EXECUTIVE SUMMARY

The key activities undertaken under the National Forest Plantation Development Programe (NFPDP) during the 2016 plantation year (April, 2016 - March, 2017) are detailed in this report.
The NFPDP chalked its 14th year in 2016 in pursuit of its goal of “developing a sustainable resource base that will satisfy the future demand for industrial timber and enhance environmental quality, thereby relieving the pressure on the natural forest and increasing the forest cover”.
An area of 5,389.64ha of forest plantations was established on-reserve in 2016 comprising 650ha by the FC/Industry Plantation Fund in Dormaa Forest District; 4,237.8ha of plantations by 26 private commercial developers on-reserve nationwide (1,694.26ha under Public-Private Partnership (PPP) with the Forestry Commission) and 501.84ha under the Forest Investment Program (FIP).
An exercise to verify the extent of plantations reported established under the Modified Taungya System (MTS) and Community Forestry Management Project (CFMP), between 2002 and 2009, was undertaken in 2016. Generally, the verified figures are lower than reported. Further validation is required and ongoing. Final figures are expected to be released in 2017.
Off-reserve, African Plantations for Sustainable Development (APSD) established 1,337ha of Eucalyptus plantations in 2016 with a total area planted to date of 8,337ha.
Total reported area established to date under the NFPDP as at the end of the 2016 plantation year was 192,028.98ha (details on page 2 of this report).
Wildfire reports at the end of March 2016 indicated that 1,448.51ha of plantations within the 2002-2015 coupes were affected by fire during the 2016/2017 fire season (November 2016 – March 2017) compared to 10,015ha in the 2002 - 2015 coupes affected by fire last year. This was partly due to the relatively longer rainy season and mild harmattan conditions during the period.
In the year under review 4,493.76ha (38 compartments) of degraded forest reserve lands was retrieved from 23 poorly performing commercial developers and reallocated for plantation development. 119 compartments (14,999ha) in all were allocated in 2016 to 23 plantation developers. PPP allocations in 2016 was 4,396.92ha. A total of 146,555.8ha has been allocated to date (2016) to 316 private commercial developers, and 48,467.6ha to 8 PPP developers.
Collection of 1,521kg of teak seeds together with stand maintenance operations in 10 Teak Seed Orchards/Seed Production Areas was undertaken.
Twelve (12) nurseries were set up in 12 forest districts within the Transitional and Savannah Zones with high rates of charcoal production using proceeds from the Charcoal Conveyance fees to provide free seedlings for establishment of woodlots and amenity planting. 537,199 seedlings of various tree species were produced during the year at the nurseries with 331,641 duly distributed.
Teak trees with a standing tree volume of 29,753.2m3 were allocated for harvesting by logging companies. The trees were allocated within the 2002-2005 coupes of the Modified Taungya System (MTS) and the 2004 and 2005 coupes of the Government Plantation Development Project (GPDP/HIPC) stands with expected revenue of approximately GH¢5.24 Million.
An amount of GH¢2.18 Million was paid in 2016 to MTS beneficiaries (Farmer Groups, Land owners and forest fringe communities).
An amount of GH¢414,260.10 was paid as ground rent by private plantation developers on-reserve in 2016, and disbursed to the respective forest reserve landowners through the Office of the Administrator of Stool Lands (OASL).
7,595.34ha of the area planted by Zoil Services Ltd and Ecotech Services Ltd under the Expanded Plantation Program were classified as failed. Zoil Services Ltd has so far satisfactorily rehabilitated/replanted 9.6ha out of their area of 5,230.16ha to be rehabilitated while Ecotech Services Ltd has satisfactorily rehabilitated/replanted 130ha out of their area of 2,365.18ha to be rehabilitated. No rehabilitation/replanting operations were undertaken by the Service Companies in 2016.
A validation workshop was held on the Ghana Forest Plantation Strategy (2016-2040) at the Miklin Hotel, Accra on 22nd June 2016 with representatives of Traditional Authorities, Members of Parliament, MMDAs, NGOs and CSOs. The validated document was subsequently printed and launched on 23rd November 2016 at the Accra International Conference Centre by the Hon. Minister for Lands and Natural Resources, Hon. Nii Osah Mills.
With the coming into effect of the Ghana Forest Plantation Strategy (2016-2040), the publication of the NFPDP Annual Reports shall be subsequently replaced with Annual Progress Reports on the Ghana Forest Plantation Strategy (2016-2040). This publication shall therefore be the last edition of the NFPDP Annual Reports.

