� e Institute of Public A� airs is a non-pro� t, public policy think tank, dedicated to preserving and strengthening the foundations of economic and political and personal freedom.

Since 1943, the IPA has been at the forefront of the political and policy debate in Australia. � e IPA is supported entirely by the voluntary � nancial contributions of its members and supporters.

� e IPA supports freedom of speech, limited government, the rule of law, and representative democracy. � roughout human history, freedom has changed lives for the better.

Welcome to the 2013 Annual Report of the Institute of Public A� airs.

Founded in 1943, the IPA is the world's oldest free market think tank. While politics is transient, throughout its history the IPA has been dedicated to the same � ght: for economic and political freedom and individual opportunity for all. Consistent with these values, our dedicated sta� work tirelessly to promote solutions that apply these ideas to the foremost public policy issues facing Australia.

2013 saw the IPA celebrate 70 years of � ghting for freedom. � roughout our history, we have rigorously worked to defend individual liberty, free markets, small government, and personal responsibility. � is year we achieved two of the biggest victories in our history.

� e IPA’s research and analysis played a fundamental role in the � ght against the former government's attempt to restrict freedom of speech. � e former government had proposed that it would be unlawful to make a comment about politics that o� ended someone. It was the IPA’s loud voice and meticulous research that played a decisive role in defeating this dangerous proposal.

� e IPA’s research and analysis also exposed the e� orts of the former government to impose government control of the media. In what can only be described as one of the most Orwellian proposals ever brought before an Australian parliament, the former government attempted to establish a government-controlled agency to regulate and control the media. � e IPA fought these proposals from day one. It was a victory for freedom when the government withdrew its legislation.

� ese are just two cases that demonstrate how in� uential the IPA is. Our work is crucial. While these are signi� cant victories, we must recognise that our work will never end. Our job will never be done. Our work – and our commitment – must be perpetual because we are engaged in a battle of ideas, not politics.

� e IPA is supported by the voluntary contributions of thousands of individuals who believe in our work. � e IPA accepts no government funding. 100 per cent of our funding comes from our generous members and donors.

� e IPA had 3,383 members at 30 June 2013. In the last twelve months we have gained more than 1,500 new supporters of freedom. Yet we are not content to rest on our laurels. � e IPA is about to undertake the most ambitious expansion in our history. Our aim is to have 4,000 members by the end of 2014, and 5,000 members by the end of 2015.

Every day the IPA works for freedom. Freedom enables human � ourishing. And freedom changes lives for the better.

� e Institute of Public A� airs has been Australia's loudest voice for freedom for 70 years. � e IPA was formed in 1943 to provide a � rm philosophical grounding for free market policy and ideas. � e then Labor government wanted to exploit wartime circumstances to massively increase the role of the Commonwealth government, taking powers from state governments, and undermining the freedom of citizens.

At this critical moment in Australian history, a group of business leaders, including Sir G.J. Coles, Sir Keith Murdoch, and Sir Walter Massy-Greene, formed the Institute of Public A� airs, to counter the threat of "extensive and permanent government control", and the "loss of personal freedom and the destruction of industrial democracy." C.D. Kemp was the � rst Executive Director of the IPA. He led the IPA until 1976.

In 1947 the IPA � rst published the IPA Review, Australia's longest running policy magazine. In 2008 the IPA Review was awarded the Sir Antony Fisher International Memorial Award for the World's Best Free Market Magazine by the Atlas Economic Research Foundation.

� e IPA was at the forefront of the revival of free market ideas during the 1970s and 1980s. In 1976, the IPA hosted the visit to Australia of one of the twentieth century's greatest voices for free markets and individual liberty, the Nobel Prize winning economist Friedrich Hayek.

In the 1970s the IPA forcefully articulated the danger that in� ationary government policy posed to Australian living standards.

In the early 1980s the IPA was one of the � rst advocates of major industrial relations reform and privatisation. In 1992, the IPA � rst identi� ed the threat to the nation's living standards posed by a carbon tax. During 2012 and 2013 the IPA led the � ght for freedom of speech in Australia.

Today, the IPA continues to be at the forefront of the � ght for economic and political and personal freedom.

� e IPA launched FreedomWatch, a new project devoted to freedom of speech, the rule of law and personal liberties. � e FreedomWatch website is updated regularly and highlights threats to freedom.

� e IPA published a major book by Chris Berg, IPA Research Fellow on the history of freedom of speech and why it is such an essential human right.

� e IPA called on its members and supporters to email Julia Gillard, Bob Brown and Tony Abbott to demand the repeal of Section 18C of the Racial Discrimination Act, which was used to silence Andrew Bolt.

In a speech to the IPA in Sydney on August 6, the then Leader of the Opposition, Tony Abbott committed a future Coalition government to repeal Section 18C.

British author and journalist James Delingpole spoke around Australia about the true costs of radical environmentalism and why Australia must not follow Europe down such a dangerous path.

