    2015 is a decisive year in many respects. Negotiations on Financing for Development resulted in the successful adoption of the “Addis Ababa Action Agenda” in July. Negotiations on Sustainable Development Goals are due in September in New York and those on Climate Change (in Paris) in December. The EU is fully committed in all these negotiations.

    • The EU is the world's largest donor of international aid, and has taken a particularly ambitious commitment to achieve the United Nations 0.7% (of the Gross National Income) devoted to development cooperation target within the timeframe of the post-2015 agenda.

    • The EU perspective for the Sustainable Development Goals is that of an environmental, economic, and socially just future.

    • EU vision for Paris: a legally-binding agreement for all parties, fair and ambitious commitments from all parties, regular reviews to increase ambition, and robust common rules for transparency and accountability.

    2015 is also an important year for the European Union. It is the first time that we have a European Year for Development (EYD 2015). Our motto is telling: "Our World, Our Dignity, Our Future". It is an opportunity for the European Union to demonstrate its positive action. As we continue to promote the EYD 2015, I find it reassuring that a majority of Europeans still believe that they have a responsibility to help people in poor countries. This is the great task of the 139 EU Delegations around the world.

    Finally, 2015 is an important year for me as my mission here comes to an end. I arrived at the Delegation of the European Union in Mauritius in September 2014 to ensure the role of Chargé d'Affaires a.i. Almost one year from there, I can say that a lot has been achieved. I am leaving the Delegation with a feeling of "travail accompli".

    I hope that you will have a grasp of the EU action in Mauritius, Seychelles, and Comoros as well as with the Indian Ocean Commission while reading our newsletter.

    Let me summarise a few achievements of this year. The Delegation of the EU in Mauritius has reconfirmed its commitment towards the sustainable development of its partners. We have already signed the National Indicative Programme for Seychelles and the Regional Indicative Programme for Eastern Africa, Southern Africa and Indian Ocean (covering the Indian Ocean Commission) for the period 2014-2020. The National Indicative Programmes for Comoros and Mauritius are in the final stages of approval. I must say that we worked hard to make sure that our development programmes follow priorities which governments have for their countries’ own development.

    We also stepped up efforts to ensure Policy Coherence for Development, and created links between our development policy and our interventions in areas such as trade, fisheries, security, climate change, and migration. Actually, though we acknowledge that Official Development Assistance (ODA) will continue to play an important role in the overall picture, we are also aware that domestic finance, private finance, trade, migration, science, technology and innovation, all have an important role to play for growth and sustainable development.

    In Mauritius, the Circular Migration project with the Italian government has reached full speed. 100 Mauritians have already been in Italy to follow a training programme in agro-industry, fisheries and tourism. I was glad that the Minister of Labour, Industrial relations, Employment and Training, Hon. Mr. S. Callichurn, agreed to participate in the project's Steering Committee (hosted by the Ministry of Labour of Italy in Rome) to fully appreciate the importance of such a successful knowledge-transfer project from the EU to Mauritius.

    In Mauritius, we also organised with France and the United Kingdom, in collaboration with the Ministry of Education and Human Resources, Tertiary Education and Scientific Research, the First European Union Model Council gathering students from 28 local secondary schools of the Republic of Mauritius to take on the role of the EU Member States in a debate on Climate Change. The opening ceremony was marked by the presence of the Honourable Mrs Leela Devi Dookun-Luchoomun, Minister of Education and Human Resources, Tertiary Education and Sustainable Research.

    We also continued our close dialogue with Governments, and promoted avenues for consultations with the civil society through the elaboration of EU "Country Roadmap for Engagement with Civil Society". The EU Delegation held the first Political Dialogue with the Union of Comoros in June under the Cotonou Agreement provisions. We resumed our Political Dialogue with the Government of Seychelles in July, and look forward to a similar initiative with the Government of Mauritius very soon.

    We celebrated 30 years of cooperation with the Indian Ocean Commission. We also organised jointly with the 10th EDF Decentralised Cooperation Programme and the Indian Ocean Commission a photo exhibition on the occasion of the celebration of Europe Day to show project achievements and give an opportunity to the beneficiaries to tell their stories.

