0.0 INTRODUCTION

The following General Sporting Regulations (SR) apply to all Pirelli World Challenge Championship series (PWCCS), sanctioned by SCCA Pro Racing events. Separate Technical Regulations (TR) specific to Pirelli World Challenge (PWC) series and supplementary regulations are written to be in conformity with the General Regulations. Together they comprise the Pirelli World Challenge Racing Regulations (“PWCRR”). The PWCRR shall be applied in a reasonable and logical manner. It shall not be given strained, or tortured, interpretations. The PWCRR is a permissive document. Unless an item is specifically authorized by the PWCRR it shall be considered forbidden. References to PWCRR in this rule book include PWCRR versions as published on the World Challenge series website, as well as “Technical Bulletins,” “Participant Bulletins,” “PWC Racing Memos,” “Crew Chief Technical Notes,” “Chief Steward Briefing Notes,” and “Supplementary Regulations”, “VTS Sheets,” and other materials as appropriate and designated by PWC.

As of January first (1st) of each year, the PWCRR for that year shall supersede all versions from previous years including all Technical and Participant Bulletins.

The masculine pronouns ‘he,’ ‘him,’ or ‘his’ will be used generically, without actual reference to gender. The word “may”, when used, gives the option of doing something. The words “shall” and “must”, when used, require that it be done. The word “and”, when used, means that more than one listed item may be performed, used, etc. The word “or”, when used, means that one listed item may be performed, used, etc. The word combination “and/or”, when used, means that any, or all, of the listed items may be performed, used, etc.

If there is not a definition of a word in Appendix Q then the standard definition of the word from Webster’s Dictionary shall be used (e.g. “round”, “parallel”).

Race events are conducted under the PWCRR and regulations issued for the individual Series unless otherwise specified. WC Vision, LLC (WCV) reserves the right to disallow any part, change/modify any specification, and/or change/modify any rule or regulation when/if it is deemed necessary at its sole discretion. The PWCRR shall not constitute an expressed or implied warranty of safety or fitness for a particular purpose. All event participants assume all risks of any nature associated with their presence at and/or participation in a SCCA Pro Racing sanctioned event, or activity.

1.0 SANCTIONING BODY

SCCA Pro Racing, Ltd. (SCCA Pro Racing) a wholly owned subsidiary of Sports Car Club of America, Inc. (SCCA) administers and sanctions all PWCCS events.

An SCCA Pro Racing/WCV representative shall be present at any official meeting, or hearing, involving interpretation, or implementation, of the PWCRR.

At race events, the Competition Director/Chief Steward each has authority for the conduct of all aspects of the event; with all other race officials reporting to him. Appeals of actions and decisions from Race Control or the Competition Director shall be addressed to the SCCA Pro Racing Board of Appeals at the National Office as provided in Appeal section of these Regulations. Race series officials have authority for the management, administration, and sanctioning of the Race Series, with ultimate authority retained by the WC Vision Senior Management officials.

1.1 RULES ACCEPTANCE

NOTE: Everything that is not expressly permitted in these regulations is prohibited. Permitted technical modifications must not result in any illegal modifications or infringements of the Regulations.

Every person, entity, group of persons, region of the SCCA, or organizer who applies for, and is granted an SCCA Pro Racing- sanction to conduct an event, and any person who receives a PWC Pro Racing license/ PWC credential, warrants that: He is acquainted with the PWCRR He agrees without reservation to abide by the PWCRR He renounces the right to have legal recourse, except with the written

consent of WCV, to any arbitrator, or tribunal, not provided for in the PWCRR

1.1.1 Finality of Rules Interpretation

The PWC competition board shall make the interpretation, and application, of the PWCRR. Its decisions shall be final and binding. In order to promote the sport of automotive competition, to achieve prompt finality in competition results, and in consideration of the numerous benefits to them, all participants and entrants, (including competitors and officials) expressly agree that: Determinations by SCCA Pro Racing/WC Vision officials are non-

litigable.

They will not initiate or maintain litigation of any kind against SCCA, SCCA Pro Racing, WC Vision, LLC or anyone acting on behalf of SCCA, SCCA Pro Racing, or WCV to reverse, or modify, such determinations, or to seek to recover damages, or other relief allegedly incurred, or required, as a result of such determination.

If a participant, entrant, competitor, or official initiates, or maintains, litigation in violation of this provision, that individual or entity agrees to reimburse SCCA, and/or SCCA Pro Racing, and/or WCV for all costs of such litigation, including travel expenses, and attorneys’ fees. Competitors, or officials, involved in such litigation will have all SCCA Pro Racing and PWC privileges suspended until litigation is complete.

1.1.2 Rules Modification

WCV reserves the right, in its reasonable discretion, to amend, or modify, the PWCRR at any time (including series regulations and event supplementary regulations) via Supplementary Regulations, Technical Bulletins, Participant Bulletins, Competitor Bulletins, or Pro Racing Memos and other materials as appropriate and designated by SCCA Pro Racing / WCV.

1.1.3 English Text

All Interpretations of rules will use English text and the latest version of this document will be published ONLINE.

1.2 PWC MEDIA RIGHTS

1.2.1 Media Retention Policy

WCV retains all worldwide broadcast, radio, film and video rights to all aspects of WCV events, including all images attained from on- board cameras. Any broadcast or use of on-board camera footage of WCV events without the express written permission of WCV is prohibited. WCV’s general policy is to allow teams the use of video images attained

from on-board cameras only for the purpose of driver training without charge. No commercial use is authorized without written permission from WC Vison.

Video supplied by WCV for commercial use may be provided at prevailing rates upon approval of a licensing agreement.

1.2.2 Mounting on Board Cameras

On-board cameras, their tapes, SD cards, mounts and attachments are deemed to be part of the car and are subject to technical and safety

inspection. Competitors using on-board cameras, whether at the request of series TV production, or for their own information, must advise the TECHNICAL MANAGER of their presence and, once the session begins, may not access the equipment (tapes or SD cards included) until released by the TECHNICAL MANAGER, or the COMPETITION DIRECTOR. Cars utilizing their own on-board cameras must, at the request of the COMPETITION DIRECTOR, provide the images for duplication and when requested, suitable on-site viewing facilities.

1.2.3 Media /VIP Rides

The series may conduct on-track activities using vehicles for media and VIP ride activities. Below are the guidelines for the staff media and personal involved No other on-track activities s h o u l d o c c u r w h i l s t Media rides are taking place. The track safety staff and ambulance(s) should still be on duty. A Manager in charge of all on-track activity shall brief drivers and crews on the process and programs being followed. In addition, each vehicle represented in the pits r e q u i r e s a car chief, who has radio contact with their driver. The Manager must have radio contact with Race Control and all car chiefs who are dispatching vehicles onto the circuit. All passengers must sign a Release Waiver specific to the media/VIP ride activity. All occupants must wear a full face helmet. Fireproof suits are mandatory in any race vehicle. For any “street” vehicle used, speeds must be commensurate with the vehicles’ capabilities and safety equipment. Vehicles dispatched in groups will have the fastest cars first. Vehicles shall keep the other vehicles in the group in sight. If any incident or breakdown should occur, drivers must transmit relevant information to their Teams by radio, reduce speed and proceed to the Pits or as instructed. All on-track activity will cease if instructed by the Officials. Stewards must document on-track incidents with proper reporting and insurance cards.

1.3 RESERVED FOR FUTURE USE

1.4 WCV EVENTS

1.4.1 Courses

Course selection shall be subject to approval of SCCA Pro Racing / WCV. Specifically, SCCA Pro Racing / WCV may: Limit the classification of events to be sanctioned at a course and

restrict the total number of cars, which may be accepted for entry or started simultaneously.

Restrict the course to certain grades of drivers. Disapprove the course for all PWC Events.

1.4.2 Measurement of Courses

The official length of a circuit shall be along the centerline of the road. The circuit length shall be defined in the Supplementary Regulations.

1.4.3 Event Changes

Events can only be postponed, abandoned/canceled, or rescheduled if: Provision is made in the Supplementary Regulations. Safety, (lightning, bad weather, etc.) or Force Majeure. WCV will make all reasonable efforts to notify all parties in event of the above, but accepts NO responsibility for such cancellation, or failure to notify.

1.5 CREDENTIALS AND MEMBERSHIP

Note: The term ‘Competitor’ and ‘Driver’ shall mean the same for a competing driver within the Pirelli World Challenge.

1.5.1 Annual Credentials

All drivers and crew members, working in the pits, or other designated high-risk area, must be at least over eighteen (18) years of age, with a current SCCA Pro Racing credential or hold an approved “Minor Credential”. SCCA members may crew one SCCA Pro event per season on their SCCA membership and be assigned an event only credential.

A crew member or person (drivers see 1.5.1.1) over the age of 15 but not reached their 18th birthday may be 15-18 years old MAY be admitted upon issuance of a Minor PWC annual credential. Applications for minors must be in writing to PWC with a reason for approval. (Minors) PWC annual credentials must be issued from the SCCA Pro Racing office, and will not be issued at event registration.

1.5.1.1 Minor Driver Credentials

A driver over the age of 15 but not reached their 18th birthday is considered a Minor driver

All Minor drivers are licensed on a case-by-case basis. Applicants shall submit a racing resume and letter of recommendation from a major sanctioning body, racing series or driving school. If approved, the license remains a Provisional License for a minimum of two races following a stewards’ review for a Pro Racing License.

PLEASE NOTE: A Minor driver l i c e n s e does NOT supersede state and local rules or regulations governing minor participants.

All persons must sign the SCCA Pro Racing Release and Waiver Agreement (waiver) prior to receipt of credentials (passes).

PWC & SCCA Pro Racing credentials remain the property of P W C & SCCA Pro Racing. Privileges can be revoked for noncompliance with the PWCRR.

1.5.2 Assumed Names

Drivers must use their current and legal name as used on their passports driving licenses and/or official records. Falsification will lead to immediate suspension.

1.5.3 Grades of License

For GT, GTA, GT Cup, a driver must possess a valid PWC Pro Racing driver’s license, a FIA Driver’s License Grade B** or higher, and be an SCCA member. SprintX also requires a valid FIA driver rating

For GTS TC, TCA, or TCB PWC, a driver must possess a valid PWC pro license and be an SCCA member **PWC may, in exceptional circumstances consider a FIA Grade C Licensed driver on a case-by-case basis.

