Nestled among the rolling hills and sparkling lakes of Central Minnesota is Avon, an enterprising, progressive community. Avon sprung up with the arrival of the railroad in 1863 and was incorporated in 1900. People seeking a simpler life in a beautiful location of timberland and lakes discovered Avon. Since 1980, the population of our community has increased nearly 20 percent. Over half of the current residents are newcomers to the area, choosing Avon over other locations. Initially, the eight lakes and the wooded hills surrounding the community drew new residents to our city. Looking further, however, they discovered Avon’s ideal location in relationship to St. Cloud, just 15 minutes to the east of what Money magazine called one of the most “livable” urban centers in the country. Minneapolis and St. Paul are just 90 minutes to the southeast. Here, residents and businesses enjoy easy access to all the amenities of big city living - cultural and

HELP YOURSELF TO THE HARVEST The Avon Farmers Market is located between the Lakers’ baseball park and St. Benedict’s Church. It is held every Tuesday afternoon (3-6 p.m.) from June through August. For more information contact Terri at 320-845-7353.

Building and Zoning Permits: Building permits are required to reshingle, reside, remodel, replace windows and doors, decks, sheds and for all new construction projects. Zoning permits are required for driveways, sidewalks, small utility sheds, signs, fences, concrete/paving stone patios and walls. Please contact Amy Pease, Zoning Administrator at 356-7922 or email [email protected] for zoning questions regarding building permit applications. This may also be found online at www.cityofavonmn.com. Please contact Dan Marthaler, Building Inspector with Mid MN Code Enforcement, Inc. at 320-249-7533 for any questions regarding Building Codes. Additional information may be required in addition to the permit applications. Please check with Amy at Avon City Hall for more information. Please submit your applications at least 2 weeks in advance of the project start date. The zoning administrator and building inspector need to review and process all applications.

Burning Permits - Call before you burn! Avon Fire and Rescue does charge for illegal burning or burning without a permit. This charge was enacted to help stop illegal burning and cover the expense of extinguishing these fires. Township residents can obtain their burning permits at www.dnr.state.mn.us/burningpermits. Please direct any questions or concerns to Avon Fire Chief Eric Linn at 320-363-0005.

Compost Site: The compost site is available to city and township residents for leaves, grass and small brush. It will be located within the confines of the wastewater treatment plant site. Open May - October (weather permitting) from 9 a.m. - 8 p.m. Monday - Saturday and then closed until spring. Call Ray at 320-248-4992.

Dog Licenses: If you live within city limits, you must license your dog. Please contact Avon City Hall for more information.

Welcome to Avon from all of us at the Avon Fire Department! Avon Fire was established in 1904 and our members continue to serve our city proudly. We also serve Avon Township and a portion of Collegeville Township. We respond to all types of emergencies, from structure or car fires to auto accidents to water rescue. Our members are all trained as First Responders and respond to all medical emergencies as well. Our department is staffed by 23 dedicated members. We average approximately 130 calls per

year, which include those related to the busy I-94 corridor. I’m proud to be a member of the Avon Fire Department for the past 19 years. I have served as chief for the past 9 years. I am a native of Avon, my wife, Joyce, and I have a son, Spencer and a daughter, Kallie, who attend Albany Area School. It is my pleasure to welcome you to the City of Avon, with great neighborhoods, and its friendly small town atmosphere. Avon provides access to the haven of several area lakes and their wildlife for all to enjoy. Other amenities include access to the Lake Wobegon Trail system, the hills of Avon, and a public beach located on Middle Spunk Lake. Avon is located off of I-94, approximately 15 minutes from St. Cloud

and only over an hour from the Twin Cities. The police department currently employs three full-time police officers, three part-time police officers, and a part-time administrative support employee. The department also currently employs four part-time non-licensed beach patrol officers and five volunteer police reserves. The police department has two squad cars which are fully equipped, including laptop computers and digital video cameras. The primary goal of the Avon Police Department is to provide for the security of persons and property within the community. This is accomplished through providing police services dedicated to the protection of life and property, apprehension of offenders, service to citizens, and providing services that are unbiased, fair, respectful and judicious. In respect of the dignity of all individuals and through public knowledge and confidence, professional and capable assistance is available in times of emergency. Again, welcome to the City of Avon. Originally Avon and its vicinity was called Spunk Lake, a name allegedly derived from an Indian Chief, called Spunk, who with other Chippewas and some mixed-bloods, sparsely - but exclusively - inhabited this part of Stearns County until 1858. In that year, two brothers, Nicolaus and John Keppers of Saint Joseph, Minnesota, prospected here for land. Nicolaus bought land from the government at $1.25 per acre, but John left after a year and a half. Two other brothers, Nicolaus S. (Claus) and Theodore followed in 1861. However, the three did not settle before 1863. It was then that they married and reared families. Adam, son of Nicolaus Keppers, was the first white man born in Avon. Other settlers soon followed. In 1869 there were ten families and they made application to the Abbey of Saint Louis on the Lake (now St. John’s Abbey) for an attending priest. Before this they had to go to Saint Joseph to fulfill their religious obligations. Abbot Rupert Seidenbusch, O.S.B., charged Prior Benedict Haindl, every month in the N.S. Keppers’ wagonship where school was also taught. According to the testimony of Adam Keppers, the parish was originally dedicated to the Immaculate Conception. The first baptism recorded is that of Mary Schwinghammeron April 18, 1869, and the first funeral was that of John Schwinghammer (born 1813 - died October 14, 1870), with interment in Two Rivers (now Albany). Both records are signed by Rev. Benedict Haindl, O.S.B. In 1871 a log school house was built, and the liturgy was celebrated in the school. In 1872, the Saint Paul and Pacific Railroad (later