The Government of Ghana in 2001 launched the National Forest Plantation Development Programme (NFPDP) which has been implemented to date by the Forestry Commission under various components, based on specific funding sources and implementation strategies.
The goal of the NFPDP is to develop a sustainable resource base that will satisfy the future demand for industrial timber and enhance environmental quality, thereby relieving pressure on the natural forest and increasing forest cover.
The five (5) specific objectives of the NFPDP are: • to restore the forest cover of degraded forest lands;
• to reduce the wood supply deficit situation in the country;
• to generate employment as a means to reduce rural poverty;
• to improve environmental quality and provide an opportunity for the country to tap the emerging benefits from the climate change market for carbon sequestration; and
• to enhance production of food crops thereby contributing to food security in the country

A brief description of the implemented NFPDP components and their achievements is provided below:
2.1 Forest Investment Program (FIP) Plantations 2015-2020
The Forest Investment Program (FIP) is a targeted programme under the Strategic Climate Fund (SCF).The FIP is to finance country specific efforts to address the underlying causes of deforestation and forest degradation and to overcome barriers that have hindered past efforts to do so.
Broadly, the Enhancing Natural Forest and Agroforestry Landscapes (ENFAL) project is being implemented through World Bank (WB) funding on-reserve in the Western and Brong Ahafo regions and within an off-reserve ecological corridor in the Western Region; while the Engaging Local Communities in REDD+ activities (ELCIR+) project is being implemented through African Development Bank (AfDB) funding mainly in off-reserve sites in the Brong Ahafo and Western Regions.
The ELCIR+ Project was launched in 2014, while the ENFAL Project was launched in 2015.
2.1.1 FIP 2016 Field Activities and Achievements:Key activities being undertaken under the FIP that are relevant to the NFPDP include the establishment of model plantations and seed orchards, enrichment planting within forest reserves, planting up of external forest reserve boundaries, supply of seedlings for climate smart cocoa and trees on farm, establishment of small and medium scale plantations off-reserve, woodlot development, planting of degraded watersheds and amenity planting.
ENFAL Project 2016 achievementsAchievements include tree planting within 86.93ha of important watersheds within the ecological corridor; boundary planting 664.43km of external forest reserve boundaries; establishment of 272ha of model plantations; enrichment planting of 4,343.75ha of degraded and poorly stocked forest reserves. Tree seedlings were also supplied to farmers and forest fringe communities within the ecological corridor for climate smart cocoa, trees-on-farms, off-reserve plantation development and amenity planting.
2.0 DESCRIPTIONS OF NFPDP COMPONENTS AND ACHIEVEMENTS

ELCIR+ Project 2016 achievementsAchievements include establishment of 115.6ha of model plantations; establishment of 90.6ha of small to medium scale plantations off-reserve; establishment of 114.27ha of Seed Orchards of highly valuable indigenous timber species; establishment of 117.75ha of woodlots off-reserve. Indigenous tree seedlings were also supplied for incorporation into cocoa and food crop farms under climate smart agriculture interventions. 2.2 The Modified Taungya System (MTS) 2002 - 2009
The MTS involved the establishment of forest plantations by the Forest Services Division (FSD) in partnership with farmers in forest fringe communities.
The FSD provided technical direction, surveyed and demarcated degraded forest reserve lands and supplied pegs and seedlings while the farmers provided all the labour inputs in the form of site preparation, pegging, planting, tending and fire protection.
The farmers were permitted to cultivate their food crops which were inter-planted with the tree crops on the same piece of land. The farmers, in addition to the food crops they harvested, have a 40% share in the Standing Tree Value (STV) of the planted trees. The Government has a 40% share while the landowner and community have a 15% and 5% share respectively.
Further plantation establishment under this component was suspended at the end of 2009.
A verification of the reported area of the MTS stands was undertaken in 2016, however, further validation is required and ongoing with final figures expected to be released in 2017.
Teak trees with a standing tree volume of 29,753.226m3 were allocated for harvesting by logging companies. The trees were allocated mainly within the 2002-2005 coupes of the Modified Taungya System (MTS) valued at approximately GH¢5.24 Million (GH¢176.25/m3). An amount of GH¢2.18 Million was paid in 2016 to MTS beneficiaries (Farmer Groups, Land owners and forest fringe communities). Details of disbursements are presented in Appendix 1.