1.5.4 International Drivers

International drivers issued a FIA License by a Foreign ASN must possess a letter of authority from their ASN giving permission to race in the U.S. They must also possess an International Medical Card (available from their ASN)

1.5.5 Driver License Requirements

A driver must have competed in an SCCA Pro Series, or equivalent, in the past 12 months prior to application. He must undertake a medical examination within 90 days of application

A physical examination is required of each competitor applying for a PWC pro license, in the following manner:

Requirements for FIA Driver License and Renewal: Everything detailed in

1.5.5 with active Pro License plus: FIA Driver License application completed in full. FIA Driver License Grade C requires a minimum of five (5) races

in the previous (24) months AND be at least 16 years old. FIA Driver License Grade B requires a minimum of ten (10) races

in the previous (24) months AND be at least 18 years old.

1.5.6 Provisional License

SCCA Pro Racing may issue a provisional license to drivers that do not meet the printed criteria. Potential applicants shall submit a racing resume and letter of recommendation from a major sanctioning body, racing series or driving school. If approved, the license remains a Provisional License for a minimum of two races following a Stewards’ review.

1.5.7 Reservation of Rights

SCCA Pro Racing reserves the right to deny issuance of any license, and revoke any license previously issued. It will not deny, or revoke, a license solely on the basis of race, creed, color, sex, or national origin. SCCA Pro Racing reserves the right to accept, at its discretion, completed physical exam forms from other recognized entities.

1.5.8 Alcohol and Narcotics

Any narcotic, performance-enhancement drugs, and/or recreational drugs, as defined by federal and/or state law, by any participant, are expressly prohibited, even if prescribed by a licensed physician.

Alcoholic consumption is prohibited until all official functions have been completed, including post- session technical inspections.

PWC reserves the right, at any time, to require at t h e participant’s expense, a n y tests including, but not limited to, breath, blood, or urine. Any refusal will result in penalties up to suspension.

1.5.9 Medical Responsibility of Drivers

All drivers must have a licensed physician certification that they are medically fit to drive in automobile speed events. Any medical condition that could affect medical fitness to compete must be reported immediately to the SCCA Licensing Department for review by the Medical Review Board. Conditions which must be reported include any significant change in medical status involving pregnancy; cardiac or neurological problems, such as heart attack, heart surgery, strokes, or seizures; any major surgery; or diagnosis of cancer. Medical Review Board approval is required before an individual with a known medical condition may compete.

1.5.10 Presentation of License or Medical

A driver, or entrant, where Entrant Licenses are required, shall show his license or medical approval to a PWC official on demand. The driver must be able to present the original document upon request.

1.5.11 Personal Conduct

Every person associated with an SCCA Pro Racing sanctioned event shall conduct himself according to the highest standards of behavior and sportsmanship, particularly in his relationship with other competitors and officials, and in a manner that shall not be detrimental to the reputation of PWC, SCCA Pro Racing, or to the automobile sport.

Drivers/Entrants are responsible for their crew’s behavior at any event. Offenses committed by a crew member may result in a fine being imposed against the driver. In addition, WCV may impose a further penalty against any person for bringing the championship into disrepute.

Team members a r e p r oh i b i t e d f r om controlled areas, unless specifically authorized by PWC staff. Controlled areas include, but are not limited to, the track surface and surrounding areas, race control, timing and scoring and technical inspection areas.

1.6 TRANSPORTER PARKING AND PADDOCK

1.6.1 Parking Schedule

Official parking times will be posted on the Official Schedule and Event Supplementary Regulations. Transporter drivers must be ready for parking

a t the des ignated t ime or they may lose their parking priority and parking location. No cars or equipment are to be placed in empty paddock spaces during the official paddock parking time or during the official weekend.

1.6.2 Parking Order

Transporters will be parked in point order per Class. A multi car team’s position will be based on its highest point’s driver. Any adjustments to the parking schedule must be approved through PWC 2 weeks prior to the first day of the event. No unloading is allowed until the last present transporter is parked.

Teams late for official parking, (e.g. issues whilst in transit) must inform PWC Officials who will work to try but cannot guarantee a team’s assigned parking location.

At PWC’s discretion Paddock Parking spaces may be assigned outside

the points order. (e.g. teams sponsoring events) It can also be necessary

in order to fit the series into the assigned paddock location. PWC can deem any paddock location as a prime location.

Transporters MUST display on lower RHS of the tailgate “PIRELLI WORLD CHALLENGE”, [class] (GT, GTS, TC, TCB, etc.), [Car No.] [canopy width.] The rules governing vehicle decal information in section 2.6 also apply to ALL transporters, golf carts. All canopies are assumed to be curb side unless o therw ise noted. Teams must submit a TRANSPORTER / AWNING form from the series website, to PWC administration a minimum of 3 weeks prior to their first event.

1.7 RULES OF THE GRID, PADDOCK, PITS & ROAD

1.7.1 Vehicle / Paddock Appearance

All Teams are reminded of the importance of presenting a professional and clean appearance at all times. This includes cars, pit carts, transporters and work areas under the transporters awning.

The series reserves the right to prohibit any car from competing due to its appearance, including damage sustained from an on track incident at the current event.

The arrangement of the team equipment, awnings, pit carts etc., may not block the view of their cars from the public at any time during event hours.

1.7.2 Series Flags

All transporters must display a Pirelli World Challenge Class Flag and their Manufacturer Flag. Manufacturer Flags must be supplied by the team.

A Pirelli World Challenge (PWC) Manufacturer Banner flag must also be displayed for each entered vehicle in a Team’s paddock. Flags from 2015 are compliant for 2016. Flags can be purchased from the series. Contact the series administration for details. Teams with a Sponsorship funding package will be receive theirs from the series.

1.7.3 Fuel Use

Refueling of vehicles is prohibited EVERYWHERE except outside the team garages, paddock space, or the series fuel truck/pumps. Fueling of any kind is strictly prohibited in pit lane.

Whenever fuel is added or removed from the vehicle, a fire bottle assistant must be present with a fully charged and working fire extinguisher. Any refueling undertaken that is not in compliance with this regulation may render the driver and car liable to severe penalty up to and including the exclusion from the event.

1.7.4 Fuel Powered Equipment

Fuel Powered Generators/Air Compressors. Equipment must have spark arrestors installed and be isolated from flammable materials. Exhaust gases must be directed away from the paddock. Additional rigidly mounted equipment must have a vertical exhaust pipe (e.g. snorkel) venting above the roofline of the vehicle

1.7.5 Grills

(If permitted in the Supplementary Regulations). Teams must direct any

smoke away from the paddock areas of other teams. Grills must be separated from flammable sources and materials.

1.7.6 Travel Through Paddock

A current driving license is required to drive any powered vehicles. The Paddock speed limit is 10 mph. Pedestrian traffic supersedes any other form of transport. Vehicles may be confiscated and credentials removed for unsafe travel through paddocks. Children under the age of

ten (10) must be accompanied by an adult at all times.

1.7.7 Pets

With the exception of certified animals (e.g. Guide Dogs), pets are prohibited unless specifically allowed in the Supplementary Regulations. If pets are allowed, they must be restrained by leash or cage. All pets are prohibited from the pit lane areas

1.8 PIT LANE REGULATIONS

PWC officials are the final authority in enforcing pit lane procedures. Penalties for infractions are listed in the penalty guidelines section 1.31

All personnel in the pit area must carry their SCCA Pro Racing credential and wear a minimum of closed-toe shoes, long pants, and sleeved shirts. Crew members must be dressed according to the PWC uniform regulations (see section 2.7).

1.8.1 Pit Assignment

Only the official assigned Pit spaces by the PWC series staff must be used during all official sessions. Pit assignments will be based on points for the highest positioned driver, the team and team sharing equipment (provided the team sharing has notified PWC series staff 2 weeks prior to the event). Assignments will be distributed at the crew chief meeting or supplementary regulations before the event

1.8.2 Traffic Flow

Traffic flow in a counter direction including the pit lane is prohibited. A driver who overshoots his assigned pit must not reverse under his own power but should either complete another lap, or his crew may push him to his pit in reverse direction.

1.8.3 Pre Grid Official Sessions

The only work permitted on Pre-grid is the securing of a driver with his safety equipment. A jumper battery may be plugged in until the Audible warning signal is given at the times published in the supplementary regulations for the crew to leave is given. All additional work must be performed in the allocated pit box. All vehicles must start using an on-board starter. Stalled cars may only be pushed after pre grid leaves to join the rear of the field or return to paddock.

1.8.4 Radios

Teams must have licensed working two-way voice pit to car radio communication capability. Additionally, all t ea m s m us t monitor the

“ Race Control” frequency (safety channel) when their cars are scheduled to be on track. Stating that a radio message was not received will not be an acceptable reason for failing to comply with a Race Control radio message. The Race Control frequency unless otherwise listed in the supplementary regulations is 462.2250 MHz DPL Code 723.

1.8.5 Pit Speed Limit

The Pit Lane Speed limit at all events is 35 miles per hour.

1.8.6 Fuel Pit Lane

Prohibited (including storage) at all times. Also see section 1.7.3

1.8.7 Fire Extinguishers

All Teams must have a minimum of one ABC-type 1 0 l b s . extinguisher in working order, in their pit box

1.8.8 Gas Cylinders

All air bottles/gas cylinders must have a protective regulator cage. Home-built manifolds are prohibited. It is strongly recommended that all high pressure connections use the “parker” style safety lock fittings

1.8.9 Safety Jack Stands

Air jack sleeves or safety jack stands must be used when the vehicle is raised, and any part of anyone’s body is under the vehicle except as necessary for tire changes.

1.8.10 Electrical Tools

Battery Powered impact drivers and tools are permitted.

1.8.11 Pit Carts

Pit carts, tugs, etc. must be clearly marked with race car number and Series for easy identification. They must not be able to roll from their position during a session. At certain events pit equipment will be staged in the hot side of the pit lane. Temporary Pit Shelters – Pit structures, timing stands, etc., must not be placed, in a manner such that they create a fire obstruction or safety hazard.

1.8.12 Maximum Crew Working on Vehicle

ONE (1) person identified as the crew chief may be the hot side of pit wall directing a car into the pit box. Their visual identification by armband, vest or otherwise will be listed in the supplementary regulations.

During any official PRACTICE sessions, the maximum permitted crew working on the vehicle when stationary is FOUR (4).

During QUALIFYING, and any RACES the maximum permitted crew

working on the vehicle when stationary is THREE (3). The designated crew chief or person stopping, releasing the car may remain but only VISUALLY inspect the car. Any other team members standing in the working area will be considered as mechanics and working on the car, as will a driver if he performs any work on the car.

