RESA 5 employs over 50 full-time personnel with 4.5 positions being paid from the legislative state basic foundation allowance for RESAs, remaining positions are funded through grants obtained by the RESAs

Cooperative purchasing cost avoidance of over $143,236.85 for school systems AEPA purchases through RESA 5 counties (2014 Q4 – 2015 Q3): $605,768.95 with a savings

of: $298, 572.92 Assisted counties with Medicaid Billing reimbursement, training and monitoring.

This report contains information about some of the activities of RESA 5 during the 2014-2015 school year. Not all services are listed. Services may differ within RESA 5 from time to time. Being able to offer the right services at the right time allows RESAs to meet the needs of county schools and school systems as well as support WVDE and

PROGRAM TITLE: Adolescent Health Initiative

PURPOSE: The Adolescent Health Initiative promotes positive youth development by focusing attention on

improving adolescent health indicators while building asset-rich communities utilizing Search Institutes’ 40

Developmental Assets and provides technical assistance to counties regarding healthy lifestyles for youth.

MAJOR ACCOMPLISHMENTS:

1. STARS

Schools Tackling At Risk Situations

The education awareness component addresses at-risk behaviors associated with

middle school students. Super Teens Achieving Regional Success

The leadership component sponsors a Leadership Series with STARS students

developing community service projects and being recognized at a spring Awards

Luncheon.

2. Social Media

Provide education awareness presentations and handouts regarding social media.

3. Healthy Lifestyle Choices

Promote healthy lifestyle choices at a variety of venues.

Provide presentations and disseminate handouts that promote healthy lifestyle choices.

SUMMARY OF STRATEGIC PLAN RESULTS: The primary focus is to develop and/or implement initiatives that focus on enhancing positive youth behaviors.

Underscoring the idea that prevention works best when educational and leadership initiatives merge as one voice in

promoting positive youth development to reduce at-risk youth behaviors, Westbrook Health Services (WHS), the

regional comprehensive behavioral health agency, and Adolescent Health collaboratively implemented STARS, an

education awareness and leadership initiative.

Schools Tackling At Risk Situations is intended to help students in 5th- 8th grades understand behaviors that may

indicate a serious problem, how that may impact their lives, and empower students to get help for themselves or

others.

The I CAN Poster Campaign, a student designed message for students, encourages youth to achieve their potential

via a positive message that addresses at-risk behaviors - anger and violence, bullying and peer pressure, depression,

dropping out, eating disorders, homelessness, substance abuse and suicide. Monthly school announcements were

developed for each poster. The I CAN posters and school announcements are in all middle schools.

At the beginning of the school year 27,000 Consequences of Choices informational sheets were distributed to all

Pre-k through 12th grade students and staff explaining how, from a young age, people make choices and with

choices com consequences. Areas of life tend to overlap and risky behaviors are connected. The most effective way

to address at-risk issues is through open communication between a young person and a trusted adult. On the reverse

side, the Regional Crisis Hotline, WV Safe Schools Helpline and 13 national, state, or local support telephone

numbers were listed for parents, students and staff to call for assistance or for more information regarding a specific

topic.

Super Teens Achieving Regional Success is intended to promote youth development in 6th-12th grade students who

have unrecognized leadership potential – the caterpillar versus the butterfly. STARS engages youth who are on the

fringes of becoming involved in school and/or community activities or involved but are not the leaders. Through a

regional leadership day, STARS students build skills needed to make a positive change in their schools and

community. To further foster the students’ leadership skills and to assist them in developing, completing and

reporting on a community service project, Leadership GPS (Guiding Principles System) was held in each county,

focusing on their team and project. The Leadership GPS focused on The Power of 1Multiplied = A STARS Team.

Students learned how unique they are internally and externally, how they may enhance and strengthen their assets,

and how they may make a difference individually and as a team.

In the spring, the STARS Awards Luncheon showcased the students’ community service projects recognizing the

Super Stars, the Shooting Stars and the Rising Stars. Incorporated in the luncheon was a regional community

service project with students writing encouraging messages to fellow students using the eight I CAN topics. These

notes were given to the guidance counselors to give to a student who was struggling to stay in school, depressed,

etc.

Recognizing the risks and consequences of living life online, posting personal information, online predators,

bullying (on or offline), inappropriate messages and sexting, RESA 5 and Westbrook Health Services spoke with

school officials, counselors, staff and students about maximizing the benefits and minimizing the risks of social

media.

AHI worked collaboratively with Westbrook Health Services in delivering a seamless message regarding healthy

lifestyle choices throughout the region at a variety of venues such as State Farm Safe Driving event, Teen Interests

Day at Calhoun County Middle and High Schools, Ritchie County Middle and High Schools and Spencer Middle

School, Jackson/Roane Counties Transition Job Fair, and FootPower (a bicycle rodeo and safety event).

