News that the couple have an ongoing legal dispute before the court and that she was attacked while in a heated discussion with her husband over the details of the unresolved case.
Apparently, this is not the first time the wife complained about her husband and father of her only child physically assaulting her, as she told the police that such incidents occurred before. However, she is yet to be interrogated by the prosecution and examined by the coroner.

The summit is scheduled to take place in Kuwait in December, amidst predictions that it will be postponed until next year due to the ongoing crisis between three GCC states that are members of the Anti-terror Quartet, including Bahrain, Saudi Arabia and the UAE on one side, and Qatar on the other.
The three states had taken the decision of boycotting Qatar on all levels last June, as the latter was proven to violate the GCC treaties and agreements.
They offered to resume diplomatic relations with Qatar under the condition that it fulfills a list of demands that included seizing its support to terrorism and meddling in regional countries affairs.

The Indian Community Relief Fund (ICRF) is
holding an art carnival titled ‘Spectra 2017’ this Friday at The Indian School, Bahrain from 7.30 am to 4.30 pm.
The Faber Castell ‘Spectra 2017’ carnival, the largest art competition for students in Bahrain, is held under the patronage of the Embassy of India.
This annual event, now in its ninth edition, aims at unearthing artistic talent among the youth and creating a future generation who would be catalysts for social change.
A total of about 1500 children from various schools in Bahrain are expected to
participate, after completing preliminary rounds in their respective schools.
Participants will be divided into four age groups - five to eight years, eight to eleven years, eleven to fourteen years and fourteen to eighteen years.
Winners will be honoured during The Finale function on 25th November 2017 evening at the Bahrain Keraleeya Samajam Diamond Jubilee Hall, Segaiya.
The winning entries and other outstanding creations will figure in the Wall Calendars and Desk-Top Calendars designed for the year 2018. Calendars will be launched at the Finale function by Alok Kumar Sinha, Ambassador of India to Bahrain at the Bahrain Keraleeya Samajam.
Net proceeds from the competition will go towards a Family Welfare Fund to provide relief to support the families of deceased Indian labourers drawing wages below BD100 per month.

yesterday issued Royal Decrees restructuring the Ministry of Health and establishing the Real Estate Regulatory Authority (RERA).
According to the Royal Decree 67/2017, the Health Minister shall be responsible for the Assistant Undersecretary for Primary Health, Assistant Undersecretary for Hospitals and the Directorate of Communication. The undersecretary shall oversee the Assistant Undersecretary for Public Health and Assistant Undersecretary for Human
Resources and Services.The Public Health and
Health Promotion directorates will report to Assistant Undersecretary for Public Health, while the Human Resources, Financial Resources, Information and Planning, as well as the Supportive Services directorates shall report to the Assistant Undersecretary for Hospitals.
Decree 5/1997 on reforming the Health Ministry was abrogated.
HM the King also made new appointments. His Majesty named Dr. Waleed Khalifa Yussef Al-Manae as Undersecretary at the Health
Ministry, Dr. Mohammed Amin Yussef Al-Awadhi as Assistant Undersecretary for Hospitals, Dr. Manel Alawi Sayed Amin Al-Alawi as Assistant Undersecretary for Primary Health, Dr. Mariam Ibrahim Al-Hajiri as Assistant Undersecretary for Public Health and Fatima Ahmed Abdulwahid as Assistant Undersecretary for Resources and Services.
The Minister of Health Shall implement royal decrees (67 and 68 for this year) which take immediate effect and will be published in the Official Gazette.
Real Estate Regulatory Authority (RERA)
According to royal decree 70/2017, Shaikh Mohammed bin Khalifa bin Abdulla Al Khalifa was appointed as the Chief Executive Officer of the Real Estate Regulatory Authority with the rank of Undersecretary.
RERA shall be in charge of all duties and terms of reference related to regulating the real estate market in the Kingdom and maintaining the interests of all stakeholders, as stipulated by Law 27/2017 on the issuance of the Real Estate Regulatory Law.
RERA will have a Board of Directors, chaired by the Survey and Land Registration
Bureau President (SLRB).Board members include
the Minister of Works, Municipalities Affairs and Urban Planning, Minister of Industry, Commerce and Tourism, RERA’s Chief Executive Officer, SLRB’s Land Registration Director-General, and SLRB’s Survey Director-General.
The panel also includes representatives from the Economic Development Board (EDB), the Bahrain Chamber of Commerce and Industry (BCCI), the Central Bank of Bahrain (CBB), the Bahrain Property Development Association, the Bahrain Real
Estate Association and the private real estate sector as members for a four-year term.
The First Deputy Prime Minister shall implement the royal decrees (69 and 70/2017), which take immediate effect and will be published in the Official Gazette.
HM the King also issued Royal Decree 71 and 72 for this year, re-appointing Dr Jawaher Shaheen Al Mudhahki as Chief Executive Officer of the Education and Training Quality Authority (BQA), and Ausamah Abdulla Al-Absi as Chief Executive Officer of the Labour Market Regulatory Authority (LMRA).

