Executive Summary

Purpose and Methodology

Purpose. ETC Institute administered a comprehensive customer satisfaction survey for Arlington

County, Virginia, during the spring of 2015. The purpose of the survey was to assess citizen

satisfaction with the quality of a wide range of county services, including: police, fire, public

transportation, trash collection, libraries, code enforcement, street maintenance, communication, and

many others. The survey contained many of the same questions that were included in the County’s

last comprehensive customer satisfaction assessments, which were conducted in 2004, 2008 and

2012.

Methodology. A seven-page

survey was mailed to a random

sample of households in

Arlington County in April 2015.

Approximately seven days after

the surveys were mailed,

residents who received the

survey were contacted by phone.

Those who indicated that they

had not returned the survey were

given the option of completing it

by phone or on the Internet. The

survey was administered in both

English and Spanish. Of the

households that received a

survey, a total of 1,512

completed surveys. The overall

results for the random sample of

1,512 households have a 95%

level of confidence with a

precision of at least +/- 2.5%.

In order to better understand how well services are being delivered by the county, ETC Institute

geocoded the home address of respondents to the survey. The map above shows the physical

distribution of survey respondents based on the location of their home. The results for selected

questions are shown by Census Block Group in the maps provided in Section 5 of this report.

The percentage of “don’t know” responses has been excluded from many of the graphs shown in this

report to facilitate valid comparisons of the results from Arlington County with the results from

other communities in ETC Institute’s DirectionFinder® database. Since the number of “don’t

know” responses often reflects the utilization and awareness of county services, the percentage of

“don’t know” responses has been provided in the tabular data section of this report.

This report contains:

a summary of the methodology for administering the survey and major findings

charts showing the overall results for most questions on the survey along with trends from

2004 and 2012

benchmarking data that show how the results for Arlington County compare to other

communities

importance-satisfaction analysis that identifies opportunities for improvement

Crosstabulations, which show differences in the results based on the demographic characteristics of

the respondents (such as age, ethnicity, gender and income) are published in a separate appendix to

this report.

Overall Findings

Overall Satisfaction with County Services Rated Significantly Above the National

Average. Eighty-nine percent (89%) of the residents surveyed who had an opinion were

satisfied (rating of 4 or 5 on a 5-point scale) with the overall quality of services provided by

the county. This was 32% above the national average of 57%. Arlington County also rated

above the national average in 45 of the 51 areas that were assessed against national averages.

Services that Residents Thought Were Most Important to Improve. The major

categories of county services that residents thought were most important for the County to

improve over the next two years were: the maintenance of county streets and the

management of traffic flow on county streets.

Satisfaction with the Overall Quality of Life in Arlington County Rated Significantly

Above the National Average. Ninety percent (90%) of the residents surveyed who had an

opinion were satisfied (rating of 4 or 5 on a 5-point scale) with the quality of life in

Arlington County. This was 11% above the national average of 79%.

Arlington County is Moving in the Right Direction. Satisfaction with County services

improved or stayed the same in 62 of the 101 areas that were assessed in both 2012 and

2015.

Findings by Area

Public Works Services. The public works services that residents who had an opinion were

most satisfied with (rating of 4 or 5 on a 5-point scale) were: the adequacy of street lighting

in commercial areas (79%), the cleanliness of County streets and other public areas (78%)

and the maintenance of County buildings (76%). Residents thought the maintenance of

major streets and the maintenance of neighborhood streets were the most important

environmental services for the County to improve over the next two years.

o Trends in Public Works Service Ratings. Satisfaction ratings improved or stayed the

same in 4 of the public works service areas rated in both 2012 and 2015. There was

one significant increase (increase of 3% or more) in satisfaction ratings in the public

works services rated from 2012: mowing and trimming of County land in public

areas (+5%). There were two significant decreases (decreases of 3% or more) in the

following areas: maintenance of major streets (-9%) and maintenance of

neighborhood streets (-9%).

Utility Services. Ninety-one percent (91%) of the residents surveyed who had an opinion

were satisfied (rating of 4 or 5 on a 5-point scale) with the overall quality of residential trash

collection services. Eighty-nine percent (89%) of those surveyed were satisfied with the

quality of curbside recycling services. Residents thought that drinking water and wastewater

treatment services were the two most important utility services for the County to emphasize

over the next two years.

o Trends in Utility Service Ratings. Satisfaction ratings improved or stayed the same

in 3 of the 5 utility service areas rated in both 2012 and 2015. There was one

significant increase (increase of 3% or more) in utility services rated from 2012:

drinking water services (+4%). There was one significant decrease (decrease of 3%

or more): yardwaste removal services (-5%).

