CONSTITUTION
ARTICLE I – NAME The body shall be known as Wilson County Baptist Association.
ARTICLE II – PURPOSE The purpose of this Association shall be (1) to promote the general missionary, benevolent, and educational work as carried on by the Tennessee Baptist Convention and the Southern Baptist Convention, (2) to exercise special care for the spiritual need of the geographical region immediately surrounding the member churches, and (3) to foster brotherly love and spiritual unity among the churches.
ARTICLE III – MEMBERSHIP
1. The group of churches that constitute this common fellowship shall beBaptist churches that are in harmony and cooperation with objects set forthin this Constitution: and shall be in doctrinal harmony with the historic faithand practice of Baptists, substantially as set forth in the Baptist Faith andMessage, a statement adopted by the Southern Baptist Convention on May 9,1993.2. The organized body known as the Association, when authoritativelyassembled, shall be composed of Messengers duly elected by the churchesand reported by letter from the churches. Such Messengers shall be receivedon the following basis: Five Messengers from each Church.3. Churches applying for membership in Wilson County Baptist Associationmust present their petitions to the Executive Board or the AnnualAssociation one year preceding the one at which action is to be taken. Whenpetitions have been properly submitted, the churches may be received intothis Association in annual session or in the Executive Board if satisfactoryevidence is given of soundness of faith and harmony with the objects of thisBody. Reception of churches by Executive Board is subject to final approvalby the Association in annual session. A two-thirds majority vote of themessengers present and voting shall be required for the reception of achurch into membership of the Association.4. The Association shall have no right or power to exercise ecclesiasticaljurisdiction over the churches. It may advise, counsel, and proposemeasures, but cannot enforce them upon the churches. However, theAssociation retains the right to refuse to recognize messengers from anychurch which departs from the objects of this body, or which persists indisorderly practice.
ARTICLE IV – MEETINGS
1. Regular: The Association shall meet annually at such time and place as itshall designate at its preceding meeting.
2. Special: Special meetings of the Association may be called at any time byaction of the Executive Board. The member churches shall be notified inwriting at least two weeks before the called meeting. The purpose of the

special meeting shall be stated, but other necessary items of business may be transacted. 3. Government: The Association, when convened, shall conduct its businessaccording to parliamentary rules as set forth in Robert’s Rules of Order,revised.
ARTICLE VI – EXECUTIVE BOARD
1. Membership: The Executive Board of the Association shall be of theModerator, Vice-Moderator, Clerk, Treasurer, Trustees, the Pastors, and oneLay Member of each church (the said lay members to be elected by his ownchurch), the elected heads of the associational departments of work, and theDirector of Missions. Also, the pastor of each Mission may be a member ofthe Executive Board subject to the approval of the sponsoring church.2. Authority and Duties: The Executive board, during the interim betweensessions of the Association, shall have all powers of the Association and shallpromote all phases of the work of the Association. The Executive Board shalladopt Bylaws for its proceedings, which do not conflict with its Constitutionby a two-thirds vote of all members present and voting.
ARTICLE VII – AMENDMENT
This Constitution may be amended at any Annual Meeting of the Association provided notice in writing of the proposed amendment has been presented to the Association at the Annual Session preceding the one at which action is to be taken. A two-thirds majority vote of the messengers present and voting shall be required to amend the Constitution.
ARTICLE VIII – BYLAWS
The Association may adopt such Bylaws not in conflict with the Constitution as it may deem advised. These Bylaws may be amended at any session by a two-thirds majority vote of the messengers present and voting.
BYLAWS
1. All meetings of the body shall be opened and closed with prayer or someother form of devotional exercise.
2. Structure of Committees: Each committee shall consist of a minimum ofthree (3) members, unless otherwise specified. Each member will serve a 3-year rotation. Each committee will be led by a chairperson selected by thecommittee members. Requests for committee funds must be submitted inwriting to the Budget & Finance committee.
3. Types of Committees:
A. Standing Committee: governing committees established by theExecutive Board for effective operations of the Association.
i. Baptist Collegiate Ministries: This committee shall be responsible forthe supervision of the Baptist Collegiate Ministries Director. This committee shall establish an annual strategic plan with semi-annual review with the Director of Missions. This committee is also responsible for regular review of