1.8.13 Pit Wall Signaling

ONE (1) uniformed crew person per car will be permitted track side for the purpose of signaling during official sessions. This person may not participate in pit stops or work on the vehicle. Spectating in the signaling area is prohibited. This crew person must not go to the signaling area directly before a race start, but must wait until after the green flag and the entire grid has entered Turn1

Standing, straddling or sitting with legs on the hot side of the pit lane wall, is prohibited. S i t t ing wi th the back to p i t lane , standing on pit equipment not specifically designed to have people standing on it (e.g. scoring stands), is prohibited

1.8.14 Lubricants / Fluids / Spillages

Addition of Lubricants and coolant is only permitted provided a PWC Official is notified prior to the addition. No leakage can occur when the vehicle re-enters the track.

Teams must make their own arrangements for handling and c l ean ing ALL spillages in their pit. F ines and/or penalties from the track or series may apply.

1.8.15 Major Repairs

Teams may request permission from a PWC Official for a car to go behind the wall. A PWC Official may observe the repairs. Upon re-entry to the pit lane, the car must stop in its pit box before confirmation by a PWC Official to re-enter the course NOTE: During Qualifying additional rules apply [article 1.16.6]

1.8.16 Hazardous Vehicles

Race Control may order any car to be removed from the course if, in its judgment, it constitutes a hazard to other competitors because of insufficient speed, fluid spillage, or any other reason. All major body components should be maintained in normal positions. Loss of bodywork is a safety hazard, and the car may be black-flagged and must immediately be brought into the pits.

1.8.17 Leaving Pit Box

It is forbidden to practice a standing start from the pit stall at any time. Standing starts may only be done in the designated area at the pit exit. The supervisor is always responsible for a safe release of the car from the pit box. It is prohibited to exit with any contact with equipment, personnel or other cars.

If a vehicle stalls or has an issue on pre grid or immediately after leaving the pit box, the crew may push the car back to their designated pit assignment. The crew may be requested to wait by an official until deemed safe to move.

Only the driver may repair the car once the car has left the Official “pit out”. This does not preclude assistance by race officials or the driver for moving the vehicle in emergency situations.

1.8.18 Stalled Vehicles - On Track

In the event of a vehicle being unable to start by its own means during any on track activity, and is then started through assistance from any person, vehicle or machine then a Drive Through Penalty must be served. This includes, presentation laps, formation laps, standing starts

1.9 SPRINTX PIT STOP REGULATIONS

1.9.1 SprintX Maximum Crew Working On Vehicle.

In addition to the Pit Lane regulations listed in 1.8, the following regulations also apply to SprintX pit stops. Maximum Crew working on the car as per section 1.8.12 Only the exiting driver may assist the entering driver. He must have no

other function except assisting the driver change. This would include carrying or holding any object for one of the crew members working on the vehicle.

Data must not be downloaded during the driver change Maximum of ONE (1) wheel gun may be used in the race. SR 1.16.2 Tire Use, SR 1.7.3 Fuel Use and SR1.8.6 Fuel. ALL apply

during SprintX races and pit stops.

1.9.2 SprintX Minimum Driver Time

After 25 minutes the ‘Pit Lane Open’ signal will be given by means of the simultaneous display of stationary green and checkered flags at the Start line - this will be supplemented with a general broadcast radio message from Race Control. The signal will remain displayed until all cars have passed the signal once. AFTER passing the signal, competitors may enter

the pit to make their mandatory pit stop. The Pit Lane will be closed after 10 minutes - this will be confirmed with a general broadcast radio message from Race Control and be monitored using the PIT IN timing loop. Drivers must have undertaken or at least entered the Pit Lane to undertake the compulsory driver change before the end of this period. The penalty for failing to undertake the driver change within the period will be a minimum of a Drive Through Penalty.

1.9.3 SprintX Minimum Driver change Time

From the time the car passes the pit lane in sector to the pit lane out sector must be greater than a time in seconds of (60+pit lane delta). The pit lane delta for each track will be given in the Supplementary Regulations. Cars under this time may be penalized.

Cars exiting their pit box to pit out must not reduce their speed in

order to meet the driver change time and block other competitors from exiting. Penalties may be applied by the Stewards.

1.9.4 Full Course Yellow During Pit Window

If the pit window cannot be opened at the scheduled time of 25-35 minutes, the Race Director / Chief Steward may elect to delay the pit window. In this case, the teams will be informed via the radio and/or monitors. A new pit window will be communicated in terms of the time remaining and the minimum continuous driving time will not be applied.

1.9.5 Red Flag During Pit Window

If a red flag situation occurs during the pit window, the results for both

drivers will be declared based on the race positions at the start of the 25-minute pit window. This includes points, fastest lap for the grid of the second race.

1.9.6 Pit Stop Gantry Camera

A Pit Gantry camera may be mandated in the Supplementary Regulations to monitor the pit stops from overhead. The memory cards and the images remain the property of PWC. Each team has responsibility to ensure the camera is recording during qualifying/race sessions. Failure to provide the images may result in a penalty. Descriptions on the mounting and field of view of the camera and any equipment that would be required will be published in the Supplementary Regulations.

1.10 FLAGS & FLAGGING

Flagging will be the official method to communicate with ALL competitors during all on track sessions. Flags may be replaced or supplemented by lights and/or reflective panels. These shall have the same meaning as the flags.

FLAG

GREEN: When displayed by the starter, signals the beginning or resumption of a session. Also shown following a yellow caution area to indicate passing may resume when beyond the green flag

BLACK/WHITE DIAGONAL: Competitor warning displayed with number board. Flag is shown at start/finish area and is used for improper driving conduct.

BLACK: Summons competitor to pit lane for consultation and/or penalty. Shown with number board from start/finish and designated station(s) on the circuit. Competitor must report within 2 laps or will officially stop being scored

BLACK ORANGE CIRCLE: Informs competitor of a mechanical problem that may endanger the driver or other competitors. Shown with number board. Competitor must report to pit lane

SINGLE YELLOW: Use Caution Reduce Speed, no overtaking, incident in area which could be covering some of the track covered by flag. If waved increased caution. No passing until after a green flag

DOUBLE YELLOW: Full course caution, SLOW down, use caution, NO passing anywhere on the circuit. Flag is displayed at all stations and PWC will simultaneously activate an onboard Yellow light system in car. Double yellow may be used with or without a safety car. Drivers must gather single file behind the leader or safety car. The course shall remain under the full-course yellow until a green flag is displayed at start/finish and at the other flag stations around the course.

RED The session has been stopped. Use caution and proceed immediately to pit lane. Overtaking is not permitted. During qualifying or race, no work may be performed on vehicle unless directed from Race Control

SOLID BLUE OR BLUE WITH YELLOW DIAGONAL Warns competitors that faster cars are approaching or a following car may be in their blind spot. Use caution and sportsmanship, allow racing room.

YELLOW WITH RED STRIPES Caution, the racing surface may be affected by fluids or debris.

STATIONARY WHITE Caution, approaching slow moving vehicle. WHITE WAVED AT START/FINISH Indicates the last lap of a competition.

WHITE WITH RED DIAGONAL AT START/FINISH Emergency vehicles are on course.

BLACK & WHITE CHECKERED Shown at the completion of practice, qualifying, or race event. All cars shall exit the course once they have passed start/finish and received the checkered flag.

1.10.1 Onboard Yellow Light

When activated, the system is on-board confirmation that a DOUBLE YELLOW caution exists around the circuit. The system will remain lit until commencement of a restart. If the light does not go out immediately, the green flag takes precedence.

For all DOUBLE yellow situations, ANY overtaking maneuver not completed when the on board safety light comes on, then the overtaking car must relinquish the pass and fall in line behind. If a pass is inadvertently completed while the light is on, the pass may be immediately reversed by the driver without penalty.

If a car stalls on a standing start, the system may also be activated a s a n a d d i t i o n a l s i g n a l t o t h e Yellow flags shown along the pit wall. The signal and waiving yellow flags are advisory only. If the grid then clears without incident the lights will be turned

off. If the stall or incident is not resolved, race control will call “Full course caution” Double Yellow flags will be shown and no more overtaking may occur (see above)

1.10.2 Yellow Light Operation

All teams are responsible for the working operation of the system and it will be checked during technical inspection. The system will be activated on pace lap(s) prior to each race and may be tested on “out” laps at the beginning of any official sessions. Advisory announcements will be made in this case.

1.11 Driving Conduct (DRIVERS MUST READ)

1.11.1 Counter Race Direction

Any attempt to drive, or tow, a car at any time in a counter race direction without the specific approval of Race Control will lead to serious penalties up to immediate disqualification.

1.11.2 Track Limits

The racing surface shall be defined as the marked, race track identified by the marked (white/yellow/red/green) lines at the edge of the track (or as defined in the Drivers’ Briefing). Any permissive use of any permanently installed curbs will be defined/explained in the Supplementary Regulations or the Driver Briefings by the Chief Steward / Race Director.

Pit lanes, their entries and exits, runoffs, additional paving, grass verges, etc. are expressly excluded from the racing surface. A competitor may not improve his position, or place, by using any excluded racing surfaces. Failure to follow the prescribed course may result in penalties from the Race Stewards which can include (but not be limited to) loss of Fastest Lap times in Practice and Qualifying, Race Time Penalty or Drive Through Penalty.

1.11.3 Racing Room

It is the responsibility of all C om pe t i t o r s to avoid physical contact, drive in a manner compatible with general safety and at a minimum, to the standard of a reasonably competent driver. Competitors must allow other Competitors the right to “racing room” on the marked racing surface. “Racing room” is defined as sufficient space to allow a competitor to maintain control of his car in close quarters under racing conditions within the marked (white/yellow/red/green) line at the edge of the track. This distance is defined as “at least one car width”.

The responsibility for the decision to pass another car rests with the overtaking driver. Overtaking, according to the circumstances, may be carried out on either the right or the left. All drivers whether overtaking or overtaken MUST be aware of other competitors’ positions at all times. Drivers must make effective use of their rear view mirrors. Any move by a driver that is reactive to a following car or cars attempting to pass, will be deemed as blocking. A warning may be given by the Stewards dependent upon the nature, repetition and severity of the blocking. If a warning is given, then any subsequent blocking moves may be penalized by the Stewards. If a driver takes a non-conventional line either along a straight or through a corner, then that driver cannot move back to the conventional or preferred line if it is to block a following car. Maneuvers liable to hinder other drivers, such as deliberate crowding of a car beyond the edge of the track or any other abnormal change of direction, are strictly prohibited. Any driver who appears guilty of any of the above offences will be reported to the Stewards.

1.11.4 Obstructive Maneuvers

Any maneuvers liable to hinder other drivers are not permitted. Any driver who appears guilty of any of the offenses can be subjected to a penalty . The main examples listed below.

“Blocking”

A reactive move in response to a following vehicle’s movement attempting to pass

“Dive Bomb” Late inside move by an unpresented car to force a position change by contact or causing the overtaken car to leave the circuit.

