The Silver Antelope Award is conferred by the National Court of Honor of the Boy Scouts of America upon nomination by the region for distinguished service to youth. The award is made for noteworthy service of exceptional character to youth by registered Scouters within the territory under the jurisdiction of the Western Region.

With more than 20 years of service, Scott, an Eagle Scout, has served as chartered organization representative, district membership chair, council executive board member and strategic plan team leader, regional Order of the Arrow training coordinator, National Leadership Seminar trainer, National Order of the Arrow Conference staff member in various capacities, national jamboree deputy chairman of program, ArrowCorps5 program chair, National Executive Board and Program Committee member, Membership Impact Task Force team chair, National Order of the Arrow Committee vice chair and OA Steering Committee member, and in other leadership positions.
His Scouting recognitions include the Silver Beaver Award, James E. West Fellowship Award, OA Founder’s Award, National Distinguished Service Award, Hornaday Gold Badge, and Legacy Fellow. He is a Vigil Honor member of the Order of the Arrow, and as a youth member served as OA national chief.
In Scouting, Scott is most proud of the transformation of the Order of the Arrow over the past 20 years, which has created opportunities for the Order to expand its service to the nation, in local councils, and in the lives of Scouts and Scouters. Beginning in 1995 as one of the first OA trail crew foremen, and today as an OA vice chair, Scott feels blessed to have been along for the ride.
Outside of Scouting, he is vice chairman of the American Hiking Society and a member of the Cottonwood Institute advisory board. Active in his church, St. John’s Lutheran, Scott has volunteered with the Denver Rescue Mission and the Delores Project, a home for abused women. He is a partner with Insigniam, an international management consulting firm.
With his wife, Adrienne, Scott enjoys exploring new restaurants, walking their basset hounds, and rooting for the Denver Broncos.

With 30 years of service, Jeff, an Eagle Scout, has served as den leader, Webelos den leader, assistant Scoutmaster, district chair, district and council training chair, six-time Wood Badge staff member, once as Wood Badge course director; Order of the Arrow lodge advisor, Area 6 advancement committee member and vice president of program impact, Philmont Training Center instructor, National Advancement Education and Webinar Advisory Committee member, and four-time national Scout jamboree staff member.
His Scouting recognitions include the District Award of Merit, Silver Beaver Award, Area Award of Merit, NESA Outstanding Eagle Scout Award, and Order of the Arrow Founder’s Award. He is a Vigil Honor member of the Order of the Arrow and a member of the Second Century Society.
Jeff’s proudest Scouting achievement is receiving his Eagle Scout Award in 1968 and then presenting his son with the Eagle Scout Award in 2004.
Jeff is a California Superior Court judge, County of San Diego. In years past, he has been a youth soccer coach and manager, and a girls’ fastpitch softball coach and league president. In addition, he plays bluegrass banjo. A member of The Church of Jesus Christ of Latter-day Saints, he has twice served as an LDS bishop.
Jeff and his wife, Mary, have five children, Jennifer, Emily, Melissa, Rebecca, and Eagle Scout Kenneth; and seven grandchildren, Mollie, Simon, Charlotte, Colin, Cooper, Linden, and Logan. They are a Scouting family. Mary, Jeff’s wife of 36 years, is also an active Scouter.
Danny R. BrockBountiful, UtahGreat Salt Lake Council, Salt Lake City, Utah
With nearly 40 years of service, Danny has been Scoutmaster, Varsity Scout Coach, Explorer Advisor, troop committee chair, unit commissioner, district roundtable commissioner, merit badge counselor, council executive board member and vice president for training, relationships committee member, Wood Badge course director, Order of the Arrow lodge advisor, member of the interfaith council of clergy, Area 2 commissioner, camp inspection team member, regional Key 3 trainer, and Philmont Training Center faculty member.
His Scouting recognitions include the District Award of Merit, Silver Beaver Award, Distinguished Commissioner Service Award, International Scouter’s Award, and James E. West Fellowship Award. Danny is a member of the Scouting Heritage Society and 1910 Society. He is a Vigil Honor member of the Order of the Arrow.