BCM reports, oversee the associational BCM budget, and advise as called upon by the BCM Director. This committee will serve as search committee for a BCM Director as required. The committee shall be available for quarterly reviews with the BCM Director, and at other times as needed.
ii. Budget and Finance: This committee is responsible for planning theAnnual Budget. Requests will be taken from each department of work or committee responsible for any amount spent through the Association. All promotion for the associational budget will be handled by this committee. The Budget and Finance Committee will work with the Director of Missions in carrying out these responsibilities.
iii. Cultural Impact Committee: Ministry team responsible for educatingour pastors on the cultural events of the day, how our churches can and must respond biblically, keeping pastors and churches in the forefront of the current cultural, political and world religion landscape. This committee represents the Associational body on the battlefield of worldview sentiment and provides unified, biblical material and collateral for churches to utilize in support of a Biblical Worldview.
iv. Constitution Committee: The Constitution Committee shall beresponsible for the revisions of the Constitution and Bylaws as requested by Association or Executive Board. As programs and needs change and arise, this committee will be alert to any revision or correction that may occur. The committee members will take ideas presented to them from individuals, put the proper wording and meaning into writing, and make their presentation for acceptance or rejection to the Annual Session and/or the Executive Board.
v. Credentials Committee: The Credentials Committee shall beresponsible for the investigation and recommendation of new churches wishing to join the Wilson County Baptist Association. A member of this committee will be required to be present at the Annual Meeting and assist with any messenger related issues.
vi. Missions Committee: The responsibility of the Missions Committeeshall be to work with the Director of Missions in identifying the needs, recommending opportunities to establishing new work with the involvement of WCBA churches for the primary purpose of advancing the Kingdom. This includes the promotion of the Association, Tennessee Baptist Convention, and Southern Baptist causes.
vii. Administration Committee: The Administration Committee shallwork with the Director of Missions in the development of organization structures and administrative processes which will enhance the effectiveness of the Association in the accomplishment of its mission. This function will include recommending new structures and processes and expanding or contracting old ones as the Holy Spirit leads. This committee will make recommendations to the Executive Board and/or Annual Session in regard to all persons needed to fill vacant employee positions. It will also be seen as

a support committee for all persons employed by the Association with regards to issues which arise in the course of their work as an employee.
ix. Building and Grounds Committee: The Building and Grounds Committee shall be responsible for the maintenance, repair, improvement, and policies relating to our associational property. A per incident spending limit for this committee will be set annually by the Finance Committee during the Annual Budget process. In case of unforeseen emergencies that may cause further damage, they may use their own discretion.
B. Special Committee: short-term, single-scoped committees established by the Executive Board to meet needs of the Association.
C. Committee on Committees: A committee of five (5) shall be appointed by the moderator and presented for approval at the WCBA Annual Meeting. This committee shall nominate all standing committees, Ministry Team Directors and Trustees to the Executive Board of the Association and recommend such changes in the duties of each committee as deemed necessary.
4. Ministry Teams:
Teams led by an elected Ministry Team Director serving for a period of a maximum of five consecutive years. Directors establish a team comprised of WCBA ministry leaders. Each team is single-focused on their specified scope. Teams are responsible for providing planning and implementing ministry initiatives within
the given team scope to include all WCBA churches. Teams are to be the central point of contact for any resources, activities and information related to the team focus.

E. Evangelism Ministry Team
F. Missions Ministry Team (WMU Director)
5. Associational Ministries Council: The Associational Ministries Council shall be composed of all officers of the Association, all Ministry Team Directors and all chairmen of standing and special committees. The Director of Missions shall be the chairman of the Associational Ministries Council. It will meet on a semi-annual basis to promote a mission statement for each ministry or program sponsored by the Association, propose five-year goals for each ministry and program in harmony with the mission statement of each, and propose annual goals for each ministry and program area which will result in the achievement of the mission of each.