“Squeezing” Lateral Movement to remove competitor(s) racing room on racing surface.

“Brake check” Deliberate deceleration outside of typical brake zone to destabilize a competitor’s vehicles behind.

1.11.5 Use of Lights

Drivers may flash their headlights when preparing to pass a slower car. Automated flasher circuits are prohibited In low visibility (e.g. sunset, rain) headlights and tail/rain lights shall be turned on. Vehicles must have at least one working headlight and one working tail light to remain on track.

1.11.6 Mechanical Issues

Due to track time constraints on race weekends, teams with mechanical issues on track must pit immediately or pull off the racing line to a safe place. Race control may order a car to pit lane to investigate reports of fluid leaks, smoke, etc. Penalties can be levied against cars deliberately causing track stoppages.

1.12 OFFICIAL PRACTICE AND TESTING

1.12.1 Scales

Only measurements using the sanctioned scales will be accepted for conformity. The Supplementary Regulations determine when scales are available for use by teams, or closed due to official use. The flat horizontal surface, (flat pad) holding the scales will be the official measurement surface for vehicle dimensions.

1.12.2 Timing Beacons

Official Timing will be measured using ground loops on the start finish line. The Technical Manager will also reserve an area for PWC series beacons only. The GPS beacon co-ordinates will be published in the Supplementary Regulations for the event.

“MyLaps” transponders shall be used as the official timing system of PWC. Any manual backup timing measured by officials will be taken when any portion of the automobile first intersects the vertical plane of the control line. NOTE: NON working transponders incur loss of times and can incur penalties.

1.12.3 Mandatory Attendance Meetings

Prior to the first official practice, the following meetings are considered mandatory and must be attended by a minimum of the staff listed below. Their purpose is to brief competitors/drivers of regulations pertaining to the current event.

Penalties for arriving late or failing to attend a meeting may include a fine (minimum $150) and/or loss of fastest qualifying time. For repeat offences the penalty will be increased to include monetary penalties. Drivers or crew

chiefs that cannot attend must obtain prior permission from the Competition Director or the Chief Steward.

1.13 DRIVER CAR ENTRIES

Only registered car entries with their corresponding entered driver or drivers in shall be allowed on course and timed during official sessions. Any coaching or additional drivers must register with the series with any changes in writing one hour before the official session.

1.13.1 Multiple Drivers

When permitted, the qualifying session may allow two separate drivers to qualify during the session. The allowance will only be for amateur (FIA Bronze equivalent or less) drivers who share a vehicle.

Each driver must have a separate marked set of tires as per section 1.16.1. The first driver to qualify will be qualifying for the first race; the SECOND (2nd) qualifying driver will qualify for the SECOND (2nd) race.

Each driver must complete a minimum of THREE (3) timed laps in order to qualify. Both drivers must qualify in order to gain a grid position. If either or both drivers fail to qualify then the car must start from the back of the grid.

When the first driver pits and exits the vehicle an official will inspect the first marked set of tires removed and replaced with the second marked set. NO OTHER WORK or ADJUSTMENTS on the vehicle are permitted.

Only one change of driver is allowed during the qualifying session. The vehicle base weight should be based on the LIGHTER of the two drivers and cannot be adjusted for the heavier driver. The positions from qualifying will be the respective start positions for each race. The grid will be adjusted for race 1 to remove positions that qualified for race 2.

For the SECOND (2nd) race the start position of the SECOND qualifying driver will be the position he achieved in qualifying, or his minus one place so as not to displace the equivalent position awarded in race 1 to a row behind.

In the left hand race track example above where pole is on the left (as per 1.17.1) the 9th place marked in red was made by the second driver in qualifying. They stay on the same row but in the 10th position so as not to move that person back one row. In the next example where they quailed 10th they also move back one position but to the preferred side of the track.

1.13.1.1 Multiple Drivers Non-Compliant

If the car qualifying with multiple drivers is found to be non-compliant, BOTH of the drivers’ times will be disallowed and positioned for the race accordingly to the rules

1.13.2 Backup Entries

The series has previously allowed backup entries. A competitor may choose to register and enter more than one vehicle. Both must run under separate numbers and transponders in the practice sessions. The vehicle chosen to qualify must be the registered vehicle that starts the race. If the chosen vehicle cannot make the race, a properly prepared and inspected second vehicle may start from the back of the class per 1.16 and 1.17.

1.13.3 SprintX Entries

NEW for 2016 is the SprintX series. It will be featured at selected events during the season. The race length is 60 minutes with a TWO (2) driver format. The vehicles will follow their specific class technical regulations.

Teams should note that for driver weight the SprintX car should be ballasted based on the average weight of the two drivers to Appendix A. Racing will follow the sporting PWC RULES. Additional regulations specific to SprintX have been added to the Sporting Regulations.

1.13.4 Vehicles Eligible

1.13.5 SprintX Drivers Eligible Drivers must be a minimum of FIA Bronze grade (or equivalent) to be eligible. A FIA Bronze driver may drive with any FIA driver rated from Bronze to Platinum. 1.14 PRE-RACE TESTING

SCCA Pro Racing and/or WCV are not responsible for any accident, or injury, occurring during unsanctioned testing.

PWC teams are prohibited from test ing at a track seven (7) calendar days prior to the series/PWC’s first day of official sessions. The minimum penalty for violation is a fine of $5000.00 up to exclusion from the event.

OFFICIAL sanctioned SCCA Regional and National race events (not tes t ing) are exempt from the seven day rule. Verification of an official entry from the competitor, team or sanctioning body may be requested from the series. Teams must not use equivalent equipment to their race class. Equivalent equipment is defined as those car models currently classified to compete in the class that a team competes in e.g. a Pirelli World Challenge GT team may not test an IMSA GT-3 Cup car when other Pirelli World Challenge teams are not permitted to test because the GT-3 Cup car is classified in the Pirelli World Challenge GT class.

1.15 OFFICIAL PRACTICE

All cars are required to be in compliance with specifications set forth in the PWCRR, the Technical Regulations for vehicle and the current Appendix A. Mandatory Data systems must be collecting data at all times from the pre-assembled area, in the pit lane, on track and in route to Parc Fermé. The data may be collected at any time throughout an event by appointed representatives of PWC.

1.16 QUALIFYING

Each driver will qualify for a starting position during the timed qualifying session(s). It shall be the car/driver combination, which qualifies for a starting position. Drivers must qualify within 107% of the average for the top three qualifying times. A driver must have at least one official practice time to be able to qualify.

Admission of drivers who have not qualified will be decided by the Chief Steward in consultation with the Competition Director after a written application is made by the entrant/driver.

A Qualifying session may be split into smaller groups or by class, or split directly in half. (e.g. GT, GT Cup) or TC, then TCA, TCB. If split into groups, the slowest group(s), as represented by latest official practice times, will follow the faster group(s). If split into half, the fastest group by the latest official practice times, will precede the slowest half.

1.16.1 SprintX Qualifying

The SprintX qualifying procedure follows ALL the same procedures with the following exceptions.

The “AM”, Sportsman, Bronze driver qualifies for RACE 1 The qualifying for SprintX will be split into two groups. Group 1 GT and Cup cars Group 2 GTS/GT4 cars. This is SEPARATE to the time allocated for the regular qualifying. The driver who qualifies will be the STARTING driver in race 1. Per the regulations Driver 2 will take the chequered flag and be the STARTING driver for race 2

The starting grid for the first race will be gridded by class based

upon the fastest qualifying times set by the qualifying drivers.

The starting grid for the second race will be based on the fastest lap time achieved by the “second” drivers in race one.

The normal procedures regarding positional changes due to any penalties will apply.

The designate second driver regardless of whether the car takes the checkered flag will be the starting driver for RACE2

1.16.2 Tires

All cars must start qualifying and the first race on official sanctioned tires in accordance with the vehicles technical specification. They must be stamped with the official qualifying stamp on the tire sidewall.

Tire Use - Prior to qualifying for the first race a PWC official will mark four (4) dry tires per car. The technical staff will visit the individual team paddock areas to mark each team’s tires during the specified time(s). Any Teams failing to have tires marked will not be permitted to commence the qualifying session until reporting to tech for official marking.

Rain Tires - The use of rain tires is the decision of the crew chief of each team. If a car uses rain tires in any part of qualifying, but then elects to start on dry tires then the car must start on the four (4) dry tires marked PRIOR to qualifying. Rain tires will not be marked but must be of the correct compound and size specified by the tire manufacturer. If used at the start of a race they may be new or used WETS.

1.16.3 Mandatory Seals

The engine restrictors along with other mandatory seals must be intact prior to the start of qualifying. If any seals were “broken” to allow work on the vehicle (crash damage, engine change etc.) it is the teams’ responsibility to ensure that they are approved and officially sealed by the Technical Manager before the session begins, or otherwise forfeit their qualifying position.

1.16.4 Pre-Qualify Grid

The qualifying order will be set from the fastest official lap times for the respective group/class about to qualify. At five minutes prior to the start of a qualifying group/class start time, the cars will be called to the pit lane by the PWC officials. Any car unable to join the lineup will remain in its pit box and be allowed to join the rear once qualifying commences.

1.16.5 Qualifying Start Procedure

Cars will be released from the Pit Lane to commence qualifying with no ‘out lap’. Pit exit will remain open from the start of the session until 1 minute before the end of the session.

1.16.6 Work Permitted During Qualifying

Once a Vehicle has left its pit box to commence qualifying the only approved work is as follows i) Adjusting the air pressure of the tires. ii) Cleaning of Windshields, mirrors, light lenses, door numbers

NO OTHER WORK IS PERMITTED. Drivers/crew must not remove or add any solids, liquids, mechanical or electrical components to the vehicle during the qualifying session. A PWC official may allow a car to be raised for inspection if there has been a report of dropping fluids.

1.16.7 Removing Vehicles During Qualifying

If a vehicle suffers a major mechanical (blown engine, gearbox) during qualifying they may request permission from race control, and if granted, the car may be requested to go directly to the Technical Area where it will be checked prior to release.

1.16.9 Alternate Qualifying

The WCV Competition Director may alter the qualifying procedures, in the Supplementary Regulations (SRs) issued for the event. (e.g. single lap qualifying or qualifying in groups).

1.17 STARTING POSITION

Ties in qualifying times shall be resolved as follows: the second-fastest lap of each of the cars involved shall break the tie, then the third the fourth etc. In the event of a tie in all laps the decision is on who set the fastest

lap first in the session.