Public Safety. Ninety-one (91%) of the residents surveyed who had an opinion were

satisfied (rating of 4 or 5 on a 5-point scale) with the quality of local fire protection.

Ninety-one percent (91%) of those surveyed were satisfied with the quality of emergency

medical/ambulance service. The public safety services that residents felt were most

important for the County to emphasize over the next two years were: the County’s efforts to

prevent crime, overall quality of local police service, and enforcement of local traffic laws.

o Trends in Public Safety Service Ratings. Satisfaction ratings improved or stayed the

same in 5 of the 7 public safety areas rated in both 2012 and 2015. There were no

significant increases or decreases in satisfaction with public safety services rated

from 2012.

Perceptions of Safety in the County. Residents generally felt safe in Arlington County.

Most (97%) of those surveyed who had an opinion felt safe (rating of 4 or 5 on a 5-point

scale) in their neighborhood during the day and 92% had an overall feeling of safety in the

County.

o Trends in the Perception of Safety Ratings. Satisfaction ratings improved or stayed

the same in all of the safety areas rated in both 2012 and 2015. There were no

significant increases or decreases in satisfaction with safety rated from 2012.

Parks, Recreation, Sports and Arts. The parks, recreation, sports and arts items that

residents were most satisfied with (rating of 4 or 5 on a 5-point scale) were: walking and

biking trails in the County (87%), maintenance of County parks (86%), and outdoor athletic

fields (81%). Residents felt efforts to preserve nature in the County was the most important

area of parks, recreation, sports and arts for the County to improve over the next two years.

o Trends in Park, Recreation and Art Service Ratings. Satisfaction ratings either

stayed the same or improved in 7 of the 12 parks, recreation, sports and art services

rated in both 2012 and 2015. The services with significant increases (increases of

3% or more) in satisfaction ratings from 2012 were: sports programs (+6%) and

outdoor athletic fields (+3%). The services with significant decreases (decreases of

3% or more) in satisfaction ratings from 2012 were: efforts to preserve nature in the

County (-4%), visual/performing arts programming and facilities (-3%) and off-leash

dog areas (-3%).

Customer Service. More than half (53%) of those surveyed had contacted the County

during the past year. Of those who had contacted the County, 80% were satisfied (rating of 4

or 5 on a 5-point scale) with how easy employees were to contact; 80% were satisfied with

the courtesy and professionalism of county employees, and 75% were satisfied with the

knowledge and technical competence of employees.

o Trends in Customer Service Ratings. There were no significant increases or

decreases in satisfaction with customer service rated from 2012.

Transportation. More than three-fourths (76%) of the residents surveyed who had an

opinion were satisfied (rating of 4 or 5 on a 5-point scale) with the availability of bike trails

and bike lanes in Arlington County; 74% were satisfied with the ease of traveling within

Arlington County, and 74% were satisfied with the quality of Arlington’s public transit

system (ART).

o Trends in Transportation Service Ratings. Satisfaction ratings improved or stayed

the same in all transportation services rated from 2012. Services that showed

significant increases (increases of 3% or more) in satisfaction were: quality of

Arlington’s public transit system (+11%), availability of transportation for persons

with disabilities (+10%), pedestrian safety in other areas (+6%), availability of bike

trails and bike lanes (+3%), pedestrian safety in neighborhoods (+3%), and

availability of sidewalks (+3%).

Code Enforcement. More than half (60%) of the residents surveyed who had an opinion

were satisfied (rating of 4 or 5 on a 5-point scale) with the County’s efforts to enforce the

exterior maintenance of business property and 57% were satisfied with the County’s efforts

to enforce the exterior maintenance of residential property. Less than half (47%) of the

residents surveyed who had an opinion were satisfied (rating of 4 or 5 on a 5-point scale)

with the County’s efforts to enforce construction site conditions, and 46% were satisfied

with the County’s efforts to enforce noise regulations. Residents thought the enforcement of

noise regulations and enforcing construction site conditions were the two most important

areas of code enforcement for the County to improve over the next two years.

o Trends in Code Enforcement Ratings. Satisfaction ratings improved or stayed the

same in all of the code enforcement areas rated in both 2012 and 2015. The code

enforcement services with significant increases (increases of 3% or more) in

satisfaction ratings were: enforcing exterior maintenance of business property (+3%)

and enforcing maintenance of residential property (+3%).