The Resolution Committee resolves to thank Mt Olivet Baptist Church for hosting our annual meeting. Resolves to thank our Associational officers for the excellent work and time that each on gave in serving our Association. Resolves to thank Wayne Ray for his many extra hours in the building of our new Associational complex.
MISCELLANEOUS BUSINESS Constitution Committee by Eugene Murray. Presented changes to the Constitution. This will be voted on in the 2017 meeting Recommended changes to the By-Laws which were voted on and approved in the September Executive Board meeting. Motion passed Credentials Committee by Charlie White. The Credentials recommends that our Association bring under watch care the 318 Fellowship of Mt Juliet. In June we received a letter of intent from the church requesting to become a part of Wilson County Baptist Association. The mother church is Tulip Grove. The pastor is Dwight Moody. The church is Southern Baptist, a contributing part of the Tennessee Baptist Convention, and desires to be a part of our Association since she exists in Wilson County. Motion passed.

New By-Laws: The Moderator appoints a committee of five consisting of the three on the Nominating Committee plus Eugene Murray and Sue Alsup to serve as the Committee of Committees for 2016-2017 An Executive Board Study Committee Report by Chuck Groover. The committee is Chuck Groover, Terry Fesler and David Freeman. The committee recommends that the Executive Board of the Wilson County Baptist Association meet at 6:00pm on the third Thursday evening for January, April and August and in conjunction with the Annual Meeting in October. Additional meetings of the Board may be scheduled if deemed necessary by the officers to ensure the proper function of the Association. Committee further recommends that a catered meal be served prior to each of the three regular meetings. Committee also urges each church to elect an Executive Board member, in addition to their Pastor, and they be encouraged to attend each meeting. Motion passed. Terry Wrye reminded messengers, that according to the new By-Laws the pastor does not have to be the senior pastor

ASSOCIATIONAL BIBLE DRILL
On Sunday, April 10, 2016, Fall Creek Baptist Church hosted the Wilson County Associational Bible Drill. Five churches were represented with sixteen children and two youth participating. Edna Richardson from Fall Creek served as Bible Drill Coordinator and multiple members of the host church served as judges and timekeepers for the three teams. We are so proud of these children and thankful for the parents and leaders who have mentored and encouraged them. BAPTIST COLLEGIATE MINISTRIES Cumberland University
God has been kind to the Baptist Collegiate Ministries over the past year. We continue to meet every Tuesday night at 8:30 on campus and we are working through the book of John this semester together as a group. We take this time to be intentional with one another and continue to build Biblical community on Cumberland’s campus. Last Spring we took 8 students to the statewide Spring BCM Leadership Conference in Murfreesboro. Our students joined together with students from other campuses across the state for a weekend of leadership training, worship, and teaching. This was an incredible time for CU students to connect with other Christian students and hear what God is doing on their campuses. We began the fall semester by feeding pancakes to around 250 students as an outreach to kick off the semester. We have some special events planned for the rest of this semester and coming up in the spring. The students are excited for the new building to open up and we are praying that it will only increase our ability to minister to students at CU. Our prayer is that John 13:35, “By this all people