The Fourth High Criminal Court yesterday sentenced
eight persons to life in prison, 11 others to 10 and 15 years for terrorism related crimes.
The judges also revoked the citizenship of 15 members of the “Al Basta” group and fined two of them BD100,000 each. The accused were charged with conspiring with a foreign state and a terrorist organisation; working for their interests and receiving funds to carry out hostile acts to harm the national interests and to establish a terrorist group contrary to the provisions of the law and to join it and finance terrorist groups.
Court files showed that the defendants were members of “Al Wafaa Al Islami” movement and had planned to create a secret cell working
under its umbrella.The “Al Basta”, terror cell
was formed to support the movement by incitement of the Bahraini society against the regime and the dissemination of biased statements and propaganda calling for a change of government using violence and force.
Investigations proved that the defendants had secretly met with members of the Iranian Revolutionary Guard and Hezbollah terrorist Organisation Leader Hassan Nasrallah.
“The meetings were to receive financial and technical support in order to perform
criminal plans of the terrorist cell inside the Kingdom of Bahrain and to finance their activities,” Terror Crime Prosecution Chief Advocate General Ahmed Al Hammadi said in statement issued in Manama yesterday.
The official also unveiled the defendants were proven
guilty of providing leaders in the Revolutionary Guard and Hezbollah with intelligence and periodic confidential reports that provide them with information related to the political, social and economic conditions of the Kingdom.
He explained, “The reports also include the operations of
the cell and the expenditures of the funds provided by these two terrorist entities. It was also proven that the funds were utilised to finance and support the cell and other terrorist groups in Bahrain and encouraging them to carry out terrorist activities to harm the political and economic interests of the country and harm its national security. The case was deliberated in court sessions in the presence of the attorneys of the accused, who were provided with all their legal rights of defence.”
Earlier police investigations showed that the cell was founded by twin brothers, Ali Fakhrawi, 33, and Mohammed Fakhrawi, 33. The cell had direct links with individuals involved in the Sitra terrorist blast that killed two policemen and injured six others in July, 2015.

The key indicators for energy use in Bahrain reveal the imperative to make a transition to low carbon economy to cope with climate change risks. Specifically, Bahrain has a sound
industrial infrastructure in terms of oil and gas as reflected in its high capacity to refine oil and its gas production grows at about 4% per year in the last decade. The dependence of Bahrain on fossil oil is evident as 33% of its natural gas is used for electricity generation and 27% for aluminum production. As documented in the UN report on climate change, the annual greenhouse gases (GHG) emissions from the energy sector are projected to increase to about 46 million tonnes of CO2 by 2030, an increase of over 37 million tonnes from levels in the year 2000, or a growth rate of about 5.6% per year. Average annual per capita electricity consumption amounts to about 12.8MWh/capita which is a high figure compared to global standards. The transport sector is the second largest emitter of greenhouse gases (GHGs), accounting for about 18% of energy sector emissions throughout the period through 2030.
Bahrain represents a good example of a transformative society since it was able to make a shift from natural resources-based economy (pearl and fishing) to oil-based economy in the early 1930s and to knowledge and innovation economy. In essence, renewable energy is likely to change the energy mix if an innovative business model is in place to harness the immense annual solar radiation available which amounts to about 2600 kWh/m2/year which can provide about 3 times current national electric generation levels. An innovation policy to invest in innovation labs for energy efficiency, green transport, green construction, smart cities, self-drive cars, and green energy can shape a new outlook in economy and ecology. Also, technological innovation in the nexus of water, energy, and food offer new solutions in resource management.
Climate change risks and the fluctuations in oil prices justify the transition to renewable energy. Such a transition requires technology needs assessment and a new orientation in technology and innovation policy. Also, there is a needs for a thorough review of technology audit, foresight, and readiness level to acquire appropriate green technology. To cope with fluctuation in oil prices, it is imperative for Bahrain and GCC countries to embark on a strategy to diversify its economy and enhance the role of private sector and SMEs in development. However, ecological modernization is feasible with clear and fair subsidy policy and market-oriented policies. Innovation and technology policy should consider the adoption of green technologies and best practices such as solar thermal technologies, green building, advanced natural gas combined cycle technology, efficient air conditioning, compact fluorescent lighting (CFL), and solar hot water heaters.
“Small is beautiful” characterizes the thinking of the environmental discourse which calls for appropriate local solutions for global challenges. Technological innovation in green technology to address climate change is not only beautiful but also appropriate and rational.

