On Friday, August 5th, 2016, Vanderlei de Lima lit the Olympic cauldron to signify the beginning of the Games of the XXXI Olympiad in Rio de Janeiro. De Lima was not a gold medalist, nor a legendary Brazilian champion. He was, however, the right man for the job because he emulated the true spirit of the Olympic Games. During the 2004 Athens Olympics, de Lima unpredictably led in the final stage of the marathon. His best time for 26.2 miles was nearly four minutes slower than that of the pre-race favorite, Kenyan Paul Tergat. As the front runner, however, de Lima was in position to pull off the mighty upset, until with four miles left in the historic race, a spectator pulled him into the crowd for several fateful seconds before a bystander intervened, allowing him to get back on course. He only lost seven seconds, but it ended up being the death knell to his gold-medal hopes. De Lima was passed by two runners, but he held on for the bronze medal and showed unusual grace in the face of what had happened 20 minutes earlier. Although he did not win, he was widely recognized as having embodied the Olympic spirit. And, 12 years later, he was bestowed the great honor of final torch bearer, igniting a flame that he had symbolically lit in the hearts of millions who had watched him cross the finish line, giving his best in 2004. At IAPD, we join those striving to be the best at Illinois park districts, forest preserves, conservation, recreation and special recreation agencies, those who have that same unwavering human spirit in their hearts, fueled by something much more valuable than gold, silver or bronze. The reward we all receive for our hard work is that we get to be a part of making our communities and Illinois a better place. We are dedicated to helping our members through an array of programs and affinity partnerships designed to make it easier for you to protect parks and open space and provide services to your constituents that bring families together, offer safe places for children to grow, provide camaraderie and purpose for seniors, and preserve natural areas. The Illinois Association of Park Districts provides a full spectrum of educational workshops, webinars, publications and a content-filled website designed to assist board members and professionals with the tools they need to be the best in everything they do. Our newsletters, legislative updates and social media posts provide timely information allowing our members to take quick action on important issues. And, we promote grassroots legislative advocacy to protect funding for our agencies, such as this year’s full release of OSLAD and PARC funds – a great achievement considering the State’s challenging budget issues. We encourage you to review our 2016 Annual Report to learn about the many ways IAPD carries the torch alongside our membership to light the way for Illinois parks, recreation and conservation.

IAPD’s perseverance in overcoming the obstacles created by the State’s budget crisis resulted in the full release of OSLAD and PARC funds along with several other great achievements that will provide our member agencies with increased opportunities to make their vision come true.

In 2016, IAPD:

• Successfully advocated for the passage of House Bill 4536/Public Act 99-0771, which provides park districts, forest preserves and conservation districts the ability to save time, expense and administrative burden by raising the bid limit threshold from $20,000 to $25,000.

Always available to speak with board members and executive staff, we responded to more than 350 legal inquiries and distributed more than 30 weekly legislative alerts, updates, legal news briefs and legislative advocacy videos to keep members informed of recent court decisions, new federal rules, important election information, deadlines and training opportunities.

• Worked with members of the Governor’s administration, the IDNR director and other key legislative leaders and staff to convey the importance of appropriating funds for OSLAD and PARC in the June stop-gap budget. This successful communication strategy protected these funds from special fund sweeps and resulted in a $50 million appropriation for OSLAD and a $50 million appropriation for PARC in a budget that contained relatively little capital appropriation aside from transportation expenses.

• Published the 2nd edition of IAPD’s Guide to Public Sector Employment Laws, which was carefully reviewed to ensure the inclusion of all recently enacted laws. This latest version is enhanced with new legal checklists, sample policies and other tools.

• Developed a newly-designed, all-inclusive publication on Legislative Advocacy for all IAPD Legislative Conference attendees. This valuable resource included simple steps for success and featured legislative tools and advocacy tips.

• Partnered with the University of Illinois on a research report that included a national literature review on the issue of local government consolidation. The report concluded that consolidation does not save taxpayer dollars and, in fact, may result in higher costs for local taxpayers.

• Attended all 16 meetings of the Governor’s Local Government Consolidation and Unfunded Mandates Task Force. Our active participation resulted in an invitation from Lt. Governor Sanguinetti to speak at a task force press conference. IAPD was commended for the information that we provided about the impact of unfunded mandates on park districts.

• Tracked 729 different bills and monitored more than 1,800 bills for their impact on the IAPD membership and the citizens they serve.