SUMMARY OF STRATEGIC PLAN RESULTS: Low-performing classes were identified by the WVDE and audited to increase performance results. Instructors were

cross-trained in CPR/First Aid/AED and as Technology Integration Specialists. Strong collaborations continued

with partner agencies through multiple teams and projects. Curriculum development and professional development

opportunities continued through the restructuring of the QUEST team to meet new Adult Education needs. All

instructors successfully completed professional development requirements. Multiple professional development

sessions were offered in various content areas, including 21st Century technology. Final numbers for Federal Core

Indicators have not yet been data matched for FY15.

PURPOSE: In March 1990 WV Code authorized local education agencies to become Medicaid providers,

enabling them to participate in the federal Medicaid reimbursement for services that are special education or

related. RESA 5 provides technical assistance for Medicaid billing, provider services, documentation and

reimbursement for our eight county region.

PROGRAM TITLE: Professional Development

PURPOSE: The purpose of the RESA 5 Professional Development Office is to coordinate professional

development and support for teachers, administrators and support personnel within the eight county region. This

coordination includes, but is not limited to, technical assistance with program research, development, assessment

and evaluation. The office also coordinates Substitute Teacher Training, the Regional Spelling Bee, the Regional

Social Studies Fair and the Regional Science Bowl Competition, and student leadership opportunities. The RESA 5

Professional Development Office also coordinates Graduate classes offered through the Extended Learning Center

at West Virginia University.

SUMMARY OF STRATEGIC PLAN RESULTS:

Strategic Objective: During the 2014-15 school year, the RESA 5 School Improvement Team will adhere to the

WVDE School Improvement model as assistance is tailored to each of the 13 schools in the region designated as

Focus schools. Outcome: Multiple opportunities by RESA 5 PD staff were provided for technical assistance or professional

development to support school improvement efforts.

Strategic Objective: The RESA 5 office of Professional Development, in cooperation with West Virginia

University Center for Extended Learning, will schedule and coordinate a minimum of 15 class offerings that will

enroll at least 175 educators between July 1, 2014 and June 30, 2015.

Outcome: Coordinated Graduate Credit classes for 172 participants.

Strategic Objective: The RESA 5 Professional Development office will coordinate the electronic publication of a

capacity matrix of the NxG CSO’s for all teachers to use to help students track their own learning progress.

Outcome: The basic capacity matrix is complete. Teachers want “ I can” statements added to the objectives.

Strategic Objective: RESA 5 Office of Professional Development liaisons will contract with at least two teachers

from each county to continue providing learning opportunities for all RESA 5 educators who are implementing the

NxG standards.

Outcome: RESA 5 hosted the NxG Educator Enhancement Academy follow-up for teachers in grades K-5 to

develop lesson designs and curricular mapping for Math and English Language Arts. Based on preliminary

registration numbers, middle school and high school teachers lacked interest in a follow-up.

Strategic Objective: 90% of teachers who participate in the RESA 5 NxG Standards trainings will demonstrate

increased confidence in implementation of a standards-focused curriculum aligned with the Next Generation

Content Standards and Objectives (WV Standards for High Quality Schools) between November 2014 – June 30,

2015 as the result of follow-up or support provided by RESA 5.

Outcome: Based on RESA feedback forms and a follow-up phone survey in May, 2015, 95% of teachers

described increased confidence in implementation of NxG CSOs.

Strategic Objective: The RESA 5 Office of Professional Development will provide at least one regional and two

technology opportunities to support Kindergarten teachers and administrators during implementation of formative

assessment practices within the Early Childhood Reporting System during the 2014-2015 school year.

Outcome: At least two face-to-face opportunities and one webinar opportunity were provided to regional

Kindergarten teachers and administrators. Base on low numbers from the webinar, a second webinar was not

attempted. Kindergarten teachers were provided with book resources and materials to assist their classrooms

instead.

Strategic Objective: The RESA 5 Office of Professional Development will assist at least 12 Principal-led

building-level leadership teams in the implementation of a Whole School Improvement process during the 2014-15

school year.

Outcome: RESA 5 designed a multi-day module called “Focus and Lead” based on the WV School Improvement

Model and facilitated the school improvement steps with Jackson and Roane Schools as well as all of the WV

Priority Schools at the fall conference.

Strategic Objective: The RESA 5 Office of Professional Development will provide at least seven opportunities

for Strategies Instruction Model regional workshops during 2014-2015 to assist teachers/schools with meeting the

needs of struggling learners in English Language Arts.

Outcome: Ten opportunities were provided: 5 regional Kansas Writing Strategy Workshops, 2 regional Word ID

Strategy Workshops, and 3 school specific strategy workshops.

Strategic Objective: The RESA 5 Professional Development office will provide high quality PD in the area of

high quality learning designed to enhance performance/ progress of students through a David Langford Follow-up

Workshop in the fall of 2014.

Outcome: Due to low registration numbers, this follow-up was cancelled.

Strategic Objective: The RESA 5 Professional Development office will provide high quality PD designed to

enhance performance/ progress of students through a David Langford 4-Day Quality Learning workshop during

the Summer of 2015.