    Under the 11th European Development Fund, we have allocated an amount of 900 000 euros to support Seychelles in building capacities of the public and private actors for the implementation of the Economic Partnership Agreement (EPA) that the Seychelles signed with the EU in 2009. The Agreement, subscribed so far also by Mauritius, Madagascar and Zimbabwe, entered into force in March 2012. Capacity building in Seychelles will particularly focus on improving Sanitary and Phyto-sanitary Standards of products exported to the EU, in order to meet the market norms and allow Seychelles to reap the full benefits of this trade agreement.

    We continued to promote Human Rights, good governance, gender equality and social justice in all our actions. We also contributed to the organisation of the 7th edition of the PassePortes Festival for art and sponsored a new award for young talents, namely the "Prix de l'écriture dramatique".

    We reaffirmed our commitment towards Small Island Developing States. We agreed with the Indian Ocean Commission to earmark 16million euros under the 11th EDF Regional Indicative Programme for Climate Change and Disaster Risk Management to implement the Samoa Pathway.

    We strived to combine our development efforts with Member States to ensure that we work more hand in hand and don’t do the same thing twice. I am particularly glad that, for the first time, EU and France have embarked on joint programming of their cooperation with Comoros.

    As I said, I leave the Delegation with the feeling that good work has been done. Nonetheless, I can only feel nostalgic leaving a region with such rich and diverse people and culture.

    EU international action on climate The European Union is at the forefront of international negotiations for a new global climate agreement which is due to be finalised by 2015 and implemented from 2020. The EU is pressing for an agreement that is ambitious, comprehensive and legally binding. As the world's leading donor of development aid, the EU also provides substantial funding to tackle climate change. Under the Global Climate Change Alliance (http://www.gcca.eu/), the EU has been providing support to Seychelles, Mauritius and Comoros adaptation programmes to climate change. European Climate Diplomacy Day The European Union has declared 17 June the European Climate Diplomacy Day to highlight the positive action that is being taken around the globe in collaboration with its Member States. In Mauritius, the European Union, France and United Kingdom organised in close collaboration with the Ministry of Education the First edition of the European Union Model Council. 84 participants from 28 schools of the Republic of Mauritius, representing the EU Member States, were invited to participate in this event to debate on a mock proposal titled "European Union support to the climate adaptation action of the Government of the Republic of Mauritius". The Honourable Mrs Leela Devi Dookun-Luchoomun, Minister of Education and Human Resources, Tertiary Education and Sustainable Research launched the newsletter of the first European Union Model Council in presence of Mr. Eduardo Campos Martins, Chargé d'Affaires a.i. of the EU Delegation, Ms Sharon Taylor, Deputy British High Commissioner, H.E. Laurent Garnier, Ambassador of France, Mr Jean Claude de l'Estrac, Secretary General of the Indian Ocean Commission, and Mr Simon Springett, the UN Resident Coordinator. More: http://eeas.europa.eu/delegations/mauritius/documents/press_corner/20150617_2_en.pdf On that day, UK, EU and France also launched the Mauritius 2050 Pathways Carbon Calculator, an innovative web-based computer model which is the first to be developed in a Small Island Developing State. It will help Mauritius to determine its emission scenarios and enhance its long term strategy planning in terms of energy needs.

    Promoting Renewable energy and Energy Efficiency

    The European Union supports the Indian Ocean Commission (IOC) Climate Action through the Renewable energy and Energy efficiency programme. The EU participated in the Fête de l'énergie organised by the Indian Ocean Commission on 10 July to sensitise the population on the energy challenge. The Chargé d'Affaires a.i. and EU Delegation staff members also joined the Secretary General of the IOC and the President of the Republic of Mauritius in the "Celebrity Walk Media" organised on 8 July in the streets of the capital (watch the photos on: http://commissionoceanindien.org/activites/energies).

