important things we can do as a government in this term of parliament. For too long our planning system has been a barrier to investment. This cannot continue as we know it has an impact on jobs. Our case man-agement and Co-ordinator General initiatives have provided emergency support to our system, but also highlight the need for structural reform.Done well, this reform can be a game-changer for this state.

It is estimated that the potential total economic benefi ts from the re-forms to the State’s planning system will be approximately $551 million over the next 5 years and $1.3 billion over 20 the next years, with a potential increase to total development spend of $4 billion each year (up from $2.4 million currently).

Of course, we will not stop there. We will continue to listen to your industry about how to bring new investment and jobs to this state. One thing is certain: if we work together we can make our future a bright one.

State Government Supports New and Growth Industries.

Supporting economic investment and employment growth is now, more than ever, the primary focus of the State Government. Our recent State Budget supported job creation with an investment of almost $985 million in taxation reform and investment in new and growth industries.

Our economy is transforming at a fundamental level and while this is a challenge for all sectors, it is also a time of opportunity where we can restructure the way we do business to set ourselves for a generation of growth.

The building industry is a great economic driver with building confidence and activity a measure of the strength of the economy. That is why I have placed reform of the Housing sector on the Council of Australian Governments Agenda.

We’re expecting the population to grow, however in a manner that’s different to what we’ve been used to seeing. The average age of the community is increasing and people are forming smaller-sized households. In many areas, the housing stock is ageing and unable to meet the demands arising from population change.

We believe structural reform in the sector must go hand in hand with immediate support.

That is why our Budget announced the abolition of eight taxes that were a disincentive to economic activity. It is why we created and continue to support the office of the Co-ordinator General to break through roadblocks that cause unnecessary delays to projects. And it is why we have extended the payroll tax rebate for another 12 months and abolished the Save the River Murray Levy.

This is all in addition to the new ReturnToWorkSA scheme that has at its heart a new system that is expected to save business across the state $180 million per year in reduced premiums.

This is money that we want to see reinvested in your businesses to help you take advantage of new opportunities.

South Australia has a competitive advantage in the lifestyle we can offer. Partnering this lifestyle attraction with the most competitive business environment can entice more people to our state and underpin our future growth.

Increasingly, our future prosperity depends on the role we play on the international stage. Our state must compete with other locations to provide liveability that is competitive on a global scale, to ensure businesses are encouraged to propose mutually beneficial investment, and to ensure we maintain a highly skilled and sought-after workforce. We must make a deliberate attempt to define the role we wish to play globally. We must understand our opportunities and be flexible enough to adapt when circumstances change.

It’s about more than just enhancing the vibrancy of our city. We want to ensure the current quality of life enjoyed by South Australians continues to improve. We recognise the need to put people at the centre of urban planning and to revitalise communities by creating high quality places that bring people together. We want all residents to enjoy convenient access to housing, transport, jobs and services in the future, while benefitting from increased local, national and global scale private sector investment in our state.

This can be achieved if we create the conditions for communities to thrive, and for investors, entrepreneurs and businesses to build, create and grow.

Sarah Constructions have again demonstrated their ability to be an innovative contributor to overcome significant challenges and complexities associated with this project. This resulted from interfacing with a heritage listed building, sophisticated detailing and an operating school environment. The design required a high level of finishes in both the new building and in extensions and renovations to the existing buildings. Despite encountering some site contamination and archaeological investigations, the builder managed to complete the project early and scored very highly across all of the assessment criteria to win this award.

Lendlease worked successfully within a number of significant restrictions and challenges to produce an exceptionally high score in all assessment categories. The execution of a very high level of finishes and complex detailing was exceptional and a number of innovative solutions initiated by Lendlease were used to deliver this project ahead of time and within budget. The extraordinary scale and complexity of this project was successfully managed by Lendlease and required them to develop and implement many sophisticated systems in relation to Quality Assurance, Programming and Safety. The brief required the construction of a sophisticated and complex new restaurant within the heritage listed railway building, which posed many challenges in relation to unforeseen latent conditions. The fitout called for a very high level of finishes and implementation of custom made items, appropriate for such a high end restaurant within a tight time frame. Schiavello effectively had to work with two clients; the casino and the restaurateur who demanded high quality finishes. There was no tolerance in the completion date and despite the commencement date being delayed, the project was completed on time.

The brickwork and finish achieved on this project can only be described as of exceptional quality with bed joints and perpends lining up exactly, in most of the walls. In two of the walls where coloured bricks were used to form a pattern, these bricks were marginally shorter but the bricklayer managed to lay them almost exactly lining up perpends.

The difficulty of excavating around existing services to enable lowering of those services without interruption of supply, while at the same time ensuring that traffic flow was not stopped, appeared to have been achieved exceptionally well. The client was full of praise in regard to the project, completed without any mishaps and the availability of the contractor when called upon day or night.