Fol lowing qual i fy ing, Car/driver combinations will be positioned in the order of their qualifying times, with the fastest combination at the front. After final publication of the starting grid, the places of non-starters will be left EMPTY. This applies for both Standing Start and Rolling Start races. The final decision will rest with the Competition Director.

1. If cars are moved to the back of the grid, they will be gridded in the following order:

i) Cars moving to the back of the grid voluntarily (e.g. changing more than one tire, engine change) will be gridded in order of their fastest qualifying lap.

i) Then cars without a qualifying time due to non-technical infractions, gridded by fastest official practice time.

ii) Then cars penalized due to technical infractions, gridded by their fastest qualifying lap.

1.17.1 Pole Position

Pole position will ALWAYS be on the same side as the inside of the first turn, e.g. if the first turn is to the left then pole will be on the left.

1.17.2 Weather Cancelled Qualifying

If qualifying is cancelled or severely restricted due to weather or track stoppage, no points will be awarded for qualifying and the grid will be determined using the following priority.

i) From times set in any earlier practice session

ii) Driver Points in this year’s championship

iii) Previous year’s championship points

The decision of the Competition Director in this respect shall be final.

1.17.3 Multiple Races

The series may elect to hold more than one race for any class on an event weekend. The starting grid positions for the next race will come from the fastest lap achieved in the current race.

This is summarized below but does not take into account any change of position through in-race or post-race penalties applied.

Cars must start RACE ONE (1) with a minimum of THREE (3) stamped qualifying tires. New tires may be used for RACE TWO (2) and RACE THREE (3) if needed. In each race, the fastest lap time will only be recorded for vehicles using a minimum of THREE (3) of the tires it started the race with.

1.17.4 Race Maximum Time

The race length shall be scheduled in distance, or time in accordance with the Supplementary Regulations. If the starting field is not given the green flag, (e.g. waved off, under double yellow flags), the time clock will still start, and laps will count toward the announced race time, or distance.

Unless otherwise indicated in the Supplementary Regulations the race length in time shall be a maximum time as defined below:

Timing & Scoring shall keep t h e r e c o rd s o f t he official race laps, distance and time. If the conclusion of a timed competition falls too close to reasonably call, the field shall complete another lap. Should this occur, a message will be given over the radio system and the PWC Pit Officials will also announce this to the teams. Under exceptional circumstances, the Competition Director may direct that the clock be stopped while competition issues are resolved.

1.18 PRE GRID

Pre-Grid opens approximately 60 minutes and closes 30 minutes before the scheduled race start. It is set by fastest official qualifying times. After this time late cars shall start the race from pit lane in the order that they arrive at pre-grid. They will be required to start after the last car has passed the pit lane exit at the start of the race.

During Practice and Qualifying, any car not in the Pre-Grid Area on time will only be called into the Pit Lane by the PWC staff when safe to do so and if circuit access permits. Any such cars will form up at the back of the field.

For a race, any car not in the Pre-Grid Area on time will only be called into the Pit Lane by the PWC staff when safe to do so and if circuit access permits. Dependent upon the timing of the entry the car may be obliged to start at the back of the class or from the Pit Lane after the race start. (Article 1.16.4),

1.19 PRESENTATION LAP

Where access from the Pre Grid area to the Pit Lane involves entering the track and travelling around the circuit to the Pit Lane, a single Presentation lap (or part thereof) will take place following the pace car at less than 45 mph. NO passengers, tire warming, overtaking, weaving, or practice-standing starts are permitted. On arrival to the front straight drivers must SLOW to walking pace and proceed to their starting position before switching off their engine. Cars may also be directed straight from pre-grid to the presentation area in the pit lane.

1.19.1 Stalling Presentation lap

Refer to Regulation TR 1.8.18 Stalled Vehicles - Track

1.20 FORMATION LAP

The series announcer, or other VIP, will command drivers to “start your engines”. When officials have verified all engines are started, they will signal drivers to begin the Formation Lap. Cars must pull away below the pit speed limit (No Burn Outs) respectful of the amount of staff present. Tire warm up is permitted once the cars have cleared the grid. Any Cars with mechanical problems, or who cannot start/maintain the pace of the other cars will start from pit lane.

By exception, the Competition Director / Chief Steward may authorize two Formation Laps and confirm this by the issue of an official bulletin.

If a car cannot commence the Formation Lap in its correct position, then the car must start the race from the Pit Lane after all cars have passed the Pit Exit at the start of the first lap.

If a car falls behind during the Formation Lap but is then able to continue, the driver must drop back to the rear of the class and not overtake or seek to resume his original starting position.

1.21 STARTING PROCEDURE

To be considered a starter, in a standing or rolling start situation, a car must receive the start lights or a green flag. Cars entering the race from pit lane after the initial start shall also be considered starters. Cars may not start the race for the first time once 50% of the race is completed, unless stated otherwise in the Supplementary Regulations.

1.21.1 Start Method PWC Races

1.21.2 Standing Start

As the cars finish the Formation Lap they must slow down and stop in their assigned starting positions. Once in their grid positions, cars must not move until the race start signal is given. Cars that overshoot their marks either at the end of the formation lap or before race start may be subject to a penalty. They must NOT reverse back into position. All cars shall line up directly behind the car in front of them. Cars that deliberately form up a significant distance behind their mark, angle in, or in any other way try to gain an advantage at the start, may be subject to penalties. The yellow lights will be shown on the light boards along the starting grid as the cars grid from the formation lap. Once the “GRID IS SET” the official start procedure for the SCCA Pirelli World Challenge will commence.

1.21.3 Standing Start Procedure

The start will be signaled using a series of panels of RED and yellow lights along the side of the grid. The Light Sequence for the start is shown below. Once the RED lights are OFF combined with the green flag waving then racing commences. Penalties apply for any movement or false start during the light sequence.

In the event of a power failure or malfunction of the lights, the race will be started by the waving of the national flag. Stalled cars – Refer to Regulation TR 1.8.18 Stalled Vehicles - Track

1.21.4 Standing Start Time

Timing and Scoring shall commence as the red l ights are turned off, or if automatic timing apparatus is used, at the moment it is operated.

1.21.5 Delayed Start

If an issue occurs BEFORE the RED lights have been switched ON, the Starter shall display the DELAYED START board and two yellow flags. Audio commands from Race Control will provide additional information.

All drivers shall acknowledge the delayed start by raising their right hands to signal the drivers in the cars behind.

Under no circumstances will any start be delayed once the RED lights have been switched on. In the event of a delayed start, the clock will STILL be started by Timing & Scoring at the appointed time. When the delay is resolved the DELAYED START board will be replaced by a THIRTY SECOND sign, followed by the standard start sequence in 1.21.2 For longer delays, the ENGINES OFF board will be displayed. Drivers remain in their cars with no work performed on the cars by the teams. When delay is resolved, a ONE-MINUTE board will be shown and drivers signaled to start their engines. T he field will then be dispatched in grid order behind the pace car. A single-file or double-file rolling start announced by race control shall take place. Again cars unable to start, or maintain the pace car speed must join from pit lane. It is the driver’s responsibility to take corrective action.

1.21.6 Rolling Start Procedure

All competitors shall commence the Formation Lap in the same procedure as for a standing start race. It is emphasized that the PWC Rolling Start is a moving start. Whilst the pace lap may proceed at a brisk pace, the field will be slowed at a DESIGNATED point around the circuit; Race Control will advise competitors to form either a double file or by exception, single file line up. The pace car will exit to pit lane. Cars must enter the main straight in formation at a constant speed of 50mph-55mph (unless otherwise stated in Supplementary Regulations). The front row may be briefed by the Race Director or a designated series official prior to the start. If the Starter is satisfied that the race can start, the green flag will be continuously waved until all cars have passed the start line. When the Green flag is waved Racing begins resumes throughout the field.

During a rolling start, any car moving out of line, passing, brake checking, or other manipulating of the field PRIOR to the GREEN flag being displayed will be judged to have manipulated the start and will be assessed for a penalty by the Stewards. Drivers NOTE detailed definitions of manipulation are defined in section 1.11 DRIVER CONDUCT

1.21.7 Reserved for future use.

1.21.8 Rolling Start Time

The timing and scoring shall commence when the leading car crosses the starting line.

1.21.9 Restarts

Single file restarts shall follow the same procedure as rolling starts with the following amendments. At a given point around the track, Race Control will instruct the Safety Car to go ‘Lights Out’ which will signify to the competitors that the race will resume at the end of that lap. The responsibility for maintaining the pace (50 –55mph) lies with the front row. Racing can only commence after the GREEN flag. When the green flag is waved racing resumes throughout the field.

1.22 ABORTED STARTS

Standing starts may be aborted due to excessive vehicle movement occurring after the red lights are switched on. Rolling starts may be aborted due to incorrect formation, or manipulation of the start procedure.

In the case of a “standing start” yellow flags will be waved along the pit wall indicating extreme danger, all competitors must slow down and be cognizant of accelerating traffic from behind. The standing start may then change to FULL COURSE YELLOW, with a safety car being dispatched. In the case of a track blockage on the front straight the competitors may be led by the Safety Car through the pit lane.

1.23 SAFETY CAR

Under full course yellow, the Safety Car will be dispatched preceding the overall leader. If it does not pick up the overall leader, then cars following will be waived past by the Safety Car one at a time until the overall leader is behind the Safety Car. Passing of the Safety Car is prohibited unless signaled by the Safety Car driver or Race Control.

Once Race Control confirms the track is “safe” for racing, the command “ONE TO GO or SAFETY CAR IN THIS LAP” will be given and at approximately 75% of that lap both the Safety Car and onboard yellow lights will be turned OFF. The Safety Car will then exit the course to pit lane whilst competitors proceed with a single file restart.

1.23.1 Wave By

Time permitting in mixed class racing, should the Safety Car in picking up the overall leader then split a slower class or classes from their leader(s), slower class or classes may be directed by race control to move out of line in order allowing the faster class to come through and then get back in line in order behind the last car in the faster class. Prior to the restart the leader of the slower class will be required to have approximately a 50 yard gap between classes.

1.24 RED FLAG

1.24.1 DRY Conditions

If a race is RED FLAGGED, under dry conditions, cars will be brought into the pit lane under the Safety Car and parked. No contact by any team member with the cars is permitted. Drivers may open the door but not leave

the vehicle unless given permission by Race Control. Damaged cars brought to pit lane or paddock may not be touched until the green flag.

1.24.2 WET Conditions

Normally, the Race Director will NOT designate any session inc lud ing the race as a “rain session or wet session”. If a weather change is likely to affect the choice of tires, then the Competition Director/Chief Steward may decide to amend the starting procedure to allow teams to change to WET tires. The specific procedure for an event will be described either in the Drivers’ Briefing or through the issue of a Chief Steward’s bulletin at the event.

