Dear Friends,

This is my last note to you as I finish up myfinal board term. After six years of service,the last two as your president, I am happyto report that the organization is strongand healthy. Tip of the Mitt WatershedCouncil has a great staff and a truly amazingexecutive director in Gail Gruenwald.

It actually takes years on the board to understand all of the thingsthis great organization does. There are all of the basics, includingpolicy, advocacy, grant writing, stream and lake monitoring, rain gardenconstruction, and stream bank stabilization. To that we have addedthe Watershed Academy and many other tasks!

We remain actively involved with big issues like the Enbridge Line 5pipeline and fracking. I am proud of the organization for the strongscience-based approach used. We never advocate based on whatany one of the staff wants, but rather based on where the science takesus. By remaining science-based we have built a strong relationshipwith the Department of Natural Resources and Department of Environmental Quality, the legislature, and others. We always have aseat at the table because of our reasoned approach.

We should all be delighted with our organization and its achievements.As always, thank you for your support.

Protecting our Waters

Tip of the Mitt Watershed Council addressed a number of issues in 2014.Some of the threats facing our watershedswere invasive species, stormwater runoff,and the accumulation of pharmacueticalsand plastic microbeads in our waters.

Over the past year, the WatershedCouncil has been highly engaged inoil and gas issues. We continued tochampion for stronger regulations regarding the safety of our water, including a technique used duringnatural gas and oil development knownas hydraulic fracturing, or fracking,and significant research on the Line 5pipeline that crosses the Straits ofMackinac and traverses through ourservice area.

These battles to protect our watersare not won single-handedly. Weknow that the future of our waters lies collectively in our hands.

Line 5 PipelineLine 5, owned and operated by Enbridge Energy Partners,is located in the Straits of Mackinac and traverses throughNorthern Michigan, crossing under and near many sensitivewater resources. The Watershed Council has devoted significant time to research, public education and outreach,pipeline incident prevention, emergency preparedness, andadvocacy.

In 2014, the Watershed Council conducted pipeline sensitivitymapping to identify areas along the pipeline route that aremost at risk in the event of a spill. We also hosted a NorthernMichigan Pipeline Symposium designed to raise awarenessand understanding about pipeline issues and pipeline safetyin Northern Michigan. The symposium involved presentationson pipeline safety and Enbridge’s Line 5, as well as a panelquestion and answer session.

Additionally, we participated in emergency response preparedness efforts, which involved four Watershed Councilstaff who joined over 200 people in Indian River for a simulatedpipeline exercise. We participated as staff in the EmergencyOperations Center, which served as a central location forofficials to coordinate response efforts, make decisions, andgather and disseminate information. We also took part in awildlife rescue training.

The Watershed Council also served on the Local EmergencyPlanning Committee for Emmet County to help ensure ourwater resources are adequately considered and protectedin the event of an emergency.

Wetland ProtectionFor over four decades, advances in science have shown thatprotection of Great Lakes coastal wetlands is essential tothe health of the Great Lakes. That is why we could not sitidly by and watch the destruction of Great Lakes coastalwetlands within our service area.

Since 2009, the Watershed Council had been working toprotect 35 acres of Great Lakes coastal wetlands outside of theCity of Cheboygan, along Duncan Bay. The original proposalwas to build a luxury motorcoach RV park, depositing over10,000 cubic yards of fill, and impacting nearly four wetlandacres.

The initial permit was denied by the Michigan Departmentof Environmental Quality (MDEQ), but that decision was reversed during an appeal process for a modified proposal.The Watershed Council formally contested the MDEQ decision.

A shoreline survey of the parcel was conducted by the Watershed Council in 2013 while developing a WatershedManagement Plan for Duncan and Grass Bays. This particularparcel included both submergent and emergent marsh anda variety of shade intolerant successional woodlands mix,along with shrub and herbaceous openings. This propertycreates, not only desirable habitat for wetland and uplandbirds, but also a significant greenbelt. Shoreline greenbeltsreduce erosion by stabilizing the soil, slowing runoff, andfiltering nutrients, sediments, and other pollution - all thingsthat our Great Lakes need in times of shifting climates.

