  • Mt Scott Arleta NA Board Meeting Jan. 6, 2016

    Board members in attendance: Jonathan Brandt, Erika Palmer-Wilson, Jed Roberts, Gus Kroll, Daniel-

    Portis Cathers, Scott Vala, Nicole Green, Patrick Fuller

    Officer Gill from the Portland Police Department attended and asked if there were any questions. Topics

    asked about included whether officers monitor NextDoor.com, and about police staffing levels and how

    its affecting patrols and ability to respond to calls.

    Holgate Library Update

    Vicki, Library Manager, brought two books for anyone to borrow at the meeting. The 2016 Everybody

    Reads book this year is The Book of Unknown Americans by Christina Henriquez. Lunar New Year

    celebration is in Feb., with Lion Dancers and other Asian cultural events. She also demonstrated the

    Zinio app with tons of free magazines available on your device (tablet / computer).

    ROSE CDC 72nd & Foster Proposal

    The Neighborhood Association is proposing submitting a letter in support of their proposal to PDC. We

    have not specified any design elements or suggested street / parking changes. We can identify some

    concerns about the site at this point. Some other concerns include very few parking spots, uncertainty

    about whether Raymond Court would be opened for through auto traffic, and a desire to keep in

    contact as the project progresses. Gus motioned, Erika seconded a proposal to send a letter of support,

    and the motion passed unanimously.

    Letter re: Homeless Camping City Permit Requirements

    The City of Portland is permitting a camp in the Overlook Neighborhood, and the N.A. has been creating

    a letter asking for some things from the City. Gus suggested changes such as changes in language that

    assumes only those who have homes have rights. He suggested that all people be considered residents

    of the neighborhood whether they have an indoor home or not. The other issue is a request for

    background checks for all those living in those camps, which is somewhat unrealistic. Gus will send

    around both the original and the revised version to board members.

    SEUL Update

    Scott said that directors and chairs of SE Uplift are looking to ask the City to solidify camps would be

    created, managed. They want to include people who live outdoors as an underserved community in the

    ONI definitions, and some other suggested representation on N .A. and camp meetings.

    There is a request regarding the Springwater Corridor from Brentwood Darlington, and some of the

    camping in that area has damaged some restoration of natural areas and some business owners have

    reported incidents they tie to camping, so this issue will be on the SEULs next agenda.

    SEUL is our fiscal sponsor for any activities we fundraise for. Ashe Urban suggested to us that we apply

    for fiscal sponsorship for our Kickball Tournament, and the Cider Press event. Erika is proposing that she

    would be the primary signatory. Scott motioned, Patrick seconded and the motion passed unanimously.

    Committee Updates

    Transportation

  • The City is seeking comments related to STIP funding for the 70s greenway from now until Jan. 14th.

    Comments will help the City get funding from the State of Oregon for the project. Jonathan mentioned

    the Safe Routes to Schools effort to provide Metro funding for safer transportation for kids to schools.

    Sustainability

    Jan. 16th is our neighborhoods Friends of Trees planting at Mt Scott Learning Centers anyone can

    volunteer by showing up on the day of the event.

    Announcements

    The Neighborhood Association needs a Sustainability, Land Use, and a new Co-Chair for our May

    meeting.

    Dan noted that the SE Tool Library opened at 20th and Salmon in the Hinson Baptist Church, its new

    location.
