Frequently Asked Questions • What is apprenticeship? Apprenticeship is an agreement between an apprentice and an employer in which the apprentice agrees to work for the employer in exchange for extensive supervised, on-the-job experience and timely opportunities to attend technical training. A Certificate of Apprenticeship and a Certificate of Qualification are awarded to the apprentice when the certification examination is successfully completed at the end of training. These certificates provide confirmation that the apprentice has acquired skills to a journeyperson standard. Upon passing the Interprovincial Examination in a designated Red Seal trade, a Red Seal is affixed to the Certificate of Qualification, which provides the journeyperson with mobility to work anywhere in Canada without writing further examinations. • How long is an apprenticeship? Apprenticeship training is a combination of on-the-job and technical training. In the Apprenticeship Program, 2000 hours is recognized as one year of training. Each designated trade has a specific number of hours which must be completed in order to qualify for a Certificate of Qualification. The number of hours required in each designated trade is determined by industry and is incorporated into a set of Trade Regulations for the trade. The time requirement to complete an apprenticeship in a designated trade and qualify for a Certificate of Qualification ranges from 4000 to 8000 hours, depending on the Trade Regulations that govern the particular trade. • How do I become an apprentice? You must first be employed in the trade with an employer in Nova Scotia before you can register as an apprentice in that occupation. You will sign an agreement with your employer which outlines the terms of the apprenticeship. The fee to become a registered apprentice is $130.97 ($13.16 for youth apprentices, ages 19 and younger). As an apprentice you agree to work for your employer and to apply yourself diligently to learn the skills of the occupation. Apprenticeship Celebration Event

Honouring our Newly Certified Journeypersons Each year, the Nova Scotia Apprenticeship Board hosts two Apprenticeship Celebration Events (ACEs). These events honour newly certified journeypersons who have successfully completed their apprenticeship training and obtained a Certificate of Qualification in their chosen trade. As apprenticeship is a partnership, these events also recognize the contributions of employers and mentors in training these individuals. Funding for these events is provided by our labour and industry partners. The fall ACE is held in the Halifax area. The spring ACE rotates among various locations, such as Cape Breton and the South Shore. In each case, apprentices who have obtained journeyperson status since the last time the ACE was held in their area are invited to attend the event, along with a guest and their employer. The ACE is held on a Saturday evening from 6:00 to 9:00pm and consists of an excellent meal and many door prizes. Each newly certified journeyperson receives a Certification of Appreciation from the Director of Apprenticeship and the Apprenticeship Board Chair. In addition, the Apprenticeship Board presents two Awards of Excellence. The Mentor/Coach Award of Excellence recognizes an employer, supervisor, instructor or other mentor who has served as a positive role model in the trade, and has demonstrated qualities of superior teaching, enthusiasm for the trade and a genuine interest in the progress of apprentices in their program. The Apprentice Award of Excellence recognizes a newly certified journeyperson who has made outstanding contributions toward forwarding the professional image of the employer, supporting others in the workplace, demonstrating a strong work ethic and being an active member of their community. The event is free and invitations are sent out to every newly certified journeypersons and their employers at least six weeks prior to the event. A reply is required and must be received by the RSVP date. In addition, nomination forms for each award of excellence are included, and nominations must be received by the RSVP date. The Apprenticeship Celebration Event is a great opportunity to celebrate the successful completion of your journey through apprenticeship training to certification with those who have been so vital in contributing to your success!

Apprenticeship Awards and Grants Apprenticeship Incentive Grant - Groups A and B (Levels 1 and 2) The Apprenticeship Incentive Grant (AIG) is a federal taxable cash grant of $1000 per year which is available to registered apprentices who have successfully completed their first or second year in a Red Seal trade after January 1, 2007. First Year $1000 grant: Successful completion of Group A / Level 1 and 2,000 hours

(In-class, on-line or initial credits granted will be considered) Second Year $1000 grant: Successful completion of Group B / Level 2 and 4,000 hours

If you completed Group A (Level 1) or Group B (Level 2) prior to January 1, 2007: Those who completed Group A or B training prior to 2007, but who did not accumulate the required hours until after January 1, 2007, may be eligible for the grant. Apply as soon as you have accumulated those hours. Your Industrial Training and Certification Officer will need to review your logbook to verify that your employer has recorded and signed the additional hours in your logbook.