After five years of dispute, we convinced the applicant toengage with the Little Traverse Conservancy, who then purchased the land in the fall of 2014. Now this wetland,with 750 feet along Lake Huron, is protected.

Effective Restoration AdvocacyIn 2014, Congressman Benishek joined Tip of the Mitt Watershed Council and partners for a tour of Great LakesRestoration Initiative (GLRI) projects. The group made visitsto a stream restoration project on Lower Tannery Creekand the North Central Michigan College (NCMC) Stormwa-ter Wetland. Project partners that assisted with the tour in-cluded staff from the U.S. Fish and Wildlife Service,Northwest Design Group Consulting Engineers, Top of MichiganTrails Council, and North Central Michigan College.

Our staff also led a site visit tour for Michigan Departmentof Environmental Quality Director, Dan Wyant, and his staff tovisit a number of projects in Emmet County that are designedto protect water resources. Sites included a new clearspanbridge over Tannery Creek at the Little Traverse Wheelwayand a natural shoreline demonstration site that was installed aspart of the Michigan Natural Shoreline Partnership’s CertifiedNatural Shoreline Professional training at Camp Pet-O-Se-Ga.

Engaging policy makersthrough site visits allowsus to connect them to ourwater resources in a waythat they will rememberwhen it’s time to makeimportant decisions that

will impact the future of Michigan’s most valuable natural resource - water.

Additionally, our Policy and Advocay team continues to befully engaged locally and at the state and federal levels. Weensure that Michigan’s water resources have a voice amongthose that make decisions about their well-being.

Monitoring our Waters

Monitoring our waters is a perpetualyear-long process. Whether we are inthe field, in the lab, compiling data,or writing reports, there is alwayssomething to do.

Our monitoing efforts rely heavily onthe assistance of trained volunteersfrom the community that share ourpassion for protecting our water resources. Keeping a watchful eye onthe health of our waters each year isan enormous job and we couldn’t doit without their help.

Coastal Tributary MonitoringNorthern Michigan is blessed with legendary streams. Riverslike the Jordan and Boyne have left their marks in history andcontinue to shape our communities. Many of our belovedstreams have membership-based groups whose sole purposeis to carry out programs that protect them. On the otherhand, there are lesser known streams that rarely receive attention, being forever in the shadow of their larger, morepopular, counterparts. Thanks to support from the JoyceFoundation, they were front and center during our 2014 fieldseason as part of a Coastal Tributary Study.

The purpose of the tributary study was to better understandthe impacts of small coastal tributaries on the water qualityof Lake Michigan. These small coastal streams generally escape notice and are not typically included in large-scale watershed management plans or monitoring programs.Individually, these small streams are thought to contributefew pollutants and have minimal impacts on the greaterLake Michigan ecosystem. However, we suspected that, colletively, those small coastal tributaries are an importantpart of the Great Lakes water quality equation.

When all was said anddone, we found that ourresults ranged from com-forting to concerning. Although these streamsare small in size, when takenin aggregate, the impactof our coastal tributariesis BIG when it comes tothe health of our lakes.

Our Monitoring Report includes the findings from our VolunteerLake and Stream Monitoring programs, as well as our ComprehensiveWater Quality Monitoring program.

Our Comprehensive Water Quality Monitoring (CWQM)databasenow includes over 8,000 water quality measurements! Thesedata are used regularly by the Watershed Council to assess lake andstream health, develop watershed management plans, evaluate thesuccess of restoration projects, and much more. It is not only a resourcefor us, but the data are also utilized for numerous organizations,agencies, local governments, and researchers in their efforts toprotect the lakes and streams we cherish in Northern Michigan.