However, after the start of any session, in the event of rain considered heavy enough to affect cars running on slick tires, a wet race may be announced by the Chief Steward/Race Director and the Safety Car will be deployed. The session may be RED FLAGGED if necessary.

If a race is RED FLAGGED due to a weather change from dry to wet conditions, cars will stop in their pit box. Race time will continue. Teams may then change to WET tires. A period of 5 minutes will be allocated for any tire changes. No other work is allowed except cleaning windows, lights and checking tire pressures. After the 5 minute period the cars will then be called to pit out in the current race order behind the Safety Car. A maximum period of 5 minutes will be allowed for the assembly of the cars at pit out. Any car not ready to take its allocated place when called forward will start at the back of the field (not class). Once cars are assembled the Safety Car will lead the cars onto one or more Formation laps to restart the race at the discretion of the Chief Steward/Race Director.

The Race Director will determine if the race is to be restarted using one of the following procedures:

1.24.3 SprintX Red Flag

In the event of a red flag in race 1 before the first 25 minutes and the race not being restarted, thereby preventing the second driver from setting a lap time then the grid for race 2 will be set by the FASTEST official lap time recorded by the first driver in race 1.

1.25 WHITE FLAG

One lap before the expiration of the time/distance specified for the competition at the leaders pace, a white flag will be shown to the leader and following competitors indicating the final lap.

1.26 CHEQUERED FLAG

The following lap to the white flag, a chequered flag will be shown to the overall leader of the race indicating the winner and end of the race. Once past the chequered d flag cars will stop racing and there shall be NO post-race contact. Should the white flag not be shown, the chequered flag will still be shown.

Finishing positions will be determined according to the number of laps completed regardless of whether the car is running at the finish. Cars completing the same number of laps will be ranked according to the time taken to complete those laps. A competitor must complete 50% of the leader’s laps in his class to be considered a finisher of the race. In the case of an odd number of lead laps, lead laps-1 will be used for the 50%. In the case of even number of lead laps, pit-in crossing will be used for the 50%.

Should the Chequered Flag be shown later than the designated time, the results of the race will still be calculated at the designated time.

1.26.1 Dead Heat

A dead heat will occur if two vehicles achieve identical times with less than 1/1000th of a second difference. In a dead heat situation, competitors concerned shall share the prizes allotted to the tied position, and the following positions, so that the number of tied cars is equal to the number of prize positions shared.

1.26.2 Parc Fermé

Following the race, all requested cars must go directly from the race track to the secured Parc Fermé area. There will be no admittance unless requested by a PWC official to enter Parc Fermé. Cars are deemed to be under Parc Fermé conditions from the moment they take the checkered flag.

1.27 POST-RACE CEREMONIES

The top three finishers in each class plus any award winners announced over the official race control frequency shall attend winner’s circle ceremonies as directed by PWC. Drivers participating in any celebration involving the spraying of any liquids shall remain on the victory podium/rostrum. Drivers are prohibited from spraying any promotional models, photographers, dignitaries or staff that are involved with the rostrum/podium ceremonies

Podium ceremonies are often broadcast on television and drivers must be displaying mandatory sponsors/partners on clothing and conduct themselves in a professional manner. Drivers missing mandatory patches or wearing conflicting series patches may be fined up to $1000 and have championship points deducted.

The top three drivers will then be required to attend a press conference with media.

1.28 POINTS DRIVERS AND MANUFACTURERS

PWC shall award Driver and Manufacturer points, based on the finishing position for drivers and their respective manufacturers.

A driver must be classified as a starter and complete 50 % of the leader’s laps in their class to score Championship points. In the SprintX race, the car must take the green flag. There will be no minimum percentage but the drivers’ points will be awarded at the times listed below in SprintX to score their respective points

1.28.2 Additional Driver Qualify Points / Awards

1.28.2.1 Qualify Points

The highest qualifier for each class (i.e. pole position) will receive an additional 7 points. Pole Position for race 1 will be based on qualifying and for race 2 by the fastest race laps achieved in each class during RACE 1. 1.28.2.2 Most Improved Position

The podium award for the driver who advances the most positions from their starting position. Any Driver moved through penalties, engine change, tire changes etc. are NOT eligible for this award.

1.28.3 SprintX Points Awarded

In SprintX, the team points are a combination of both drivers’ points. “SprintX” points will be awarded to EACH driver at the following designated times listed below.

Driver 1 25 mins from start of race

Driver 2 Checkered Flag

Each driver will receive regular driver points. An example would be Driver ONE (1) is in (2nd) place at 25 minutes and is awarded 98 points. After the drivers change the SECOND driver goes on to podium in (3rd) place and receives 90 points. The total points for the race would be (98+90) = 188 Points.

1.28.4 Manufacturer Championship Points

Manufacturers who joined the manufacturer’s council are eligible to earn Manufacturer Points. The points are earned for the highest finishing car, from each manufacturer. These points are earned for the manufacturer by the DRIVERS. This also means drivers who receive ANY positional points penalties, will result in a reduction of manufacturer points earned.

In the points table below if manufacturer “A” finishes 1st and 2nd and manufacturer “B” finishes 3rd then manufacturer B will earn 7 points.

1.28.5 Manufacturer Qualifying Points

1.28.6 Team Championship Points

Team Points will be awarded for each race from the highest finishing position car registered to the team. There is no limit to the number of cars registered to a team but each entry must state the team name on the event entry form to be eligible.

NOTE: there will be no additional team points for POLE position, only those awarded for highest finishing position for each team. The same points table as the driver points will be used.

1.28.7 Championship Points Tie

Any Ties in the final driver, or manufacturer, point standings will be resolved according to the driver’s, or manufacturer’s, record of first-place finishes then, if necessary, second, and so on. PWC reserves the final authority to settle any questions, or disputes, regarding point awards.

1.29 SERIES AWARDS

At each event the series presents podium awards for victories in each class. Additional awards to the podium may be given from the series for: Best Standing Start, Hard Charger (most improved position) or from promoters and sponsors.

The Series also presents annual awards to class winners both in drivers and manufacturers at the end of each season. Various other specialty awards and prizes will also be presented A summary of the main awards are below

1.29.1 Manufacturers’ Champions

Annual awards honoring the manufacturer(s) that accumulated the highest championship points in each class

1.29.2 Drivers’ Champions

Annual awards honoring the driver(s) having the highest championship point total in each class for the season.

1.29.3 Team Champions

Annual awards honor the team(s) having the highest championship points total in each class for the season. The team points for each race come from the highest finishing position car registered to the team. There is no limit to the number of cars registered to a team but each entry must state the team name on the event entry form to be eligible

1.29.4 Rookie of the Year

Rookie of the Year honors the rookie(s) with the most Drivers’ Championship points in the GTS, TC, TCA and TCB class at the end of the season.

To be eligible for Rookie status, a driver may have competed in no more than Five (5) Pirelli World Challenge races (in any category) in a single previous season and no more than Seven (7) Pirelli World Challenge races in their career. They must also have not podiumed in other championships of a similar level of the class they are applying for rookie status for.

The Rookie program is to recognize drivers that are early in their racing careers. Eligibility is subject to approval by PWC, who will take into account ALL previous racing experience. Any driver wishing to be considered for ROOKIE status MUST submit a racing resume of or competition activity to PWC registration department before being considered

1.29.5 Crew of the Year

This is awarded to the crew/team that receives the most votes from their peers in their respective class. In case of a tie, PWC will determine the winner of this award from the teams nominated.

1.29.6 Jim Cook Memorial Trophy

To honor the memory of James Edwin Cook (1939-1985). The trophy is presented annually to an entrant/driver who displayed sportsmanship, whilst making a significant contribution through promotional activities to the overall success of Pirelli World Challenge.

1.29.7 Zimmermann Cup

An annual award honoring the memory of Jerome Zimmermann (1967- 2003) will be presented to a crew chief, crew member, or crew whose excellence in racing is exemplified with their dedication and passion to motor sports.

1.29.8 Sportsman Cup

An annual award which recognizes the highest year end points competitor in GTA. The GT-A driver that accumulates the most points at the end of the season will be awarded the GT-A Championship and the Sportsman Cup presented by B.R.M Chronographs. Along with the cup, a B.R.M championship chronograph will go to the champion.

1.29.9 SprintX Sportsman Cup

An annual award which recognizes the highest year end points Gentleman competitor in SprintX. The team that accumulates the most points at the end of the season will be awarded the SprintX Championship cup.

1.30 DISCIPLINARY ACTIONS

1.30.1 Breach of Rules

In addition to any other offences listed within these regulations, the following actions shall be deemed a breach of the PWCRR;

Violation or NON compliance of Technical Regulations Disallowing inspections, or disassembly, as directed by the PWC officials.

Refusal may result in disqualification or penalties. Participation in any proceeding, or action, detrimental to the

interests of WCV, SCCA Pro Racing. Public criticism of a series, its officials or sponsors. Use of profane language, and/or gestures in a public environment,

interviews, radio communication on and off track Any form of Bribery (or attempt), connected with the competition,

either through offering or acceptance of, a bribe. Unsportsmanlike conduct Reckless, or dangerous, driving.

Interference, Obstruction or ignoring of any Series officials, Violation of the terms of probation or suspension Initiation of physical abuse toward any participants, officials, or

attendees of event

1.31 PENALTIES

Penalties can be applied to any participant, team member, official, entrant or SCCA member in violation of the rules or any conditions attached to the sanctioning of the event. Series Officials shall investigate any alleged rules violations and or conduct. They will collect, or hear such evidence as deemed necessary to make sound and reasonable judgement of the rule(s) breached. Penalties can be imposed by any or a combination of the board of directors, Competition / Race Director or Chief Steward.

1.31.1 Car Repair Order

The Minimum technical penalty is a car repair order. It will be given by the Technical Manager for items considered to be of a minor nature, e.g. a U-clamp exhaust bracket failing ride height that needs orientating. It applies to items that are not safety critical or could aid on track performance. A brief summary of the work requiring rectification and the time line will be written in the penalty. If the fault described is not corrected in accordance with the notification, then the car will be deemed non-compliant and subject to more severe penalties.

1.31.2 Drive Through and Stop/Go (Timed) Penalty

Race Control may summon a car to pit lane for a Drive Through or Stop/Go (Timed) penalty. Penalties must be served under green flag conditions. Any penalties given under a caution cannot be taken until the green flag resumes. Penalties must be served within 2 laps of being given; failure to do so will result in a black flag being shown to the competitor on the 3rd lap and an increased penalty will be given

If a race has under 3 laps remaining (or in other exceptional circumstances) a Drive Through Penalty will become a Post-Race Time Penalty. This will be 10 seconds plus the Pit Lane Delta which will be an added time allowance for entering and exiting the pits. The delta will be determined by the Race Director before the commencement of racing and will be confirmed through the issue of a bulletin by the Chief Steward or by inclusion in the Competitor Packet.