To apply for the Apprenticeship Incentive Grant (AIG):

1. Download and complete the form available on the website www.servicecanada.gc.ca/eng/goc/apprenticeship.shtml

2. Download and complete a Release of Information form available on the website www.nsapprenticeship.ca From the left menu, click on “Forms”. 3. Make a photocopy of both your Apprenticeship Photograph Identification Card and your logbook hours.

4. Attach the following to the completed grant application:

Apprenticeship Completion Grant In the spring budget, the Federal Government announced the implementation of a new grant as part of the Canada Skills and Transition Strategy - The Apprenticeship Completion Grant. This purpose of this grant is to provide an additional incentive for Canadians to finish their apprenticeship training and reach journeyperson status. All registered apprentices in a Red Seal trade who have successfully completed all requirements of their program and pass the certification examination will be eligible to receive a taxable grant of $2000. The Certificate of Apprenticeship (with Red Seal endorsement) which is issued to all completing apprentices will be your proof of eligibility. Implementation is expected to be completed by July 1, 2009 and all apprentices who received a Certificate of Apprenticeship on or after January 1, 2009 are eligible to apply.



Progression and Completion Awards - Groups C and D (Levels 3 and 4) On April 1, 2008 a scholarship program was established by the Province through the Apprentice Award Trust to help reduce the financial burden on apprentices as they work towards certification. The recent announcement of the Apprentice Completion Grant by the Federal Government has necessitated a change in our provincial scholarship program. Initially these awards were in the amount of $350 (taxable cash grant) and were available to all apprentices who progressed or completed their training. Effective January 1, 2009, the Apprenticeship Progression / Completion Award has been increased to $700.00 (taxable cash grant ) per year made available to registered apprentices who have successfully completed all requirements as they progress in the third and/or fourth level of training. Apprentices in Non-Red Seal Trades are eligible for a Completion award in the amount of $1000 when they pass the certification examination and are issued a Certificate of Apprenticeship. Apprentices in a Red Seal trade are eligible for the Apprenticeship Completion Grant . Refer to page 7 for details. Apprentices can receive only one completion award (not provincial and federal). Awards will be paid twice yearly: in September for clients applying between January and June and in March for clients applying between July and December. By offering these incentives, the province is encouraging apprentices to continue towards certification and to increase the number of certified journeypersons in Nova Scotia. Progression Awards Apprentices in a 4-level apprenticeship program are eligible to apply for a progression award of $700 when all requirements to complete level 3 are fulfilled. Apprentices in a 5-level apprenticeship program are eligible to apply for a progression award of $700 when all requirements to complete level 3 are fulfilled, and apply for another grant when all level 4 requirements are met. (See pages 8 and 9, Awards and Grants - Eligibility at a Glance.) Apprenticeship Completion Awards Apprentices in Red Seal trades are eligible to apply for the Apprenticeship Completion Grant. See page 7 for details. Apprentices in Non-Red Seal apprenticeship programs with 3, 4 and 5 levels of training are eligible to apply for a completion award of $1000 when all training requirements are completed and a Certificate of Apprenticeship is issued. Applications Applications for the Progression Award will be distributed to apprentices during their first week of technical training. Applications for the Apprenticeship Completion Award for non-Red Seal Trades will be mailed with the Certificate of Apprenticeship. Application Deadline Applications for these awards must be received within six months of achieving eligibility.

Apprenticeship Job Creation Tax Credit The Apprenticeship Job Creation Tax Credit (AJCTC) is a non-refundable tax credit equal to 10% of the eligible salaries and wages payable to eligible apprentices in respect of employment after May 1, 2006. The maximum credit is $2,000 per year for each eligible apprentice.

Additional information will be available in the 2008 versions of the General Income Tax and Benefit Guide, Form T2038(IND), Investment Tax Credit (Individuals), Guide T4012, T2 Corporation - Income Tax Guide and Form T2SCH31, Investment Tax Credit - Corporations. Tradesperson’s Tools Deduction The tradesperson's tools deduction provides employed tradespersons with an annual deduction of up to $500 to help cover the cost of new tools necessary to their trade. The deduction applies to the total cost of eligible tools if the following conditions are met: the total cost exceeds $1,000; the tools were purchased after May 1, 2006; the purchase was made by an employed tradesperson. An eligible tool is a tool (including associated equipment such as a toolbox) that was bought solely for use in the tradesperson's job and that was not used for any purpose before it was bought. Electronic communication devices (like a cell phone) or electronic data processing equipment (unless the device or equipment can be used only for the purpose of measuring, locating or calculating) are not eligible. Employer Contributions Employers are eligible to “top up” an apprentice’s loss of wages while they are attending apprenticeship technical training and this allowance will not be considered as earnings to be deducted from EI benefits. Financial Support