as well as Bitcoin trading dominated the discussions held as part of the recently concluded eCommerce Forum and Exhibition for Trading Establishments 2017.
More than 200 participants attended the event held at the Bahrain Exhibition Hall in the Crown Plaza Hotel.
The part ic ipants recommended a variety of suggestions and proposals, including the introduction of eCommerce into school curriculums extensively and
the allocation of lectures related to the new currency Bitcoins in coordination with banks and competent bodies in other countries.
Khalid Al Rumaihi, the chief executive of the Economic Development Board of
Bahrain, in an earlier statement, mentioned the country has been eyeing the blockchain sector for some time. He hopes Bahrain can “issue bonds on digital currency.”
A report published by Hindu Businessline, quoting
Rumaihi, said that Bahrain wants to implement a regulatory sandbox for bitcoin to experiment with the blockchain technology.
At that time, he also said a Bitcoin exchange company out of Saudi Arabia wants to
establish a Bitcoin exchange in Bahrain. “We are working with Central Bank of Bahrain on this,” Rumaihi told Hindu.
The exhibition, in its fourth edition, was held with the slogan “eCommerce ... a Bahraini Platform ... For a Global Market” on 17th October 2017.
The event was held under the patronage of His Excellency the Minister of Industry, Commerce and Tourism, Zayed bin Rashid Al Zayani, in a strategic partnership with Tamkeen and the Bahrain Technology Companies Society (BTECH), and supported by
Gulf Petrochemical Company as a silver sponsor.
The form also suggested enhancing the application of cloud computing in the small enterprise sector and granting Arabic language greater scope in the field of eCommerce.
As for the second-panel discussion on the subject of eBusiness accelerators and virtual commercial registration, participants indicated that there is a need to accelerate the work of specialized eCommerce and examine the importance of adding other activities to “Sijli” to open the field for investment in this area more widely.

Inovest Group yesterday announced financial results
for the first nine months of 2017, reporting a 109 per cent increase in its consolidated net profit attributable to equity shareholders to US$19.1m as compared to US$9.2m in the first nine months of 2016. Inovest also said its expects “to close this year with a strong fourth quarter”.
Earnings Per Share attributable to the equity of the parent company in the nine months of 2017 was US cents 6.64 compared to an Earnings Per Share of US cent 3.23 for the same period in 2016.
For the three months ending September 30th, 2017,
the Group realised a net consolidated profit of US$1.9m in comparison to US$3.8m for the same period in 2016.
Consolidated operating income increased by 43pc, reaching US$17.6m compared to US$12.3m in the first nine months of 2016. Likewise, within the same timeframe this year, consolidated net operating profit rose by 59 per cent to US$10.4m as compared to US$6.5m for the first nine months of 2016.
Meanwhile, on the asset side, the Group saw a continued growth of 9pc increase in the consolidated total assets to reach US$285m as compared to US$263m at the end of 2016. The Group’s financing from
banks was reduced by 16pc to reach US$13.8m, and it further saw an overall reduction in its total liabilities of 2pc. The Group’s key performance
indicators for the period reflected its solid results with the capital adequacy ratio standing at 146pc as compared to the Central Bank of Bahrain
minimum of 110pc, Return on Consolidated Assets at 7pc, and Return on Equity attributable to the equity of the parent company at 14pc.
“We look forward to building upon this year’s deliverables in the forthcoming periods, and to delivering even stronger performance and strategic growth,” CEO, Murad Al Ramadan said.
“Our performance this quarter, and to that end for the past few years, demonstrates that we are on the right strategic track and that we have the capability to deliver and sustain solid growth and profitability. This quarter’s results are the result of continued proceeds from
positively performing current investments, investment and property exits, and sustained delivery and performance within our subsidiaries and associates,” Al Ramadan added.
Inovest’s recently elected Chairman of the Board of Directors, Dr. Abdulla Alhumaidi said: , “The Board and Executive Management of Inovest were in the process of planning for the Group’s next stage of growth and development which would see an expansion in market activities, enhanced investment exposure on a geographic level, and diversification of the Group’s portfolio towards an end goal of delivering greater value to shareholders.”