    Promoting healthy marine ecosystems to help mitigate climate change impacts

    The EU also took part in the launching ceremony of the Call for Proposals under the IOC "Biodiversity" programme on 7 July. The overall indicative amount made available under this Call for Proposals is 4.5 million euros to enhance the contribution of biodiversity to sustainable economic development and sustainable livelihoods in Comoros, Madagascar, Mauritius, Seychelles, Kenya, and Tanzania.

    Programme National d'Efficacité Énergétique (PNEE)

    Basé sur un partenariat entre le Ministère de l'Energie et le "Joint Economic Council", l'Agence Française de Développement et l'Union européenne, le PNEE vise l'émergence d'un marché de l'efficacité énergétique de qualité à l'île Maurice. Le 26 février, le PNEE a été lancé en présence du Vice-Premier Ministre et Ministre de l'Energie et des Services Publics.

    Energy in Africa: The European Union in action The European Commission has put in place a comprehensive set of actions to combat energy poverty. From now until 2020, the EU budget alone will allocate more than 2.5 billion euros in grants to support sustainable energy in Sub-Saharan Africa, with an estimated leveraging of up to 20 billion euros in financing and investment. Additional assistance provided by European Union Member States will at least double this amount. With these investments, the EU expects to bring electricity to more than 100 million people in Sub-Saharan Africa by 2020.

  • Europe Day held on 9 May every year celebrates peace and unity in Europe. The date marks the anniversary of the historical 'Schuman declaration'. At a speech in Paris in 1950, Robert Schuman, then French foreign minister, set out his idea for a new form of political cooperation in Europe, which would make war between Europe’s nations unthinkable.

    Europe Day in Mauritius

    The Delegation of the European Union to the Republic of Mauritius organised a reception at Domaine de Labourdonnais, Mapou on 11 May 2015. During this event, the President of the Republic of Mauritius, the Prime Minister and ministers, members of the diplomatic corps and other distinguished guests gathered to celebrate the anniversary of the Schuman Declaration. The EU also organised jointly with the 10th EDF Decentralised Cooperation Programme and with the Indian Ocean Commission a photo exhibition to provide an opportunity to project teams and beneficiaries to give a testimony of how the European Union has contributed to transform their lives.

  • European Union and the Indian Ocean Commission: 30 years of cooperation

    On 11 May, the Chargé d'Affaires a.i. of the EU Delegation joined the Secretary General of the Indian Ocean Commission, Jean Claude de l'Estrac and the Minister of Foreign Affairs, Regional Integration and International Trade of the Republic of Mauritius, Mr. E. Sinatambou to celebrate 30 years of cooperation between the European Union cooperation and the Indian Ocean Commission. More:

    La Journée de l'Europe aux Comores

    La Délégation de l'UE et la France (le seul Etat Membre présent aux Comores) ont organisé le "Village de l'Europe", une journée portes ouvertes à Moroni pour sensibiliser la population sur leur action aux Comores. C'était l'occasion de présenter les projets financés par l'UE et par la France, et de montrer leurs réalisations grâce à des posters, des brochures, et des discussions animées par les équipes de projets. La Délégation a distribué des cartes de l'Europe et des livres de coloriage "L'Europe et moi" aux enfants, et l'équipe du Projet de Renforcement du Pilotage et de l’Encadrement de l’Education aux Comores (PRePEEC) a organisé des compétitions de scrabble et d'échec. La finale du concours de slam et la cérémonie de remise de prix du concours "Media Excellence", organisés dans le cadre du Projet d'Appui à la Formation Technique et Professionnelle (PAFTP) ont également eu lieu le 9 mai. L'Ambassadeur de France a donné une réception pour célébrer le 9 mai. A lire:

  • Dialogue politique avec l'Union des Comores La première session du "Dialogue politique" entre l'Union européenne et l'Union des Comores dans le cadre de l'Accord de Cotonou a eu lieu le 25 juin 2015 à Moroni. L’Union des Comores et l'Union européenne se sont félicités pour les progrès importants de leur partenariat et affirmé leur engagement mutuel pour les principes de bonne gouvernance, démocratie, et respect des Droits de l'Homme. Les parties ont confirmé leur volonté d'assurer un développement socioéconomique durable et participatif pour l'Union des Comores. L'UE a également rappelé son appui à l'organisation des prochaines échéances électorales de 2016 dans le cadre du 11ème Fonds européen de développement (FED), pour continuer l'appui octroyé sous l'Instrument européen pour la Démocratie et les Droits de l'Homme (IEDDH) avec le Projet d’Appui à la Crédibilité et à la Transparence du processus électoral (PACTE). Le PACTE, financé par l’Union européenne à hauteur de 1,6 million d’euros, a appuyé l’organisation des élections et le renforcement des capacités des parties prenantes au processus électoral, principalement pour les élections législatives, insulaires et communales qui se sont déroulées en janvier et février 2015.

    Political dialogue with Seychelles The Political Dialogue session between the Republic of Seychelles and the European Union as provided for under Article 8 of the Cotonou Agreement was held on 22 July 2015 in Seychelles. The Republic of Seychelles and the European Union welcomed the significant progress of their partnership and re-affirmed their mutual commitment to the principles of Good Governance, Democracy and respect for Human Rights. As a concrete example of this partnership, the Government and the European Union launched a programme representing an envelope of more than 760 000 euros. The programme is intended to provide public and private sectors with specific measures to respond to the needs of the country in its process of trade liberalisation in the framework of the Agreement between the EU and the Eastern and Southern Africa region.

  • Economic empowerment of women

    To mark the celebration of Women International Day on 8 March 2015, the EU organised a site visit at the Union Park Women Association (UPWA), a non-profit organisation based in the South of Mauritius, to meet beneficiaries of the project "Creation of Job Opportunities for Unemployed Women of Union Park through Mushroom Production". The Chargé d'Affaires a.i. of the EU Delegation to the Republic of Mauritius congratulated the beneficiaries on their achievements and was pleased to visit the mushroom production unit set up with EU funding. 70 women of the association have already been trained in mushroom production, and are marketing their products.

    Supporting and protecting Human Rights Defenders

    On the occasion of the International Day Against Homophobia and Transphobia, the Chargé d'Affaires a.i. of the EU Delegation to the Republic of Mauritius also took part on 16 May 2015 in the award ceremony for the poster contest "Equality for All" organised by the Young Queer Alliance (a non-profit organisation promoting the rights of LGBTI persons in Mauritius). He awarded the first prize, a sum of 250 euros to the winner of the contest Mr. Hemandass Aubeeluck. Mr. Aldo Dell'Ariccia recalled that the EU is a staunch supporter and defender of LGBTI human rights and that in June 2013, the EU adopted guidelines to promote and protect the enjoyment of all human rights by lesbian, gay, bisexual, transgender and intersex persons.

  • Decentralised Cooperation Programme: supporting Non State Actors of the Republic of Mauritius

    Under the Decentralised Cooperation Programme which is funded by the European Union, and implemented under the umbrella of the Ministry of Finance and Economic Development, several social initiatives have been successfully launched including the "Village of Activities at Mahebourg Espoir Education Centre" to provide non-formal education to young people (12-17) who have dropped out of school. Participating in the launching ceremony of the village, the Chargé d'Affaires a.i. of the EU Delegation to the Republic of Mauritius highlighted the importance of non-formal education for young people with fewer opportunities to encourage the participation, active citizenship and social inclusion of young people.     The activities of the "Early Detection Intervention and Therapy for Intellectually Disabled Children" have also been funded under the Decentralised Cooperation Programme. The Chargé d'Affaires a.i. of the EU Delegation launched the project in March by highlighting the importance of early detection and enhancing the development of children with disabilities. He recalled that the EU adopted a European Disability Strategy 2010-2020, which builds on the UN Convention on the Rights of People with Disabilities - to which the EU is a signatory. This project will allow some 175 children to benefit from an appropriate therapeutic and education programme.

    Keeping human rights at the heart of the EU agenda

    On 20 July 2015, the EU adopted a new EU Action Plan on Human Rights and Democracy.