Employment Insurance Benefits While participating in apprenticeship training in Nova Scotia, you may be entitled to income support through Employment Insurance Benefits from Service Canada. Additional financial assistance may be available to assist with the costs of living away from home during training, long distance travel, etc. The way to apply for EI benefits depends on whether you are already receiving EI benefits prior to your scheduled training, or if you are applying for EI (opening a new claim) just prior to beginning your technical training.

Approximately 3 weeks prior to your scheduled training, Apprenticeship Training and Skill Development will mail a class acceptance letter to you. As soon as you receive your class acceptance letter, contact or visit your local Service Canada Office to advise them you will be attending Apprenticeship technical training. Service Canada may ask to see your class acceptance letter.

2 - 3 weeks before classes start.

In the on-line application you will be prompted to enter a reference code. Please refer to your course scheduling package for this number.

Additional Financial Assistance

In addition to EI, you may be eligible for other benefits, including financial assistance to cover costs associated with training, child care, living away from home, travel assistance, commuting allowance and disability allowance.

Approximately 3 weeks prior to your scheduled training, the Apprenticeship Training and Skill Development division will mail a class acceptance letter to you. Apply for these financial allowances as soon as you receive this class acceptance letter.

Online Learning Introduction The Virtual Campus of the Nova Scotia Community College, in partnership with the Department of Labour and Workforce Development, offers an alternative approach to the delivery of apprenticeship training. The goal is to provide access to quality apprenticeship training that complements workplace practical training while providing flexibility to meet the needs of apprentices and their employers. The Virtual Campus approach provides apprentices the opportunity to access their training through the Internet. Apprentices can access training from home, work or wherever an Internet connection is available. Training is offered in a course-based format (equates to a 30 hour credit). Apprentices who are accessing on-line training are expected to complete one group of training courses per year. Cost Apprentices are not required to purchase computer equipment to participate in distance education. Terminals are available in the libraries of Nova Scotia Community College campuses throughout Nova Scotia as well as in community CAP sites. Tuition for apprentices is $81.18 per course offered through the Internet. Participants are also responsible for purchasing textbooks and other resource materials over and above the cost of tuition. Steps to access on-line learning: 1. You must be a registered apprentice to access on-line apprenticeship training. 2. Advise your Industrial Training and Certification Officer that you wish to access on-line apprenticeship courses. The Training Officer will forward a Training Plan to NSCC On-Line Learning. 3. Register for Training in one of two ways:

What happens next? When you have registered and paid for your course, the Virtual Campus will receive computer notification within 24 hours. After notification has been received, the Student Services Officer at the Virtual Campus will e-mail you a User ID and password along with course access information. Orientation for Online Learning There are several ways that an apprentice may have access to an orientation to the TLM software (The Learning Manager) used in the delivery of the online apprenticeship courses. 1. Policies and Responsibilities Training Providers The Department of Labour and Workforce Development's main partner in the delivery of technical training is the Nova Scotia Community College (NSCC). The department also partners with UA Local 56 to provide Sprinkler System Installer training. Training Providers will not provide access to technical training unless you have been registered through the Department of Labour and Workforce Development. Attendance Policy A mandatory attendance policy applies to all training to ensure compliance with the Apprenticeship and Trades Qualifications Act and General Regulations, Service Canada funding requirements and employer expectations, and to recognize the intensive nature of the training courses. For apprenticeship technical training, prompt and regular attendance is expected of all clients. If you are unable to attend training, you must inform the school prior to the start of class. Upon return to class, it is the responsibility of the client to meet with the instructor to make any necessary arrangements to complete the course work. If you are unable to complete the course due to absenteeism, you will be required to retake this training. Apprenticeship reserves the right to inform employers and Service Canada of absences from training. Required Participation and Notification Apprentices must participate in the required technical training and refusal to do so in two successive sections of training will result in cancellation from the program. Please notify your Training Officer if your mailing address or employer information has changed. This will keep your file current and ensure you and your employer receive all relevant information.