Saudi Arabia plans to extract uranium domestically
as part of its nuclear power programme and sees this as a step towards “self-sufficiency” in producing atomic fuel, a senior official said yesterday.
Extracting its own uranium also makes sense from an economic point of view, said Hashim bin Abdullah Yamani, head of the Saudi government agency tasked with the nuclear plans, the King Abdullah City
for Atomic and Renewable Energy (KACARE).
In a speech at an international nuclear power conference in Abu Dhabi, he did not specify whether Saudi Arabia seeks to also enrich and reprocess uranium – steps in the fuel cycle which are especially sensitive as they can open up the possibility of military uses of the material.

only in order to diversify its energy supply and will award a construction contract for its first two nuclear reactors by the end of 2018.
“Regarding the production of uranium in the kingdom, this is a programme which is our first step towards self-sufficiency in producing nuclear fuel,” Yamani told a conference organized by the International Atomic Energy Agency (IAEA). “We utilize the uranium ore that has been proven to be economically

Batelco Group yesterday announced results for the
nine-month period ended 30 September 2017, reporting stable revenues with increases over the previous quarter and over Q3 2016.
For the nine-month period, Gross Revenues are up by 2 per cent year-on-year to BD277.6 million (US$736.3M) supported by improved revenues in the Bahrain operation, Umniah in Jordan and Dhiraagu in the Maldives. Gross Revenues also showed an improvement of 6pc over the previous quarter in 2017 and 7pc over Q3 2016.
EBITDA for the period was BD91.2M (US$241.9M), a 13pc decline year over year, 14pc quarter-on-quarter decline over Q2 2017 and 20pc quarter-on-quarter decline over Q3 2016. The drop in EBITDA is mainly attributed to restructuring costs incurred in Q3 2017. However, the Group continues to sustain a robust EBITDA margin of 33pc.
Nine-month Net Profit was BD25.2M (US$66.8M), a 22pc decline compared to the corresponding period in 2016 and quarter-on-quarter decline of 43pc compared to Q2 2017 and 37pc compared to Q3 2016. Net profits are mainly impacted by the lower EBITDA due to restructuring and the share of loss from the Group’s investment in Sabafon, Yemen due to the ongoing political unrest.
Net assets were valued at BD522.6M (US$1,386.2M) with cash balances of BD151.1M (US$400.8M). This includes the impact
of the interim dividend (10 fils per share) announced and paid during the quarter. Earnings per share for the period stood at 15.2 fils.
Commenting on the results, Batelco Chairman Shaikh Mohamed bin Khalifa Al Khalifa said that Batelco’s operations are evolving and transforming to meet the challenges of the communications industry and to cope with the competitive environments throughout the Group’s locations.
“Overall subscriber
numbers are up 7pc year-over-year and 1pc since Q2 2017. At the end of the nine-month period, 59pc of Revenues and 56pc of EBITDA were attributable to operations outside of Bahrain. This is compared with 59pc of Revenues and 55pc of EBITDA in the first nine months of 2016,” said Batelco Group Chief Executive Ihab Hinnawi.
“Across the Group a number of locations showed significant growth in their customer numbers with Dhiraagu Mobile subscribers
up by 8pc versus the same period of 2016 and Broadband subscribers up by an impressive 46pc over the same timeframe. Sure Group has made pleasing gains, with their Fixed Line customer base up by 11pc YoY and Broadband subscribers up by 4pc. Umniah’s Broadband subscriber base is up by 33pc thanks to their advanced fixed Broadband network and state-of-the-art mobile network and also the introduction of superfast Fibre services,” he added.
Batelco Bahrain CEO Mohamed Bubshait stated that investment and strategic efforts have resulted in growing customer numbers across mobile, fixed and Broadband, which is very good news.
Looking Ahead, the Batelco Chairman said: “For the last quarter of the year, we will be focused on pushing forward with a new era of transformation, ensuring the right teams are in place to drive our multi-pronged strategy forward.”