Aquatic Invasive Species MonitoringWith a grant from the Michigan Department of EnvironmentalQuality’s Clean Water Fund, the Watershed Council monitoredthe Elk River Chain of Lakes (ERCOL) for five priority invasivespecies: curly-leaf pondweed, Eurasian watermilfoil, invasivePhragmites, purple loosestrife, and quagga mussels. During2014, monitoring was carried out in the Upper Chain fromBeals Lake to Intermediate Lake. Monitoring was accomplishedthrough benthic tows and visual surveys. In addition, detailed vegetation surveys were conducted on Hanley andIntermediate Lakes.

Following 35 benthic tows along the bottom of lakes andinterconnecting waterways of the Upper Chain, not a singlequagga mussel was found. Only two patches of Phragmiteswere documented after combing over 50 miles of shoreline.Not unexpectedly, purple loosestrife was found throughoutthe Upper Chain, but generally in small isolated patches.No curly-leaf pondweed was documented and Eurasian watermilfoil was found in small quantities in Six Mile and St. Clair Lakes only.

Monitoring continues in 2015 in the Lower Chain from LakeBellaire to Elk Lake, with detailed vegetation surveys scheduledfor Lake Skegemog and Elk Lake.

Surveying the Waters EdgeIn preparation for developing a new Watershed ManagementPlan for Burt Lake and the Sturgeon River, Watershed Councilstaff and interns surveyed multiple lakes and streams duringthe summer of 2014. Lake shoreline surveys were conductedon Lance, Round, Silver, and Wildwood Lakes to documentriparian vegetation (greenbelts), erosion, alterations (e.g.,seawalls), and algae, which is a biological indicator of nutrientpollution. Additionally, University of Michigan BiologicalStation students surveyed Munro Lake.

The banks of the Sturgeon River from Wolverine to BurtLake, the Maple River from Woodland Road to Brutus Road,and the Crooked River from Crooked Lake to Burt Lake,were surveyed for erosion. In total, 532 lakeshore propertiesand 26 miles of river were surveyed. Results will be usedas a foundational assessment of nonpoint source pollution inthe Burt Lake – Sturgeon River Watershed Management Plan.

Stormwater MonitoringThanks to grants from both the Petoskey-Harbor SpringsArea and Charlevoix County Community Foundations, theWatershed Council was able to work with EnvironmentalCanine Services (ECS), a company that utilizes dogs trainedspecifically to identify human sewage through scent instorm sewer systems. This cost-efficient method provides arapid screening tool for illicit sewage discharge detection.ECS was joined by Watershed Council staff and Departmentof Public Works representatives on a tour of Petoskey andCharlevoix, checking dozens of locations to determine ifthere were any human fecal contamination problems in themunicipal stormwater systems. Watershed Council stafflater met with both cities to discuss the findings and plannext steps for protecting our waters.

18. Shoreline Survey: follow-up to the 2012 survey on Crooked and Pickerel Lakes continued with property management assessment letters and informational brochures mailed to riparians.19. Shoreline Survey: questionnaires to assess shoreline property management were planned to go out to riparians as follow-up to Lake Charlevoix survey. This project was not completed.