• Attended all 10 legislative breakfasts in member districts held throughout the state, interacting with more than 50 legislators and 525 IAPD members.

Each of us working in parks, recreation and conservation has a fire in our hearts for improving the quality of life for all citizens. IAPD keeps this fire lit by providing an array of public awareness opportunities that help our members relay positive messages and build support for parks, recreation and conservation.

• Parks Day at the Capitol reached maximum capacity with park, recreation and conservation agencies showcasing their programs, services and natural areas with the theme: Discover the Power of Park Districts and Forest Preserves. 95% of IAPD members made contact with their legislators while exhibiting at Parks Day.

• Colorful banners entitled Discover the Power of Parks, featuring photos from Illinois park districts and forest preserves, were placed on the light poles surrounding the State Capitol for a month in conjunction with Parks Day and the Legislative Conference. The banners relayed positive messages to members of the Illinois State Legislature and the public.

• The Flying 4 KIDS Statewide Kite Fly attracted more than 4,000 citizens. Kite fly events promoted the Park District Youth License Plate program, which provides funding for beyond school programs at IAPD member agencies.

• The 23rd annual Park District Conservation Day featured television and radio interviews by IAPD leadership and brought nearly 500 representatives of Illinois park, recreation, and conservation agencies to the Illinois State Fair to showcase their programs to nearly 40,000 fairgoers at seven high-traffic areas throughout the fairgrounds.

• More than 250 guests joined IAPD for the 10th annual Best of the Best Awards Gala. This prestigious event garnered positive news stories and paid tribute to park commissioners, businesses, media and citizen volunteers who contribute countless amounts of their time, talents and resources to the park, recreation and conservation mission.

• The 2016 IAPD Golf Guide was published, distributed and posted as a .pdf on the IAPD website as an outstanding resource for golfers around the state. The guide featured a comprehensive list of member golf courses in Illinois complete with photos, contact information and highlights of each course.

• IAPD’s Park District Youth License Plate Marketing Kit, containing print and website ads, flyers, posters and audio/visual public service announcements, was sent as a complimentary member benefit to numerous agencies to enhance their promotional endeavors. Sales of the youth license plate generate more than $30,000 a year for IAPD members through the PowerPlay! program.

• IAPD promoted the health, economic, social and environmental benefits of park, recreation and conservation agencies in the Illinois Issues 2016 Roster of State Government Officials, a widely popular publication used by members of the Illinois General Assembly with a circulation of 3,000.

The Illinois Association of Park Districts helps train the most knowledgeable park, recreation and conservation agency board members and professionals in the country with educational workshops, seminars, webinars, publications and online tools designed to ensure that our members experience the thrill of achieving their goals.

• The 2016 IAPD Leadership Institute featured five premier educational sessions designed to foster leadership skills, boardmanship and professional success among board members, executive directors and staff.

• Our 2016 Soaring to New Heights Conference at the Hyatt Regency Chicago brought together more than 4,500 park, recreation and conservation agency board members, professionals, staff, students, legislators and businesses to learn about the latest trends, products and services.

• IAPD provided more than 50 educational programs in 2016 including Cybersecurity – Protecting your Agency and your Patrons; Partnerships and Intergovernmental Cooperation; Highly Effective Boards and How to Create One; Transgender Rights; and Essential Elements of a Successful Investment Program. Networking at these programs by board members across Illinois led to the sharing of best practices and new friendships.

• IAPD offered several outstanding webinars this year, including From Posts to Profits - How to Increase Awareness and Generate Revenue Using Social Media; Know Before You Fly – Drones 101; Leading Community Engagement and The New Overtime Rules for Executive, Administrative and Professional Employees. More than 400 board members and professionals participated in this convenient form of IAPD education.

• The 38th Annual Legislative Conference and Reception featured a combined total of more than 700 attendees who networked with legislators and learned powerful strategies to keep up with the legislative process, tell stories through economic data and effectively communicate the benefits of park, recreation and conservation agencies to legislators. Jak Tichenor, host of the PBS television series Illinois Lawmakers, presented Capitol Insights from a Veteran Statehouse Broadcaster.

• The first annual IAPD Leadership Classic presented an outstanding opportunity for IAPD member park, recreation and conservation agency commissioners, directors and staff to invite their local leaders for a day of networking and golf.