Danny is especially proud of having counseled and mentored more than 100 young men who earned the Eagle Scout rank, among them his own sons and his son-in-law.
Active in Rotary International and with the American Red Cross, Danny has served youth as a first aid instructor and Utah gun safety instructor. He is a youth vocational counselor. He also serves on The Salvation Army executive board. He is a recipient of the Rotary Community Service Award.
A member of The Church of Jesus Christ of Latter-day Saints and currently an LDS bishop, Danny has been an LDS mission president and twice served as LDS missionary. He and his wife, Kelly, have three children, Molly, Charles, and Joseph; and five grandchildren, Emma, Brock, Kayla, Jackson, and Zachary. The Brocks have been a youth exchange host family.
William C. CollettLafayette, CaliforniaMount Diablo–Silverado Council, Pleasant Hill, California
With nearly 30 years of service, Bill has served as troop committee and advancement committee member, camporee chair, council executive committee and executive board member, council treasurer, member of the council audit, endowment, and merger committees, Area 3 committee member, area finance impact chair, area vice president for council relations, and regional executive board and nominating committee member.
He is a recipient of Scouting’s Silver Beaver Award. As a youth member, Bill attained the rank of Star Scout.
The Scouting experience he is most proud of is developing the five-year plan that has been adopted throughout the Western Region to enhance the financial planning process for councils. Bill is equally proud of making annual High Sierra 50-milers with Troop 204 and his Eagle Scout son, Stuart.
In other service to the youth of his community, Bill, the retired treasurer of Dreyer’s Grand Ice Cream, is a Junior Achievement volunteer teaching financial skills at the middle school level. He has coached youth basketball and soccer and has served as a youth and high school sports scorekeeper. An avid outdoorsman, he enjoys cycling, golf, skiing, hiking, traveling, and his family.
Bill and his wife, Jane, have three children, Kristina, Elizabeth, and Eagle Scout Stuart; and one grandchild, Anne. They are a Scouting family. Jane is a longtime supporter of Scouting, was a Girl Scout leader and a United States Pony Club district leader, and is an active volunteer in community job training and education programs. Their son-in-law Mike is also an Eagle Scout.

In his 10 years of service, Tom has served as council board member, executive vice president, board chairman, council president, Area 3 vice president for relationships, regional board member, regional Second Century Society chair, National Boy Scouts of America Foundation board member and trustee, and national chair of the Second Century Society.
His Scouting recognitions include the Silver Beaver Award, James E. West Fellowship Award, and Founders Circle Award. He is a member of the 1910 Society and Second Century Society.
Asked to name his proudest Scouting achievement, Tom replied: “That’s easy. Both of my kids achieved the highest level in Scouting. My son, Fred, is an Eagle Scout with Gold Palm. My daughter, Lissa, received her Gold Award from the Girl Scouts of the USA. I am grateful for all that Scouting has done for members of my family.” Tom’s father was also an Eagle Scout.
Tom is the retired chairman of Wentworth, Hauser and Violich (WHV) Investments. A commissioned officer in the United States Coast Guard Reserve, he serves as chairman of the California Maritime Academy Foundation. With his wife, Libby, he endowed the Edwards Leadership Development Program at the California Maritime Academy. He also lends his support to Youth Homes for at-risk foster children.
Tom and Libby have two children, Fred (wife Ashley) and Lissa; and a grandchild, Reagan. Among his leisure-time activities, Tom enjoys international high-adventure travel. He belongs to the Episcopal Church.
Eugene L. GrantHappy Valley, OregonCascade Pacific Council, Portland, Oregon
With 36 years of service, Gene, an Eagle Scout, has served as Scoutmaster, troop committee chair, district chair, district vice chair for finance, council board member, council president, vice president of operations, chair of the council legal, properties, and strategic plan committees, Varsity Scout high-adventure leader, Area 1 commissioner, area vice president of operations for Crater Lake and Oregon Trail Councils, national jamboree Scoutmaster, and national jamboree staff member.
