Requirements for School Bus Driver Training Certification

From the categories listed below, each bus driver must complete a minimum of eight hours training every year to renew their bus permit. They cannot be trained in more than four hours on any one subject.

School Transportation Policy Summary June 2015

STUDENT CONDUCT ON SCHOOL TRANSPORTATION

District Policy JFCC

Students, parents/guardians, bus drivers and school officials must work together to provide for the safe transportation of students. The school buses, bus stops, and all other forms of transportation provided by the district or provided incidental to a school activity are considered school property. Students are subject to district authority and discipline while waiting for, entering and riding district transportation. The superintendent or designee will create and enforce administrative procedures detailing the conduct expected of students and will make that information available to students and parents.

Students who fail to observe district rules or fail to contribute to a safe transportation environment will be subject to disciplinary action including, but not limited to, suspension of the privilege of riding the bus. Students with disabilities will be disciplined in accordance with their Individualized Education Program (IEP) or applicable law. The bus driver or other authorized personnel shall report all misbehavior or dangerous situations to the principal as soon as possible.

Bus or Transportation Misconduct (see Board policy JFCC) – Any offense committed by a student on transportation provided by or through the district shall be punished in the same manner as if the offense had been committed at the student's assigned school. In addition, transportation privileges may be suspended or revoked.

Students who have been suspended from transportation for three or more times within a school year will be considered chronic offenders. Prior history of bus suspensions will be considered in determining whether chronic offenders will have their transportation privileges revoked. Severity of misbehavior will be considered and may result in an earlier loss of bus transportation. Students suspended from the bus for no more than three days will be required to conference with the principal and bus driver prior to riding a school bus. Students and their parents who have been suspended ten or more days will conference with the assistant superintendent and principal prior to riding a school bus.

All persons riding in school district vehicles shall adhere to the following rules. The driver, sponsor or chaperones are to follow the school bus discipline procedure for student violations of this procedure, and students who violate these rules may be denied access to school transportation for a specified period of time in relation to the severity of the violation. Video cameras may be in operation on the school buses.

1. Bus riders shall be at the designated loading point before the bus arrival time. 2. Bus riders shall wait until the bus comes to a complete stop before attempting to enter. 3. Riders must not extend arms or heads out of the windows at any time. 4. Aisles must be kept cleared at all times. 5. All bus riders shall load and unload through the right front door. The emergency door is for emergencies only. 6. A bus rider will depart from the bus at the designated point unless written permission to get off at a different location is given to the driver. 7. A rider may be assigned a seat by the driver. 8. Riders who damage seats or other equipment will reimburse the district for the cost of the repair or replacement. 9. Riders are not permitted to leave their seats while the vehicle is in motion. 10. Permission to open windows must be obtained from the driver. 11. Classroom conduct is to be observed by students while riding the bus except for ordinary conversation. 12. The driver is in charge of the students and the vehicle, and the driver is to be obeyed promptly and courteously. 13. A bus rider who must cross the roadway to board or depart from the bus shall pass in front of the bus (no closer than 10 feet), look in both directions and proceed to cross the road or highway only on signal from the driver.

14. Students shall not throw objects about the vehicle nor out the windows. 15. Students shall keep feet off the seats. 16. The student discipline code will apply to students using school transportation services. This includes conduct occurring at or in the close vicinity of a bus stop while students are waiting for the bus, or immediately after the students have disembarked.

BUS RULES

1. A person (who is not a student) may not enter any school bus. According to: § 569.155, RSMo Trespass of a school bus.-

A. A person commits the crime of trespass of a school bus if he knowingly and unlawfully enters any part of or unlawfully operates any school bus. B. Trespass of a school bus is a class A Misdemeanor. C. For the purposes of this section, the terms “unlawfully operates” refer to any entry or operation of a school bus which is not:

