Bread for the World Institute provides policy analysis on hunger and strategies to end it. The Institute educates opinion leaders, policy makers, and the public about hunger in the United States and abroad.

2014 was a banner year for Bread with the gains we made for people who are hungry. While I can make that proclamation while looking back on the previous year, I cannot predict the future accurately. But I do know we are on track to change the course of history to make hunger a thing of the past. I thank you for your partnership with us during 2014 through your prayers, gifts, and communications with Congress.

The highlight of 2014 was celebrating the 40th anniversary of Bread’s founding, which we did during the national gathering and Lobby Day in June. Anniversaries are a time to give thanks to all those whose generosity and hard work have supported and driven our successes. At the gathering, we established a course for the future of Bread and hopefully the future of our country and the world. We did this with the public rollout of the Bread Rising campaign, through which Bread is hoping to help bring an end to hunger by 2030. I thank you for your generous support of Bread Rising during the quiet and public phases of the campaign.

The world has already made dramatic progress against hunger and poverty in the last few decades. The number of people living in extreme poverty has

been cut in half since 1990. Governments, institutions, and citizens of nations around the world are coming together more around the goal of ending hunger by 2030.

The economic and political environment has become more encouraging. Lower unemployment will reduce hunger and poverty. Democratic and Republican presidential contenders are beginning to state their visions for creating more economic opportunities for people living in poverty in the U.S. and around the world.

These positive developments are moving us closer to 2017, a key year on the road to the end of hunger by 2030. By 2017, we hope to have a Congress and a new president who make ending hunger and poverty a national priority.

As part of Bread Rising, we put many plans into place in 2014, which are playing out into 2015 and beyond. One aspect of Bread Rising is prayer. We made plans to reach our goal of 100,000 people committed to ongoing prayer to end hunger. We want prayer about hunger to be more a part of the life of individuals and congregations. We hope you will join us in praying for an end to hunger and Bread’s part in making that happen.

In 2014, we also continued the work we do year-in and year-out. We launched the 2015 Hunger Report, titled When Women Flourish…We Can End Hunger. It makes the case that reducing inequality for women in developing countries would dramatically improve their ability to feed their families.

We also had a very successful year with our Offering of Letters campaign on food-aid reform and celebrated some significant victories in other areas of our work. You can read about our legislative victories on the following pages.

You are an integral part of Bread for the World—from the quiet daily work of slowly pushing Congress forward on ending hunger to the high-stakes public showdowns. Your support and involvement are the reasons Bread can do this vitally important work that is altering the course of history.

2014 VICTORIESFood-Aid Reform

Bread’s 2014 Offering of Letters campaign focused on reform of U.S. food aid. We won authorization for up to $80 million in the 2014 farm bill to purchase food locally where it is needed for development projects, rather than ship U.S. food for distribution or sale. This helps build up, rather than displace, local farming communities.

A provision in the Coast Guard Reauthorization bill would have taken away $75 million of food aid to increase subsidies to shipping companies—reducing the reach of food aid programs by two million people a year. There was an extra push for advocacy as part of the Offering of Letters campaign when this legislation arose. Bread members sent thousands of handwritten letters and emails and made hundreds of phone calls in opposition, and the provision was killed because of you!

Overall, more than 100,000 letters and nearly 20,000 emails were sent to members of Congress asking for more efficient use of funds and smarter policies for the federal government’s provision of food aid overseas. Bread won reforms that allowed food aid to reach 3.5 million more of the world’s most desperate people and more quickly.

Immigration ReformIn response to thousands of unaccompanied children fleeing Central America for the U.S., Bread members sent

over 15,000 emails to Congress and made hundreds of phone calls. As a result of this advocacy and other efforts, Congress budgeted $130 million for programs that reduce hunger, poverty, and violence—the “push factors” that drive Central American migrants to the U.S. This was a big victory in a tough budgetary climate.

The coalition for immigration reform failed in Congress but achieved an executive order that may temporarily relieve up to 5 million undocumented immigrants from the risk of deportation and thus give them new opportunities for education and jobs. Bread has been one among many actors on this issue, and the executive order has been put on hold while its constitutionality is considered by the court system.

2014 VICTORIESMore Help in Reducing Global Hunger

Permanently putting into law Feed the Future, a global hunger and food-security initiative, has been a long-standing priority for Bread. Legislation began to move toward this goal for the first time in 2014 when the House overwhelmingly passed the Global Food Security Act to authorize Feed the Future for one year.

Congress increased funding for poverty-focused international development assistance for the fourth year in a row, from $23 billion to $25 billion in response to the Ebola crisis.

Bread also saw another win when USAID launched its multi-sector nutrition strategy in May. This strategy ensures nutrition remains a focus across development projects from education and hygiene to agriculture and gender equality. It scales up work targeted at children’s first 1,000 days from pregnancy to the child’s second birthday.

Progress Against Domestic HungerBread was instrumental in protecting

funding for the Women, Infants, and Children (WIC) nutrition program. We worked to defeat a deal to expand and make permanent certain corporate tax benefits, but which simultaneously allowed critical improvements to the earned income tax credit and child tax credit to expire—two of our most effective anti-poverty programs. These credits prevent more people from falling into poverty than any other program in the country, aside from Social Security.

Despite the House passing a farm bill with nearly $40 billion in cuts to SNAP, which would have pushed 2 to 4 million people off the program, the final bill had less than $8 billion in cuts, and states have been able to mitigate most of that. Thus, no one was cut off SNAP because of this bill. The bill also included $100 million for SNAP healthy-incentives grants and funding for employment and training pilot projects. The projects are aimed at increasing the number of SNAP work registrants who obtain unsubsidized employment, increasing earned income, and reducing reliance on public assistance.

Poverty-Focused Programs ProtectedA huge appropriations bill at the end of the year included no significant cuts to poverty-focused programs.

Approval of funding for the government through September 2015 also reduced the risk that continued political brinksmanship could stall the recovery of the job market. Major political forces came together to pass this bill, but Bread has been a leader of the Circle of Protection coalition for the last four years, which continues to focus on government budget issues.