2.3 Community Forestry Management Project (CFMP): 2005 - 2009The Community Forestry Management Project (CFMP) was funded with a loan from the African Development Bank (AfDB) and adopted the MTS model for the establishment of forest plantations.
13,388ha was reported established within degraded forest reserves in the Brong Ahafo (Sunyani Forest District), Ashanti (Offinso Forest District) and Eastern Region (Begoro and Akim Oda Forest Districts) of Ghana.
A verification of the reported area of the CFMP stands was undertaken in 2016, however, further validation is required and ongoing with final figures expected to be released in 2017.
2.4 FC/Timber Industry Plantation Development Fund Plantations 2010 - 2015 The Forestry Commission – Timber Industry Plantation Development Fund Committee (FC/Timber Industry Fund Committee) tasked the Forestry Research Institute of Ghana (FORIG) to establish best practice forest plantations of fast growing indigenous and exotic commercial timber species with funding from the FC/Timber Industry Fund. The fund has been established with 0.5% out of the 1.5% export levy paid by exporters of timber products and is being managed by the Committee to establish plantations.FORIG has accordingly been establishing forest plantations on behalf of the FC/Timber Industry Fund Committee since 2010. These plantations have been established in the Eastern, Ashanti and Brong Ahafo Regions, within selected degraded forest reserves.
In 2016, 650ha was established in the Pamu Brekum Forest Reserve (Dormaa Forest District of the Brong Ahafo Region) with 1939.99ha planted to date. The details of plantations established under the FC/Timber Industry Fund Committee are presented in Appendix 2.
2.5 Private Commercial Plantation Developers On-Reserve: 2002 - 2016 The Private Commercial Plantation Developers On-reserve component involves the release of degraded forest reserve lands by the FC to private entities after vetting and endorsing their reforestation/ business plans; and signing of a 50 year Land Lease Agreement and a Benefit Sharing Agreement. The operations of these private developers are then monitored through periodic field visits by the FSD to ensure compliance with the terms and conditions of the approved reforestation plans. The private investor earns 90% of the Standing Tree Value (STV) of the plantation while the FC, Landowner and Local Community earn 2%, 6% and 2% respectively. The investor additionally pays ground rent of the Ghana Cedi equivalent of $2/ha/year to the Landowner, through the Forestry Commission, throughout the lease period.
A total of 14,999ha of degraded forest reserve lands (119 compartments) was allocated to 23 private commercial developers in 2016. This brings the total number of private developers that have been granted permits to undertake commercial plantation development within degraded forest reserves to 316 with a total allocated area of 146,555.8ha in 51 forest reserves.

2.5.1 Public Private Partnership (PPP) plantations in collaboration with the Forestry CommissionOut of 48,467.6ha allocated for PPPs at the end of 2016, eight (8) PPP agreements have so far been signed between commercial developers and the Forestry Commission covering a total area of 47,532.40ha. These comprise the agreements signed with FORM Ghana Ltd, Miro Forestry Company (Ghana) Ltd, Eco-Planet Bamboo LLC, Signum Ghana Ltd and Platinum Plantations Ltd.
Within the partnership, the private investor is entitled to 80% of the Standing Tree Value (STV) of the plantation, with the Forestry Commission, Landowners and Forest fringe communities entitled to the remaining 20%. The investor also pays ground rent at the rate of the Ghana Cedis equivalent of $2/ha/yr to the landowner together with a facilitation fee of $2/ha/yr for customary and conflict resolution services expected of the traditional authorities. The FC undertakes survey and demarcation, pillaring, registration of land lease and benefit sharing agreements, together with fire education within fringe communities, support fire fighting at its own cost as part of its contribution to the partnership.
In the 2016 plantation year, 4,396.92ha of degraded forest reserve lands were allocated for PPP plantations with 1,694.26ha planted and 7,732.94ha established to date.
Performance details of PPP developers within degraded forest reserves are presented in Appendix 3.

