In the pursuit of quality, ACICS establishes benchmarks and measures institutional performance against those benchmarks in a methodical, systematic manner. The information collected during site reviews and garnered from annual reports and data submissions provides a strong empirical foundation for the Council’s deliberations and decisions regarding quality. ACICS continues to explore new ways to gather information about the quality of education, reflecting an institutional commitment to continuous improvement, and a public obligation to transparent accountability.
Quality in post-secondary education is not defined by a single entity or set of standards; more importantly, quality has many different dimensions, depending on the expectations of those demanding accountability. In “Quest for Quality,” the most salient dimensions include high standards (exceptional quality); zero defects (consistency); meeting customer needs (fitness of purpose); efficiency and effectiveness (value derived from investment) and in some cases, transformation (empowering the enhancement of outcomes).
Some stakeholders will find greater value in one dimension versus others; few stakeholders will express expectations of accountability across all five dimensions.
ACICS does not have the luxury of selecting which dimensions of quality to emphasize; high-profile expectations of quality assurance in post-secondary education touch all five dimensions with great passion and authority. The Council’s challenge is to refine and reinforce the evidence it collects, the methods by which it is analyzed, and the actions that result. It is an on-going task, one that never ends or is deemed “completed.”
Applying the dimensions of quality to nearly 900 colleges and schools requires careful review of the data included in the annual Key Operating Statistics. In that context, ACICS offers the 2014 Summary of Key Operating Statistics. Collecting, analyzing and discussing the information affords the Council a great opportunity each year to fulfill its important mission as an assurer of quality, including the achievement of high standards, zero defects, student achievement, and acceptable value.

DEFINITIONS USED BY INSTITUTIONS WHEN PROVIDING ENROLLMENT INFORMATION
Credential LevelIndicates the highest level of programs an institution offers under its grant of accreditation.
InstitutionA main campus and any branch campus of that main campus. As an institutional accreditor, ACICS accredits institutions as a whole and does not separately accredit individual campuses or programs.
Enrollment at the Beginning of the Reporting PeriodThe number of students enrolled on July 1. Enrollment represents the unduplicated* student headcount.

8 2014 Key Operating Statistics
Institutions report retention outcomes based on the total enrollment and withdrawals during the report-ing period. The following definitions apply in determining the appropriate retention classification. The Council’s benchmark for retention in the 2014 reporting year was 70% and the Council standard was 60%. It reflects the Council’s emphasis on the value of retaining students from one term to the next as a fundamental element of student success; i.e., retention leads to completion, completion leads to grad-uation, and graduation leads to employment and participation in economic opportunity.
RETENTION DATA
WithdrawalA student who is no longer enrolled at the institution and…
1. has failed to attend the full length of the program;
2. has not maintained satisfactory academic progress;
3. has failed courses or substitute courses permitted by the institution;
4. has not attained speeds or competencies required;
5. is not eligible for a credential; or
6. failed to meet the institution’s attendance and/or graduation requirements.
…is considered to be withdrawn from enrollment.
Retention RatesRetention rates are calculated for each institution according to standard formulas adopted by the Council. Some categories of students withdrawing for reasons beyond the control of the institution are excluded from the calculation of the retention rate. These may include: active military service, incar-ceration, death, and enrollment in an institution with common ownership.

PLACEMENT DATAInstitutions report placement outcomes for graduates and completers as of the submission date of the CAR. The following definitions apply in determining the appropriate placement classification. The Council’s benchmark for placement in the 2014 reporting year was 70% and the Council standard was 60%.
CompleterA student who is no longer enrolled at the institution and who either has completed the time allowed or has attempted the maximum allowable number of credits for the program of study, but who did not accomplish one of the following graduation requirements: (1) achieved a grade point average of at least 2.0; (2) at-tained required competencies or speed skills; or (3) satisfied non-academic requirements.
GraduateA student who has (1) achieved a grade point average of 2.0 or greater at graduation; (2) successfully passed all courses in the program or substitute courses permitted by the institution; (3) attained required competencies or speed levels in all courses; (4) met all clinical, internship, and externship requirements; (5) satisfied all non-academic requirements such as payment of tuition and fees, return of books, etc.; (6) satisfied all other academic requirements for graduation; (7) received the appropriate credential; and (8) ceased enrollment in the program.
PlacementACICS applies the following Definition of Placement to outcomes reported by member institutions:

Placed based upon job titles: Any graduate or completer of a program that was placed based upon job titles included in the list of job titles published by the institution for which the program prepares students. These job titles must be those published by the institution on its web site in compliance with USDOE Title IV regulations and must be identified in the Depart-ment’s CIP-to-SOC Crosswalk (Standard Occupational Classification, US Department of Labor) with the Classifi-cation of Instructional Programs (CIP) code of this program. OR
Placed based upon the required use of skills: Any graduate or completer of a program that was placed based upon the required use of skills learned in the student’s program as a predominant component of the job. These skills must be those listed in the institution’s published program description and a majority of these skills must be documented in the employer’s job descrip-tion as required or desired skills, duties or responsibilities. OR
Placed based upon the benefit of the training: Any graduate or completer of a program that was placed based upon the benefit of the training received from the program in obtaining a new position or maintaining a current position, supporting promotion or improving job related skills.

ACICS monitors average program lengths and tuition and fees of similar programs of study of its accredited institutions as required by the U.S. Department of Education. Further, the Accreditation Criteria specifies that the Council will collect and provide data relative to program length and tuition and fees for all ACICS-accredited institutions.
The charts on the following pages identify the average program length and tuition and fees charged by credential for selected programs. The data were derived from the statistical information reported on the 2014 Campus Accountability Reports (CAR) by all ACICS-accredited institutions. The program codes given correspond with those used to report program data on the CAR. To maintain confidentiality, ACICS does not publish information for programs that are offered by fewer than ten institutions.
