4The evolution of planning in Malaysia has been through such dynamic changes. More people are aware of the importance of good and quality planning. In our effort to encourage members to move towards planning excellence, the MIP aims to acknowledge projects and works which are able to respond to the market needs.

The Malaysian Institute of Planners (MIP) Awards for Planning Excellence demonstrate excellent practices, leadership and achievement in planning and the planning profession. The Awards offer the opportunity to share achievements and to be judged by peers.

This will be the eighth year of the Awards, which first commenced in 1998. As we continue to be committed in delivering excellent service, further improvements and refinements have occurred. The MIP has expanded the Awards with new categories to celebrate the multidisciplinary nature of the planning and the holistic leadership in this field.

Participating in the Planning Excellence is an important way to demonstrate your commitment towards advancing the profession as well as contribute towards a better future of our country, Malaysia.

6S p e c i a l R e c o g n i t i o nPresident’s AwardThe award honors Malaysia’s most outstanding planner who has shown great leadership in the field, inspirational for others in the profession and who has contributed towards initiatives to transform the field of planning towards a developed nation.

Place Making and Public Space AwardThis award recognises place making and public space projects that are realized and has demonstrated significant improvement to the physical or environment quality of an area, thus contributing significantly to the economic and social well-being of a community.

Strategic Planning AwardThis award recognises a comprehensive or general plan, projects in rural, suburban, regional areas and major schemes and regeneration in larger urban areas.

Design Excellence AwardThis Award recognises a master plan that has or will have a positive impact on the physical or environmental quality of a place or the economic or social well-being of a community.

Low Carbon City AwardThis award recognises any project that implements low carbon city initiatives promoted in the Low Carbon Cities Framework (2011).

Innovative Planning AwardThis award recognises any new and emerging planning initiatives that supplement or precede more traditional planning efforts and are helping to shape the community. This award is for a specific planning tool, practice, programme and process.

7Community Based Planning AwardThis award recognises initiatives in best practice towards public engagement that achieves an outstanding and innovative contribution to social planning practices and outcomes.

Heritage and Conservation AwardThis award recognises a scheme or project that makes an outstanding contribution to heritage and conservation. This award will create awareness of the need to maintain quality urban fabric that would create an identity and sense of belonging.

Planning Service Excellence AwardThe award recognises the achievements in translating good planning processes and practices that are beneficial for the community for industry players as well as for the government.

Planning Scholar AwardThis award recognises efforts and achievements in public promotion and documenting of planning issues, thoughts and innovations.

Young Planner of the YearThis award recognises the outstanding contribution or achievement of a young individual to the planning profession.

Outstanding Student ProjectThis award recognises outstanding projects/papers by a student or a group of students.

8The award honors Malaysia’s most outstanding planner who has shown great leadership in the field, inspirational for others in the profession and who has contributed towards initiatives to transform the field of planning towards a developed nation.

Significant project, process, system (contained in a substantial report, book, thesis, article or piece of research) or a person who makes an outstanding contribution to planning generally, and which is not really identified as belonging to any other category.

Who Can Nominate?

Nominations are not sought for this category. This Award is judged by the President and Past Presidents of the Malaysian Institute of Planners and eligibility is at the discretion of the President.

9This Award honors the most creative project or building or development.

This award is for the creation or restoration of a public space, which is valued and accessible to local community and visitors, through the quality of its public realm, urban design, landscape quality, streetscape or successful integration of surrounding uses and creation of a sense of place.

Emphasis is on how a project demonstrates consideration on physical character, readability, physical and social integration with the existing urban fabric, adaptability of spaces, pedestrianism and alternative transportation modes, sustainability and healthy living.

Who Can Nominate?

This category is open for public nomination.

What to Submit?

A short report, approximately 5 x A3 pages (font size 12, 1.5 spacing) consists of:• Project Name and location• Status, size/scale and nature of project• Objectives and strategies of project• Name of key leader(s), partner-organisation(s) and /or other stakeholders• Results and lesson learnt. The award emphasises on the contribution that advances the science and art of planning. It is awarded for an outstanding quality of any of the following plans:

• Regional Plan• Structure Plan• Local Plan• Special Area Plan• Strategic Planning*Submission of projects other than the above mentioned plans will be subjected to the eligibility evaluation by nomination secretariat before it can be considered by award judges

11This Award recognises a master plan that has or will have a positive impact on the physical or environmental quality of a place or the economic or social well-being of a community.

This category is awarded for an outstanding quality of a Master Plan. Submission of projects other than that will be subjected to the eligibility evaluation by nomination secretariat before it can be considered by award judges.

12 LOW CARBON CITY AWARD

This award recognises any project that implements low carbon city initiatives promoted in the Low Carbon Cities Framework (2011).

The award emphasis on initiatives that demonstrate efforts in implementing low carbon cities framework (2011) and how the initiatives helped to reduce the GHG emission. This category may cover small or large scale township. Submission can be based on one-system approach or city-based approach. Refer to Low Carbon Cities Framework (2011) for further details. Submission of projects other than that will be subjected to the eligibility evaluation by nomination secretariat before it can be considered by award judges.

