What is the Best Communities for Music Education (BCME) Program?

The Best Communities for Music Education (BCME) program is a signature program of the NAMM Foundation that recognizes and celebrates schools and districts for their support and commitment to music education.

BCME provides music educators, administrators, board members and advocates with visibility and support for their music education programs and their efforts to ensure access to all students as part of a well-rounded education.

As a national recognition program, BCME gives districts and schools tools to increase visibility and support for their music programs. Designees can receive either a Best Communities for Music Education Award (BCME), for their district, or a SupportMusic Merit Award (SMMA), as an individual school.

To be considered for a Best Communities for Music Education or SupportMusic Merit Award, applicants must complete a questionnaire about funding, graduation requirements, music class participation, instruction time, facilities, support for the music program and other factors in the community that affect access to music education for all students.

The Music Research Institute at the University of Kansas, verifies responses with district officials and advisory organizations review the data. Throughout the survey’s 17-year history, many districts have reported that making the Best Communities list has helped efforts to preserve and advance music education programs.

What is the difference between the Best Communities for Music Education Award and the SupportMusic Merit Award?

The Best Communities for Music Education award is an opportunity for a district to be acknowledged for their commitment to and support of music education.

A SupportMusic Merit award is an opportunity for an individual school—public, private, parochial or charter—to be acknowledged for its commitment to and support of music education. It is a “school-only” distinction award and is part of the Best Communities for Education program.

How was my community or school selected?

Your program was selected based on an application submitted by a representative of your district or school which provided information about funding, staffing, commitment to standards and access to music instruction. Data was analyzed statistically and verified via a follow-up audit.

What does it mean to my community or school to make the list?

The award recognizes the commitment of school administrators, community leaders, teachers and parents who believe in music education and are working to ensure that it is part of a complete education for all children. For the past 17 years, this designation has helped school music programs maintain and, in many cases, increase funding for music education programs. The award highlights music education as a national education issue and shows what your school or community is doing to provide opportunities for music learning. The award also enables educators to draw attention to music programs that are sometimes overlooked or not fully understood by members of the public beyond the school community.

My school or community received this distinction. What were the areas where our program was especially strong?

The detailed questionnaire measures a variety of factors, including budgetary commitment to music, opportunities to learn music, the presence of highly qualified, certified music teachers, adherence to state and national standards, types of musical experiences offered and opportunities for performance and competition, among others. To receive a Best Communities for Music Education or SupportMusic Merit Award designation, a community or school must demonstrate commitment to providing access to a high quality music education. You know your program best; your strengths will be obvious once you can complete the survey.

How many schools and districts annually apply for this honor?

During the 2016-2016 school year, the NAMM Foundation publicized the BCME survey application to the nation’s 14,000-plus school districts, in addition to independent schools. More than 2,000 districts and schools participated in the 2016 survey.

SECTION 2: Public Relations Tool Kit

How to get your story in your local paper, news website, or on TV/radio:

The Best Communities for Music Education designation provides an important opportunity to publicize your community’s commitment to music education. Media coverage helps to boost local awareness of music education in your community, potentially increasing support for and awareness of music programs in schools.

Step 1: Invite local media to visit your school or after-school program to take photos, shoot video and/or write about your designation

a) Customize the media advisory (page 8 & 9) for your district or school, and send it to the education reporters of your local newspaper, news websites and TV/radio assignment desks by email. Highlight what is unique or new about your music program, such as music students’ academic improvement, student or ensemble awards, recognition in county or state honors ensembles or partnerships with local music establishments and/or community organizations.

b) Follow up via email or by calling local media to encourage them to attend a brief student musical performance or your music program’s certificate presentation, and to interview/photograph/film students. In addition to mentioning the award and explaining what makes your program unique, describe the visual and/or acoustic appeal of this story, which is especially important for broadcast stories.

c) Ensure that your spokesperson is well prepared to answer questions. Also consider having an articulate student speak to the media about why music education is important to them.

Step 2: Coordinate the photo/video shoot

a) Ask participants’ parents or guardians to sign a photo/video release form (page 17). Photograph/film only those students with signed release forms.

b) Make the photo/video opportunity interesting by placing music stands, instruments and the award poster (page 22) around the music students. Encourage all participants to take part enthusiastically.

