INTRODUCTION

The Turangi-Tongariro Community Board represents the interests of the settlements located in the Turangi Tongariro ward. The Board has a membership of eight: six elected community board representatives and two district councilors. This ensures that local decisions and recommendations outside the Board’s powers are influenced by local residents. The purpose of this report is to provide an overview of the Community Board’s progress towards implementing its 2015/16 Community Plan. This year was another successful year for the Board which saw them achieve 81% of the 58 milestones set for the year. Nine of the eleven outstanding actions were put on hold subject to the development of a joint management agreement between Council and Ngati Turangitukua, If one was to remove those actions, the Board would have achieved 97% of its 2015/16 Community Plan. Undoubtedly one of the key contributors to this success was the Board’s ability to collaborate with its many community stakeholders. In most cases participation from the Board was either in a funding, facilitation or support capacity through its members.

Support annual TTSF Sports Awards.

ACHIEVED Event celebrating 50 years was well attended and a great way to bring the sporting community together. Turangi continues to produce an abundance of sporting talent and it’s important that we continue to support the development of these activities and groups for social, health and economic purposes.

ACHIEVED The annual Community Awards were held in conjunction with the 50th Jubilee Finale & 2015 Xmas in the Park. The awards were a great way to increase community pride and acknowledge local leaders who generously contributed their time and resource to their respective community projects. Support Age-friendly initiatives

ACHIEVED TTCB supported numerous age-friendly initiatives throughout the year including:

- Regular attendance at age-friendly gatherings i.e. SeniorNet, Age Concern [Taupo] and RSA.

- Safe Turangi-led Safe Homes project. A selection of homes were provided with smoke alarms, anti-slip mats and security lighting.

- Whanau Ora led firewood in homes.

- Age-friendly events: Special elderly/kaumatua areas were set up at various TTCB supported events i.e. Christmas in the Park, Tuwharetoa Marae Sports and Turangi Sweet Sounz where elderly had access to reserved parking, shelter and free refreshments

ACHIEVED / ON GOING Preliminary meetings held with youth service providers and funders. Draft Youth strategy developed by MSD with input from all stakeholders. Further work required with young people.

Support the implementation of Iwi-led community initiatives that align with the Board and Council’s strategic direction.

ACHIEVED / ON GOING TTCB supported numerous iwi-led initiatives throughout the year including

- Ngati Turangitukua-ledTurangi Sweet Sounz Picnic featuring internationally renowned kiwi artist Troy Kingi, Pieter T & Awa

- Hirangi Marae Matariki exhibitions and cabaret fundraiser.

- Pukawa Marae - Planning for Opera on the Marae and Waitangi 2017

- Nga Rehia o Tuwharetoa – Marae Sports 2016

In supporting such projects we’re beginning to experience a genuine sense of willingness to engage from hapu.

TTCB involvement:

Encourage early Hapu engagement regarding projects relative to each Hapu area. Tuwharetoa Hapu wide communication regarding TT projects in general also to be encouraged.

ACHIEVED / ON GOING Members met with hapu as/when required. Good progress made with Ngati Turangitukua and Ngati Mananui. Future opportunities to support and work with other hapu in the eastern and southern areas. The TT Board facilitated engagements with the Ariki Tumu te HeuHeu’s office and the Tuwharetoa Maori Trust Board to develop an understanding of each others strategies and explore collaborative opportunities to support the implementation process.

Develop & adopt Turangi Reserves joint-management agreement with Ngati Turangitukua

ACHIEVED / ON GOING Co-governance committee established. 3 x Ngati Turangitukua members and 3 x Council Elected members. Co-chairs Cr Maggie Stewart and Ngaiterangi Smallman. Project Plan to be finalised in September 2016. Getting to this point was an achievement in its own right. This project will enable Ngati Turangitukua more input into how the reserves they own are managed. The entire process will be a great stepping stone for future development in Turangi and mend the relationship gap between Council and Ngati Turangitukua.

TTCB Involvement:

Governance representation from Board members Cr Maggie Stewart and Wally Van Der Aa. Cr Barry Hickling is the 3rd Council representative. Support from all TT members.

Where applicable attend Marae Hapu AGMs

ACHIEVED / ON GOING Members met with hapu as/when required. Written offer sent to all TT hapu/Marae offering TTCB presence at their respective AGMs.

Support the implementation of Safe Turangi and Taupo Safe District activities

ACHIEVED Safe Turangi continues to grow from strength to strength. Here are a few highlights from the year that was:

- Developed 2015/16 Safe Turangi Action Plan. - Developed Coordinator’s operational strategies and procedures, - Secured funding to support the implementation of the above. - Delivered the Safe Homes Project in conjunction with other

emergency departments - Supported Turangi Bully-Proof’s Pink Shirt Day - Supported Whanau Ora programs inc firewood in homes - In the process of developing a community directory and Youth

advocacy group dubbed ‘Chasn the Dream’ - Delivered the 2015 Christmas in the Park feat Stan Walker.

Recently awarded prestigious NZAEP award for NZ’s 2015 best Community Event. Extra emphasis was put on health & safety.

- Delivered of the inaugural Skate / Scooter comp in conjunction with Blue Light, Whanau Ora, Tuwharetoa Health and Tongariro School youth reps. The event attracted approx. 200 skaters and many more spectators from Turangi, Taupo and Mangakino. The comp was very well received and supported from all those that attended

Support stage 2 of the Turangi Food Forest Project

ACHIEVED The Turangi Tongariro Sports Foundation had another active year servicing the sporting community. Key highlights included:

- Annual Sports Awards - Aqua Exercise classes - Afterschool programs: Miniball, touch, athletics, ripper rugby - Volunteers Function - Junior Triathlon - Inter-school sport exchanges - Basketball coaching clinics - Capacity Building classes i.e. funding, administration, food safety

Support the development of sport and recreational activities

ACHIEVED Supporting the development of sport and recreational activities remained a high priority for the TT Board which resulted in the following activities being supported throughout the year.