1.31.3 Grid Place Penalty

Penalty of a specified number of places in the next race (which may be at the next event that the driver participates in).

1.31.4 Race Time Penalty

Penalty of the addition of an amount of time to the driver’s overall completed race time.

1.31.5 Loss of Points

Loss of some or all points and/or accrued points (including manufacturer points) Note: Manufacturer points are earned by entrants and drivers and do not belong to manufacturers.

1.31.6 Fines/ Loss Prize Money

The series organizer may prohibit the payment of any prize or bonus’s along with the additional fines listed below:

Up to $10,000 per offence may be imposed by the Competition Director for any penalties given during a sanctioned weekend.

Fines greater than this to a maximum of $250,000 may be imposed by the WCV Board of Directors against any entrant, driver, or participant for severe conduct detrimental to the Organization, or the Organization’s clients, or partners.

NOTE: - Competition privileges for driver and/or entrant are temporarily suspended, until FULL payment is received for all fines. This suspension prohibits racing in any other WCV or SCCA Pro sanctioned session. A Team or entrant which attempt to create a new “entrant” to avoid payment of previous fines will not be accepted by the series.

All fines, and forfeited protest fees, shall be remitted to:

1.31.7 Formal Reprimand

A documented reprimand to a driver’s competition license (typically regarding driver behavior).

1.31.8 Probation

Probation of SCCA Pro Racing competition privileges -The terms shall be in writing with one copy f i led w ith SCCA Pro Racing and the other given to the person penalized. Further infractions during probation will result in suspension

1.31.9 Suspension

Suspension of SCCA Pro Racing competition privileges - the Competition Director, or other boards may suspend a competitor for a maximum of twelve (12) months. The competitor must also forfeit his license to the series. Should the license not be available the suspension will begin from the day it is received by SCCA Pro Racing.

1.31.10 Disqualification

Can apply to any Competitor, Team or Manufacturer for technical or driver infraction. Also includes loss of all points and prize money. If a competitor or entrant is disqualified the Competition Director will declare the resulting amendment to the placing and awards and will also decide if the next competitor in order shall be advanced and shall see that awards presented are consistent with the revised finishing order.

1.31.11 Multiple Penalties

Penalties may be combined to include loss of points and a fine, or two 31 day suspensions. (This would result in a total suspension of 60 days).

1.31.12 Publication of Penalty

PWC shall have the right to publicize that it has penalized any person, organization, or automobile, and the reasons therefore. The persons, or body referred to in the notice shall have no right of action against WCV, SCCA Pro Racing, or against any person publishing such notice.

1.32 PROTESTS AND OTHER ACTIONS

The right to protest the penalty or actions of PWC, SCCA Pro Racing shall rest only with any entrant, or driver taking part in the competition in question.

1.32.1 Lodging Protests

Any protests a g a i n s t r u l e s , r e s u l t s o r a n o f f i c i a l shall be made in a s i g n ed l e t t e r with evidence and reasoning of the rule (s) violated. Any video footage must be unedited and PWC officials are not obliged to review any video evidence compiled by a third party.

The protest fee is $500.00, payable to SCCA Pro Racing. The fee shall be returned if the protest is deemed to be well-founded, and is upheld by the Competition Director, or majority vote from the WCV competition board. Protests must be lodged no later than one (1) hour after the conclusion of the on-track segment of the competition.

The Competition/Race Director may extend the time limit in exceptional cases where evidence pertinent to the protest was not available within the time limit,

1.32.2 Protesting Vehicles

All technical protests for “non-compliance” of a vehicle must present the alleged rules violated. It is expected that protests will be reasonable, logical, and based on sound evidence, thus well-founded. Non logical and unfounded protests on vehicles may be denied.

A Protest against another competitor’s vehicle must be of the same class (e.g. TC, GTS etc.). In addition to the protest, before any disassembly occurs, a cash bond must be posted with the Competition Director as determined by the Competition Director in his sole discretion to be sufficient to cover the total expenses of disassembly, inspection, and reassembly. Disassembly inspections must be completed as specified unless fully, or partially, withdrawn by the protester. The protestor is not entitled to be present when the disassembly and inspection takes place.

Bonds will be held in escrow by SCCA Pro Racing.

If it is decided that an inspection, and/or disassembly shall be conducted. It will be under the supervision and control of a PWC official.

If upon inspection the item(s) conform to the technical regulations, the protester shall forfeit the bond.

If upon inspection the item(s) DO NOT conform to the technical regulations. The protesters bond will be returned, and penalties deemed appropriate by the Competition Board will be given to the infringed Entrant/competitor.

1.32.3 Hearing Protests

The Competition Director, and his designee(s), shall act as a board to render a final decision. The initial hearing of the protests for driver actions, and sporting rules will be with the Race Director and Chief Steward. For technical protests on compliance the initial hearing will be with the Competition Director.

Protests will be heard as soon as practical after officially lodged. The Competition Director shall attempt to give all interested parties notice of the hearing. He shall hear, or accept, such evidence as deemed necessary in his discretion to render a fair decision.

The absence of a party at a hearing shall not limit the ability of the Competition Board to proceed with said hearing. If an immediate decision cannot be made, then all parties shall be informed of the time, and method, by which the decision will be conveyed.

All parties concerned shall be bound by the decision given, subject only to the rights of appeal as provided in the PWCRR. NOTE: Any Distribution of awards shall be provisional until all protests, appeals, etc. are passed or settled.

1.33 APPEALS

The appeal process exists to decide only those matters for which a reasonable decision could not be achieved through available procedures. Provided all such procedures have been exhausted, any entrant or other participant shall have the right to request an appeal regarding:

i) Any decision or penalty rendered by the Competition Board in which they were named as a party.

ii) Any decision concerning a protest filed by such entrants or participants

Please note the APPEAL process will not be handled at the circuit but through the President of SCCA Pro Racing and their delegated board of appeal.

The SCCA Pro Racing President shall determine whether an appeal shall be heard by the Court of Appeals, the decision whether or not to hear an appeal and any decisions by the Court of Appeals shall be final, binding and not subject to further appeal or legal process. The President may request a bond for costs involved with holding the hearing

An Appeal should be the last method of objection with all attempts to resolve penalties through a protest. Due to time constraints, logistics and year-end award banquets, only protests will be permitted at the final event of the year.

1.33.1 International Events

ACCUS has delegated to SCCA Pro Racing the authority to establish Boards of Appeals to settle disputes arising from International events sanctioned by SCCA Pro Racing.

1.33.2 Procedure and Fees

A Written notice of intent to appeal the decision of the Competition Director to the Board of Appeals must be given to the Competition Director within (4) hours from the result of the protest.

The appeal, signed by the appellant, must specify the grounds for the appeal and include an appeal fee of $1,500.00 (a minimum of $750.00 of which will be retained by SCCA Pro Racing). The fee shall be received by the SCCA Pro Racing office within three (3) days after the announcement of the decision or such other period as may be designated by the President of SCCA Pro Racing. An appeal may be withdrawn without penalty only with the approval of the SCCA Pro Racing President.

1.33.3 Stay of Decision

A driver with an appeal filed against suspension, from SCCA Pro Racing will be permitted at the series discretion to compete in races until the appellant’s court of Appeals ruling is rendered. Any results or awards for the event will remain provisional until the Board of Appeals ruling is rendered.

1.33.4 Convening Appeal Board

The SCCA Pro Racing President, or his designee, shall appoint the Court of Appeals which shall consist of a chairman plus at least two additional members. No member of this board shall have taken part as a competitor, or official, in the event which the board will render a decision on, or shall have been directly interested, or involved, in the matters under consideration.

The appointment of the board, and written notice to the appellant, or appellants, shall occur within three (3) days (or such other time as designated by the President of SCCA Pro Racing) of the decision to hear the appeal. SCCA Pro Racing will notify all i n c l uded parties, including the Competition Director, of the time and place and contact details/phone number for the appeal hearing

1.33.5 Appeal Hearing

The Court shall hear the appeal no later than two (2) weeks from said notice. SCCA Pro Racing may specify a shorter timeframe where necessary for the prompt adjudication of the matter and a final conclusion of controversies.

The Court will determine what witnesses and evidence it will hear at its discretion. The parties may present their information to the committee themselves, via their team representative, or in written documents. The

Court of Appeals may hear such evidence in such manner as it deems appropriate, relevant, and necessary under the circumstances. Cross-examination shall not be permitted. The Competition Director shall be heard by the Board of Appeals under all circumstances.

1.33.6 Appeal Judgement

After considering all material they deem relevant, the Court of Appeals shall meet privately, reach its decision, and prepare a written opinion. It may decide that the penalty, or other decision, of the board appealed from should be nullified, mitigated, affirmed, increased, or that a different penalty should be imposed, but shall not order a competition to be rerun. The Court shall order the return, or forfeiture, of appeal fees. The board shall direct the disposition of protest fees and equipment examination bonds, if any, in those cases where the original Court’s decision is nullified.

1.33.7 Appeal Publication and Decision

SCCA Pro Racing reserves the right to publish all final Court of Appeal decisions, including the names of all parties concerned. Persons, entrants, or organizations referred to in each said decision shall have no right, or action, against SCCA Pro Racing, or any person publishing such notice, and shall agree that said decision shall be final and binding. A copy of the final decision of the Court of Appeal shall be sent to all parties of the appeal as soon as possible after the decision becomes final. Any penalty imposed by the Court of Appeal shall be effective immediately as stated in its decision. Penalties involving time, disqualification, suspension, or loss of points shall be made effective from the date of the conclusion of the event involved.

1.33.8 Bad Faith Appeal

If the Court determines that the appellant has acted in bad faith, or in a vexatious manner, it may deem such conduct a breach of the PWCRR, and impose an additional penalty for said breach.

1.34 OFFICIALS

The main duty of the Chief Officials is to direct the control of the event. The Chief Officials may include the following:

Competition Director

Race Director

Chief Steward

Driver Steward

Chief of Timing & Scoring

PWC Press Officer/Registrar

Series Starter

Technical Manager

Officials may have assistants, also termed “officials,” to whom any of their duties may be delegated.

Officials cannot have any conflict of business interest or direct involvement with organizers, promotors or sponsors or anyone which may affect their ability to impartially perform their duties.

