Common Ground’s strength is in the commitment of fifty congregations, neighborhood groups, nonprofits, schools, and small businesses to take action on regional issues. Our 40,000 members live and work in four counties in Wisconsin�—�Milwaukee, Ozaukee, Washington and
Waukesha. Together, we look at the world as it is and act to transform it into the world it should be. We capitalize on the power that our diverse member organizations bring to our common goals.

We are di�erent from other community organizations because of our commitment to transforming hope into action that will bring about change. When we see a problem, we undertake research that will fine-tune our focus and guide us to define an issue campaign. Then we take action.
• Home foreclosures were ruining our neighborhoods. A group of leaders learned more than they ever thought possible about the world of mortgage banking. They took that newfound knowledge and created action that has resulted in the recovery of fifty foreclosed homes.
• Health insurance costs were overwhelming small business owners. It took five years, but Common Ground leaders successfully launched the Common Ground Healthcare Cooperative.
• Research in Ozaukee County revealed that many seniors, people without cars, and people with disabilities were forced to spend Sundays at home because Shared-Ride Taxi Service ended at noon. Common Ground action convinced the county Board of Supervisors to budget for an increase in Sunday service from noon to 6:00 p.m. Extended taxi service began in April 2014.

Transforming hope into action is a lofty goal and a bold assertion, but Common Ground leaders claim both.

Those campaigns, and the ones that preceded them, have created the confident leadership that is informing a new generation of issue campaigns. The Fair Play campaign emerged from outrage over the possible use of public funds to build a new arena for the Milwaukee Bucks while many of the outdoor athletic facilities at schools and parks all over Milwaukee County are unsafe and unusable. The Fair Play campaign is far from over, but because of our e�orts,
kids all over Milwaukee know that thousands of adults care about their futures�—�care enough to take action. Similarly, new campaigns focused on strong families, reliable public transportation, and environmental stewardship are flourishing in Waukesha, Ozaukee and Washington Counties. Common Ground leaders are hoping for better lives and making change happen.

OUR 2013-2014 ISSUE CAMPAIGNS
Issue campaigns are the work we do. Campaigns emerge from a process that begins with conversation among leaders of our member organizations. These leaders are attuned to the community. They recognize problems and concerns. They are not complacent or easily daunted. Energized by a desire to transform hope into action that will create a better direction for the community, a group forms to research the causes and impact of the problem. In time, the cohesive and expanded group knows the background, defines the issue, and proposes a plan of action. With support from the Strategy Team, an issue team is authorized and an issue campaign is inaugurated.

Common Ground Healthcare Cooperative (CGHC)What began as a dream five years ago is now a reality. We began enrolling people with a goal of 10,000 members by the end of 2014. But as of May 2014, over 25,000 people in 19 counties in eastern Wisconsin had purchased their health insurance from the Common Ground Healthcare Cooperative (CGHC). We expect membership to grow to over 50,000 people in the next few years. CGHC provides an alternative for individuals, small businesses and non-profits looking for a�ordable health insurance. We are the only non-profit, member-governed health insurance company in eastern Wisconsin. Common Ground members are rightfully proud of this major accomplishment. See www.commongroundhealthcare.org

Fair PlayTax dollars may be used to build a new arena in which the Milwaukee Bucks professional basketball team will play its games. We believe that public resources should be used for the broader public good. If the Bucks get new, upgraded athletic facilities, then Milwaukee County’s children, and adults, should get new, upgraded recreational facilities. It’s FAIR PLAY!
When kids participate in athletics they gain direction, discipline and self-confidence. In Milwaukee County the reality is that because of deplorable facilities, athletic opportunities for many of our children are
missing from the public landscape. By updating facilities, our communities can seize an opportunity to grow our children’s natural talents and help them learn how to reach goals�—�athletic or otherwise.
Many public recreational facilities used by adults as well as children have fallen into disrepair. An upgrade of these facilities will provide our community with gathering spaces for activities and events, places that will foster community engagement, healthier living and a deeper sense of neighborhood pride.
Our position: If public funds are used to build a new arena for the Bucks, then $150 to $250 million of these funds must be used to improve public school athletic facilities and recreational spaces in Milwaukee County.
This position was developed after 100 Common Ground leaders surveyed 273 outdoor athletic/recreational spaces at the 290 public schools in Milwaukee County. The survey participants found that 65% of these facilities are subpar. Such poor quality is unacceptable. The Fair Play campaign was launched to address the gross imbalance between public money spent on an NBA team’s arena and money spent on facilities for the common good.
We believe that when public money is invested there should be a real, tangible return to the public. Our Fair Play campaign is transforming the tenets of democracy into the action of Fair Play. When we are successful, children throughout Milwaukee County will have FAIR PLAY.