His Scouting recognitions include the District Award of Merit, Silver Beaver Award, and Wood Badge, and he is an Eagle Scout scholarship recipient. He is an Order of the Arrow member.
Gene is especially proud that all of his sons are Eagle Scouts, his daughter married an Eagle Scout, and his oldest grandson is a proud new Cub Scout.
A real estate attorney, Gene is a partner at Davis Wright Tremaine LLP. He served six years as planning commission chair and eight years as mayor of Happy Valley, Oregon. He has also chaired the Urban Land Institute Oregon District Council and the Oregon State Bar Real Estate and Land Use Section.
He and his wife, Janet, have four children, Daniel, Amber, Jay, and Kyle; and five grandchildren, Sierra, Summit, Molly, Amos, and Maggie. A member of The Church of Jesus Christ of Latter-day Saints, Gene has served as Young Men stake president and high councilor over youth programs in the Portland Stake.
Bruce D. Noonan, M.D.Moses Lake, WashingtonGrand Columbia Council, Yakima, Washington
With 21 years of service, Bruce, an Eagle Scout, has served as Scoutmaster, Venturing Advisor, district chair, Venturing roundtable commissioner, council commissioner, executive board vice president, Order of the Arrow lodge advisor, council camp physician, area commissioner, camp visitation team leader, Kodiak course director, Philmont Training Center faculty member, National Order of the Arrow Conference staff member, national Venturing Committee member, national jamboree staff instructor, and world jamboree Venturing crew Advisor.
His Scouting recognitions include the Silver Beaver Award, Distinguished Commissioner Service Award, Venturing Leadership Award, Order of the Arrow Founder’s Award, James E. West Fellowship Award, and Founders Circle Award. He is a Vigil Honor member of the Order of the Arrow.
In 2011, the Moses Lake Presbyterian Church presented Bruce with the Celtic Cross Award in recognition of his faithful service to Scouting youth. He is proud to have earned both the youth and the adult religious emblems of his faith.
A captain (retired) in the U.S. Navy, having served as a flight surgeon among other assignments, Dr. Noonan is an ophthalmologist and a fellow of the American Academy of Ophthalmology. He has led medical missions to El Salvador to perform cataract surgery. He is also an NRA Certified Advanced Pistol Instructor, training counselor, and range safety officer, and provides firearms safety training.
Bruce and his wife, Deanna, have three children, Deeanna, Daniel, and Steven; and one grandchild, Skylar. He notes that Scouting has enriched all their lives “by blessing us with the opportunity to interact as a family, while camping and enjoying God’s magnificent creation.”
Paul A. SowardsAlbuquerque, New MexicoGreat Southwest Council, Albuquerque, New Mexico
In his 25 years of service, Paul has served as den leader, assistant Scoutmaster, Scoutmaster, district chair, council president and executive board member, and Area 6 president.
His Scouting recognitions include the Silver Beaver Award and Scoutmaster of Philanthropy Award. As a youth member, Paul attained the rank of Star Scout.
The Scouting experience of which he is most proud is working with his sons during their years in the program. “I love being involved in Scouting,” he notes, “because of the values it teaches to young men. Camping, hiking, and earning awards are great, but the real reward of Scouting is in what it helps young men to become. They become men of character and integrity. They learn to do hard things.”
Professionally, Paul is vice chairman of Century Bank. He has also served as Presbyterian Health Plan vice chair, Greater Albuquerque Chamber of Commerce chairman, Rio Rancho Regional Chamber chairman, and National Dance Institute of New Mexico board member.
Paul and his wife, Karee, have three sons, Matthew, Jacob, and Daniel; and seven grandchildren, Rachel, Isaac, Paul, Ruth, Audrey, Emma, and Hanna. A member of The Church of Jesus Christ of Latter- day Saints, he has been Young Men president, bishop, and counselor in a stake presidency.
