Welcome!  In this session, we are going to focus on two components of the revised state plan template.  The first will be unserved/underserved – targeted disparity statement, and the second will be collaboration with the DD Network, each other, and other entities.

Let’s start out by reviewing what we know – The DD Act of 2000 requires DD Councils to provide an analysis of the barriers to full participation of unserved and underserved groups of individuals with developmental disabilities and their families in Section III of the Comprehensive Review and Analysis (Part (C) (ii).  This element is not new to 5‐year State plan development.

Let’s also review the DD Act definition of unserved and underserved groups.  You can find this information in Section 102 of the DD Act

As you can see, the definition highlights populations from 

Racial and ethnic minority backgroundsDisadvantaged people (those living in poverty)People with English as a second languageIndividuals in underserved geographic areas (rural areas and urban areas)Other groups with the group of DDPeople who required technology to participate in and contribute to community life

For the 2017‐2021 State plan, DD Councils are asked to identify a subpopulation that is vulnerable to disparities, identify a disparity, develop an targeted disparity statement, and ultimately identify and implement activities to reduce the targeted disparity during the course of the 5‐year plan implementation.

Okay….breathe!  Many DD Council’s will not find this to be “new” – as DD Councils have addressed this mandate over the years.  However, what may be different is the specificity and identification that an activity is going to address the targeted disparity statement.  For 

example:  A DD Council included an objective to support the development of self‐advocacy in under‐represented areas of their state  through a small grants and other activities.  The subpopulation vulnerable to disparities was people with DD living in specific areas of the state that were underserved (rural) related to self‐advocacy, the target was to develop self‐advocacy in these rural areas and the activities were to provide small grants and other activities to reduce the disparity of lack of access to self‐advocacy in rural areas.

So….just for fun…let’s take a look at a process– of course, this one logical way to approach the targeted disparity goal or objective and corresponding activities, you may find this process helpful, but another process may work well for your DD Council.

Facilitators – Each DD Council’s current analysis of unserved and underserved has been provided – give the attendees enough time to locate their copy and briefly review.

Some of you may find that your current analysis does not include enough information – you may want to revisit your analysis for the upcoming state plan to provide more details.

As with the entire DD Council State Plan, the priority is people with developmentaldisabilities and their families.  So, the overall assumption is that we are talking about allpeople with developmental disabilities and their families in your State/Territory.

Next, you will focus on people from populations such as individuals from racial and ethnic minority backgrounds, disadvantaged individuals, individuals with limited English proficiency, individual from underserved geographic areas (rural or urban), and specific groups of individuals within the population of individuals with developmental disabilities, including individuals who require assistive technology in order to participate in and contribute to community life.

The next step would be to select a sub‐population from the people/groups you previously identified in the analysis of barriers section of your Comprehensive Review and Analysis.

In your current CRA analysis, can you identify specific sub‐populations of people with DD who are vulnerable to disparities?

And…for our purposes, disparity is the condition of being unequal and a disparity is a noticeable difference.

The next step would be to identify the problem for the sub‐population of focus.

Now you’re ready to create a targeted disparity statement.  You will write the statement in a way that is specific, measurable, attainable, realistic, and timely (SMART).

In addition, the State plan template will ask for identification of a goal or objective with corresponding activities that:

1) the targeted area of emphasis (quality assurance, education and early intervention, employment, housing, transportation, recreation, informal and formal community supports, child care, and health). 

2) The performance measure focus – this will be individual/family advocacy or systems change

3) The strategies/activities for reducing the disparity

4)  The expected outcomes for the activity.

The Tennessee Council (thanks Alicia Cone!) has graciously allowed us to use their information to provide an example for you.

The example is found in the “targeted disparity” handout.

Hopefully, this example will help show how a targeted disparity statement would be developed.

The revised state plan template calls for the DD Council to provide a description of the planning that was undertaken in relation to the collaboration activities.