OUR 2013-2014 ISSUE CAMPAIGNSMilwaukee Rising Beginning in 2010, Common Ground leaders uncovered astounding information regarding the magnitude of the foreclosure crisis. We identified the banks that were responsible and, believing that there was a viable solution, negotiated with the banks that were the largest owners of foreclosed properties in the state to take responsibility for their actions and help rectify the situation. Under pressure from Common Ground, these institutions invested a total of $33.8 million in the Milwaukee Rising project to repair homes and rehabilitate neighborhoods by bringing in new homeowners.
The Milwaukee Rising issue campaign is now a significant revitalization initiative that is rehabilitating and selling foreclosed properties in the Sherman Park neighborhood of Milwaukee.
Our volunteers’ work with residents, neighborhood associations, and local developers has resulted in the restoration of not just homes, but communities. In two short years, fifty homes have been acquired, rehabilitated and sold to homeowners. Over the next two years, another fifty homes will be completed and brought onto the market.
One external measure of Milwaukee Rising’s success in cleaning up neighborhoods: For two years running it has won an Exchange Club award as an “Outstanding faith based organization involved in crime prevention.”

Sherman Park Action Team More than just rehabilitating houses, Common Ground seeks to organize ordinary people to take charge of their own community. Emboldened by their success on the Milwaukee Rising project, a group of Sherman Park residents has taken the next step and organized the Sherman Park Action Team (SPAT). Transforming hope into action, they are now tackling other neighborhood issues such as the need for a minor home repair program, revitalization of Center Street, and creation of neighborhood gardens.
Environmental Initiatives In another example of Common Ground leadership development, a member organization, Unitarian Universalist Church West in Brookfield, has developed the Common Ground Green Initiative. The initial impetus for the leaders was assurance of an abundant supply of clean water to the region. Over several months the team researched water issues, meeting with government agencies, non-profit organizations, and businesses. Using the Common Ground process, the research team narrowed its focus to storm-water management. Now the Green Initiative Team is working on three specific issues: a bioswale for North Avenue in Brookfield, a sewer overflow alert system, and methods of reducing the impact of storm water on leaky sewer laterals.

Suburban/ Rural Organizing Suburban/rural organizing consists of leaders’ e�orts to address critical issues in Waukesha, Washington and Ozaukee Counties, and from suburban areas of Milwaukee County. After months of research, Common Ground leaders in these areas have defined issue campaigns focused on public transit problems and family stress concerns.
In Waukesha County, two teams have emerged—one engaged in improving public transit and another focused on community response to reducing family stress. The Transit Team is working with seniors, people with disabilities and those without access to autos to create an accessible countywide transit service. The Family Stress Team is building support for expansion of Parent Cafés. This little-known, but successful, Waukesha County program provides peer learning and support for parents looking for better ways to strengthen family life.
In Ozaukee County, on the heels of a successful campaign to increase the Sunday hours of the Ozaukee County Shared Ride Taxi, Common Ground members and guests are setting a new direction. Participants are following their interests into campaigns related to technology overload, job training, education and other issues impacting families and their communities.
Common Ground leaders in Washington County continue to conduct one-to-one meetings and are listening for themes that will result in issue campaigns.

How We are FundedCommon Ground is funded by dues from member groups and donations from friends and foundations. The current $403,445 annual budget pays five professional sta� members who guide and serve the member organizations. The budget also funds the training of over a hundred volunteers each year and covers expenses associated with operating several issue campaigns. Common Ground does not accept government funds so that it can remain autonomous and politically independent.