County Communications. Seventy-four percent (74%) of the residents surveyed who had

an opinion were satisfied (rating of 4 or 5 on a 5-point scale) with the quality of information

on the County’s website; 71% were satisfied with the quality of the County’s newsletter, and

69% were satisfied with the availability of information on County programs and services.

o Trends in Communication Ratings. Satisfaction ratings improved or stayed the same

in 4 of the 6 communication areas rated in both 2012 and 2015. There was one

significant increase (increase of 3% or more) in communication services rated from

2012: the County’s Facebook and Twitter sites (+5%). There was a significant

decrease (decrease of 3% or more) in satisfaction ratings for the availability of

information on programs and services (-4%).

Library Services. Seventy percent (70%) of the residents surveyed indicated that they had

visited a County library during the past year. Of those who had used a library, 90% were

satisfied (rating of 4 or 5 on a 5-point scale) with the customer service effectiveness of in-

person services; 86% were satisfied with the depth and range of library collections. The

library service that residents felt was most important to improve over the next two years was

the depth and range of library collections.

o Trends in Library Service Ratings. Satisfaction ratings improved or stayed the same

in all of the library service areas rated in both 2012 and 2015. There were four

significant increases (increases of 3% or more) in services rated in both 2012 and

2015: hours libraries are open (+8%), programs for children (+5%),

computer/technology services (+5%), and notifications about what is happening in

the library (+3%).

Health and Human Services. The health and human services that residents who had an

opinion were most satisfied with (rating of 4 or 5 on a 5-point scale) were: the cleanliness

and safety of food in restaurants (84%) and the availability of services to seniors (67%).

Residents thought efforts to preserve and increase affordable housing was the most important

health and human service for the County to improve over the next two years.

o Trends in Health and Human Service Ratings. There were increases in satisfaction

ratings in 3 of the health and human services rated in both 2012 and 2015. The

service that showed a significant increase (increase of 3% or more) in satisfaction

from 2012 was the availability of services to the unemployed (+3%). There was one

significant decrease in satisfaction from 2012: efforts to preserve/increase affordable

housing (-4%).

Opportunities for Improvement

Arlington County rated very well compared other communities in ETC Institute’s DirectionFinder®

database. In fact, Arlington County’s performance is among the best in the nation. The high ratings

in customer satisfaction indicate that the County has done an excellent job of prioritizing County

services based on the needs of the community. Although the County’s ratings are currently high, the

following areas were identified as “high” or “very high” priorities and/or as “opportunities for

improvement” based on the importance-satisfaction analysis (see Section 4).

Overall Priorities for the County: maintenance of County streets, management of traffic

flow on County streets, the effectiveness of the County’s Smart Growth practices, and the

quality of the County’s human services.

Priorities for Specific Areas

o Public Works Services: maintenance of major County streets, maintenance of

neighborhood streets, snow removal on neighborhood streets, and maintenance of

public sidewalks.

o Utility Services: NONE, but drinking water services rated highest.

o Public Safety: NONE, but enforcement of local traffic laws rated highest.

o Parks, Recreation and Arts: efforts to preserve nature in the County.

o Transportation: NONE, but pedestrian safety in other areas of the County rated

highest.

o Code Enforcement: enforcement of noise regulations and the enforcement of

construction site conditions.

o Library Services: NONE, but depth and range of electronic materials rated highest.

o Health and Human Services: efforts to preserve/increase affordable housing.

Year 2015 Benchmarking Summary Report

Overview

ETC Institute's DirectionFinder® program was originally developed in 1999 to help community

leaders across the United States use statistically valid community survey data as a tool for

making better decisions. Since November 1999, the survey has been administered in more than

300 cities and counties in 43 states.