1. Approved of and established in a school district’s written policy on access to school buses; or

2. Authorized by specific written approval of the school board. 2. To prevent overcrowding on our buses, no more than two students for the same function (scouts, birthday parties, overnight activities, etc.) will be allowed to ride a different bus than their regular route bus unless given permission by the director of transportations. 3. Any student whose after school routine changes (parent pick up or bus other than normally rides) must bring a note from his/her parent/guardian that indicates the change. For the safety of the student signed parental notes sent from home in the morning are preferable to phone calls. If calls are necessary they must be made prior to 1:30. If a note or phone call is not received, the child will be sent home on his/her regular bus. 4. Once a pupil enters a bus, his/her safety becomes the responsibility of the school and he/she must not leave the bus while en route to or from school unless parents give written permission and assume responsibility for his/her safety. 5. The parents are responsible for the conduct of their children while en route to and from school, and will be required to pay for any damage created by their children while passengers on the bus, such as damage to bus, public, or personal property. 6. Pupils who do not live on authorized bus routes will be required to walk one-half mile to meet the bus. Exceptions will be made only to afflicted or small, unattended children where roads permit. 7. The bus cannot and will not wait past their regular schedule time or leave ahead of schedule without pupils. Parents will be furnished a route schedule as soon as the time can be established. If in the future it becomes necessary to make a change in schedules, parents will be notified. 8. Pupils must be on right side of road or street while waiting for bus. 9. Upon entering the bus, pupils will go immediately to their seat and remain seated facing the front while the bus is in motion. The driver cannot proceed until pupils are seated. 10. Food, drink, gum and candy are prohibited on the bus, unless authorized by the driver.

11. Pupils must not extend arms or head or throw objects out of the window. 12. Normal classroom conduct is expected of the bus passengers. Loud or unusual noise which may distract the drivers' attention is prohibited. Foul language, or actions, will not be tolerated. 13. Weapons, firearms, pets, reptiles, or objects which may create confusion on the bus are prohibited. 14. Pupils who upon leaving the bus must cross roads, shall do so in front of bus and shall cross on orders of drivers or bus patrol. 15. The school or driver will not be responsible for items lost or destroyed on the bus, but will make a reasonable effort to see that items are found. 16. We ask your cooperation by instructing your children of such regulations in trying to make bus transportation a safer operation. 17. The driver is in charge of the pupils and has authority to assign seats if he/she desires. 18. Students who break these rules and regulations may be suspended from bus transportation from one day for minor violations, to permanent suspension for repeated violations. 19. No smoking will be permitted on the bus at any time. The Bus Driver is completely in charge of his bus and will report any disciplinary problems which occur to the office. Depending on the nature of the unacceptable behavior, the indicated disciplinary options are: A: Conference with the student and a warning from principal. B: ALC for appropriate time lengths which could include but is not limited to: recess, 30 minutes, special class time, ½ day, 1-10 days. C: Bus Suspension 1-10 days D: Long term bus suspension following meeting of parents with assistant superintendent. This listing is not meant to be comprehensive. Corporal Punishment may be used/or actions

eliminated at the discretion of the administrator in lieu of steps and in regard to the seriousness or repetition of the offenses. The administrator retains the right to issue penalties for acts specifically stated herein (including imposing up to 10 days out of school suspension) and to alter any penalties as considered necessary.

Bus route inquiries and concerns regarding the bus driver, should be reported to the assistant superintendent. Snow routes may be used in inclement weather. Please make sure you and your child are familiar with the snow routes for their bus.

AUDIO AND VISUAL RECORDING The district has established limits on the use of recording equipment in order to minimize disruption and protect instructional time essential to improving student achievement. Any recording activity, even activity permitted under this policy, will be prohibited if the activity creates a disruption to the education process.

Violations of Good Order while on a school bus will result in the following: Gold Level- Examples: Excessive or loud talking, hands to yourself, littering, deliberately delaying bus and seating issues, Language, throwing things on bus. 1st- Warning 2nd- NAC 3rd- 1-3 nights of NAC

4th- 3-5 days of NAC or bus suspension and a parent meeting will be held prior to being allowed back on bus. 5th- 3-7 days of NAC or bus suspension 6th- 5-10 day bus suspension and student/parent will meet with assistant superintendent prior to being allowed back on bus. 7th- 10 day bus suspension *NAC is in session from 3:30 until 5:30. Parents will need to pick up students. Black Level- Examples: Fighting, defiance or arguing with driver, threatening or cursing the bus driver, throwing things out the window or at the bus driver, hands, feet or any body part out of the window while the bus is moving: 1st- 5-10 day bus suspension and student/parent will meet with assistant superintendent prior to being allowed back on bus. If a student is removed from the bus because of disciplinary action and does not attend school for that reason, an unexcused absence will be recorded. This could result in placement in NAC and/or referral to the Division of Family Services.

Students suspended from the bus for no more than three days will be required to conference with the principal and bus driver prior to riding a school bus. Students and their parents who have been

suspended ten or more days will conference with the assistant superintendent and principal prior to riding a school bus.