Foundations for Success

The working world of today is far different from that of just one generation ago. With global competition and technological advances, skills that once met minimum requirements now fall below that mark. New members of this workforce must already possess a higher level of education and more skills. Existing members, with their years of valuable work experience, may need to sharpen and hone theirs. Everyone should be prepared to keep learning throughout their life because the world keeps changing. The Department of Labour and Workforce Development has a wide range of initiatives to keep us all learning for life. Registered apprentices now have the opportunity to participate in math refresher or document use courses. The only cost to apprentices is the purchase of textbooks or course materials. The purpose of the Math Refresher and Document Use courses is to “knock the rust” off those document literacy and math skills which you haven’t used for a while and to enable apprentices to be more successful in the classroom and in the workplace. Both the Document Use and Math Refresher courses use relevant trade examples and proven strategies to enable apprentices to read and understand all documents more effectively. If you are interested in taking part in one of these sessions, please indicate your interest on the enclosed Technical Training Enrollment Form. Courses will be scheduled as needed. Math Refresher Course

As part of the Essential Skills Initiative, the Department of Labour and Workforce Development, in partnership with the Nova Scotia Community College, will be offering a math refresher course to interested apprentices. The Math Refresher will strengthen your trade math skills. Topics are covered with trades math in mind and it will be a good review for someone who has been away from math. The only cost to apprentices is the purchase of textbooks. This course will be delivered one to two evenings a week over a six week period and NSCC will provide a Certificate of Continuing Education upon completion.

Document Use Course

The purpose of the course is to develop the skills necessary to locate and use information contained in a variety of document formats such as: lists, drawings, maps, forms, service manuals and troubleshooting charts. The only cost to clients is the purchase of course materials. This course will be delivered one to two evenings a week over a six week period and NSCC will provide a Certificate of Continuing Education upon completion.

Special Needs

As partners in workplace education, your employer and the Department of Labour and Workforce Development want you to succeed in your apprenticeship program. If you have any concerns about your potential for success in the program we encourage you to contact your Training Officer to arrange for a confidential meeting.

Together, you and the Training Officer will discuss your concerns and identify support services which may be available to help you succeed in the apprenticeship program. These supports could include refresher courses, tutoring, reader-assisted examinations, prior learning assessments and learning plan development.

Do you have difficulties with the reading and writing aspects of learning? If you answered yes, NSCC- Disability Services is available to help. Workplace Mentoring The Nova Scotia Department of Labour and Workforce Development, Apprenticeship Training and Skill Development division is focusing on mentoring to assist with teaching and learning skills in the workplace. Sharing knowledge and passing on skills in the workplace is what an apprenticeship is all about. Workplace mentoring is a shared responsibility that involves all apprenticeship stakeholders - new and existing apprentices as well as journeypersons, experienced tradespersons, employers and industry members. Workplace mentoring happens in a number of different ways throughout the full apprenticeship journey. In the province of Nova Scotia, mentoring is now a REQUIRED part of ALL apprenticeship programs. For new and existing apprentices, mentoring is a part of apprenticeship technical training through two required program milestones/units: Workplace Mentoring I and Workplace Mentoring II. ■ Workplace Mentoring I

The focus of this unit is on learning skills in the workplace. It is for all entry-level apprentices in the first year of their Apprenticeship and Pre-Apprenticeship Programs.

■ Workplace Mentoring II

The focus of this unit is on teaching skills in the workplace. It is for all apprentices completing certification-level training.

A focus on workplace mentoring also involves working with journeypersons, experienced tradespersons and industry employers in order to build a sustainable workforce for today, and tomorrow. Mentoring training for industry is happening in a number of different ways and can be offered to individuals or groups. The Workplace Mentoring course is being woven into existing training opportunities, and is also being offered as a free two-hour workshop. Technical Training Costs and Payments The tuition for each week of technical training is $81.18. For each course successfully completed apprentices receive 30 hours credit towards their apprenticeship program. To register for training, a tuition deposit of $81.18 for each group of courses is paid directly to the Department of Labour and Workforce Development. The balance of training tuition is paid to the Training Provider on the first day of courses. Registration Deadlines

June 05, 2009 is the deadline for courses starting September to December 2009.

October 02, 2009 is the deadline for all courses starting after January 01, 2010.

If you miss the deadlines there still may be seats available. Complete the technical training enrolment form

and forward it with the tuition deposit as soon as possible.

