A.1-2 Section Highlights

The IEEE Kansai Section was established in November 1998. As of January, 2017, it comprises of 2,258 members (see B-1).

In 2016, we had six executive committee meetings, an annual section meeting and seven technical meetings.

In 2016, we held the Metro Area workshop 2016 in Kansai with great successes. We focused on connecting local electronics industries in Kansai area with students, researchers in universities/institutes and professionals and engineers in enterprises. As a result, overall 274 people attended to the MAW and half of them were non-IEEE members.

In 2016, we held an IEEE Milestones dedication ceremony with great successes, namely “Keage Power Station: The Japan’s First Commercial Hydroelectric Plant, 1890–1897”, which was nominated by the Kansai Section.

We strengthened the promotion of the senior member upgrade, resulting in the number of newly elevated senior members in our section in a year became eleven. Furthermore, the WIE and YP Affinity groups accelerated their activities. We have now thirteen technical chapters

3 including four joint chapters and three affinity groups (LM/WIE/YP), each of which is very active and makes the activities of Kansai Section even more extensive and attractive.

Kansai Section A.1-3-2 Annual Section Meeting

The Kansai Section had the Annual Section Meeting on February 2nd in 2016. The Committees, the Chapters, and the Affinity Group made presentations on their activities.

The Kansai Section commended 10 students for the best paper awards, 1 Young Professionals and 15 new Senior members.

Also, new Fellow members had presentations for their researches. A.1-3-3 IEEE Milestones dedication ceremonies

We organized one IEEE Milestone dedication ceremony with great successes. 1. Keage Power Station: Japan's First Commercial Hydroelectric Plant, 1890-1897

• Contributors: Kansai Electric Power Corporation and City of Kyoto

4 • Proposal Form Submitted: February 4th, 2015,

Board of Directors Approval: November 23rd, 2015 • The dedication ceremony followed by celebration party and commemorative

lectures was held on September 12th at Westin Miyako Hotel Kyoto • The plaque was presented by IEEE Past-President Howard E. Michel.

A.1-4 Major Chapter Activities

• The IEEE Industry Application Society Japan Chapter (IA-34) is scheduled to be the all Section Joint Chapter parented to the Tokyo Section.

• Currently there are 4 Joint Chapters where Kansai Section is the parent. Kansai Section alone Chapter is 9 Chapters. It is 22 Chapters that the Kansai section is participating in the Joint Chapter with the Tokyo Section parent.

A.1-5 Major Student and Affinity Group Activities

• The Student Branch of Ritsumeikan University held its annual English Presentation Competition at Biwako-Kusatsu Campus on October 7, 2016. It had 21 presentations including two presentations by the students of Tsinghua University. 30 participants joined from seven student branches of the Kansai Section. Five Excellent Awards and six Challenge Awards were presented to the best speakers.

• The first MDC, SAC and YP joint workshop was held to discuss action plans on June 18, 2016.

• The second MDC, SAC and YP joint workshop was held to discuss promotion of IEEE on November 11, 2016.

• Student Branch Chair Meeting was held on May 2 2016. Discussed the activities in the previous term and future plans for activities and deepened exchanges.

• WIE Affinity Group held the 3rd WIE symposium at Osaka Institute of Technology UMEKITA Knowledge Center on October 22, 2016, which garnered 43 participants. The symposium consisted of two invited talks and one workshop session. This workshop was co-hosted by YP AG.

• Life Members Affinity Group (LMAG) held the following two technical meetings with on-site tours, namely, (1) at the Archaeological Institute of Kashihara in Kashihara-shi on October 12, 2016 with 13 participants (2) at Otowa Electric Corporation in Amagasaki-shi on November 30, 2016 with 16 participants.

• The Kansai Section Student Paper Awards were presented to 11 recipients in 2016. • The Kansai Section Young Professional Award was presented to one recipient in 2016. • The Kansai Section medals were presented to 11 newly elevated senior members in 2016.

PART B - ORGANIZATIONAL ACTIVITIES

B.1 Membership Development Activities

The member statistics by grade in the section at the end of December, 2016 are as follows:

The Membership Development Committee has actively pursued the following projects to

increase the number of IEEE members in the Kansai Section in corporation with Student Activities Committee. 1. MDC organized two MDC, SAC and YP joint workshops on June 18, 2016 and November

11, 2016 to advertise and share the benefits of IEEE membership and to make a smooth transition for students from student membership to standard membership when graduated.

2. MDC periodically reviewed the membership statistics in major organizations (companies and research institutes) and shared them with the MDC members who are from those organizations.

