CONCUSSIONSContest Official Removal – Iowa law requires a contest official who observes signs, symptoms, or behaviors consistent with a concussion or brain injury during scrimmages, contests, etc., to remove the student from participation immediately and that official, or a designated contest official at the contest/event, must receive the written clearance to return from a licensed health care provider before the student can return to participation in that contest/event, including an event that takes place over multiple days.

IHSAA Information

22ND GAME REQUESTSEvery year the IHSAA receives requests from member schools seeking permission for a school to play a 22nd game due to a scheduling conflict. A majority of the conflicts deal with conference realignment and schoolsdeal with conference realignment and schools short contests due to a school(s) leaving a particular conference. The IHSAA has a criteria that determines when a 22nd game is granted or not. A majority of the requests are approved for a 22nd contest.

22ND GAME REQUESTSThe issue that a 22nd game creates deals with seeding aspect for district/substate and state tournaments. The placement of the game during the regular season may affect games 5-15 and how a team is seeded for the post5-15 and how a team is seeded for the post season. In addition, a team with an overall record of 19-3 that qualifies for the state tournament, will receive a higher seed than a team with an overall record of 18-3, based on winning percentage.

22ND GAME REQUESTSWith all this being said, beginning with the 2014-2015 basketball season, the IHSAA will continue to grant 22nd game requests if the criteria is met, however, those 22nd games will not be used when seeding thenot be used when seeding the district/substate tournament, or the state tournament. The tournament series will be seeded according to the 21 original games that you had scheduled. We will have the capabilities to “void” that 22nd contest regarding seeding aspects.

2015-2016 SEEDINGBased on a recommendation from the Basketball Advisory Committee and approval from the IHSAA Board of Control, beginning with the 2015-2016 basketball season, games 1-15 will be used to determine seeding for the gdistrict/substate tournament. Again, a 22nd game request that is approved and placed in those first 15 games will not be used for seeding. It is the hope that a one year notice will allow for any potential rearranging of schedules for those first 4 contests that previously had not affected the seeding process.

GENERAL REMINDERSThe Spalding TF-1000 LEGACY will be used for all post season tournament games.

ONLINE EVALUATION OF OFFICIALSBased on a recommendation from the Officials Advisory Committee and approval from the Board of Control, varsity basketball coaches or administrators will be provided the opportunity to evaluate varsity officials in three different areas:

OFFICIALS EVALUATIONS

2. Game Management3. Rules Knowledge/Mechanics

Ideally, the concept is for officials to use the feedback appropriately to help them professionally for the rest of the season. These evaluations will be available to officials 30 days after the first contest playing date. These evaluations will not be used by the IHSAA and will have no bearing on post season assignments.

OFFICIALS ANNOUNCEMENTSAll information regarding the registration process and post season availability for IHSAA and IGHSAU officials was mailed to you in the fall and can be found in the 2014-15 IHSAA Officials’ Guide on the IHSAA15 IHSAA Officials Guide on the IHSAA website and on the IGHSAU Officials’ Central Hub on Arbiter.

COMMUNICATION WITH HEAD COACH

Only the head coach is permitted to communicate with the officials. Assistant coaches are not to communicate with officials unless the head coach is ejected or replaced. Then only the assigned head coach isThen only the assigned head coach is afforded this opportunity. Officials, communication should be done professionally, and keep it brief.

BENCH DECORUM

A coach will be allowed to stand and confer with a player(s) whenever the clock is NOTrunning. Communication with the player(s) onl shall be done in a positi e manner andonly shall be done in a positive manner and shall take place in the area in front of where the coach is seated. Coaches are not to be permitted to walk beyond this area or to the end of the bench.

BENCH DECORUMThis rule permits coaches opportunities to stand-up and instruct players while the clock is NOT running during the game. Coaches are not to stand and show displeasure regarding any situation they may not beregarding any situation they may not be happy with. This unsportsmanlike behavior is subject to a technical foul being called. This bench decorum rule does allow coaches an opportunity to coach and teach whenever the clock is NOT running.

BENCH DECORUMWhen the clock starts following a throw-in or last missed free throw, the coach shall immediately return to his/her seat. The officials will not delay a throw-in administration to permit a coach additionaladministration to permit a coach additional time to visit with player(s). The IHSAA/IGHSAU wants this rule enforced. Failure to enforce this rule affects fellow officials who do enforce this rule, and encourages coaches to violate this rule.

BENCH DECORUMDisqualified player: Upon the head coaches notification of a disqualified player, the coach may stand to congratulate the disqualified player and may walk the confines of his/her bench to select a replacement for thebench to select a replacement for the disqualified player. The rules states a disqualified player must be replaced within 20 seconds from the time the coach was notified. Any unsporting acts by the coaches are subject to being assessed a technical foul.

EJECTIONSOfficials, be accountable for your ejection. Don’t let your emotions get ahead of your actions. If you do asses a technical foul, DO NOT ask the coach if he/she would like another one Remove yourself from the benchanother one. Remove yourself from the bench area and let another official, if necessary, help the coach calm down. If you eject a player or coach 7-12 the calling official must submit an on-line ejection report (IHSAA) or email or fax the ejection report (IGHSAU).

EJECTIONSAny 7-12 coach who is ejected must complete the NFHS online course – “Teaching & Modeling Behavior” and provide a copy of the completion certificate to the IHSAA or IGHSAU in addition to serving the required suspensionin addition to serving the required suspension.Any 7-12 player who is ejected must complete the NFHS online course – “Sportsmanship –It’s Up to You” and provide a copy of the completion certificate to the IHSAA or IGHSAU in addition to serving the required suspension.

Frontcourt and Backcourt Ball Status:

The status of the ball when considering whether it is in the frontcourt or backcourt is determined by the locationbackcourt is determined by the location of the object that the ball last touched inbounds as long as there is team control inbounds, be it a player, official or the playing court.

The location of a player is determined by where the player is touching the floor or, in the case of the airborne player, , p y ,where the player was last in contact with the floor.

In (1), the player with her pivot foot (right foot) in the backcourt can pivot the left foot into the frontcourt and then to the backcourt in (2) without committing a violation. In (3), the player uses her front foot or left foot as her pivot foot and pivots into the frontcourt. However, when she now touches the backcourt in (4), it is a violation.

Team Control Status During Throw in; Team Control Status Inbounds

Since a 2011-12 rule change, team control exists during a throw in when the thrower in has the ball at her/his disposal.The change was made ONLY to eliminate the penalty of administering free throw(s) when a teammate of the thrower in commits a common foul during the throw in

Team Conrol Status Inbounds

The change made the penalty consistent with the penalty for other team control fouls. The penalty now is the awarding of a throw in to the opposing team at the spot out-of-bounds nearest to where the foul occurred.
