New Features
• Use of the Results-based Performance ManagementSystem (RPMS)! IPCRF ratings for ranking the personnel
! OPCRF ratings shall be given 50% of the weight for ranking the delivery units
• Compliance to Public Financial Management (PFM) reporting requirements of COA and DBM
• Adoption and use of the Agency Procurement Compliance
and Performance Indicators System (APCPI)
• Submission of Annual Procurement Plan (APP) per AO 46

New Features
• Individual ranking for CO, RO, SDO personnel shall becategorized based on salary grade bracket such that Firstand Second level employees are ranked separately
• Third level officials and all incumbents of CES positions shallreceive the highest amount of PBB of his/her delivery unit
• PBB of the Head of Agency shall be fixed at PhP 35,000provided that the agency satisfies the pre-conditions

• Officials and employees holding regular plantilla positions;contractual and casual personnel having an employer-employee relationship
– salaries is charged to PS – occupying positions in the DBM-approved contractual staffing
pattern
• Service requirement:
! 9 months to be eligible for the full amount! At least 3 months to be eligible on a pro-rata basis
NOTE: Qualification for the service requirement shall be determined based onSY for school-based personnel and CY for non school-based personnel

• Personnel on detail, reassigned, or transferred to anotherdelivery unit for 6 months or more shall included in theranking of the delivery unit where he/she served the longest.If equal months served, he/she will be included in the
recipient delivery unit.

Agency Eligibility Criteria
• Achieve at least 90% of each of the Physical Targets: – MFOs – STO – GASS
• Achieve at least 90% of each of Priority Program Targetsunder EO 43
• Satisfy 100% of the Good Governance Conditions
• To be eligible for a higher percentage distribution, achieve atleast 90% of each of the targets in the OP Planning Tool

• All MFO indicators and targets in the 2015GAA shall be the basis for assessingeligibility for the PBB
• STO indicators and targets shall include:a. Quality Management System (QMS) or Operations Manual

• Additional GASS targets shall be:
c. Adoption and use of the 2014 Agency ProcurementCompliance and Performance Indicators System(APCPI) per GPPB Resolution No. 10-2012
d. Submission of agency Annual Procurement Plan (APP) as prescribed by Section 3e of AO No. 46 s.2015
Agencies should send a scanned copy of the APP toGPPB-TSO’s email: [email protected] ,instead of an Excel file or hard copy.