Cars could be bought without paying any cash in future,
as companies will start selling vehicles in exchange for buyers ‘data’, Nicolas Olivier, an autonomous car expert, told DT News.
“The companies have already started working on the concept called ‘The Zero Dollar Car’,” he said.
The concept, Oliver said, works by selling autonomous cars in exchange for the buyers data instead of money. “The buyer does not have to spend any money to obtain the car. But it is also not free, instead of money, he must share location information.”
“The data would consist mainly of where the drive goes shopping, eat or spend time, which the car would collect and send to the car company,” he added.
He explained that the data may be “sold to advertisers” who can then use it to target and influence buyers.
“Many companies have already started working on the concept,” he said adding: “‘Zero Dollar Car’ will debut as the autonomous cars hit the market.”
When asked about a possible timeframe, he told us that “it would take twelve years” for the autonomous cars to replace
traditional cars. “There are 1.2 billion cars on the road today and the world is capable of producing 100 million cars a year. So if we want to remove all the cars on the roads today it will take at least twelve years,” he explained.
There are other challenges as well, he said adding: “The mix between human-driven cars and autonomous cars will produce a very challenging environment.”
He, however, said that the scarcity of lithium batteries will be solved soon. “I have lived in Hong Kong and China for twelve years and I can tell you that big cities are currently building massive battery factories,” he said.

American Sign Language for her portrayal of a deaf woman in upcoming movie ‘Wonderstruck’. The actress played two characters, a silent movie star in 1927 and a deaf woman in 1977.
For her scenes as Rose in 1977, Moore spent two months learning American Sign Language, and then got pointers from deaf actress Simmonds. She said, “She was so nice about my signing, which is bad. It’s like talking to a baby. I’m not kidding! But Millicent was very encouraging. She’d always go, ‘You got it, keep going, keep practicing.”
The ‘Still Alice’ star also revealed that getting to play two roles was just ‘too hard to resist’ for her. (TOI)

The plot, choreography and lighting made by the late Antonio Gades and the Spanish film director, photographer and writer Carlos Saura. Coinciding with the tenth anniversary of the death of Antonio Gades, the foundation that carries his name decided to under-take a very significant challenge setting up another version of the Manuel de Falla’s ballet “Enchanted Love”. Titled “Fuego”, this production was the sec-ond scenic interpretation which the choreographer had of Manuel de Falla’s work. Being an exponent of Gades’ core idea “return to tradition if you want to evolve”, this ballet is a transi-tional piece between the almost mythi-cal setups in the classic plays, Carmen and Fuenteovejuna. It was also the last of the joint mythical flamenco works by Gades and Saura, with the same overlaying structure they followed in Carmen, first as a film and secondly as a ballet.

Although dissonance in music may make some listeners feel uneasy, it ultimately helps to create tension and a sense of motion in compositions. You can compare musical dissonance to the conflict between characters in a story. The tension builds and rises to a peak, and then is resolved by the story’s calm conclusion. Dissonance in music is often, but not always, followed by harmonic resolution in musical pieces.In Society, Dissonance is defying the norm. It is swimming against current, colouring outside the lines and as F. Kuwait’s Emir Sheikh Sabah al-Ahmad
Al-Sabah yesterday accepted his government’s resignation, a week after a fresh dispute broke out in the oil-rich Gulf state’s parliament.
Ministers including premier Sheikh Jaber Mubarak Al-Sabah, who has headed the government since 2011, will serve in a caretaker government until a new cabinet is appointed, the state news agency KUNA reported.
Last week, 10 opposition lawmakers filed a no-confidence motion
against Sheikh Mohammad Abdullah Al-Sabah, a senior cabinet member and part of the ruling family, on allegations of financial and administrative irregularities.
Sheikh Mohammad, who is minister of state for cabinet affairs and acting information minister, denied the accusations.
Kuwait’s cabinet was formed less than a year ago, after snap polls in which the opposition won almost half of the 50-seat house.
Kuwait has faced political instability for over a decade, with parliament dissolved several times.

at the head has opened his eyes four days after historic surgery to separate them, a doctor says.
Two-year-old Jaga has also responded to simple commands, including moving his limbs. He is on a ventilator and needs daily dialysis due to kidney problems.
His brother, Kalia, is not yet conscious and has suffered seizures.
The boys were born with shared blood vessels and brain tissues and it took 16 hours of surgery to separate them.
A team of 30 doctors carried out the operation - the first of its kind in India - at a state-run hospital in the
capital, Delhi.Both boys are stable
and doctors are satisfied with their progress so far, Professor Deepak Gupta, who was involved in the operation, said.
The twins, who are from a village in eastern Orissa state, were joined at the head - a condition known as craniopagus.
Even before the operation they had defeated the odds - craniopagus occurs in one in three million births, and 50% of those affected die within 24 hours, doctors say.
The first surgery was performed on 28 August when the doctors created a bypass to separate the shared veins that return blood to the heart from the brain. (BBC)