will know that you are my disciples, if you have love for one another, “will ring true on Cumberland’s campus. Evan Owens Director of Baptist Collegiate Ministries
CHRISTIAN WOMEN’S JOB CORPS
This year, CWJC has directed its ministry to women in the Wilson County Jail. After taking online training and receiving certification, the site coordinator began teaching a course entitled “Getting Ahead While Getting Out.” This class assists those who are incarcerated as they begin to make plans for their transition to becoming returning citizens in their communities. The 12-week course addresses issues such as the importance of the language they use, causes of poverty, hidden rules of economic class, threats they will face, the resources they will need to rebuild their lives, and how to build those resources. When the course is completed, the women will have developed individual plans for their lives upon release including a 72-hour stability plan. Recidivism rates for offenders have been greatly reduced in those completing this course. This year we will have graduated 19 ladies and plan to begin another class in mid-November to be completed next January 2017. WCBA has supplied workbooks and materials for each of these classes. Christ expressed concern for prisoners, and this is the reason for our jail ministry. We are not only helping the women and their families, but also our county by helping them become productive members of our community. Over the twelve weeks of class, I have seen spiritual growth in each of the women. Each participant has been paired with a Christian lady who is committed to pray for her and write to her on a regular basis, giving her encouragement and spiritual support. Most have expressed intentions to either get back into church attendance or find a new church to attend. Upon release, they are helped with clothing, food, finding employment, and housing. They are grateful to know that they are not forgotten, that Christians who have never met them love them enough to help them, and most importantly, that God’s love is what causes Wilson County Baptists to support this ministry. DAY CAMPS AND SUMMER CAMP REPORT

Matt. 19:14 What an incredible year with our Associational and Associational sponsored day camps and our summer camp! Lives were changed and as a result a few families outside of church started attending church. It seemed like every week I received a phone call from some person sharing what happened Sunday in their church as a result! As a pastor I used day camps as a follow-up week to Vacation Bible School. If a child attends two consecutive weeks perhaps they would keep on coming and bring along family. Also, I used day camp as community outreach opportunities in a much bigger scale than Backyard Bible or Neighborhood Clubs. What will become of these precious children IF they miss God’s salvation plan? Our day camps are full of different activities every day with times for worship, Bible story, and missionary moments. The cost in 2017 is $20/child with no family paying more than $50 for the four days. We are currently working on hiring a co-director to prepare for the future and to expand into new areas. Call the Associational office to set up a day camp near your church. For one week our Associational camp was simply the best. This past summer we focused on the Good Shepherd and at least 14 campers trusted Jesus. Our camp has worship, kids’ style, with solid preaching from B J Thomason, camp pastor, and a few of our pastors in the morning. For children in our area it is a great deal plus the primary emphasis is spiritual. DISASTER RELIEF REPORT, OF WILSON COUNTY
This spring we took 3 of the trailers that came from the Nashville Speedway when it shut down, 4 years ago, and we had to put tires on the trailers. We moved them to the TN Baptist Disaster Relief, Missions Mobilization Center located at 6434 John Hagar Rd, Mt Juliet. The kitchen trailer was cleaned up and I tried to get a team to support the kitchen but I only got 4 people interested. So, we gave the trailer to the Knoxville Baptist Association to use as a feeding unit. Another trailer went to Camp Linden to be used as a concession trailer for the many church camps they have. The other trailer went to a church near the Alabama border to use at a church there. TN Baptist DR has been very busy this year with several projects: 1. Installing water filters in Flint, Michigan 2. Flood Recovery in South Carolina, West Virginia, Arkansas, Missouri, and Louisiana 3. Repairing a TBC shower trailer so it can be used in the areas of Flood Recovery which has 4 showers and a washer and dryer in the trailer. This project is ongoing and I could use help to put it back together as we had to completely strip out all the showers to repair the plastic water lines that had frozen 4. The Mission Mobilization Center in Mt Juliet has a list of jobs that need to be completed before winter, if you can volunteer some time, I could use the help Most of our Wilson County Disaster Relief trained people have let their training, good for 3 years, lapse. You can do the DR re-certification training on-line at http://tndisasterrelief.org/online-training and many of the jobs now will let you go with other groups and do on-the-job training. Gladeville Baptist and Silver Springs Baptist are some of the newest teams with trained people. Say not ye, There are yet four months, and then cometh harvest? Behold I say unto you, Lift up your eyes, and look on the fields; for they are white already for harvest. John 4:35 Finally…Let’s Do It! We are finally in the much anticipated new building. In front of it are the fields of Cumberland University and an incredible future for Wilson County Baptist Association. Throughout the process relationships with the university got greener; doors opened to students and faculty; and some of these are already in attendance in our churches. The field is white and ready for harvest. Instead of two buildings now we have one to maintain and use. Once again thank you for the tremendous job our new building committee of Wayne Ray, Darrin Reynolds, Don Mathis, Russ Stephens, and Tricia Culver did throughout the process. The building is smaller per level than the former Associational building but well designed and multi usable for our Associational and BCM work in impacting lives for eternity. While the builders labored to completion our Moderator, Vice-Moderator and Constitution Committee of Bill Brummett, Eugene Murray, and Tony Shelton spent many months and hours addressing language corrections and additions to the constitution and more effective changes to the by-laws. In September our Executive Board approved the by-laws. These eliminated some committees, explained others, and gave definition and description to those in place. Staying within the structure of the Association, they require the Director of Missions to work closer with the elected leadership and various committees in working together for a greater impact with our churches throughout our Association. Finally, now that all of the groundwork is completed and the building opened let’s get busy and do it! All around us are precious souls that need Jesus. I will do my best to make connections with those inside and outside the church. I will continue to weekly pray for our churches and leadership. Remember, I am your missionary! I am available and willing to do whatever is needed to reach people. Thank you for the privilege to work for, with and beside You!