Your completed Technical Training Enrolment Form must be provided when you pay your tuition deposit. We will not accept your tuition deposit without the completed form.

1. Review the training schedule and select training you wish to take this academic year.

2. Meet with your employer to discuss your training dates and selection.

3. Complete the Technical Training Enrollment Form.

Your employer must sign the enrollment form and verify your logbook hours.

Choose an alternate class/date for selected training if available.

Examination Information Examination Eligibility To be eligible to write a certification examination, you must complete all the practical and technical training components of your apprenticeship program and this completion must be verified by a Training Officer. Once your eligibility has been confirmed, you will be asked to submit an application form indicating a ‘preferred’ exam date and location (A listing of all exam sessions is included in the Examination Schedule section of this document.) The exam application, along with applicable fee, must be received at the Halifax Office of the Apprenticeship Training and Skill Development division prior to the “apply before” date indicated for the requested exam session. Applications received after the application deadline will be processed for the next available examination sitting. A confirmation letter will be sent to you approximately ten days prior to your approved exam session, which will verify the exam date, time and location. Do not attend an examination sitting without this written confirmation.

Exam checklist

❒ Arrive 15 minutes early.

❒ Bring confirmation letter, photo ID and an ordinary calculator (non-programmable and non-trade specific).

❒ Do not bring a cell phone to the examination sitting.

What happens if an apprentice cannot write the examination on the scheduled exam date? If you are unable to write the examination on the scheduled exam date, you must notify the division as soon as possible. Contact the Training Officer assigned to your file, or call the Halifax Office at 902-424-5651 (1-800-494-5651). An exam may be rescheduled only once without penalty. Failure to provide at least 24 hours notice is considered a no-show and the exam fee will be forfeited. What happens after the examination? Examination scoring will start on the Wednesday after the regularly scheduled examination sitting. The exam results, complete with an analysis, will be mailed to you after the exam has been scored. Please note that exam results - marks, pass/fail - will not be released over the telephone.



Strategies for Writing Multiple-Choice Examinations Interprovincial Examinations (IP Exams) are written exclusively in a multiple choice format. In IP Exams, each question has four responses, only one of which is correct. The three incorrect responses are called distractors because they are intended to look plausible and ‘distract’ you from the correct answer if you are not confident in your knowledge. Effective strategies include: • Read each question carefully so you understand exactly what is being asked. Do not make assumptions or

jump to conclusions - stick to the facts. Be sure to read the whole question and not assume you know what the question is asking after you’ve read only part of it.

• Before answering a question, cover the answers with your hand. When you have finished reading the

question, try to determine the answer without looking at the choices. Once you think you know the answer, uncover the choices and look for the one that matches your answer. Doing this helps to avoid being distracted by incorrect answers.

• As you read through the answers, make note of which ones you know are wrong to narrow your options. • Draw a diagram or jot down a formula if it helps answer a question. • If you are answering a question that involves calculation, it is useful to have an estimate of what the correct

answer will be so that once you calculate the answer, you can check to see if it looks right. • If you are unable to answer a question, move on and come back to the missed one(s) later. It’s better to finish

the easier questions first and come back to the more difficult ones later. Also, take care to mark the answer to a question in the correct answer slot.

• Manage your time - it might be helpful to determine how much time you have for each question. For instance,

if the exam has 120 questions and the maximum sit time for the exam is 3 hours, then you would have on average approximately 1.5 minutes per question. The invigilator will usually let you know when the halfway point of the examination time has been reached. Check to see if you have completed approximately half of the examination and adjust your pace accordingly.

• Answer all questions. If at the end of the allocated time you are still unable to determine the correct answer to

some questions, guess. Points are not deducted for incorrect responses, and you have at least a 25% chance of guessing correctly.

What happens if I am unsuccessful? • Try not to be discouraged! Interprovincial Examinations are very challenging, but use what you learned from

your previous experience to help prepare for your next attempt. Everyone who challenges an Interprovincial Examination receives a breakdown of how well they did in each section of the examination. Use the breakdown to identify areas where additional study will help you prepare for your next attempt.

• Re-challenge the examination as soon as you feel confident you will pass - don’t postpone it for a lengthy

period of time. You will need to submit another exam application and pay the $130.97 exam fee prior to the application deadline.

• If you have unsuccessfully challenged an examination two times or more, you are required to contact your

Training Officer to discuss completion of additional technical training.