Saudi Arabia will for the first time allow women
to attend sports events, preparing special sections in three selected stadiums from early next year in another step toward opening public spaces to women.
The stadiums in Jeddah, Dammam and Riyadh will be set up to accommodate families from early 2018, said the statement from the General Sports Authority, carried by the state-run Saudi Press Agency late on Sunday.
Last month Saudi Arabia announced that, from June, women would be allowed to
drive cars, ending the world’s only ban on female driving.
An economic and social reform programme led by Crown Prince Mohammed bin Salman seeks to diversify the economy away from oil as part of his proposed reforms. The crown prince will be the first Saudi leader since 1953 to hail from a new generation when he inherits the throne; his father Salman is the sixth brother in a row to serve as king.
The kingdom adheres to the Wahhabi brand of Islam, which bans gender mixing, concerts and cinemas. Women are required to
receive permission from a male guardian to obtain passports or leave the country.
Saudi authorities are also starting to reform areas once the exclusive domain of the clergy, such as education, courts and the law, and have promoted elements of national identity that have no religious component or pre-date Islam.

ship that ran aground on a North Sea sandbank during a weekend storm, while the country’s railway pressed Monday to reopen several train lines.
High winds lashed Central Europe on Sunday as Storm Herwart passed through, knocking down trees, causing travel chaos and killing at least five people.
German rescuers were unable to prevent a 225-meter (738-foot) bulk carrier, the Glory Amsterdam, from drifting onto a sandbank off the North Sea island of Langeoog.
They had hoped to tow it free at high tide Monday
evening, but the country’s central command for maritime emergencies said the water around the ship was too shallow for big tug boats and the rescue plan “is being

Bahrain-Merida’s Heinrich Haussler has been
rewarded with a one-year contract extension after proving his health and fitness in the final months of the season.
The Australian suffered throughout most of 2017 with a serious knee injury. He raced only six days in the first six months of the year but came back strongly in the second half of the year with a run of one-day performances.
Haussler’s career was at one point hanging by a thread but Bahrain-Merida team manager Brent Copeland was so impressed with the Australian’s determination that he has extended the
rider’s contract for a further twelve months. Haussler will now concentrate on another spring Classics campaign.
“Haussler is staying on board. We’re keeping him for another year,” Copeland said.
“We saw how much he was working with gym work and swimming. He was doing everything possible to keep his body in good shape when he was off the bike. We saw that dedication and that’s why we decided to give him another year. We need someone for the Classics but we saw all the hard work he was willing to put in. Masakadza’s 147 and a handy 80 from Sikandar Raza in the second session of the second Test at the Queens Sports Club yesterday. Windies openers - Kraigg Brathwaite and Kieran Powell - then saw off 16 overs to polish off 25 from their first target.
Zimbabwe suffered another collapse but a first innings score of 326 gives them a chance to fight and put the visitors under pressure on a dry surface. After Masakadza and Raza scored 90 for the fifth wicket in the first session, Zimbabwe failed to capitalise on the situation and lost three quick wickets to slip to 267 for 7.
The onus was on Raza to take the team past the 100-run mark on the day and maybe closer to 350, but the Windies spinners - Devendra Bishoo and Brathwaite - tightened the noose. However, with the pitch offering significant turn and bounce, the Zimbabwe lower-order failed to grind it out and played frivolous shots to lose their wickets.
Graeme Cremer and Raza arrested the slide with a 43-run stand and frustrated the Windies bowlers. Raza attacked a touch more in the second half to collect quick runs and took the team past the
300-run mark in the 102nd over. With the partnership growing dangerous, Jason Holder took the new ball.
The move worked immediately as Raza was caught at second slip off Shannon Gabriel after a 147-ball stay. Cremer was run out for 11 with the scorecard reading 319 for 9. The action never stops at Bahrain International
Circuit (BIC) and this Friday BIC hosts the second round of National Race Day.
Set to heat things up are three of the kingdom’s most tightly contested circuit racing championships, namely the BIC 2,000cc Challenge, Bahrain Superbike Championship (BSBK), and the Bahrain Motorcycle Racing (BMR) 600.
Action gets underway at 12.30pm under daylight and continues until past 9pm when BIC’s 2.55-kilometre Inner Track will be brilliantly
illuminated by its state-of-the-art lighting system.
The 2,000cc Challenge will be holding the second round of its 2017/2018 season. Former champion Shaikh Hamad bin Isa bin Ebrahim Al Khalifa dominated the championship-opener held earlier this month, winning both races in his Honda Civic.
Shaikh Hamad will be looking to continue his winning ways but will have a tough challenge ahead of him with a full grid of talented racers aiming to beat him to the chequered flag.
The 2,000cc Challenge will first get out on track on Friday at 2.15pmfor Practice. It will
then hold Qualifying at 4.10pm, to determine the start grid for Race One at 6.55pm. Race Two will wrap up all of the night’s action starting at 8.45pm.
The BSBK will be holding the first round of its new campaign in the meeting. Their first session at 1.40pm will be a Practice, to be followed at 3.45pm by Qualifying. Race One flags off at 6.20pm, to be followed by Race Two at 8.10pm.
There is a new class in the BSBK, the BSSB 125, and they will be making their long-awaited track debut at BIC. Practice kicks things off at 12.30pm and then Qualifying
is at 2.55pm. That sets up the grid for first and only race at 5.10pm.
In the BMR 600, the weekend will be staging the championship’s second round. There will be plenty of competition amongst the talented crop of racers who come from all over the Middle East, including Ahmed Almuyini and Mohammad Al Zaidan who each won a race in round one.
Practice at 1.05pm gets the BMR riders on the tarmac, and then once again for Qualifying at 3.20pm. Race One will be held at 5.45pm, to be followed by Race Two at 7.35pm.