3. MDC is continuously supporting the scheme to increase the number of Senior Members in the Kansai Section. Those IEEE members who wish to be a senior member can contact MDC and get quick and precise assistances. The application instructions for Senior Member grade on the section’s website were revised and became more informative, resulting in the number of newly elevated senior members in our section in a year became eleven.

4. To advertise IEEE membership, posters, leaflets and ball point pens with IEEE logos were presented at local technical meetings and workshops.

5. Email to promote renewal was sent to all IEEE members in Kansai Section. 6. The IEEE Kansai Section Medal is presented to new Senior Members. The medal is

8 designed with a portrait of Gennai Hiraga, who was a multi-talented person, especially known as writer and inventor in Edo era, and assembled Japan’s first electrostatic generator (called Elekiter), which used the power of friction to generate electricity. We presented the medals to eleven new Senior Members at the annual section meeting on February 22, 2017.

As a result of these efforts, Kansai Section achieved to the both goal of recruitment and retention rate set by the Membership Development in Region 10 and got the Gold Medal Award.

• The Kansai Section has seven student branches: Osaka University, Kyoto University, Ritsumeikan University, NAIST (Nara Institute of Science and Technology), University of Hyogo, Kansai University, and Doshisha University.

• The Kansai Section tried to form a new student branch, but we could not form new student branches.

• Those seven student branches are all active. • The chairs of the student branches held SB Chair Meeting on May 2, 2016, where they

reported their activities and discuss action plans. • The Student Activities Committee (SAC) organized two MDC, SAC and YP joint

workshop on June 3, 2016 and November 24, 2016 to support young and women members.

• The SAC founded the Kansai Section Student Paper Awards to encourage student members of the Kansai Section in their research activities of presenting excellent papers at IEEE international conferences and in IEEE Transactions. In cooperation with the Awards Committee, we selected eleven award recipients in 2016.

• The Student Branch of Ritsumeikan University held its annual English Presentation Competition at Biwako-Kusatsu Campus on October 7, 2016. It had 21 presentations including two presentations by the students of and Tsinghua University in total and 30 participants joined from seven student branches of the Kansai Section. Three Excellent Awards and three Challenge Awards were presented to the best speakers.

• The 1st Student Branch Research Exchange Meeting was held on July 23, 2016 at Osaka University. An invited speaker and several student members presented own research to other student branch members.

• As a networking activity, Kansai Section Student Branches exchange meeting was held on December 23, 2016 at Osaka University.

B.5 Affinity Group Activities B.5-1 Young Professional Affinity Group

• In 2016, while introducing group activities at MAW, we organized various events jointly with WIE and SAC.

12 • The first MDC, SAC and YP joint workshop was held to discuss action plans on June

18, 2016. • The second MDC, SAC and YP joint workshop was held to discuss promotion of IEEE on

November 11, 2016. B.5-2 WIE Affinity Group

• WIE Affinity Group held the 3rd WIE symposium at Osaka Institute of Technology UMEKITA Knowledge Center on October 22, 2016 with 43 participants. The symposium consisted of two invited talks and one workshop session. This workshop was co-hosted by YP AG.

• On Aug. 5, 2016, WIE joined in the Metro Area Workshop (MAW) in Kansai 2016 and presented our activity at a poster session.

• WIE co-sponsored and joined in the IEEE Japan SYWL Workshop Kansai 2016. • WIE co-sponsored the 8th Career Development Essay Contest for Young Professionals

and Women Engineers. • WIE contributed to the Girls Science Camp, which encourages female junior high and

high school students to choose STEM career paths, in corporation with Doshisha University on August 10, 2016. This camp was held as part of a Japan Science and Technology (JST) Agency program.

• WIE had five officers meetings in 2016 for discussing our action plans and for preparing the WIE symposium and MAW2016.

• LMAG had four officers meetings in 2016 to discuss action plans. • In corporation with TPC, LMAG held the following two technical meetings with on-site

tours, namely, (1) at Archaeological Institute of Kashihara, Nara Prefecture in Kashihara City, Nara Prefecture on October 12, 2016 with 15 participants and (2) at Otowa Electric Co., Ltd. in Amagasaki City, Hyogo Prefecture on November 30, 2016 with 11 participants.

• LMAG issued "Kansai-LMAG Newsletter" in June and September by email and on the Kansai Section WEB. Through these activities, LMAG has developed up-to-date LMAG members' network. The new officers in 2017 were announced in September issue.

• The newly designed Kansai LMAG pin-badges were made and delivered to LMAG activity participants.

• The new activity plan called “LMAG Salon” was realized. More frequent and frank discussion is expected.

• LMAG also joined the Metro Area Workshop held in August.