1. Aquatic Vegetation Survey: the Black Lake Association sponsored a comprehensive survey of aquatic vegetation and walleye habitat.2. Aquatic Vegetation Survey: the Pickerel-Crooked Lakes Association worked with local units of government to fund a comprehensive survey of Round Lake and the Crooked River.3. Aquatic Vegetation Survey: a comprehensive survey of Hanley Lake was conducted as part of an invasive species monitoring grant from Michigan Department of Environmental Quality (MDEQ).4. Aquatic Vegetation Survey: a grant was recieved from the MDEQ to conduct invasive species moniotoring on Intermediate Lake in2014.5. Educational Workshop:partnered with Paradise Lake Association (PLA) to present a natural shoreline workshop for homeowners.6. Educational Workshop: partnered with Mullett Area Preservation Society (MAPS) to provide a shoreline landscape design for water quality protection workshop.7. Educational Workshop: hosted an Invasive Species Workshop for local road commissions to bring greater awareness about “roadside invaders” and their management. 8. Educational Workshop: co-instructed a Certified Natural Shoreline Professional training at Camp Pet-O-Se-Ga on Pickerel Lake. 9. Greenbelt Installations: as part of our partnership with the Little Traverse Bay Bands of Odawa Indians, five greenbelts on Walloon Lake and the Bear River was installed and enhanced with Michigan native plants with support from a Great Lakes Restoration Initiative grant.10. Invasive Species Management: all 70+ miles of Lake Michigan shoreline in Emmet County was surveyed for the third time for invasive Phragmites.11. Invasive Species Management: purple loosestrife control efforts were carried out by dispersing Galerucella beetles in the Bear River corridor.12. Invasive Species Management: the Upper Elk River Chain of Lakes, from Beals Lake to Intermediate Lake was surveyed forPhragmites, purple loosestrife, Eurasian watermilfoil, curly-leaf pondweed, and quagga mussels.13. Priority Parcel Analysis: final products of the priority parcel analysis for the Torch Lake Watershed was used to prioritize permanent land protection efforts.14. Road-stream Crossing Inventory: priority road-stream crossings was inventoried in the Maple River Watershed and other Burt Lake direct tributaries.15. Road-stream Crossing Inventory: priority road-stream crossings was inventoried in the Crooked River Watershed.16. Road-stream Crossing Inventory: priority road-stream crossings was inventoried in the Sturgeon River Watershed, field work to be conducted by Huron Pines.17. Shoreline and Streambank Restoration: we will be putting the final touches on our Tannery Creek restoration project by installing Michigan native plants on the streambanks and in the area immediately around the new timber bridge.

Inspiring Change

Knowledge is power! The moreaware people are of the fragility of ourwaters against the attacks of invasivespecies, polluted stormwater runoff,pharmaceuticals and plastic microbeads,the more they want to do their part toprotect our waters. That is why wespend a great deal of time engagingcommunities through workshops, events,and targeted campaigns. Our AquavistNetwork stay abreast of current issuesvia email blasts directly from our policyteam and our website is continuallyupdated, so the public is armed witha wide variety of current resources.

POD ProgramIn 2014, Tip of the Mitt Watershed Council embarked upon amedia and education campaign to raise awareness aboutthe Northern Michigan Prescription and Over-the-CounterDrug Drop-off (POD) Program. The POD Program is a multicounty take-back initiative that provides a convenientand environmentally sound way for residents to properly dispose of medications. The Program includes communitycollection events in Antrim, Charlevoix, Cheboygan, andEmmet Counties, as well as over 20 permanent collectiondrop boxes at law enforcement agencies throughout Northern Michigan.

The POD Program boasts eight years of implementation.However, there are still many people who are not aware ofthe program or who are not using this community service.In 2014, the POD Campaign reached out – through magazineand television ads and targeted outreach – to tell everyoneto Put Your Pills in the POD!

Watershed AwarenessThe Little Traverse Bay Watershed: Stormwater Mattersproject is the Watershed Council’s public outreach campaignto bring awareness to the community about stormwater,how it impacts water resources, and how it can be managedto protect water quality. Stormwater management is a criticalpiece of watershed protection because stormwater carriesnonpoint source pollutants to our lakes, streams, and wetlands.

In 2014, the Watershed Council was awarded a grant fromthe Michigan Coastal Zone Management Program, Officeof the Great Lakes, Department of Environmental Qualityand National Oceanic and Atmosphere (NOAA) to expandthis education and outreach program. These programs beganin 2015.

Additionally, thanks to support from the Petoskey-HarborSprings Area Community Foundation, Little Traverse BayWatershed awareness signs were installed on major roadswhere they intersect with the Watershed boundary. Thesigns bring watershed awareness to residents and visitorsby welcoming them as they enter the Watershed.

Roadside Invaders WorkshopMany invasive plant species are spread inadvertently byroad commissions when road maintenance is performed.Mowing and ditch clearing are particularly detrimental wheninvasive plants are present. In fact, mowing actually stimulatesgrowth of some invasive species, such as invasive Phrag-mites and Japanese knotweed, thereby worsening the in-festation. Given the variety of invasive plants that are prone topopulating roadsides and the complexity of treatment op-tions, road commissions are faced with the ongoingchallenge of staying informed.