The IPA's James Paterson on the ABC's Q&A

Canadian investigative journalist and best-selling author Donna Laframboise toured Australia as a guest of the IPA in July. She spoke about the failures of the United Nations' Intergovernmental Panel on Climate Change.

� e IPA sponsored a tour to Australia by Tom Palmer, a Senior Fellow at the Cato Institute in Washington DC and the Executive Vice President at the Atlas Economic Research Foundation. He spoke about the morality of capitalism and the coming end of the welfare state.

Brisbane was the second location for the IPA's Freedom of Speech Tour. More than 250 people heard from Janet Albrechtsen, then Shadow Attorney-General George Brandis SC, and Director of the IPA's Legal Rights Project, Simon Breheny about the threats to freedom of speech.

� e IPA released major research on why the proposed referendum to recognise local government in the Commonwealth Constitution would weaken Australian democracy. � e IPA detailed how the change would concentrate power in Canberra and reduce democratic control of councils by ratepayers.

1 Freedom of speech

Freedom of speech is a foundation of individual liberty. � e IPA and its research were at the forefront of the � ght to defend freedom of speech, which was threatened by proposals in the Human Rights and Anti-Discrimination Bill, that would have made it unlawful to express a political opinion that o� ended someone.

2 Media regulation

A free press is one of the cornerstones of a liberal democracy. � e IPA was the � rst to identify the threat to our freedoms posed by the recommendations of the Finkelstein Inquiry and other proposals to have the government regulate and control the media.

3 Carbon tax

� e IPA has played a pivotal role in the climate change debate since the 1980s. IPA research has analysed both the science and the economics of climate change. Recent IPA research has exposed the economic costs of the carbon tax.

4 Local government

� e IPA produced extensive research on the local government referendum, including a Factsheet sent to every federal politician, a video explaining the dangers of the proposal, and a signi� cant book by IPA Senior Fellow Dr Julie Novak.

5 National Curriculum

� e IPA highlighted the bias against freedom in the National Curriculum and its hostility to the principles and values of Western Civilisation. � e federal Coalition has committed to review the National Curriculum.

13 December 2012 � e IPA's FreedomWatch warned of the dangers of Australia adopting the type of government control of the press advocated by the Leveson Inquiry in the UK.

25 February 2013 In FreedomWatch the IPA foreshadowed the threat to freedom of the press posed by potential media regulation.

12 March 2013On the day the government's plans to control the media were released, every IPA member received an email telling them of the IPA's opposition to the legislation.

13 March 2013 � e IPA released a video explaining the impact of the legislation. � e Australian newspaper published James Paterson's analysis of the legislation.

15 March 2013� e IPA announced it had asked former High Court Judge � e Hon. Ian Callinan AC to advise whether the legislation was constitutional.

19 March 2013 � e IPA's Factsheet on media regulation was released.On the same day, Simon Breheny and Chris Berg gave expert evidence at the Senate Environment and Communications Legislation Committee inquiry.

21 March 2013In the face of public outrage the government withdrew the legislation.

20 November 2012 � e then Attorney-General Nicola Roxon released the dra� legislation. � at same day, the IPA issued a press release voicing signi� cant concerns with the legislation.

21 November 2012Simon Breheny, the Director of the IPA's Legal Rights Project emailed all federal MPs and Senators outlining the IPA's concerns on the legislation and issued a press release condemning this attack on freedom of speech.

23 November 2012� e Australian newspaper published Simon Breheny's analysis of the legislation - which revealed to the public for the � rst time the threat the legislation posed to freedom of speech.

11 December 2012IPA Executive Director John Roskam wrote to federal MPs and Senators telling them of the IPA's research on how the legislation would threaten freedom of speech.

On 20 November 2012, the Gillard government introduced the Human Rights and Anti-Discrimination Bill 2012. � e proposed legislation would have made it unlawful to "o� end" or "insult" a person on the basis of matters such as their "political opinion" or "social origin". It reversed the onus of proof, restricted a defendant's right to legal representation, and required defendants to pay the costs of their defence, even if they were found innocent.

In September 2011, the Gillard government announced an inquiry into government regulation of the media. In March 2013 the government unveiled legislation to establish a government-controlled agency to regulate and control the media.

FreedomWatch is an online presence dedicated to uncovering the threats to freedom of speech and personal liberties around Australia and internationally. Its resources include videos, Factsheets, extensive policy analysis, and regular email updates. FreedomWatch reaches more than 12,000 people a month.

2 75 Radical Ideas to transform Australia

In 2008 the IPA Review won the Atlas Economic Research Foundation's Sir Antony Fisher International Memorial Award for Best Free Market Magazine. � e August 2012 edition of the IPA Review featured one of our most popular and regularly cited articles ever published - 75 Radical Ideas to transform Australia.

3 Local government referendum media

In June 2013 the IPA produced a 3-minute YouTube video on the local government referendum. It has been viewed more than 25,600 times. It was narrated by the IPA's Tim Wilson and features Western Australian Senator Dean Smith, and Steve Russell, Mayor of Hornsby in Sydney.