Officials may not compete in any competitions during an event(s) they are officiating with exception to pace car duties, charity laps parade laps. Any Official whose actions are deemed by PWC to be against the best interests of PWC shall not be permitted to participate in PWC events

1.34.1 Competition Director

Director of the overall competition program, including: eligibility of cars for competition, equalization, technical aspects, and competition rules. He may consult with the Chief Steward on race operations, safety issues and appropriate rules administration, including appropriate penalty levels. Competition Directors may be appointed and may perform all or some of these duties as appropriate or as directed.

1.34.2 Chief Steward

The Chief Steward shall be responsible for the general conduct of all aspects of competitions at an event for which he has been assigned. He may use all informational resources available to him to ensure that the PWCRR is being adhered to. These resources include, but are not limited to; data collected from the vehicles, video, photography, verbal and/or written reports from officials, corner workers, etc. The Chief Steward may appoint assistants and designees as needed.

1.34.3 Race Director

The Race Director works in permanent consultation with the Chief Steward. The Race Director works in conjunction with the Driver Steward regarding race discipline, driving standards and competition matters.

1.34.4 Driver Stewards

The Driver Steward(s) are responsible for reporting driving infractions or misconduct to the Race and/or Competition Director.

1.34.5 Technical Manager

The Technical Manager (including any of his designees) enforces the technical and safety regulations at inspection and in pit lane. They may exclude a vehicle “deemed unsafe” from entering on track. They may order the inspections and disassembly of any entered automobile to ascertain its conformance with the technical regulations. The Technical Manager documents infractions with a suggested penalty for the Competition Director to then apply to the driver/entrant/team. The Technical Manager will use all informational resources available to him. These resources include, but are not limited to; Homologations, VTS sheets, Manufacturers manuals, parts catalogues, logged data, video, photography,

1.34.6 Series Manager

The Series Manager(s) is the liaison between competitors, SCCA Pro Racing, and series vendors. They are responsible for overseeing the operations of series Staff and volunteers related to the classes on race weekends. They work with competition director to disseminate, via electronic communication event schedules, supplemental regulations, and any other pertinent information concerning race weekend activities.

1.34.7 Chief Timing & Scoring

Maintains and distribute records of official times, lap and qualifying records, lap charts, and race results for all events.

Maintain records of entries, listing drivers’ full names, names of sponsors, Vehicle details with car number and registered transponder linked to vehicle.

Produce Official (FINAL) results once authorized by the Chief Steward. Grids or results will not be considered official unless signed by the Chief of Timing and Scoring.

Maintain direct and uninterrupted communication with the Chief Steward and the Starter whenever cars are on course.

1.34.8 Press Officer

The Press Officer is responsible for coordinating all official press related media, and track publicity activities at PWC events.

He will manage press conferences and act as the press liaison to track promoters, sponsors, etc.

1.34.9 Registrar

The Registrar is responsible for certifying and processing all late entries, credentialing all drivers, crew members, officials, and corporate members.

1.34.10 Starter

The Starter operates under the supervision through direct communications with the Chief Steward. All competing drivers shall be under the orders of the Starter and the flag he is using to communicate.

2.0 ADMINISTRATION

2.0.1 Organization of Events

Must be through SCCA Pro Racing, and/or its designee.

2.0.2 Required Approval

The name, or emblem, of SCCA Pro Racing shall be associated only with events sanctioned by SCCA Pro Racing. All other use is prohibited.

2.1 INSURANCE REQUIREMENTS

All events sanctioned by SCCA Pro Racing must be insured for Event Liability and Participant Accident coverage. See the current year SCCA insurance handbook for details.

2.2 REQUIREMENTS: EMERGENCY AND MEDICAL

The following minimum requirements shall always be in effect, or else the event may be halted immediately: These are: Medical and fire equipment as specified in Sanction Agreement. Pre-arranged plan to cope with major emergencies.

2.3 EVENT ENTRY REQUIREMENTS

The WCV shall determine the maximum number of vehicles, which may be started simultaneously on any course and posted in supplemental regulations. NOTE The qualification for limited entry events will be posted in a PWC bulletin and supplementary regulations. All entrants must complete the mandatory SCCA Pro racing forms for each event. An accepted entry in accordance with the PWCRR, and any relevant Supplementary Regulations, shall constitute a contract, binding an entrant to take part in the competition entered. A breach of such contract may be treated as a breach of the PWCRR.

2.3.1 Falsification of Entry

Any falsification on an entry form will void an entry. It may be deemed guilty of a breach of the PWCRR with the entry fee forfeited.

2.3.2 Debts, Outstanding Payments

Debts, bad checks, outstanding payments will result in suspension of competition privileges, until debt and service charges are paid (A Service charge minimum of $50.00 to cover bank, and WCV, clerical processing.). Upon two such occurrences, participant will be required to pay by cash or cashier’s check for future entries and other costs.

2.3.3 Refusal of Entry

PWC may deny entry to any entrant whose conduct, associations, or affiliations, on or off, the track, are deemed not conducive to the best interest of this sport, or who has breached any items listed in breach of the rules. Notification will then be sent to entrant’s address on entry form and/or using the contacts email

2.3.4 Entries not Accepted

Prepaid season entries not accepted to limited entry events due to space limitations will receive 100% refund. Additionally, the entry will be eligible to receive double points for the next races matching the number of races not accepted by the series due to space availability. Refunds require a written request to the administrator of the series

2.3.5 Withdrawal of Entry

Withdrawn entries MUST be received in writing via fax or e-mail prior to the opening of on-site registration for any event refunds to be administered.

2.3.6 Refund of Prepaid Season

All full season prepaid entries, that for any reason are unable to attend all the events will be eligible for a refund of 50% of the prepaid full season amount paid for that event. Maximum refunds for the 2015 season will be three events. Requests must be submitted in writing no later than 15 days prior to the event.

2.3.7 Refund of Pay per Race

All entries that elect to pay on a per race basis, that for any reason are unable to attend the event, and request a refund in writing 30 days prior to the first official day of that event, will be eligible for a refund of 100%. All other refund requests in writing up to turning a wheel in an official practice session will receive an 80% refund for that event. Once a wheel is turned in an official practice session, the entry is not eligible for a refund

2.3.8 Driver/Team Sponsor Packages

Priority entry into SPGP and LBGP will be given to teams who purchased a sponsorship funding package and prepaid the first (3) three events by the COTA deadline. These event payments will not be refundable. All refund requests must be submitted in writing to [email protected] and [email protected]

2.3.9 Transfer Policy.

Prepaid Season No transfers will be given for Pre-Paid Season entries. Please refer to refund policy.

Pay Per Race All entries that elect to pay on a per race basis, that for any reason are unable to attend the event, and request an event transfer in writing 30 days prior to the first official day of that event, will be eligible for an event entry transfer for the next event. Transfers will not be granted when notice is given less than 30 days prior to the first official day of the event. Please see refund policy.

All transfer requests must be submitted in writing and emailed to [email protected] and [email protected]. If no refund or transfer request is made within the deadline, event entry fees will be forfeited.

2.3.10 Prize Money Payment

Each team/driver must have a federal W-9 tax form filed with WCV before prize money will be paid. When the results are FINAL and not under appeal, Payments will be through direct deposit to the bank account on file with WCV or cheque.

Any outstanding debts, or monetary penalties, to WCV shall be deducted from earned prize money, or a team may be invoiced if the earned prize money is insufficient to cover the debts, penalties, etc.

2.4 VEHICLE REGISTRATION

All cars must be registered with the entrant submitting the Vehicle Registration Form and a service fee to Staci Langham at PWC Racing. Registered competitors will receive all emails bulletins, series decals and patches, together with the car number which must be used for the year.

Acceptable numbers include 1 through 99. Registration questions can be directed to the Staci Langham, [email protected].

2.5 NUMBER REGISTRATION

Deadline for Number registration is midnight 12/22/15. No. 1 remains reserved for the previous season Drivers’ Champion of that class. It will not be re-issued if not used. The following priority is used for remaining numbers.

1st First priority will be given to teams that re-register their 2015 car number/vehicle and prepay for a full season by 12/22/2015.

2nd Second priority will be given to teams that register the vehicle and prepay for a full season by 12/22/2015 NOTE: Teams that register the vehicle, purchase the sponsorship funding package, and prepay the first 3 events by 12/22/2015 will have the same priority as full season entries. These 3 events are not refundable

3rd Vehicle registration submitted first.

If a driver changes cars within the same team, he may transfer his number to that car.

2.6 VEHICLE DECAL IDENTIFICATION

NOTE: All information for Sections 2.6-2.7 can be downloaded from the series website section on decal and clothing guidelines on the series website Only official Series decals and patches shall be displayed. Competing Series identification must be removed. Any Advertising and symbols displayed on the car and driver’s suits must be in good taste, and outside the reserved areas. PWC Officials reserve the right to disallow decals, patches and/or emblems from companies which may compete in the marketplace with series sponsors. Series decals and patches shall not be modified, cut, or

trimmed in any way. Teams unable to fit mandatory decals in position o r “Reserved Area” must contact the Technical Manager to work out an

approved alternative. Penalties up to $750 and/or points will be given for each missing decal

2.6.1 Reserved Area

The reserved square area is (42”x42”). It is defined from the rear of the front wheel opening back to the center of the front doors, and from the bottom of the window opening down; all other advertising is prohibited in this space. The windshield is also a reserved space for driver LAST name and Series Decals ONLY.

2.6.2 Car Numbers

Car numbers are required on all four sides of the car. They must be Black in color for the doors and must be of the same font, size, and stroke supplied by the series. Font name is “Dom Casual” Additionally, the car number is required on the right hand side of the windshield above the drivers’ name beginning at the first letter of the driver’s last name in white and rear bumper/fascia in a contrasting color. Numbers must be within 3” of the A pillar, a minimum (8”) high with (1.5”) stroke. The number on the rear bumper/fascia should be (8”) high (1.5”) stroke.

2.6.3 Drivers Name

The driver’s LAST name must be clearly seen without obstruction on the lower right corner of the windshield and the rear side windows. The first letter should be capitalized with the remainder in lower case. Decals must be white, in Helvetica Bold (or like) font at least 3” high. Cars without rear windows shall have the driver’s name placed on the B-pillar, or other pre-approved location by the series. Other designated series decals must be affixed as specified on the decals location sheet. NOTE: Decals are to be supplied by the competitor.

2.7 CLOTHING IDENTIFICATION INFORMATION

All team members in pit lane during official sessions must wear clothing conforming to series guidelines listed in the clothing and decal guide. Drivers’ suits should be compliant and “zipped up” on podium and media interviews. Teams must also submit a photo or drawing of their driver and crew clothing to the series for approval to enter the competition.