Kennaugh, who was making his debut at the event, added: “If I look back to the first day, I was so nervous sat in the cabin and hardly even saying a word.
“I was shaking with nerves and they were a really tough two days but I’ve finally got my track legs back these last two days.
“I really started to enjoy it, but that last chase was something else. I was on the limit, just holding the wheel, and I looked up and there were 50 minutes to go.
“What a great event, what a great race and what great competition.”

The General Assembly is scheduled to take place on November 2 and 3 at the Hilton Prague Hotel, where more than 1,000 delegates – including representatives from all 206 National Olympic Committees (NOC) as well as representatives from the IOC, International Federations and upcoming
Organising Committees – are due to attend.
Askar, who arrived in the Czech Republic capital, will be joined at this meeting by BOC projects director Lounes Madene.
The ANOC Awards 2017 will also take place on November 2 and there will be a number of other meetings including the ANOC Executive Council and ANOC Commissions and Working Group meetings.
Under the provisions of the Constitution of ANOC, the General Assembly is the supreme governing body of the Association of National Olympic Committees.

Roger Federer withdrew from the Paris Masters which leaves Rafael Nadal set to end the year as the world No. 1.
Federer claimed a 6-7 (5), 6-4, 6-3 victory over Juan Martin del Potro at the Swiss Indoors final in Basel on Sunday and afterwards withdrew from the tournament in Paris as he looks to get back to full fitness after an injury-hit season.

“untouchable” from fans’ criticism, says manager Jose Mourinho.
The £75m summer signing from Everton, 24, scored 11 goals in his first 10 games - but none in his last five.
“What he does for the team is fantastic and to play football for a striker is not just about scoring goals,” said the Manchester United boss.
“I think Romelu is one of the players who should be untouchable in terms of respect from everyone.”

But Neymar is currently serving a suspension for a sending off which has given him some time to visit Catalonia.
No doubt Ernesto Valverde’s squad had plenty to catch up on with the most expensive player of all time given his acrimonious departure from the Spanish club and change of scenery in the French capital.
The Barcelona hierarchy were known to have a fractious relationship with Neymar and his representatives, so it comes as a surprise to see him welcomed back with open arms.
Plenty of fans also took to social media to criticise the player as well as the club, with many feeling a sense of betrayal from the former Santos poacher.
He has adapted rapidly to life in Paris with seven goals and five assists in the league, also helping the table-toppers to a three point advantage in Group B of the Champions League.
A dismissal against Marseille is the only black mark on Neymar’s start to life with his new team.
He reacted angrily to a challenge from
behind from Lucas Ocampos in the 87th minute and sent the Argentine winger tumbling to the ground in retribution, picking up his second yellow of the game.

Lewis Hamilton isn’t thinking of stopping after
clinching his fourth world championship in the Mexican Grand Prix yesterday.
“Four is a great number,” he told journalists after yesterday’s race. “I want number five now.”
In a lengthy post-race discussion with the assembled media Hamilton described the changes he’d made in his approach to racing this year, such as working without a personal trainer.
“The way I’ve prepared this year, contrary to what people may think, training on your own, ‘no-one can train on their own’ that’s what people would say. Travelling around the world the way I do, all these
different things.”“But just doing it your own
way and finding your own way I think, it’s a day like today, when you win a championship, in front of so many people, it just solidifies your belief in yourself and your families belief in you, and what they stand for.”
“I’m proud of all my family and it’s crazy to think that I’m continuing to stamp the Hamilton name in the history books. Beyond my time there will be kids that will know the name and that’s probably what I’m most proud of.”
“I can’t even tell you what my dad did to help me get where I am today. No matter how many wins I get, no matter how successful I am, I can never pay that back, but I
just try and grab it with both hands. The opportunity that they’ve provided me and know also that there’s a lot of kids, a lot of people around the world, that are watching me, whether it’s for inspiration or for guidance, and so I’m trying to be the brightest light I can to shine that in their direction.”
Hamilton said he hopes his achievement inspires other young people to pursue their dreams.