4 Industrial Relations Reform

Extensive research was carried out by � e Hon.John Lloyd, the Director of the Work Reform and Productivity Unit, on how the re-regulation of the labour market in Australia hurt productivity and reduced living standards. His work on the building industry contributed to the commitment of the Coalition to reinstate the Australian Building and Construction Commission.

5 Hey... What did I miss?

� e IPA's weekly email Hey… What did I miss? is received by more than 22,000 people each week. During the year Hey featured editions on how capitalism improves living standards, the impact of climate change policies on energy costs for households, and the impact of government debt on future generations.

6 Size of government

Research by Senior Fellow Dr Julie Novak provided the most complete historical account of government size ever undertaken in Australia. Analysis by Chris Berg and Simon Breheny, the � rst research of its kind in Australia, revealed there were 103,908 pages of Commonwealth legislation in e� ect at November 2012.

7 Foundations of Western Civilisation Program

� e Foundations of Western Civilisation Program at the IPA maintains an extensive range of research and publications. Publications include 100 Great Books of Liberty, � e Merits of Western Civilisation, Western Civilisation: An Introduction, � e National Curriculum: A Critique, and a monthly email newsletter Horizons.

MEMBERSHIP

Membership of the Institute of Public A� airs continues to grow. At 30 June 2013, the IPA had 3,383 members.

In recent years the IPA has invested in growing its membership and reaching new audiences, particularly young Australians.

In the twelve months to 30 June 2013, IPA membership increased from 1,727 members to 3,383 - an increase of almost 100 per cent in one year.

� e IPA's membership goal is to have 4,000 members by the end of 2014, 5,000 members by the end of 2015, and ultimately 10,000 members.

Growing numbers of Australians are joining the IPA because they know that freedom changes lives.

Deane Stahmann(1929 - 2013)

Deane Stahmann and his wife Helen came to Australia from the United States in 1965 with a vision to plant the � rst pecan orchard in the Southern Hemisphere. He planted the � rst pecan trees in Australia at Gatton, Queensland, and shortly a� er on the Moree Plain in New South Wales. Many sceptical locals had never heard of the pecan nut and questioned why pecan trees would be grown in prime cotton country.

Stahmann Farms is now the largest pecan grower in the Southern Hemisphere, with a processing plant in Toowoomba which supplies nuts to Australia and the world. Many of Deane’s innovations have shaped the way nuts are grown and prepared for market worldwide.

Deane’s vision, innovation, and entrepreneurial � air ensure that his lasting legacy will continue to live on in his adopted country. � e IPA was privileged to receive his friendship and support for many years. Deane passed away peacefully and is survived by his wife and three daughters.

Robert Malcolm Badgery(1925 - 2013)

Bob Badgery spent his early years on Mt Lonsdale, his father’s property at Mungallala in western Queensland. During the depression the family was forced to sell up and move to Roma. A solicitor in the town o� ered Bob articles of clerkship and thus his life in the law began. Bob served as a senior partner for many years at Brisbane law � rm Hawthorn Cuppaidge and Badgery.

As well as his legal activities, Bob actively engaged in many entrepreneurial and charitable ventures. His lifelong hobby was plaiting kangaroo leather, which he turned into a successful small business. “Badgery Belts” are now well known throughout Australia. Bob was also involved with a number of partnerships in shopping centres, sporting centres and rural properties. Bob died a� er a short illness. He is survived by his wife, � ve children, and � � een grandchildren.

Neville Kennard(1937 - 2012)

Neville Kennard was a pioneer of the hire and self-storage industries in Australia and he played a pivotal role in the development of Kennards into a household name.

Nev was 23 when he began running the � edgling business started by his father in 1948. In 1962, he purchased the company and was later joined in the � rm by his younger brother Andy. Together, they built Kennards into the largest family-owned hire company in Australia. Andy's family remains at the helm of Kennards Hire, while Kennards Self Storage has been under the leadership of Nev's son Sam since 1995.

Nev was a wonderful advocate for liberty and he threw himself into the battle of ideas with energy and gusto. In the 1970s he helped launch the Workers' Party. � e Kennard Freedom Prize at the IPA was named in his honour. Nev died a� er a short illness and is survived by his wife, three sons, and six grandchildren.

Dame Elisabeth Murdoch AC(1909 - 2012)

Dame Elisabeth Murdoch had a long and enduring relationship with the Institute of Public A� airs. She was a committed supporter of the IPA right up until her death.

In 2010 Dame Elisabeth attended Stonington Mansion where � e Hon. John Howard AC, His Eminence Cardinal George Pell AC, and Professor Geo� rey Blainey AC launched the IPA's Foundations of Western Civilisation Program.

Dame Elisabeth’s husband, Sir Keith Murdoch, was a founding member of the IPA Board of Directors in 1943, and her son Rupert served on the IPA Council from 1986 to 2000.