Thirty-eight (38) compartments with an area of 4,493.76ha were withdrawn from 23 private commercial developers due to poor performance.
A total of 4,237.8ha was planted by 26 commercial developers on-reserve in 2016. This brings the total area reported developed by commercial plantation developers within forest reserves to 40,198.66ha. This figure is yet to be verified through a technical audit. Details of commercial forest plantation developers within degraded forest reserves can be found in Appendix 2.
An amount of GH¢414,260.10 was collected by the FC as ground rent in 2016 from allocated compartments on-reserve and disbursed to the respective stakeholders through the Administrator of Stool Lands.

2.6 African Plantations for Sustainable Development (APSD) Off-reserve Plantations African Plantations for Sustainable Development (APSD) Ghana Limited is a privately owned company engaged in the establishment of fast growing plantations for bio-energy production in the Atebubu District of the Brong Ahafo Region.
The company operates a mechanised state of the art forest tree nursery with an installed capacity of 25 million seedlings annually. The company has so far invested about US$35 million in infrastructure, equipment and plantation development in Ghana.
APSD Ghana Limited has acquired an off-reserve concession with an estimated area of 86,000ha. Thecompany has so far established 8,337ha of Eucalyptus and Acacia plantations and employs a labour force of 1,106 predominantly sourced from the local communities within the company’s catchment area.
In 2016, the company established 1,337ha of plantations (Appendix 3).
The company aims to establish efficient electrical power production based on fast growing Eucalyptus and Acacia plantations. APSD plans to plant approximately 20,000ha of these trees species to feed two 30 MWe power plants based on five (5) to seven (7) year tree rotations.
3.0 MAINTENANCE OF TEAK SEED ORCHARDS/SEED PRODUCTION AREASThe Forest Services Division in January 2014 designated six (6) selected Teak seed stands in the Jasikan and Sunyani Forest Districts as Seed Production Areas (SPAs) to complement the existing five (5) Kihuhwi Teak Seed Orchards (SOs) for the collection of Teak seeds with superior genetic qualities. The locations of the Teak SPAs/SOs are indicated in Tables 3 and 4 below.
Funds were released to undertake stand maintenance and seed collection within the 11 Seed Orchards (SOs) and Seed Production Areas (SPAs). The activities that were undertaken include weeding, removal of debris from the stands, seed collection, dehusking and bagging of the teak seeds.
1,521kg was collected from 6 sites compared to 2,627.7kg in the previous year as indicated in Table 8 below, generally due to poor fruiting.

Under the Forest Investment Project (FIP), efforts are underway to procure Teak and Gmelina seeds from superior/proven provenances in Costa Rica and Tanzania for the establishment of seed orchards to augment current supplies from existing orchards and also broaden the genetic base of locally available planting material.

In 2016, an amount of GH¢1.7 Million was released by the Government of Ghana for the maintenance of an estimated 12,797ha of 2010 – 2013 plantation coupes. This area comprised 9,940ha established between 2010 and 2012 on-reserve by Messrs Zoil Services Ltd and Ecotech Services Ltd and handed over to the Forestry Commission in 2013; and 2,857ha established directly by the Forestry Commission in 2013.
A rapid assessment of the established areas on-reserve was undertaken which revised the existing plantation area downwards to 8,635ha from the previously verified area of 12,797ha. Funds were released for the tending of 4,411.45ha. At the end of the plantation year, an area of 3,068ha had been tended. The inability to achieve the tending target was mainly due to demands by local communities for higher rates for the tending activities.
The key fire protection interventions undertaken to mitigate fire incidences in the 2016/2017 fire season were sensitization and awareness creation by RMSC and FSD field officers. Due to lack of funds, fire ride construction/maintenance was not undertaken. Fire patrols were undertaken by Forest Guards.
At the end of March 2017, reports indicated that 1,448.51ha of plantations had been affected by fire compared to 10,015ha affected by fire in 2015/2016 fire season. The affected districts and coupes are detailed in Appendix 4. The regional summary is as detailed below in Table 6.