Outcome: The extended school year with a shortened summer and conflicting state and/or county trainings caused

low registration numbers. This project was cancelled.

Strategic Objective: The RESA 5 Professional Development office will provide high quality PD through Solution

Tree’s PLCs at Work Seminar.

Outcome: A summer Solution Tree session was conducted by Timothy Brown titled “Leading

Your School Towards Closing the Achievement Gap.” There were 75 participants, mostly school

leadership teams, that attended.

Strategic Objective: RESA 5 Office of Professional Development will design, schedule and conduct monthly PLC

meetings for administrators to improve leadership skills to support high quality teaching and learning as noted by

both the Educator and Principal Evaluation system from October 2014 to May 2015.

Outcome: Conducted six Principals’ PLC opportunities. Attendance for the 2014-2015 school year include:

November – 8, December - 5, January – 12, February – 6, April -6, and May - 5.

Strategic Objective: The RESA 5 Office of Professional Development will host and Coordinate a Regional

Spelling Bee for students in Grades 5-6 and Grades 7-8 with representation from at least 88% of the RESA 5

counties, in May 2015.

Outcome: Six counties participated in the Spelling Bee (75%). The counties include Pleasants, Jackson, Ritchie,

Roane, Wirt, and Wood. A total of 12 counties winners were selected to participate, yet only 10 students showed

up for the competition.

Strategic Objective: The RESA 5 Office of Professional Development will host and coordinate the Regional

Science Bowl for students in Grades 9-12 with participants from at least 75% of RESA 5 High Schools in

December 2014.

Outcome: The following is a breakdown of the number of students who participated per county: Wood – 33,

Jackson – 14, Ritchie -4, Roane – 9, Tyler – 5, and Wirt – 10. As a result, 75% of RESA 5 High Schools

participated in the Regional Science Bowl.

Strategic Objective: The RESA 5 Office of Professional Development will help coordinate the Regional Social

Studies Fair for students in Grades 3-12.

Outcome: Seven out of eight counties sent student winners to the regional Social Studies Fair. A total of 150

students participated in the event.

Strategic Objective: The RESA 5 Office of Professional Development will provide at least one regional

professional development and two technology support opportunities to prekindergarten to third grade teachers to

increase competency in the implementation of balanced literacy practices during the 2014-2015 school year.

Outcome: At least two face-to-face opportunities were provided to regional Kindergarten teachers and

administrators. One face-to-face opportunity was also provided for Grades 1-3. There was one webinar

opportunity which addressed supporting literacy in all content areas for Grades K-3. Based on low numbers from

this webinar, a second webinar was not attempted.

Strategic Objective: RESA 5 Professional Development office with assistance and support from the iBelieve

Foundation, will propose, coordinate and facilitate a minimum of 3 days of leadership skills/process trainings for 30

selected students representing each subgroup (All, Low SES, SWD) and minimum of 3 educators from select Focus

Schools to address Whole School Improvement needs unique to each school between, September 2014 thru June,

2015.

Outcome: Three Focus Schools held three-day student leadership/process trainings.

Strategic Objective: The RESA 5 Office of Professional Development will assist the iBELIEVE Foundation in

securing participation from all RESA 5 High Schools for the 2015 Summer Workshop as well as aid in helping with

planned events during the 2014- 2015 school year.

Outcome: RESA 5 wrote and was awarded a Benedum Grant to support recruitment for the iBELIEVE Summer

Workshop and additional planned events during the 2014-2015 school year. RESA 5 Professional Development

personnel went on school visits and also dedicated countless hours to email and phone conversations with school

counselors and principals. A total of 161 students participated in the iBELIEVE Summer Workshop. Additionally,

RESA 5 assisted with planning the following events for 2014-2015: Fall Leadership Summit, Fall iLEAD

Weekend Workshop, Fall iBELIEVE Retreat, Winter iBELIEVE Retreat, and iBELIEVE Conference at OSU.

Strategic Objective: The RESA 5 Office of Professional Development will guide and support PBIS (Positive

Behavioral Interventions and Supports) Teams and schools with the implementation process to gain 80% teacher

buy-in for the 2014-2015 school year.

Outcome: Two out of three schools had earned 80% buy-in. One school dropped out of the process.

Over 650 middle & high school students in eight schools participated in Youth Risk

Behavior and Youth Tobacco Surveys on behalf of RESA 5.

Over 1130 youth received substance abuse & tobacco prevention education.

Over 525 students and faculty learned strategies to build healthy nutrition into daily life

through the implementation of the 5210 Goes to School Campaign.

Over 340 physioballs were integrated into classrooms to increase daily physical activity

and enhance learning. .

The Regional Wellness Program served over 3000 people in the 2014-2015 school

year.

SUMMARY OF STRATEGIC PLAN RESULTS: The WVWN operates throughout the eight counties located within RESA 5. The Regional Wellness Specialist

(RWS) works to develop collaboration among community, schools and county school systems to assist students and

staff to improve their physical, social and emotional health, which ultimately leads to improvements in academic

achievement and student success.
