As you can see, our profession is

evolving and it is difficult at

best to explain what we

do…AND WE’RE THE ONES

DOING THE JOB!!

Depending on the agency,

titles and responsibilities may

vary greatly from your fellow

col leagues. Here’s my

challenge: let’s explore our

common areas of responsibility

and become more effective

in “telling our story” to our

co-workers, communities and

e lected and appointed

officials. The Board will also

transition the majority of the

day-to-day operation of

our organization to a

professional association

management firm (with

Board oversight), allowing us

more time for strategic

planning, transition planning

and strengthening our

partnership/relationship with

the League of California

Cities, the Secretary of

State’s Office and the Fair

Political Practices Commission. LEAGUE CONFERENCE

The 2015 Annual League of

California Cities Conference

was held in San Jose

September 30 – October 2.

We had an outstanding City

Clerk’s Workshop dealing with

the topic of Ballot Measures

and collaborating on the

initiative process. I had the

privilege of serving as the

Credentials Committee Chair

for the closing League of

California Cities General

Assembly/Annual Business

Meeting. I, along with First

Vice-President Jose Jasso

and Second Vice-President

Wendy Klock-Johnson worked

with the League representatives

to check-in the 388 voting

delegates and ensured there

was a quorum, as established

by League bylaws, of at

least 238 voting delegates

prior to voting on the business

matters.

Next year’s League Conference

will be held on October 5 – 7,

2016 in Long Beach, CA.

League of California Cities will hold its

2, through Friday, December 5, in La Jolla.

Upcoming Athenian Dialogues

First I want to thank the Southern Division for the opportunity to serve as the

2015-16 Chair. As I considered taking on this role, I thought about my

priorities for the year and one consideration rose above all. Most important

to me is the opportunity to network with my fellow clerks. As the Mentoring

Chair for the City Clerk’s Association of California and a trainer at Technical

Training for Clerks, I have many opportunities for personal contact and

interaction with clerks, but not everyone has those opportunities.

Sometimes I feel I learn as much, if not more, from these interactions as I do

sitting in an eight hour class. Listening to the situations and solutions in the

lives of other clerks provides a huge amount of insight to address some of

my own issues and dilemmas. Attending division meetings gives us all the opportunity to meet clerks we might not otherwise encounter in our

everyday work life. From these encounters we can gain fresh perspectives,

new insights, future job opportunities. and meaningful relationships. So my

theme for the Southern Division this year will be “Networking for Professional Excellence”. In keeping

with that theme, we will be adding at least one additional division meeting this year, probably in the

spring. There will be as many as six Athenian Dialogues in Southern California over the next two years,

and we are even planning a fun event for Clerks to give back to the Community. Anthony Mejia is

leading a “Rowdy Recorders” team for the 2015 Muckfest 5K Mud Obstacle Run to benefit the

National Multiple Sclerosis Society. I encourage each of you to take advantage of these

events, get out and network with your fellow clerks, and make the most of these

opportunities. At the Southern Division meeting held at the Ontario Convention Center on

September 25, 2015, we had over 100 people registered for the training session entitled

“#YOUSAIDWHATONTWITTER!!!? Electronic or Paper it’s all the same under the PRA”, it was

a great training opportunity and chance to network with professionals in the Clerk field.

We are off to a great start in 2015-16!

This month’s member spotlight focuses on Vicki Hahn, CMC. Vicki has served as the Executive Assistant / District Clerk

at Three Valleys Municipal Water District (TVMWD) since 2007. TVMWD is a special district formed by a vote of the

people to serve supplemental water to the three valleys surrounding them – Pomona, Walnut and east San Gabriel.

TVMWD was Vicki’s first local government job and she has embraced the opportunities provided to serve. Prior to local

government, Vicki spent greater than 15 years working for a local water district.

So, what is a special district? A special district is a form of local government created by a local community to meet a

specific need. Inadequate tax bases and competing demands for existing taxes make it hard for cities and counties

to provide all the services their constituent’s desire. When residents or landowners want new services or higher levels of

existing services, they can form a district to pay for and administer them. California is home to greater than 2,000

special districts that may include, airport, cemetery, community service, recreation and open space, and of course

water districts and more. For more information about special districts visit the California Special District Website at,

http://www.csda.net/special-districts/. Each special district has its own local government, complete with staff and

either an elected or appointed board. The clerks that serve these boards have like responsibilities to the City Clerk

position which is why IIMC recognized their value and the need to provide relative training, and admitted special

districts to membership several years ago.

Vicki will officially begin her term on the SCCCA Board effective October 1, 2015 and will serve as the FY 2015-16

Scholarship Chair. She is excited about getting involved in the Association that has given her so much in the way of

professional development. Helping to identify those that may have a need to obtain their professional goals by way of

scholarship is right up her alley. She has a passion for getting to know people and helping them to succeed.

Prior to starting her official board service Vicki jumped in with both feet to assist outgoing Scholarship Chair, Sarah

Manwaring to help finalize the lucky scholarship recipients for the October 8-9, 2015 Nuts and Bolts in Brea, CA.

New Law and Election Conference scholarship(s) that will be awarded by SCCCA. A total of five scholarships will be

awarded for this conference being held in La Jolla, California December 2-4, 2015. Registration is already open and

Vicki was awarded the designation of CMC from the International Institute of Municipal Clerks in March 2015, and is

actively completing her education in Public Administration at the University of La Verne, while concurrently working

toward her MMC designation. Vicki is also actively involved in the CCAC Mentor Program and currently has five

mentees at various stages assigned to her.

Earlier this year Vicki set a personal goal to be elected to a non-profit board where she would have the opportunity to

give back to those that have helped in her professional career development. Vicki says “I am privileged to have been

elected by our membership to serve as a director on the 2015-16 Southern California Division board of the California

City Clerks Association.”

On a more personal note, when Vicki isn’t busy at work, or other volunteer activities, she spends time with her family

that includes her husband Frank, her daughter Laura (presently a Senior at Northern Kentucky University), and son

Philip a student at the City of Pomona’s Adult Transition Program, where he is being taught daily living skills with the

hope of semi-independent living at some future point.

Vicki is also active in another association, the International Association of Administrative Professionals, www.iaap-

hq.org. She was recently awarded two recognitions through IAAP earlier this year, one from her California Division

peers as 2015 Best Admin in a Government Role and as an inaugural recipient of the IAAP 2015 Achievement Award.

In addition to being a member of IAAP, Vicki serves on their Foundation Board and has recently taken on assignments

on two committees, Advancement and Finance.