Step 3: Send out the Best Communities for Music Education press release

Customize the form (page 10 &12) and information for your district or school. Send the release by email to local newspapers, TV and radio stations and community websites. Include the best digital photo(s) taken at your event or of your music program. Include names and titles of the people in the photograph(See example on page 17).

Step 4: Share resulting media coverage with the community

a) Share media coverage via newsletters, district-affiliated websites and social media.

b) Frame news articles and display them prominently throughout the districts’ schools and administrative buildings.

c) Post the BCME logo/SMMA logo (page 22) on all websites and in music department email signatures.

Step 5: Promote news of your district’s/school’s accomplishment via the school’s Facebook and Twitter accounts and other social media platforms.

Ten Tips for Submitting an Op-Ed:

1. Adapt the suggested draft (see page 15 & 16) for your school or district. or write your own version.

2. Keep it 600 words or less. That will greatly increase your chance of placement.

3. Who is best to sign the op-ed? It should be a person who is credible in the community and knowledgeable in this subject area. Examples: District superintendent, school principal, music department chair, music teacher, parent of a music student. More than one person can sign (probably no more than two) so you can present the best team that will get your message across.

4. Visit the websites of daily, weekly and community newspapers in your city or region. Look at the bottom of the site for “Contact us” information.

5. Look for “newsroom contacts.” You’re looking for “editorial page editor,” “op-ed editor,” “community engagement editor” or a similar title.

6. If you don’t see contact info on the publication’s home page, look at the opinion page. This often has information on submitting an op-ed or guest commentary.

7. Once you’ve identified the correct person’s email, send your article with a short introductory note (one paragraph). Include your article in the body of the email; editors generally prefer not to receive attachments.

8. Include your credentials (or those of the writer(s)) at the bottom of your submission: “Sally Jones teaches band and orchestra at Smithville High School.”

9. It’s OK to submit to more than one paper at a time. If/when one publication accepts your article, you should inform that others that you are withdrawing from consideration.

It took a while, but our political leaders are finally catching up to this important idea: Music and the arts are no frill, but rather an indispensable part of living and learning. Legislation passed late last year by the U.S. Congress—the Every Student Succeeds Act (ESSA), which gave states and school districts more local control of their schools—also recognizes art and music as core subjects that must be part of a “well-rounded” education for every student. At a time when many are concerned about partisan gridlock in our nation’s capital, this new law passed both houses of Congress with overwhelming bipartisan majorities: 359 to 64 in the U.S. House and 85 to 12 in the U.S. Senate. President Obama signed the legislation into law in December.

ESSA replaces an earlier education law known as “No Child Left Behind,” which was often criticized for an overemphasis on testing, while leaving out subjects -- such as music. In the new law, music and the arts are listed as recommended subjects as part of a well-rounded education for all students. The legislation also protects classroom time for music and arts classes for all students; music and art classes can no longer be eliminated nor can students be pulled from these classes for remedial work in other academic subjects.

We’re honored that our school has been recognized with a SupportMusic Merit Award designation in 2016. The NAMM Foundation, a non-profit organization that promotes opportunities for people of all ages to participate in making live music, makes the designation in cooperation with The Music Research Institute at the University of Kansas, after first reviewing information on hundreds of schools and districts all across the country.

According to the results of a July 2014 Harris Poll®:

• Seven in ten Americans (71 percent) say that the learning and habits from music education equip people to be better team players in their careers.

• Two-thirds (66 percent) of Americans say that music education prepares someone to manage the tasks of their job more successfully.

• Three in five Americans (61 percent) say music education provided a disciplined problem solving approach, and 59 percent say it prepared people to manage tasks more successfully.

• Four out of five Americans (80 percent) believe their music education has contributed to their level of personal fulfilment.

Educational Benefits

• 87 percent of teachers and 79 percent of parents strongly believe music education has a positive impact on overall academic performance and improves cognitive function. Design an event that highlights your music ed program

Take your idea to school administration for approval

Submit your proposal to the school council or parent-teacher committee and ask for assistance

As soon as your plan is approved, book the space (if necessary)

Publicize your event

Send home photo/video release forms to be signed

Adapt the enclosed template media advisory for an event or photo op that incorporates your district’s/ school’s local music store

Send the media advisory to local media lists

Set up a media photo/video opportunity. Capture photos of students and presentation of BCME certificate/SMMA certificate

Adapt the enclosed press release template