EVANGELISM REPORT
And Jesus went about all the cities and villages, teaching in their synagogues, and preaching the gospel of the kingdom, and healing every sickness and every disease among the people. But when he saw the multitudes, he was moved with compassion on them, because they fainted, and were scattered abroad, as sheep having no shepherd. Then saith he unto his disciples, The harvest truly is plenteous, but the laborers are few; Pray ye therefore the Lord of the harvest, that he will send forth laborers into his harvest. In these verses the Messiah is modeling the ministry for us. Jesus never sat back and waited for the people to come to Him, He went out where the people were. Nowhere does the Bible command lost sinners to come to church…but it does command the believers to go out into the highways and hedges and compel people to come to church! Would you like to share the Good News of the Gospel with others? Ok then, go ahead! Stop waiting for the opportunity and open your eyes to the abundant harvest that already exists. We dare not neglect people whether they live in a mansion or a slum, are upper class or lower class, live under a bridge or built the bridge, up and coming or down and out…our job is to be the salt of the earth, and we must get the salt out of the shaker and encourage people to come and dine! Our 2016 Evangelism Conference was held at Victory Baptist Church and was met with an old fashioned snow storm so our attendance was considerably down. There were about a hundred folks who came out and heard a tremendous message and challenge from God’s work as delivered by Dr. Larry Robertson, pastor of Hilldale Baptist Church in Clarksville, TN. This year, Brother Dave and I are developing an Evangelism Workshop to be held possibly early next fall. This will likely be a Friday evening and Saturday event. We will be meeting with the State Evangelism Director David Evans this month to work on ideas and possible dates. Please be in prayer as we seek God’s direction. EXECUTIVE BOARD REPORT
The Executive Board is comprised of pastors and church elected representatives from our Associational churches as well as selected leadership by the Nominating Committee. Each church is encouraged to elect one representative besides the pastor. The Board meets the second Monday of each month. Representatives receive reports or updates from our associational leadership or committees along with prayer requests and upcoming church announcements. The meeting opens with a devotional followed by prayer, reports, business, announcements, prayer requests before closing with prayer. Occasionally we have an invited quest to share a brief summary of his or her ministry. Here are the highlights from the 2015-2016 associational year:

4TH SUNDAY SINGING
The 4th Sunday Wilson County Baptist Association Gospel Singings had a lower attendance than in previous years with an average of 69 per 4th Sunday. The coordinators did a good job in planning enjoyable programs of gospel music in a variety of styles. We had choirs, individuals, bluegrass, contemporary, southern gospel, instrumentals, mixed groups and much more. There was good gospel music to please anyone. We are grateful to the host churches who opened their doors and hearts to those attending.