- Turangi Tongariro Sports Foundation activities as detailed above - Tuwharetoa Marae Sports - Turangi Horse Sports - Junior sports - rugby, league, netball, jutitsu - Turangi Skate/Scooter Comp - River Wild Rafting Challenge - Free or discounted use of the gymnasium, aquatic centre and

Turangitukua Park for junior sports and youth activities - Aquatic centre activities - Turangi Angel’s Netball Pavilion upgrade.

The Turangi Angels Netball Club deserve special recognition for their efforts in restoring the Turangi Netball and Tennis pavilion back to a welcoming and vibrant space. Their work with re-establishing netball in Turangi in general should also be commended. Numerous tournaments were hosted by the Angels throughout the year attracting teams from outside of Turangi with many noting how great it was to see the courts utilized and full of energy. The Club was also recognized regionally at the Taupo District Trustpower Community Awards where they were awarded the overall Winner for the Health and Wellbeing category.

Support TDC staff with Civil Defence, Emergency Management and Rural Fire Initiatives

ACHIEVED Cr Maggie Stewart, Chris Te Whare and Te Takinga New attended Civil Defence and Emergency Management engagements as/when required. Ensuring their knowledge of the systems and processes remained current was a high priority.

Support the implementation of Turangi Rangatahi Network initiatives

ACHIEVED Progress with this group halted due to a re-branding exercise however board member Te Takinga New supported many other youth initiatives throughout the year including Turangi Bullyproof, Youth Week activities and those further detailed below. He was also instrumental in registering Te Kura Hirangi and Tongariro School in the national kids voting scheme.

Support Turangi Youth Hub Activities

ACHIEVED Board member Te Takinga New facilitated youth hub activities via the Turangi Tongariro Sports foundation including athletics, miniball, ripper rugby, ki o rahi and touch.

Support Bluelight functions

ACHIEVED Turangi Blue Light are a very active, dedicated team of volunteers who strive to provide fun opportunities for young people in exchange for positive behavior at home and around the community. The following are only a few of the positive experiences they facilitated throughout the year.

ACHIEVED IN PART / ON GOING This group continues to meet regular to develop programs targeted at youth employment and training opportunities for our local young people. Since its inception a smaller strategy working group has been charged with reviewing the group’s vision, purpose, objectives and projects. Once the the first draft outlining the specific work streams is finalised the wider Youth Guarantee group will be re-engaged for feedback.

Support the continuation of Go Tongariro Activities

ACHIEVED The TT Board supported numerous Go Tongariro Activities throughout the year. The noteworthy highlight was the considerable encouragement exhibited by the Board towards the development of feasibility assessments for the Taupo to Turangi cycle way extension and the Strategic Economic Growth Plan for the Turangi/Tongariro area and town centre. The outcome of these studies will provide a positive steer for the incoming Board regarding the future opportunities for economic growth in the Turangi Tongariro and CBD. Other activities included Turangi After 5 Business forums, Turangi Autumn Festival, Town Centre promotions, Local Business Awards advocacy, Business & Retail mentoring and event facilitation to name a few.

TTCB Involvement:

Community Grant funding and input from Cr Zane Cozens, Cr Maggie Stewart and Tong Kingi.

Participate in DGLT, EGLT and District Events 6 weekly catch ups

ACHIEVED This forum was a valuable 2-way vehicle that enabled the Board to work more effectively with Destination Great Lake Taupo, Enterprise Great Lake Taupo, District Events and Go Tongariro.

Support the implementation of Turangi Employment Support Group initiatives including Turangi Employment Expo

ACHIEVED The Turangi Employment Support group consisting of members from Tongariro Whanau Support Trust, Go Tongariro, Tongariro School, Tuwharetoa Health, Whanau Ora, WINZ, Turangi Literacy, Budget Services and Taupo District Council delivered another successful Employment expo attracting over 300 people throughout the day. The expo was an effective tool which enabled the group to achieve their project objectives: 1. Enable job seekers to be more job ready and 2. Connect job seekers with employment / training opportunities.

Support feasibility study for Taupo Cycle way extension

ACHIEVED / ON GOING The Board granted $20,000 towards the development of a feasibility assessment to better understand the benefits that could result from the construction of cycle way between Taupo and Turangi. An advisory board chaired by TT Community Board chair Tong Kingi was established to direct the initial work of developing route assessments, costings, demand modelling and initial stakeholder engagements. Following the completion of these the Advisory group determined that to progress the project further a management entity would need to be established to undergo detailed engagements with hapu, affected landowners, government and funders. The incoming Community Board will remain a major stakeholder with any future work pertaining to this project.

Work with Go Tongariro to address Town Mall access and visibility opportunities.

ACHIEVED / ON GOING The TT Board unamuniously supported Go Tongariro in their successful effort to secure funding from Council for the development of a Strategic Economic Growth Plan for the Turangi Tongariro area. This work is due to commence late 2016.

TTCB Involvement:

Considerable support via recommendation to Council to approve funding to develop the Economic Growth Plan.

Support Tongariro National Trout Centre Initiatives

ACHIEVED / ON GOING Members supported various Trout Centre initiatives throughout the year including the kids fish out days and Go Tongariro hosted events.