Thanks to a grant from the Petoskey-Harbor Springs AreaCommunity Foundation, Tip of the Mitt Watershed Councilhosted an invasive plant species workshop geared towardlocal county road commissions, conservation districts, andother organizations. The event featured presentations frominvasive plant species experts, including: Phyllis Higman,Michigan Natural Features Inventory; Vern Stephens, Designsby Nature; and Heidi Shaffer, Antrim Conservation District.Attendees learned how road commissions play an importantrole in controlling the spread of invasive plant species.

To assist with field identification, sets of quick reference cardswere developed and distributed. The cards feature the toptwelve invasive plants that are considered particularly noxiousand pose the greatest threat to our natural resources androad infrastructure. Information is given for each speciesalong with photos for easy identification. Recommended

treatment options are alsodetailed. The laminatedcards are connected with acarabineer and will be keptin the road commissionvehicles for quick accesswhile in the field and onthe road.

A Family Tradition - Healing the BearAs the Bear River meanders from Walloon Lake to Petoskey,it accumulates a lot of garbage from road crossings, urbanareas, and illegal dumping. On the morning of August 23rd,volunteers of all ages set out to clean up the river and keepit healthy during the “Healing the Bear” Bear River Cleanup.Although faced with slippery banks, fast flows, poison ivy,and two skunks, the volunteers prevailed. Over 7 cubicyards of trash and recyclables were removed from the river.

After hosting the event over the past 15 years we have seenchildren grow up, move on to college and participate incleanups elsewhere. It’s truly rewarding to know we’re makingan impact on how they view the health of our waters.

Communicating Good StewardshipMeet the talented people behind the Watershed Council’snew POD commercial. Animation students from North CentralMichigan College took on a special project with enthusiasmand dedication. We wanted to provide the students with areal-world opportunity, something they could put in theirportfolio as they progress in their careers. Working with animation instructor, Anne Morningstar, we were able tocreate a special program that allowed them to earn collegecredit for their work. They also learned about the POD program and were able to share our important messagewith all of Northern Michigan using their newly learned skills.The animated commercial can be seen on local network stations ABC, CBS, Fox, and NBC. Students Experience Lake CharlevoixFor over two decades, Tip of the Mitt Waterahed Councilhas teamed up with the Lake Charlevoix Assocation and anumber of volunteers to provide an educational experiencelike no other. Over 300 middle school students from acrossCharlevoix County took part in the 21st annual Students Experience Lake Charlevoix. This half-day, hands-on eventtakes place aboard the Beaver Islander Ferry and introduces students to aquatic invasive species, benthic environments,Secchi disk depths, pH, sources of pollution, and more.

Students Learn about StormwaterIn February, while it is quite cold and the snow seems like itwill never melt, the Watershed Council enjoyed a visit fromthe Program for Able Learners with Special Needs (PALS).The students learned about watersheds and what they cando to protect them from polluted stormwater runoff and invasive species.

Earth Day ProgramsIn 2014, we partnered with the Petoskey Public Library tooffer an Earth Day youth event. Children enjoyed the hands-onwatershed model and explored aquatic macroinvertebrates.In April, we also participated in the family-friendly Earth WeekPlus event in Cheboygan, which featured presentations aboutthe earth and its creatures, with displays and exhibits for all ages.

Tip of the Mitt Watershed Council had another great year in 2014, both in terms of financeand programming. Despite the fact that we received fewer donations, grants, and investmentincome this year, our net assets increased slightly. Operating expenses came in right onbudget. The market was down substantially this year, but we still made a respectable returnon our investments. The Asset Repair and Replacement Fund (ARRF) has grown to$163,918 from our original investment of $85,000 in 2011. Cash flow provided sufficientfunds for operating all year and it was not necessary to tap into our credit line. Some ongoing grant project activities were delayed until 2015 and that moved expected grantincome and expense into 2015 as well.