known as the Great Northern) opened a span of thirty-five miles from East Saint Cloud to Melrose. It was then that the village of Spunk Lake received the name Avon. James J. Hill, president of the Great Northern Railroad, liked to call communities along his railroad after English place names. Before the time of the railroad, mail was delivered by stage coach. Once the railroad was established it brought in the mail every day. It was a real event in those days when the train pulled into the village to discharge passengers and deliver mail. The first postmaster of Spunk Lake was N.S. Keppers. The first postmaster for Avon was William Murphy. The village of Avon was incorporated in 1900. In the mid 1970s a state law went into effect that renamed all villages to cities. Therefore, it is now the City of Avon.

Avon Lakers

About the Park... In July 1979, the Avon Lions Club officially began to pursue the construction of a new baseball park. They purchased land directly south of the old park which at that time consisted of a pasture and a small pond. Blattner Construction began hauling and moving dirt in August of 1979. After two months, underground sprinklers were installed and the outfield was seeded. Infield sod was then purchased and put down by the Avon Lakers. The Lions Club then had the fence installed, and erected the signs that currently surround the outfield.

During the spring of 1980, more landscaping was completed by Lange Trenching. In 1980 and 1981, the dugouts and concession stand were built by the Avon Lions Club, with materials donated by Borgert Concrete of St. Joseph and Avon Lumber. In 1988, the new grandstand and bleachers were installed, and in 1991, the press box was built. In recent years the press box and dugouts were remodeled. Maintenance of the ball park is shared between the City of Avon and the Avon Lakers Baseball team. The concession stand is run by former ball players and other volunteers from the community. We hope you enjoy the games as well as the facilities at our baseball park. The improvements at the baseball park are accomplished largely through the generosity and efforts of the Avon Lions Club. Much of the remaining expenses are paid from the advertising revenue generated by the programs and other fund-raising efforts undertaken by the Avon Lakers Baseball Club, Inc. The team would like to thank the Avon Lions, the City of Avon and our program sponsors for the generosity and continuing support of amateur baseball in Central Minnesota. Avon Beach Avon has the only public beach in the area. The beach is close to the Lake Wobegon Trail. The amenities include a sand beach, picnic tables and swimming raft, and restrooms are open to the public daily until 10 p.m. A project named “Back the Beach” aims to make the City of Avon beach a family-oriented place and keep it that way so that everyone who utilizes it feels comfortable and has an enjoyable experience. It involves patrolling of the beach by unlicensed uniformed beach patrol officers who have the authority to enforce the City of Avon beach ordinances, which include enforcement of no alcohol, no smoking, no glass, etc. as posted by signs and stated in the ordinance.

Lake Wobegon TrailLake Wobegon Trail The Lake Wobegon Trail measures 54 miles in Stearns County. The Stearns County segment of the Lake Wobegon Trail extends from the Stearns/Todd County line to St. Joseph and from Albany to the Morrison/Stearns County line. There is an additional 8 miles of Lake Wobegon Trail in Todd County. If you connect the Lake Wobegon Trail with Morrison County’s connecting Soo Line Trail and the Central Lakes Trail, which meets the Lake Wobegon Trail in Osakis, you have the LONGEST PAvED RAIL TRAIL in the country – over 120 miles long. The trail is open to bicycling, snowmobiling without studs, walking and rollerblading. The trail was built on two abandoned railroad corridors – the Burlington Northern Santa Fe and the Soo Line.

Albany Area Schools serve the communities of Albany, Avon, Farming, St. Anthony and St. Martin. The District is comprised of two elementary schools and one junior/senior high school. Two hundred sixty (260) teachers and support staff serve nearly 1,680 students. The District is dedicated to small class sizes, well-designed and delivered curriculum, experienced staff, a variety of lifelong learning opportunities and community partnerships. Small Class Sizes: The average class sizes in the elementary grades K-6 are 20-25. The average size in the high school is 25. Rigorous Curriculum: Albany Area Schools have an on-going curriculum review process leading to a well-designed and delivered curriculum. Thirty-seven (37) college credits are available through our high school course offerings. The District uses both block

and half-block classes to meet academic needs of junior and senior high students. Student Opportunities: A variety of opportunities are available through clubs and organizations at our elementary and secondary schools. Partnerships: The District awards $75,000 annually in scholarships from local businesses, groups and memorials. The organization includes the hospital, a medical center in Albany, and a satellite clinic in Avon. Medical CareMedical Careis a critical component of our health system. Some symptoms appropriate for urgent care include: upper respiratory infections, urinary tract infections, minor burns, vomiting, diarrhea, dehydration and acute sprains and strains. Cooperation between patients, their primary care providers, our emergency department and our urgent care team creates a network of care options that puts the patient in the right hands for the right level of care at the right time.

COUMADIN CLINIC: The Coumadin Clinic helps patients monitor and manage the medication they take to prevent blood clots. Clinic hours are Monday through Thursday mornings. Providers have established guidelines for a registered nurse to check patients’ blood and adjust their dose of warfarin (Coumadin), as well as other medications patients may be taking or need (such as heparin shots or vitamin K, the antidote to Coumadin).

DIABETES HEALTH COACH: The Diabetes Health Coach method is a person-centered approach to wellness, not just disease management. When you visit the health coach, the certified diabetes educator will get to know you as a person and work with you to create a personalized wellness plan that educates, motivates and empowers you. It is designed to help you find the tools within yourself to make positive changes in your behavior and lifestyles. Coaching appointments are Monday through Thursday afternoons.

FOUNDATION The mission of Albany Area Healthcare’s Foundation is to raise funds needed for the continued improvement of the services and facilities in order to serve the needs of patients in our service area. Through donations from families, individuals and organizations, the foundation builds partnerships between the area communities and AAHMC to improve area health. Currently the foundation is working on raising funds for a digital mammography unit.

SWING BED PROGRAM Albany Area Hospital also offers a swing bed program. The transition to swing bed is after a

three-day hospital stay and includes skilled nursing, physical or occupational therapy and medication administration, as well as a weekly visit by the patient’s attending provider. Patients in the swing bed program can be transitioned to AAHMC from any health care facility. A requirement is that the patient is actively participating in making progress towards established goals. The swing bed program allows our area residents to be close to home while patients maintain or return to their highest level of independence. The swing bed program offers rehab services to allow patients to “come back home” near their family and friends while they recover from major illness or surgery. By receiving services locally, patients can maintain ongoing contact with their friends and loves ones. The low staff-to-patient ratio provides for more personal contact during the recovery process. Our therapy staff is highly qualified and has a great reputation for delivering rehab services in a positive, caring manner, focused solely on making patients well.

HOSPITAL & CLINIC SERVICES The hospital and emergency department are open 24 hours a day. The emergency room is staffed with an on-call provider and trained registered nurses. Licensed practical nurses, nursing assistants, imaging and lab technologists and technicians are also available 24 hours, 7 days a week. In keeping with the commitment to provide exceptional and up-to-date patient care, Albany Area Hospital installed a bone density machine. A bone density (DEXA) exam is the most accurate way to test for bone loss, which can lead to osteoporosis. In addition to inpatient medical and surgical services, AAHMC continues to expand its surgery and outreach specialty services. Surgeries are performed

on either an outpatient or inpatient basis. General, orthopedic, ophthalmology and urology surgeries are performed by surgeons from Little Falls and St. Cloud. Outreach specialty services include orthopedics, cardiology, stress testing, podiatry, urology, internal medicine, gastroenterology, MRI, mammography and nuclear medicine. Physical, occupational and speech therapies are performed by the AAHMC staff.

COMMUNITY HEALTH The staff is active in sharing information on health care careers through high school students. Tours are given to kindergarten students and human anatomy classes as well as education presentations to students in the area schools. AAHMC has also collaborated with Dr. David Kroska to offer the L.I.F.E. (Lifestyle, Food & Exercise) program. L.I.F.E. program participants learn how many chronic diseases, including heart disease and cancer, are frequently associated with unhealthy food choices and a lack of physical activity. The eight-week educational program consists of two-hour seminars each week. Sessions provide extensive education on diet, exercise and nutrition, as well as practical and behavioral aspects of healthy living. The final session covers menu planning and food preparation tips. These sessions are held twice a year. The administration and the Advisory Board of Directors of the Albany Area Hospital and Medical Center are continuously developing strategies and looking for opportunities to enhance the services offered locally. Mother of Mercy Nursing Home is a 76-bed Medicare and Medicaid certified nursing home facility built on three levels with large private and semi-private rooms where residents of each floor enjoy courtyard settings.