The award emphasises on initiatives that supplement or precede more traditional planning efforts and are helping to shape the area planned for. Submission should demonstrate how innovative and state-of-the-art planning methods and practices helped to implement a plan or advance planning practices.

Submission for this category may be in the form of regulations and codes, growth management or design guidelines, land acquisition efforts, public/private partnerships, partnering of different public sector entities to drive a plan/project forward, applications of technology, handbooks, tool, programme or efforts that foster greater stakeholders participation.

15This Award recognises a scheme or project that makes an outstanding contribution to heritage and conservation.

This category honors efforts to improve the environmental performance of historical area/buildings or conservation of community built or cultural heritage. Submission should demonstrate how the project or plan has used or plan to use a place or community’s heritage to improve the physical or environmental quality of the place or the economic or social well-being of the community. The scheme must either involve the conservation/preservation of historic building or a wider area or cultural/intangible heritage or in other way capitalise on the history of a place and/or the community without jeopardising the heritage value and significance.

Eligible entries should include characterisation of project, appraisals, design statement and management plans alongside investment programmes.

18This Award recognises the outstanding contribution or achievement of a young individual to the planning profession as well as celebrating the leaders of tomorrow.

This category looks for leadership, outstanding work, effort and/or achievement by a Young Planner. The achievement could include demonstrated excellence in the professional workplace and an activity or project that furthers the practice of planning or improves planning processes. It is intended that this award will inspire other young planners to strive for excellence in their work.

Nomination is limited for one young planner only for each organisation and must be under 35 years of age.

It is awarded for a substantial project, research or thesis which makes a significant contribution to issues relating to rural, regional and/or urban planning. The project may focus or address one or more of planning elements such as sustainable development, low carbon initiatives, social planning, environmental planning, transport planning, urban design, economic development and planning law. 20 EVALUATIONCRITERIA

The criteria to select the winners shall be based on the following criteria and shall be at the discretion of the judges :

Sustainable DevelopmentHow far the submission has created economic, social and environmental benefit, addressing all aspects of sustainable development, including climate change adaptation/mitigation and the sustainable use of ecosystems.

OriginalityDemonstrate innovation, not merely repeating good work that exists elsewhere.

Methodology How the project is conceived and developed to the point of implementation.

Community InvolvementThe degree to which the community was involved and engaged in delivery of the project.

Implementation How the project can be implemented and effectiveness of the implementation strategy and/or programming.

Transferability How far a submission could be a model for work elsewhere or be developed further.

ImpactHow far the submission promotes the value of planning to the wider world, by demonstrating a clear innovation.

Overall PresentationJudge on organization and clarity of the text and graphics as well as completeness of submission. Consideration will be given to the ease with which contents and style are understood by the judges.

Your entry should demonstrate clearly how your project addresses each of these criteria and you are strongly encouraged to structure your submission accordingly.

21WRITTEN

Three (3) hard copies of each entry submission are required for the purposes of judging. All entries must be accompanied by written support materials including:• An abstract of 300-500 words suitable for media and promotional use;• One or more written testimonials from a client, community group or third party involved in the project of process,

and/or a peer review or statement; and• Proof of nomination being made with full knowledge of client or initiating body, and all entities involved in the

project (i.e. letter/email).

IMAGES

• A minimum of three (3) and a maximum of seven (7) images of the project are required on CD for the purposes of presentations and winners book;

• Photos should be clearly labelled. Please also ensure that the CD is clearly labelled on both the CD and the case and is separate to the electronic copy of the written submission; and

• Below are the basic requirements for the electronic images: - File type : Preferred JPEG/JPG or GIF - Resolution : 300 pixels per inch - Dimensions : at least 2,000 pixels (width or height)

23MIP reserves the right to retain all entries and their images and to publish (hard copy and online) the information submitted. Entries will not be returned to applicants, unless requested after nominating.

The entrants cannot make any claims or copyright or intellectual property of the projects entered. The applicant agrees to absolve the Institute from any liability relating to confidentiality or intellectual property issues that may be raised by any party.

MIP reserves the right to exhibit (for example at Annual General Meeting, AGM) or publish for Planning Bulletin or Annual Report any or all of the entries. By entering the awards, the applicants/owners give permission to MIP to publish, exhibit and promote the content of the submission. In all promotions, the Institute will endeavour to promote the name of the individual or organisation. All finalists must be prepared to submit further materials for exhibition and publication if required, such as additional images.

The applicants acknowledge that MIP has the right to reproduce materials in whole or part without payment on copyright.

ENTRIES WILL BE EXCLUDED:

• If incomplete, such that they do not contain all the information and images in the form required;• If received after the advertised closing date for the receipt of entries;• If it does not fulfill the binding clauses laid down in these conditions of entry; and• If no payment received.

The judges have the option to move an entry into a category that they believe best suits the entry and improve the chances of selection for an award. Entrants will be notified of any such changes.