OHIO MISSIONS REPORT
It has been an honor to serve with churches from the Wilson County Baptist Association in the Cincinnati, Ohio area this summer. We served in a couple of mission opportunities to strengthen and encourage our sister churches there. The following churches participated from our association: Fall Creek Baptist, Mt Olivet Baptist and were joined by Mt Pisgah Baptist of Ringgold, GA. We served the following churches in Ohio: West Side Baptist, Seven Mile Baptist, Horseshoe Bend Baptist, Niles Pointe Baptist and New Life Mission in the following mission activities: revivals, Vacation Bible School, Backyard Bible Club, Day Camps, and Construction Projects. There were approximately 60 children between the 4 churches not counting New Life Mission. Three of the churches would not have had Vacation Bible School or Backyard Bible Clubs and two would not have had revivals without the assistance of the Wilson County Baptist Association churches. Five separate families are attending churches due to Backyard Bible Club. We are hearing

of several baptisms since the summer. There were five youth who received Jesus as Savior and Lord during this past summer. Brother Steve Renfrow, Director of Missions – Southwestern Baptist Association in Hamilton, OH states ‘your churches bring enthusiasm and encouragement to our local churches. You help us reach our community for Christ.” We give God all the glory and honor for all of the wonderful things we see in the churches in Ohio. Please pray for the churches in the Southwestern Baptist Association of Ohio for others to volunteer their time and talents to share God’s love in their communities. SPECIAL NEEDS MINISTRIES REPORT In 2016, Special Needs Ministries provided many opportunities for our special needs community to come together for play and praise. We started the year with Gym Day at West Hills Baptist church. Our special needs friends can play an awesome game of basketball! In March, we had a Praise and Worship service at Immanuel Baptist Church. After enjoying pizza, our special friends praised God through singing, playing bells, and playing the piano. April at the association VBS clinic, a class was offered for teachers of Special Needs VBS. In May, we had a Special Needs picnic at Barton’s Creek Baptist Church. The baseball game continued from last year. It is still a tied game, so we will continue next year. In August, we had a Praise and Worship service at Don Fox Park. We had a puppet show and Emily Hackworth from Silver Springs Baptist Church shared her string instruments and several songs in different languages. October 22, we are going to have a Fall Festival for children and adults with special needs. It will be held at First Baptist Church Lebanon in the youth building. It will be from 10:00am-noon. There will be games, cake walk and food for everyone.

December 3, we are having a Christmas Praise and Worship service. We will be joining Joy Center, a faith-based adult day program, to sing and worship Jesus. It will be at 5:00pm at Charlie Daniels Park, Mt Juliet. We are so excited that our Special Needs children and adults are coming together to praise and worship God through music and games. Sue Denney

On April 22-23, 2016 the Association held the Associational Discipleship Training at Immanuel Baptist Church. A total of 112 attended for the Friday evening and Saturday morning sessions. VACATION BIBLE SCHOOL REPORT
On Tuesday, April 11, 2016 the Wilson County Baptist Association’s Vacation Bible School Training Clinic was held at West Hills Baptist Church.
This year’s theme was “Submerged: Finding Trust Below the Surface.” We had a total of 98 attendees, with 3 pastors present.

The 2015-2016 year included some great WMU meetings in our association. We hope that you were there to enjoy them with us, but if not we sure hope you will plan to attend this next year’s meetings. A brief description of our events follows: November 2 – Baptist Women’s World Day of Prayer meeting was held at the associational office January 30 – Winter Celebration hosted by Shop Springs with missionary speakers the Shirey’s May 13 – Spring Retreat hosted by The Glade with Lovumor Ministries. WMU members donated items for the Salvation Army’s children’s program for kids in Lebanon Across the association, ministries are continuing to grow and touch the lives of the lost and hurting in Wilson County including two English as a Second Language (ESL) Programs, Christian Women’s Job Corps (CWJC), the PHOEBE Connections Ministry, and many other individual church ministries. Our association is truly blessed with wonderful, mission-minded churches. On behalf of the WMU Leadership Team, I want to encourage you to contact us with any questions that you may have regarding WMU or missions in general. We are here to help the WCBA churches.