• IAPD’s 2016 Legal Symposium featured a robust agenda that provided the sold-out audience access to top legal experts who guided them through the hottest topics in park district law including employment and labor law updates; drone regulations; new guidance on retaliation, employer-provided leave and other recent activities at the EEOC.

• IAPD published the 2016-2017 Benefits of Membership as both a hard copy and an interactive .pdf. The electronic version featured more than 700 hyperlinks to the IAPD website and external resources providing convenient access to grant information, practice tools, educational materials, governance tips and much more.

• IAPD produced six issues of Illinois Parks & Recreation magazine, featuring informative articles on foundations and fundraising, golf trends, partnerships that drive fitness initiatives, aquatics, parks designed to match community interests and marketing.

An exclusive conference app was unveiled this year, enabling attendees to effectively manage their conference schedules and receive alerts and reminders at the touch of a button.

IAPD’s cost-saving programs, grants and other incentive plans are invaluable to helping our member agencies thrive even in the most challenging of economic times.

The IAPD membership benefited from the release of $100 MILLION in OSLAD and PARC grants this year.

• IAPD member agencies received $50,000 in PowerPlay! grants in 2016. • IAPD’s Eagle Eye Neighborhood Park Watch Program is saving 48 agencies in 14 states thousands of dollars in expenses associated with crime

and vandalism.• Nearly 700 Friends of Illinois Parks contributed to the protection and enhancement of parks, open space and the quality of life in Illinois. • More than 300 golfers, corporate sponsors and guests joined IAPD for our 15th Annual Summer Golf Tour to network and raise funds for

Friends of Illinois Parks programs and research.• IAPD partnered with Living Lands & Waters in the Million Trees Project to plant 15,233 trees in 2016.

Throughout the four-year partnership with Living Lands & Waters, 107,271 trees have been planted by IAPD member agencies. • IAPD continued to negotiate money-saving relationships with several organizations to offer our member agencies discounted prices on products

and services. Our 2016 affinity programs include:- Bank of America Merchant Services – offers a specially-negotiated program of card processing services.- Call One - a single-source telecommunications provider and the nation’s largest reseller of AT&T products and services.- Colonial Life – offers cost-management solutions to help manage the rising cost of employee benefits and still provide employees with quality

benefits including flexible spending accounts, voluntary benefits and more. - IPARKS - a local government risk-sharing pool, providing park districts throughout the state with an alternative to traditional insurance.

IPARKS is tailored to meet the specific property and liability coverage needs of Illinois park districts and recreation agencies.- IPDLAF+ Class - offers a professionally-managed portfolio with a competitive money market rate and unlimited checkwriting privileges.

The Fund stresses “safety of principal” as the number one objective and has earned a AAAm rating by Standard & Poor’s.- Purchasing Card – a specialized credit card that enables agencies to streamline the buying process.- Seven Utility Management Consultants, Ltd. – provides professional consulting services for the purchase of

electricity and natural gas.

$596,450 total amount of PowerPlay! grants IAPD has awarded to its member agencies since the Park District Youth License Plate Program, which funds the grant, began.

The Illinois Association of Park Districts is committed to doing our best to provide exclusive programs designed to maximize our members’ resources and advance their mission, goals and objectives.

• IAPD’s Board Development and Self-Evaluation Program continued to thrive in 2016 with numerous agencies receiving specialized assistance in defining roles and responsibilities, describing duties for oversight and governance and determining leadership within their agencies.

• The Board Member Development Program enabled board members throughout the state to track their volunteer service and accomplishments on their local board as well as state and national service through the accumulation of Board Development Units.

• IAPD’s Director Search Program continues to make hiring the best executive easier for boards. This program’s proven track record has placed 120 executive directors/CEOs throughout the state since its inception.

• IAPD published the 2016 Buyers’ Guide, the yellow pages for Illinois park, recreation and conservation agencies. • IAPD worked with aQity Research & Insights to conduct a statewide survey of W-2 and revenue data for park

districts, forest preserves, conservation districts and special recreation agencies and to investigate the role these agencies represent as employers and job generators.

• Nearly 40 different categories of financial, tax levy and demographic information for every IAPD member agency was integrated into our extensive database to create a great new member resource.

• IAPD staff provided prompt responses to thousands of member phone calls, e-mails, text messages, social media posts and letters regarding grant applications, board matters, employment issues, legal questions, how to create a park district, strategic planning, goal setting and more.