Raikkonen failed to finish in Spain and Singapore, where he was involved in first-lap crashes, and was pushed off the grid before the start in Malaysia with a power unit problem. The team
later discovered it was the same fault which had sidelined Sebastian Vettel 24 hours earlier.
The 2007 world champion scored his sixth podium finish of the season with third place in yesterday’s race.
“After [the] difficulties in qualifying, third place is not too bad, but obviously it is not what we were looking for,” he said.
“The start was not too bad, but then I moved to the left and lost the tow. I found myself blocked and lost many places in the first two corners. Then I had to wait for the cars in front to stop, to be able to push and gain positions.”

Hamilton had an easy job this year securing the title, with “ no opponents”.
Hamilton capitalized perfectly on a disastrous reversal of fortune which hit Ferrari and Sebastian Vettel during F1’s Asian leg which started in Singapore.
The German driver had been a worthy challenger for the Mercedes man up to then, but Ferrari’s blow-up enabled Hamilton and his team to march on to their respective titles.
After last year’s ruthless battle with Nico Rosberg which went down to the wire, Alonso believes this year’s campaign was a walk in the park for Hamilton.
“It was very easy this year, no opponents,” Alonso said. “Last year he had Nico until the last race, fighting every single race.”
For the Spaniard, next season can’t come soon enough as he
intends on giving this year’s champion on run for his money with a Renault-powered McLaren he hopes will be the class of the field after labelling his MCL32 “the best chassis” in F1.
“This year was too easy,” Alonso repeated. “Mercedes four races to the end constructors’ champion, Hamilton three races before the end drivers’ champion.
“Hopefully McLaren-Renault will change this easy time for them.”
Alonso added another point to his 2017 tally after crossing the line P10 in Mexico, having started 18th due to a grid drop penalty linked to an engine change.

Lewis Hamilton wrapped up his fourth Formula One driver’s
championship after a dramatic race that included a first-lap collision at Mexico.
The Brit was forced to pit without completing the Autodromo Hermanos Rodrigue once after clashing with Sebastian Vettel, the only driver who could mathematically catch him with two races remaining in the season.
And after Vettel fought back to fourth - having needed second at least to keep the championship alive - Hamilton’s celebrations were able to begin with a doughnut in front of 134,000 fans.
Brazil and Abu Dhabi will be laps of honour for the Brit after his ninth-place finish was more than enough to complete his campaign.
Max Verstappen, who also banged wheels with Vettel in a frenetic start to Sunday’s race, took advantage of the first-lap mayhem to win from Valtteri Bottas with Ferrari’s Kimi Raikkonen completing the podium places.
The German - whose hero Michael Schumacher famously took Jacques Villeneuve out of the concluding race in Jerez 20 years ago in a do-or-die attempt to win the championship - appeared at fault.
Hamilton led the inquisition as he
asked over the team radio whether it was indeed an act of desperation from his title rival.
“Did he hit me deliberately?” Hamilton asked.
The stewards looked at the dramatic incident, but took just seven minutes to make up their mind by taking the course of pursuing no further action.
Vettel, who had led this year’s championship battle by 25 points in May but had been cast 66 points adrift of Hamilton prior to Sunday’s dramatic race in Mexico City, emerged from the pits 35 seconds adrift of leader Verstappen with Hamilton one minute behind the Red Bull man.
Vettel was soon on a charge and almost came unstuck for a third time when he was forced off the road by Felipe Massa, but the four-time champion emerged unscathed, and by half-distance he was into the points, albeit the best part of 60 seconds adrift of second-placed Bottas.
Hamilton’s progress through the pack was not as swift, and he was soon a lap down. He fought past Fernando Alonso in the closing stages, but it was inconsequential.
Despite Vettel reducing the points deficit to 56, with just two races remaining Hamilton heads to Brazil for the year’s penultimate grand prix with an unassailable lead. (mirror.co.uk)