This report contains benchmarking data from two sources. The first source is from a national

survey that was administered by ETC Institute during the summer of 2014 to a random sample of

nearly 4,000 residents in the continental United States. The second source is from individual

community surveys that were administered in 24 large communities (population of 100,000 or

more) between January 2012 and April 2015. The “U.S. Average” shown in this report reflects

the overall results of ETC Institute’s national survey. The results from individual communities

were used as the basis for developing the ranges of performance that are shown in this report for

specific types of services. The 24 communities included in the performance ranges that are

shown in this report are listed below:

Importance-Satisfaction Analysis Arlington County, Virginia

Overview Today, County officials have limited resources which need to be targeted to activities that are of the most benefit to their citizens. Two of the most important criteria for decision making are (1) to target resources toward services of the highest importance to citizens; and (2) to target resources toward those services where citizens are the least satisfied. The Importance-Satisfaction (IS) rating is a unique tool that allows public officials to better understand both of these highly important decision making criteria for each of the services they are providing. The Importance-Satisfaction rating is based on the concept that cities will maximize overall citizen satisfaction by emphasizing improvements in those service categories where the level of satisfaction is relatively low and the perceived importance of the service is relatively high.

Methodology The rating is calculated by summing the percentage of responses for items selected as the most important services for the County to emphasize over the next two years. This sum is then multiplied by 1 minus the percentage of respondents that indicated they were positively satisfied with the County's performance in the related area (the sum of the ratings of 4 and 5 on a 5-point scale excluding “don't knows”). “Don't know” responses are excluded from the calculation to ensure that the satisfaction ratings among service categories are comparable. [IS=Importance x (1-Satisfaction)]. Example of the Calculation. Respondents were asked to identify the major categories of overall services they thought were most important for the County to improve over the next two years. Fifty-five percent (55%) ranked “maintenance of County streets” as the most important overall service to improve over the next two years. With regard to satisfaction, “maintenance of County streets” was ranked sixteenth overall, with 41.7% rating it as a “4” or a “5” on a 5-point scale, excluding “don't know” responses. The I-S rating for “maintenance of County streets” was calculated by multiplying the sum of the most important percentages by 1 minus the sum of the satisfaction percentages. In this example, 55% was multiplied by 58.3% (1-0.417). This calculation yielded an I-S rating of 0.3207, which was ranked first out of the sixteen overall service categories.

The maximum rating is 1.00 and would be achieved when 100% of the respondents select an activity as one of their top choices to emphasize over the next two years and 0% indicated that they are positively satisfied with the delivery of the service. The lowest rating is 0.00 and could be achieved under either one of the following two situations:

if 100% of the respondents were positively satisfied with the delivery of the service

if none (0%) of the respondents selected the service as one of the most important areas for the County to emphasize over the next two years.

Interpreting the Ratings Ratings that are greater than or equal to 0.20 identify areas that should receive significantly more emphasis over the next two years. Ratings from .10 to .20 identify service areas that should receive increased emphasis. Ratings less than .10 should continue to receive the current level of emphasis.

Importance-Satisfaction Matrix Analysis The Importance-Satisfaction rating is based on the concept that public agencies will maximize overall customer satisfaction by emphasizing improvements in those areas where the level of satisfaction is relatively low and the perceived importance of the service is relatively high. ETC Institute developed an Importance-Satisfaction Matrix to display the perceived importance of major services that were assessed on the survey against the perceived quality of service delivery. The two axes on the matrix represent Satisfaction (vertical) and relative Importance (horizontal). The I-S (Importance-Satisfaction) matrix should be interpreted as follows.

Continued Emphasis (above average importance and above average satisfaction). This area shows where the County is meeting customer expectations. Items in this area have a significant impact on the customer’s overall level of satisfaction. The County should maintain (or slightly increase) emphasis on items in this area.

Exceeding Expectations (below average importance and above average satisfaction).

This area shows where the County is performing significantly better than customers expect the County to perform. Items in this area do not significantly affect the overall level of satisfaction that residents have with County services. The County should maintain (or slightly decrease) emphasis on items in this area.

Opportunities for Improvement (above average importance and below average

satisfaction). This area shows where the County is not performing as well as residents expect the County to perform. This area has a significant impact on customer satisfaction, and the County should DEFINITELY increase emphasis on items in this area.

Less Important (below average importance and below average satisfaction). This

area shows where the County is not performing well relative to the County’s performance in other areas; however, this area is generally considered to be less important to residents. This area does not significantly affect overall satisfaction with County services because the items are less important to residents. The agency should maintain current levels of emphasis on items in this area.
