Subject: 41th Advanced Professional Programme in Public Administration (APPPA) atIndian Institute of Public Administration, New Delhi from 1stJuly 2015 to 30th April2016.
Sir/Madam,
Reference is invited to this Department's circular of even number dated 29th January 2015inviting nominations for the above mentioned training programme to be held at IIPA, New Delhifrom 1st July 2015 to 29th April 2016. It was mentioned in the circular that no course fee ispayable by the participants or the Sponsoring Organizations for the domestic component of theprogramme as the Department of Personnel & Training was giving a lump sum grant to theIIPA, New Delhi, towards this component. However, it has now been decided that the expensesincurred on the domestic component of the programme will be recovered from the respectivecadre controlling authorities of the officers nominated for the programme.
2. The lIP A, New Delhi has intimated that the expenses to be incurred per participant in thedomestic component of the programme would be Rs.5,80,000/-(Rupees Five Lakh Eightythousand only) approximately. This amount will be remitted by the Cadre Controllin~Authorities to the Registrar, Indian Institute of Public Administration (lIP A), New Delhi by 1StJuly, 2015.
3. In addition, an amount of Rs.3,88,000/-(Rupees Three Lakh Eighty Eight thousandonly) would be remitted by the Cadre Controlling Authorities to the Registrar, Indian Institute ofPublic Administration (lIPA), New Delhi by rs" July, 2015 to cover cost of preparation ofdissertation/field visit, village study, urban study and foreign study visit in respect of eachparticipant under intimation to this Department.
4. The nomination of officers listed at Annexure-I has been accepted for the 41 th AdvancedProfessional Programme in Public Administration (41st APPPA) subject to the followingconditions:-
• The Ministry/Department/Office where the officers are working should undertake to paythe pay and allowances and other entitlements in respect of the officer(s) throughout theduration of the course;
• During the course, the officer(s) would be entitled to the terms indicated in para 7 of thisDepartment's circular of even number dated 29th January 2015.
• The officers who are on central deputation under Central Staffing Scheme and whosetenure at the centre ends during the programme or within three months after theprogramme are liable to be repatriated to their parent cadre after completion of theprogramme.
• An ad hoc allowance of Rs. 5000/- (Rupee five thousand only) for purchase of booksstationery etc. will be sanctioned to the participants by sponsoring organizations fromtheir contingent expenditure;
• During the course, the officer(s) would not be released to take up any otherassignment/deputation;
• The officer would be required to execute a 'Bond' prior to his/her joining the programmeand submit the same to his/her Cadre Controlling Authority that he/she will serve theGovernment for a period of five years, or to repay the total expenses incurred on thetraining in the event of his/her resignation, voluntary retirement or quitting programmewithout completing.
• The officer(s) may be withdrawn from the course by the Director, Indian Institute ofPublic Administration (lIPA), New Delhi in case of their performance beingunsatisfactory.
5. Please note that the course is likely to commence from I" July 2015 and the participantsare required to report to the Director, Indian Institute of Public Administration (IIPA),Indraprastha Estate, Ring Road, New Delhi-I 10002. In case there is any change in the schedule thesame will be intimated to you accordingly. The officer(s) concerned may please be informedaccordingly. The Cadre Controlling Authorities are also requested to furnish vigilance clearancesand cadre clearance (clearance from State Government in case of IAS/ IPS and IFS officers) inrespect of the nominated officer (s) to enable them to join the programme.