  • On 06 March, the EU organised a site visit of Foods Worth Co Ltd, which manufactures 'Maubon' banana chips, with the Ministry of Labour, Industrial Relations and Employment of the Republic of Mauritius and the International Office for Migration (IOM). The Director of Foods Worth Co Ltd, Mr Luchmun, is one of the 31 Mauritians who followed a training programme in Italy in October 2013 under the EU-funded project that promotes circular migration between Mauritius and Italy.

    Handing over of air tickets

    A total of 69 Mauritians received their air tickets on 28 May and 5 June respectively to proceed to Italy for a training and placement programme in the fields of fisheries and tourism. The ticket giving ceremony was organised in two steps, namely on 28 May for the 54 Mauritius based participants and on 5 June for the 15 participants based in Rodrigues. The ticket giving ceremony saw the participation of the Minister of Labour, Industrial Relations and Employment, Hon Soodesh Callichurn, the Chargé d'Affaires a.i. of the EU Delegation to the Republic of Mauritius, Mr Aldo Dell'Ariccia and the Head of Office of the International Organisation for Migration, Mr Timon Van Lidth de Jeude. The Head of the European Union Delegation encouraged the participants to take full advantage of all the training and placement opportunity being provided to them, and to come back to the country with new ideas and techniques for their own business, so that the transfer of know-how from Italy is visible.

    The European Union's cooperation with Africa on migration: Examples of EU-funded projects: - Migration EU Expertise (MIEUX):

    8 million euros contributing to the improvement of migration governance at national and regional levels by strengthening the capacities of public authorities to better manage migration and mobility in all its dimensions through the provision of rapid, short-term and small-scale peer-to-peer expertise assistance.

    - Support to Africa – EU Migration and Mobility Dialogue: 17.5 million euros in the framework of a Pan-African Programme to improve the governance of migration and mobility within Africa and between Africa and the EU, and enhance the role of African diaspora as development actors.

    - Addressing Mixed Migration Flows in Eastern Africa: 5 million euros to assist national authorities in setting up / strengthening safe and rights-respectful migration offices for migrants/asylum seekers/refugees; capacity building for partner countries to fight against criminal networks; provision of livelihoods and self-reliance opportunities for refugees and host communities.

    The Delegation from Mauritius seized the opportunity of the mission in Italy to visit some of the 69 Mauritians on training in Rimini in the tourism sector. A certificate giving ceremony was organised on 20 June 2015 for all the participants to the training and placement programme.

    Steering Committee in Rome The Minister of Labour, Industrial Relations and Employment of the Republic of Mauritius and the Chargé d'Affaires a.i. of the EU Delegation to the Republic of Mauritius, as well as the Head of the Office of the International Organization for Migration participated in the 3rd Steering Committee of the project held in Rome, Italy on 18 June 2015. The Steering Committee was opened by the State Secretary of the Ministry of Labour and Social Policy of the Republic of Italy, Hon Franca Biondelli. She highlighted the positive aspect of migration embedded in this circular migration project, and the importance to disseminate this message strongly at all levels within the general public in Italy.

  • Tuna Fisheries: an important sector for Indian Ocean countries

    On 15 July, a hundred guests including the Hon. Premdut Koonjoo, Minister of Ocean Economy, Marine Resources, Fisheries, Shipping and Outer Islands of Mauritius, representatives from the fisheries industry, fisheries professional organisations, Non-Government Organisations, the Indian Ocean Commission Member States and the EU attended the screening of "Des thons et des hommes" at Cine Star in Bagatelle. The documentary film about tuna fisheries in the Indian Ocean has been produced by the Mauritian film-maker David Constantin and the journalist Laurent Dubourg under the Indian Ocean Commission SmartFish programme totally funded by the European Union.     Fisheries aspect of the Economic Partnership Agreement On 13 July, the IOC organised the workshop on "Fisheries chapter of the Economic Partnership Agreement". The Economic Partnership Agreements (EPAs) between the EU and African, Caribbean and Pacific (ACP) regions are aimed at promoting trade between the two groupings– and through trade development, sustainable growth and poverty reduction. In 2009 Mauritius, Seychelles, Zimbabwe and Madagascar signed an Economic Partnership Agreement (iEPA). The Agreement has been provisionally applied since 14 May 2012.

