Mr. Smith's paper .on "The Role of Vex1llology in Politics"- summarized his pro­tound doctoral thesis on the same subject. He traced the importance ot nags as symbolism in political 11fe. .

Rev. Hurlel in his talk on "The Flag: An Effective Visual A1d in.the Classroom" describ8d his successful use of flags as a visual aid ii1 teach1l'lg social sciences to thousands ot elementary,.' secondar,v.,. ~ college students. . He illustrated his re­marks with flagS from. his r~rkable collection.

Mr. Grahl delivered a i"Lper titled "The Saga ot st. Eustatius," which was written by Dr. Abraham E. Goldminz of Glendale. Calit. His research r~ealed tbatthe first gun salute to an American f'lag fiown by an American naval vessel was given by the DUtch governor of st. Eustatius, Netherlands Antilles, on Noy. '16, 1776. .

4. Honorary members shall have the title oonferred upon them for . rendering distinguished service in the field of vexi1l01ogy, upon the recommendation oi the Exeoutive Board as confirmed by a two­thirds vote oi' the members present and voting at any membership meeting.

c. Election. If' an applicant receives the affirmative vote of a majority of the Membership Committee and the Exeoutive Board, he shall be e1eoted to memberShip upon "payment of his dUes.

D. ~. The annual dues shall be six dollars a year for aotive members, three dollars a year for assooiate members, and twenty-five dollars a year for organizational members, payable before the first day of a calendar year for memberShip during that year.