B.6 Awards & Recognition Activities

• The Kansai Section Student Paper Awards were presented to eleven recipients in 2016. • The Kansai Section Young Professional Award was presented to one recipient in 2016. • The Kansai Section medals were presented to eleven newly elevated senior members in

2016. B.7 Communication Activities (Newsletter, Home Page, E-mail etc.)

• We issued two newsletters in June and September, 2016. They reported section annual meeting and Young Professionals and student awards announcements and results and new officers and new executive committee member candidates as well as summaries and announcements of the past and upcoming technical meetings.

• The Kansai Section website was renovated and reopened in September 2011. Since then, it has been actively updated. The “what’s new” page shows there were more than twenty-five items that were updated in 2016. The URL is http://www.ieee-jp.org/section/kansai/

• We also actively used Mailing List for timely announcements of upcoming events.

• Membership Recruitment reached 106.3% of Region 10 Recruitment Goal. • Membership Retention reached 100.5% of Region 10 Retention Goal. • As a result, Kansai Section received a gold medal from Region 10.

B.9 Humanitarian Technology Activities B.10 Community Activities PART C - OTHERS C.1 Special Events Metro Area Workshop (MAW) in Kansai 2016

Metro Area Workshop (MAW) in Kansai 2016 was held in 4th-5th August at Doshisha University. It was the second MAW in Japan, following the first one held in Tokyo last year. The purpose of this MAW in Kansai was to energize local electronics industries in Kansai area by connecting students, researchers in universities/institutes and professionals and engineers in enterprises.

As a result, overall 274 people attended to MAW and half of them were non-IEEE members. Four companies (Sumitomo Electric Industries, OMRON Corporation, Mitsubishi Electric Corporation, ROHM Semiconductor) sponsored. Three companies (NTT Communication Science Laboratories, Takebishi Corporation, Sharp Corporation) exhibited their technologies.

Taking advantage of this opportunity, we strongly encouraged non-IEEE members to apply for IEEE membership so that we expect the number of members in Kansai Section will increase in due time.

• The Student Branch Leadership Training Workshop was held on August 6th. The Kansai Section collaborated with the Student Activity Committee of Japan Council.

• SYWL Workshop held on August 6th also was collaborated with the Student Activity Committee, YP AG, WIE AG and LMAG of Japan Council and Tokyo Chapter.

• WIE Symposium held on October 22th was collaborated with WIE of Japan Council. WIE Chair of Japan Council was attended and made speech.

plans D-1-1 Executive Meetings

We will have five executive committee meetings this year. We already had two executive committee meetings in January and in February.

D-1-2 Membership Development Committee In 2017, we will engage in activities to increase membership. Especially, we aim to increase the number of members by inviting an organization who has a large number of members and does not commit members to MDC & SAC and increases the number of new members.

D-1-3 Nominations Committee Regarding the Fellow Nomination in 2018, we request the present Fellow in the Kansai Section to recommend the new Fellow and encourage the current senior to be Nominee as well.

D-1-4 Student Activities Committee We will organize events dedicated to lectures, tours and IEEE activities for students, and aim to further increase student membership. In cooperation with existing 7 university SBs, we will also actively provide services to student members and promote membership expansion for universities where SBs are not installed.

D-1-5 Awards Committee The AC will conduct the selection process for the IEEE Kansai Section Young

Professionals Awards and IEEE Kansai Section Student Paper Awards. D-1-6 Chapter Operations Committee The COC will promote cooperation between chapters and will work to establish new

chapters and extend existing chapters into joint chapters in the Kansai Section. D-1-7 Technical Program Committee

We aim to organize more than 5 events. We will also positively hold seminars on cross-cutting / interdisciplinary fields, innovation and globalization that do not belong to specific chapters.

D-1-8 Affinity Groups Life Members Affinity Group

In cooperation with YP and SB, LMAG members participate in activities. We will issue “Kansai-LMAG Newsletter” by email and on the Kansai Section WEB.

15 WIE Affinity Group Recruit members who agree with WIE activities, and strengthen the management system. Promote WIE activities in Kansai, in collaboration with Student Branch, YP, LMAG, JC WIE, other activities related to women's support of academic societies and others. YP Affinity Group

We will continue to co-organize events such as workshops with MDC, WIE symposium, essay contest with Tokyo YP, English presentation tournament with Ritsumeikan SB and so on. As a single event in the first half of 2017, we will tour a plant in the Kansai area. We will also promote exchange among young researchers and engineers who are participants. Plan a casual exchange meeting where researchers and engineers from different fields can participate.

D-1-9 Chapters Each chapter will hold various events including technical meetings, workshops and conferences.

D.2 Goals and Future Plans

Information obtained in face to face meeting with academic community is actually beneficial for daily activities for both of academia and company researchers. Kansai Section will continue to provide a useful place especially for young members of universities and companies.