  • Fish trade event in Uganda

    The Indian Ocean Commission organised the third edition of the SmartFish Trade Event on 27 March in Uganda. The EU Delegation in Uganda participated in the event which was the largest event for fish trade in Africa gathering about 140 fish farmers, fish traders and processors, equipment providers, researchers, scientists, policy makers from 23 countries in the region and from Europe. The quality and availability of feed and seed, management and operations challenges, equipment choices were amongst the main topics discussed.

    Did you know? The EU has a long tradition of cooperation in the fisheries sector. In 2000, the European Commission adopted a Communication on ‘Fisheries and poverty reduction’ that set up guidelines for EU interventions at global, regional and national levels. Since 2007, the EU development policy has financed more than 50 projects in the field of fisheries and aquaculture. Commitments over the period 2007-2014 have reached some 230 million euros. In addition to this commitment, there are other initiatives which also have an impact on fisheries with a primary focus on trade, sanitary and phyto-sanitary (SPS) issues, climate change and protection of the marine environment. Overall, Africa is the main recipient of EU funds for fisheries and aquaculture, receiving half of the budget for the period 2007-2014. With 28 million euros, Asia is the second area of intervention, followed by the Pacific Region with 18 million euros.

  • Improving access to water in Rodrigues

    In February, the European Union allocated nearly 1.44 million euros to the Rodrigues Regional Assembly (RRA) to support water sector development in the context of the achievement of the Millennium Development Goals. The grant will finance 4 projects of the RRA Commissions, notably for improving quality water distribution to some 6,000 persons (1/7 of the total population) in the southern region, and the provision of at least 500 low-income families with rainwater harvesting systems to improve their access to water.

    Améliorer le réseau routier aux Comores

    Le Chargé d'Affaires a.i. de la Délégation de l'Union européenne a assisté en mai dernier au lancement de la campagne de travaux d’entretien périodique du réseau routier à travers le Projet d’appui pour le développement du secteur du transport (PADDST). Le programme PADDST est financé par l'Union européenne à hauteur de 27 millions d'euros. La première campagne annuelle d'entretien courant, entièrement financée par l'Union européenne, a débuté fin 2013 pour s'achever fin 2014. La seconde campagne, qui a démarré en mai dernier, prendra fin en mars 2016. L'ensemble des travaux d'entretien routier devrait contribuer à améliorer la qualité de la circulation au fil des mois à venir, apportant ainsi un complément à la politique d'investissement pour la réhabilitation des axes routiers les plus dégradés du pays.   • Dramatic art: EU supports Mauritian young talents

    The European Union has contributed to the amount of 15,000 euros to the organisation of the 7th edition of the "Festival PassePortes" from 19 to 24 May 2015 in Mauritius, in collaboration with the Ministry of Finance and Economic Development. The EU sponsored a new award for young talents, namely the "Prix d’écriture dramatique du Festival PassePortes et de l'Union européenne à Maurice". The Chargé d'Affaires a.i. of the EU Delegation awarded the first prize during the closing ceremony on 24 May to Anooradha Rughoonundun for "Cytotec ou l'histoire des planètes" and to Quraishiyah Durbarry for "L’attrape Bête". Moreover, the Indian Ocean Commission, through its Biodiversity programme funded by the European Union, sponsored a show to sensitize the young generation on the environment challenge. Two hundred children gathered at the Alliance Française in Rodrigues to watch "Le Bal des abeilles", an initiative of the organisers of the "Festival PassePortes".