STUDENT CONDUCT ON SCHOOL TRANSPORTATION

All persons riding in school district vehicles shall adhere to the following rules. The driver, sponsor or chaperones are to follow the school bus discipline procedure for student violations of this procedure, and students who violate these rules may be denied access to school transportation for a specified period of time in relation to the severity of the violation. Video cameras may be in operation on the school buses.

1. Bus riders shall be at the designated loading point before the bus arrival time.

2. Bus riders shall wait until the bus comes to a complete stop before attempting to enter.

3. Riders must not extend arms or heads out of the windows at any time.

4. Aisles must be kept cleared at all times.

5. All bus riders shall load and unload through the right front door. The emergency door is for emergencies only.

6. A bus rider will depart from the bus at the designated point unless written permission to get off at a different location is given to the driver.

7. A rider may be assigned a seat by the driver.

8. Riders who damage seats or other equipment will reimburse the district for the cost of the repair or replacement.

9. Riders are not permitted to leave their seats while the vehicle is in motion.

10. Permission to open windows must be obtained from the driver.

11. Classroom conduct is to be observed by students while riding the bus except for ordinary conversation.

12. The driver is in charge of the students and the vehicle, and the driver is to be obeyed promptly and courteously.

13. A bus rider who must cross the roadway to board or depart from the bus shall pass in front of the bus (no closer than 10 feet), look in both directions and proceed to cross the road or highway only on signal from the driver.

14. Students shall not throw objects about the vehicle nor out the windows.

15. Students shall keep feet off the seats.

16. The student discipline code will apply to students using school transportation services. This includes conduct occurring at or in the close vicinity of a bus stop while students are waiting for the bus, or immediately after the students have disembarked.

Trespass of a School Bus 1. A person commits the crime of trespass of a school bus if he knowingly and unlawfully

enters any part of or unlawfully operates any school bus. 2. Trespass of a school bus is a class A misdemeanor. 3. For the purpose of this section, the terms “unlawfully enters” refer to any entry or

operation of a school bus which is not: a. Approved of and established in a school district’s written policy on access to school

buses; or b. Authorized by specific written approval of the school board.

4. In order to preserve the public order, any district which adopts the policies described in subsection 3 of this section shall establish and enforce a student behavior policy for students on school

Tiger Transportation Times Newsletter

We publish a weekly newsletter for the transportation personnel every week. The main purpose of this newsletter is to keep the drivers aware of the next week’s activity runs and substitute drivers, upcoming meetings, required paperwork

deadlines, any concerns from administration or mechanics, and for fun, Louie’s Corner.

Goal(s): The Morgan County R-II School District will provide safe, efficient and consistent transportation to and from school in compliance with Missouri statues, regulations and local board policies.

Objectives:

The Morgan County R-II Transportation Program maintains equipment in good condition to maintain the

effectiveness and high safety standards of the program.

Procedures Used to Evaluate the Collected Data:

All driver qualifications are reviewed annually to ensure that all drivers meet current driving regulations and that all licensure is current. As well, all drivers are required to submit an endorsement as physically fit to drive by a certified physician.

Bus discipline policies and procedures are discussed with the transportation staff at the opening workshop as well as when the need arises during the school year. Copies of the bus discipline policy are available for parents and students in the student handbooks. In 2009-2010, the district began tracking students with multiple bus write-ups and developed and chronic offenders list. This provided a basis for change in the bus discipline policy that began in the 2010-2011 school year.

Safety procedures are regularly reviewed during safety meetings or as the need arises. Procedures most often reviewed include accident procedures, evacuation procedures, snow route procedures, and emergency medical procedures.

All drivers are required to submit updated ridership lists each fall. These lists are used to accurately count students for state reporting purposes. Counts are taken in October and February each year. All reports as required by DESE are submitted in a timely manner.

Each year at least 8 hours of training is required for each driver. The topics may include no more than 4 hours in any of the following areas: Role of the school bus driver, Transportation laws, Student discipline, Loading & unloading procedures, Driving fundamentals and road signs, First aid, Procedures for handling accidents & emergencies, Emergency Driving Techniques, Preventative maintenance & pre-trip, Transportation of the handicapped, and Behind the wheel practice. Training folders for each driver is maintained and reviewed for appropriate training hours.

All transportation contracts enacted are in writing with a copy kept in the transportation office.

The Assistant Superintendent regularly reviews the regulations, laws and local board policies to ensure that the Morgan County R-II School District is in compliance.

The Assistant Superintendent along with the Head Mechanic regularly reviews the equipment and facility needs of the transportation department.

Success of Program based on the Data: All bus drivers hold a valid Missouri CDL, with passenger endorsement. All drivers hold a valid Class B bus

permits. Each driver must submit to fingerprints and extensive background checks prior to employment.

There is a written bus discipline policy for the Morgan County R-II School District supplied to all parents and students in each of the buildings’ handbooks.

The Morgan County R-II School District conducts front and rear door bus evacuations twice each school year. In addition to monthly safety meetings, the drivers for Morgan County R-II School District receive instruction each year in regard to pre-trip inspections. The concentrated effort in regard to pre-trips in conjunction with the excellent performance by the bus mechanics has earned the district the Fleet of Excellence Awards for the past fourteen years. In addition, this award has been earned with 100% of buses passing inspection on the first attempt for the past fourteen school years.

The Morgan County R-II School District follows requirements set forth by the Department of Elementary and Secondary Education. All reports, as required by DESE, have been submitted in a timely manner.

The Morgan County R-II School District provides 8+ hours of instruction each year for each driver covering the following topics: Role of the school bus driver, Transportation laws, Student discipline, Loading & unloading procedures, Driving fundamentals and road signs, First aid, Procedures for handling accidents & emergencies, Emergency Driving Techniques, Preventative maintenance & pre-trip, Transportation of the handicapped, and Behind the wheel practice.

All contracts for transportation will be in writing and approved by the Morgan County R-II Board of Education.

The district is in compliance with all regulations, laws, and local board policies.

Analysis of Effectiveness: All drivers hold a valid CDL with passenger and school bus endorsements. Drivers were provided the

opportunity to receive a district paid physical to certify each driver was physically fit to drive.

All drivers received a copy of the bus discipline policy. In addition, the building assistant principals attended the opening workshop and spoke with the drivers briefly about managing student behavior. In August 2010, the drivers were informed about changes to the bus discipline policy that would be in effect for the 2010-2011 school year. These changes resulted in only one long-term suspension enacted during 2010-2011 as compared to multiple suspensions in 2009-2010. 2012-13 had no long term suspensions. 2013-2014 had no long term suspensions. 2014-2015 had one long term suspension. 2015-2016 had no long term suspensions.

The Morgan County R-II School District conducts front and rear door bus evacuations twice each school year. Front door evacuation drills were conducted September 29, 2015. Rear door drills were conducted April 12, 2016. Snow route information is reviewed and disseminated to the public in preparation for inclement weather early each November.

In August 2015, the drivers all received training in the laws governing pupil transportation. September 2015 the drivers received training in first aid. October 2015 meeting the drivers reviewed the role of a school bus driver. In February 2016, the drivers received training in the laws governing pupil transportation. In March a Weather Spotter’s class was offered as an optional two hours for emergency procedures. Also in March 2016, drivers received training in preventative maintenance and pre-trip inspections. April 2016 the drivers received training in loading and unloading procedures. May 2015 provided one hour of training of the role of a school bus driver. No more than four hours of training was spent on any one topic in accordance with Missouri regulations.

There were no transportation contracts in effect for the 2015-2016 school year.

The district audit reported that the transportation department had no deficiencies for the 2015-2016 school year and that all actions met state requirements.

The district is in compliance with all regulations, laws, and local board policies.

In review of the transportation facilities and equipment, the following issues have come to attention and have been addressed:

o As the fleet ages, there are several buses of similar age needing replacement. One bus was purchased summer 2010 to help alleviate this issue. Due to budget constraints, no buses were purchased for summers of 2011 and 2012. By holding one bus for activity runs only, we have been able to preserve one bus with low mileage that can ultimately be integrated into the fleet. Summer of 2014 the district purchased two new buses, traded in two buses and sold two buses outright. In the summer of 2015 and 2016, the district purchased two new buses and sold two used buses outright.

With the continued decline in enrollment we are looking at the possibility of eliminating an additional route. The current thinking is that we would do that through attrition when a position opens up. A new route configuration is in the works in the event that does happen this year.

Recommended Changes Needed to Achieve the Goals and Objectives of the Program:

The program needs to continue to maintain all objectives 1-7. The following equipment items need to be addressed to continue the effectiveness/efficiency of the transportation program:

o We are recommending again purchasing two buses for 2017-2018, in an effort to enhance our bus fleet.