4.0 MAINTENANCE OF FC PLANTATIONS In 2016, an amount of GH¢1.7 Million was released by the Government of Ghana for the maintenance of an estimated 12,797ha of 2010 – 2013 plantation coupes. This area comprised 9,940ha established between 2010 and 2012 on-reserve by Messrs Zoil Services Ltd and Ecotech Services Ltd and handed over to the Forestry Commission in 2013; and 2,857ha established directly by the Forestry Commission in 2013. A rapid assessment of the established areas on-reserve was undertaken which revised the existing plantation area downwards to 8,635ha from the previously verified area of 12,797ha. Funds were released for the tending of 4,411.45ha. At the end of the plantation year, an area of 3,068ha had been tended. The inability to achieve the tending target was mainly due to demands by local communities for higher rates for the tending activities. 5.0 FIRE INCIDENCES IN THE 2016/2017 FIRE SEASON The key fire protection interventions undertaken to mitigate fire incidences in the 2016/2017 fire season were sensitization and awareness creation by RMSC and FSD field officers. Due to lack of funds, fire ride construction/maintenance was not undertaken. Fire patrols were undertaken by Forest Guards.
At the end of March 2017, reports indicated that 1,448.51ha of plantations had been affected by fire compared to 10,015ha affected by fire in 2015/2016 fire season. The affected districts and coupes are detailed in Appendix 4. The regional summary is as detailed below in Table 6.

A portion of the proceeds from the conveyance fees were used to set up tree nurseries in 12 forest districts for production of free tree seedlings for the development of woodlots for charcoal production and amenity planting.
These 12 tree nurseries were set up in the Transitional and Savannah Zones, within forest districts with high rates of charcoal production, using proceeds from the Charcoal Conveyance fees, to provide free seedlings for establishment of woodlots and amenity planting. 537,199 seedlings were produced with 331,641 duly distributed. Details of the nurseries are presented in Appendix 6.

The validated document was subsequently printed and launched on 23rd November 2016 at the Accra International Conference Centre by the Hon. Minister for Lands and Natural Resources, Hon. Nii Osah Mills.

7.0 CHALLENGES
7.1 Sustainable Funding of Plantation Establishment and Maintenance
The key challenge to the NFPDP is the absence of a reliable and adequate source of funding for plantation establishment and maintenance.
7.2 General Condition of Established Plantations On-Reserve
Plantation stands established between 2002 and 2006 require thinning, pruning and fire protection.
Many of these plantation stands have not received any maintenance since establishment leading to stunted growth through intense competition with weeds, development of crooked boles and profuse branching which reduces the optimum wood quality on maturity. The intense competition with weeds has led to high mortality with resultant large gaps of failed areas within some of the stands.
A more serious consequence of the long years of neglect and lack of maintenance is the annual ritual of wildfires that ravage many of these plantations resulting in either complete loss of some stands, retarded/stunted growth and reduction in wood quality.
7.3 Other Challenges
Forestry Commissioni. High competition for lands especially in the transition zone for planting of cash crops such as Cashew. Forestry Commission needs to introduce incentives to maintain private sector smallholder/small scale developers interest in forest plantation development.

8.0 WAY FORWARD
Sustainable Funding for Plantation Establishment and MaintenanceTo ensure sustainable funding for plantation establishment and maintenance it is essential that theForestry Commission establishes a Forest Plantation Development Fund Account into which revenue from the under listed sources, among others, would be paid into:
i. 20% of all plantation revenue as directed by the Ministry of Finance (2007 Budget Statement)
ii. Conveyance fees for transportation of charcoal and firewood
iii. Conveyance fees for transportation of plantation timber from private plantations
iv. Re-introduction of a 10% re-stocking/replanting fee to be charged on all plantation timber harvested from government plantations.
It is also essential that the Forestry Commission explores alternative innovative financing options that involves utilisation of private equity and payment for ecosystem services (PES) schemes.
Field verification of all reported areas of plantations established by Private Commercial Developers on-reserve.
It is imperative that a verification exercise is undertaken with respect to the reported areas of plantations established by private commercial developers on-reserve. The verified figure will provide a basis for reallocation of lands held by non-performing developers.