    Women and theatre: other initiatives supported by the EU Women performers from Solomon Islands, Stages of Change (a two-year project of the British Council that took on 14 women from across Solomon Islands) had an historic meeting in Brussels in June with the EU Commissioner for International Cooperation and Development. Most of them had never acted before. The project gave them skills to lobby against domestic violence through acting. In Guatemala, with the support of the Spanish Agency for International Development Cooperation (AECID), women have formed a group to take theatre beyond only artistic value but to create social meaning and change.   • Focus on Mauritian cinema

    The EU Delegation attended the première of "Lonbraz Kann", as well as the open-air screening in a former sugar factory in St Felix which was used as a shooting location (Crève-Coeur is another shooting location where the film was shown). "Lonbraz Kann" is the first Mauritian feature-length fiction movie with the sugar industry as a background. The film has been produced by the local company "Caméléon Productions" of film-maker David Constantin with the financial support of ACP Cultures +, an EU-funded programme.     Festival "Ile Courts" 2015

    The European Union supports "L'Archipel des Cinemas", a project implemented by "Porteurs d'Images", through ACP Cultures +. In the framework of the project, "Porteurs d'Images" is organising the 8th edition of "Ile" Courts, the international short-film festival of Mauritius from 6-10 October 2015. Short films from Mauritius, the Indian Ocean and the whole world will be screened in various parts of the island. The festival will also include capacity building for various professions in the film industry, production of short films and documentaries developed during the scriptwriting workshops, and provide a discussion forum for film professionals of the region. The winners of the "Eco Clip" contest launched by the Indian Ocean Commission under the ISLANDS programme, funded by the European Union, will participate in the Festival. Six video clips on Sustainable Development will be shown on that occasion.

    The ACP Cultures+ Programme is implemented by the Secretariat of the ACP (Africa, Caribbean and Pacific) Group of States and funded by the European Union for an amount of 30 million euros.   • The European Union remains committed to supporting the sustainable development of its partners, namely Mauritius, Seychelles, Comoros and the Indian Ocean Commission.

    The National Indicative Programme for Seychelles: with an envelope of 2.2 million euros, it will focus on the provision of well-targeted and small-scale interventions through technical assistance under a Technical Cooperation Facility. Priority will be given to studies and expertise which will serve as a basis for subsequent, more significant bankable projects that could attract financing from EU and other financial institutions, or from EU regional and thematic envelopes.

    The National Indicative Programme for Mauritius: with an envelope of 9.9 million euros in support of the Government's economic programme in the fields of tertiary education, research and innovation. After consultations with the ministries responsible for Tertiary Education and Research and Innovation, the programming document is now in the decision-making process.

    The National Indicative Programme for Comoros: it is the first time that the EU and one of its Member States (France) have embarked on joint programming in Comoros. The National Indicative Programme amounting to 68 million euros is in line with the Comoros national development strategy for the period 2015-2020 (Stratégie de Croissance Accélérée et Développement Durable - SCADD). In March, the Chargé d'Affaires a.i. of the EU Delegation met with the Vice President responsible for the Ministry of Finance of the Union of Comoros to validate the focal sectors, namely: Governance (elections, justice, public finance), transport (roads and port), and vocational training.

    The Regional Indicative Programme for Southern, Eastern Africa and the Indian Ocean: Moreover, the EU has significantly increased its support to the region with the signature on 4 June of the Regional Indicative Programme for Southern, Eastern Africa and the Indian Ocean. The so-called Regional Indicative Programme (RIP) under the 11th EDF amounts to a total of 1.33 billion euros. Co-signatories are the European Commission and Secretaries General and Executive Secretaries of five regional organisations (including the Indian Ocean Commission) representing 29 African countries.

    EU vision for the post-2015 development agenda: The European Commission adopted in June 2014 a new Communication "A Decent Life for All: From Vision to Collective Action". This policy paper further elaborates on the EU’s vision for a universal post-2015 agenda to eradicate poverty and promote sustainable development, including key principles, priority areas, potential target topics and the need for a new global partnership. It provides the basis for a new EU position ahead of the 2015 intergovernmental negotiations.

  • The Lorenzo Natali Media Prize

    The Lorenzo Natali Media Prize, organised by the European Commission’s Directorate-General for International Cooperation and Development since 1992, is awarded to journalists for outstanding reporting on development and poverty eradication. This year’s Lorenzo Natali Media Prize is launched under the motto 'Today's stories can change our tomorrow' and coincides with the 2015 European Year for Development. In December, the European Commission will once again award journalists for their outstanding reporting on development and poverty eradication. More:
