Thank YouThe “Our Faith, Our Children, Our Future School Tuition Organization” had yet another
record year! Because of your faithful and ongoing support, More than $4 million in student
scholarships was awarded throughout the Archdiocese of Dubuque for the 2013-2014 school
year, allowing 3,287 students to receive a faith based education.
Faith based schools build character, impart values, and prepare the future leaders of our
communities and our faith. Whats more, a recent study concluded that private-run, faith-
based students score a full year ahead of their public school counterparts (1). Your support
continues to make a tangible difference in the lives of families throughout the archdiocese,
and within our faith, and for that, we thank you!
We saw unparalleled progress for the school choice movement in Iowa in 2013!
Because of the diligent efforts of our state’s leaders, Iowa saw the single largest increase to the School Tuition Organization program through the increase in the cap from $8.75 million to $12 million, effective in 2014. With this gift, even more families will have the ability to choose the educational setting that best meets the needs of their children.
As you will learn from information included in this report, our legislators have also introduced and seen a positive movement toward an Education Savings Account (ESA) bill.

Our Faith, Our Children, Our Future School Tuition Organization (STO) is a charitable organization representing all of the Catholic K-12 schools in the Archdiocese of Dubuque and St. Paul’s Lutheran School in Waverly. The STO receives voluntary cash contributions from Iowa taxpayers and allocates those funds in tuition grants to Iowa school children, who in turn, use those grants to attend one of the schools represented by the STO. At least 90% of the money received by the STO must go back out in tuition grants.

In 2014, the available amount of School Tuition Organization tax credits increased allowing the Our Faith STO to increase our goal from $4.2 million to almost $5.7 million!
In 2006, the School Tuition Organization Tax Credit was signed into law by then-Gov. Tom Vilsack (D). Prior to that signing ceremony, the legislation passed with the help of both parties in the House (75-19) and sailed through the Senate (49-1). Republicans and Democrats, alike, passed a tax-credit scholarship program that today serves more than 10,000 students.

children. Since the passage of the first parental choice program in Milwaukee in 1990, bishops and state Catholic conferences have been among the most important advocates for parental choice.
More than 245,000 children participated in a publicly funded private school parental choice program during the 2012-2013 school year. Approximately 50% of these children are enrolled in Catholic schools.
• The achievement gap between students of different racial and/or socioeconomic backgrounds is significantly smaller in Catholic schools than public schools.
• 99% of Catholic school students graduate from high school on time, and 85% of Catholic school graduates attend college.
• Catholic school students are more likely to pray daily, attend church more often, retain a Catholic identify as an adult, and donate more to the Church.
• Students in Catholic schools demonstrate higher academic achievement than their public school peers from similar socioeconomic backgrounds.
