“ ... Today I propose that a substantial portion of the remaining two billion dollars in redevelopment profits be spent on our children and our schools. I want to use several hundred million dollars of downtown tax revenue over the next two decades to lay the foundation for America’s largest After School Education and Child Care Program.

Our children now attend far fewer hours of school than students in many industrialized nations. Dropout rates have reached record levels. Sixty five percent of our young students have working mothers—and more than half of these students must get along without any supervision during the working day. Unfortunately, many are exposed to gangs, drugs, and alcohol during their free hours on the streets. Still others lose the chance to do

homework and build self-esteem in positive after school activities. This is bad news for our children; this is bad news for our businesses that depend on skilled workers; this is bad news for our future.

I want to break this pattern of failure. I want elementary school students throughout Los Angeles to have a chance to learn at school until their parents finish work. I want these kids to be tutored by bright high school and college students—to experience positive alternatives to drugs and gangs—to participate in drama and athletics—to complete their homework—reinforce good learning habits at a young age—to be counseled by parents, community workers, and older students to resist destructive peer pressures. And I want working parents to feel secure that their children are involved in meaningful after school activities.

The City of Los Angeles has no financial or legal responsibility for our schools. But I want you to know, I feel a fundamental moral obligation to our children and their parents. Students who fail in school and in life, who join gangs or use drugs, pose an ominous threat to our city’s future. We must act to end the tragedy in so many young lives.

To paraphrase Robert Kennedy, ‘the health of our youth, the quality of their education, (and) the joy of their play’ do count. Our After School Education and Child Care Program will use downtown tax dollars to build minds as well as skyscrapers. We will use redevelopment funds to revitalize our classrooms as well as our economy. We will help seed a learning renaissance for our children. Together we will leave behind a monument more impressive than any in brick or steel or stone—a generation prepared to meet and master the twenty-first century.

This is my program to help free our children from drugs, shield them from gangs, and keep them from dropping out. This is my program to help free parents of worry over quality, affordable child care. This is what I’ll be fighting for over the next years.

To lead the fight, I am forming an Education Council made up of leaders from the educational establishment, government, business, labor and the community. Together we will color in the sketch of this After School Education and Child Care Program; we will give life to the idea I outline today. Together we will implement a community involvement program for junior and senior high schools as well. Together we will fight to raise the spending cap and use the redevelopment profits to fund this plan. Together we will win this battle for the next generation.”

And with this State of the City address, Mayor Tom Bradley planted the seeds for the LA’s BEST After School Enrichment Program.

Carla Sanger, who would go on to be the founding President and CEO of the program, was appointed to the Education Council task force that laid the groundwork for Mayor Bradley’s vision to become a reality.

In the fall of 1988, LA’s BEST opened in ten schools. Today the program operates in 194 schools across the City of Los Angeles and serves over 28,000 children every school day.

At LA’s BEST, academic achieve-ment is a combination of successes. Since 1988, the core activities of the program have been divided into 3 1/2 beats—help with homework, a learning activity, a fun activity, and nutritious food.

LA’s BEST is committed to teaching children how to eat, exercise and live a healthy lifestyle. Since 2003, the BEST Fit program has provided daily education about health and fitness that the children can enjoy, understand and remember.

Dance is living proof that the music happens between the notes. Almost 23,000 students have participated in the annual Dance & Drill Team Showcase over the past 22 years.

The LA’s BEST Celebrate Science program was created with the NASA Jet Propulsion Laboratory. More than 3,700 students have competed in the science fair over the past 23 years.

Technology is a tool for learning. Through enhanced programming that teaches skills such as touch typing (KidType) or computer basics (KidTech), and through a series of Digital Media Arts Residencies, LA’s BEST shows its students how to put the tools of technology to work to achieve academic excellence.

Sports is more than just games. Our fields of play: Wooden courts. Grass fields. School playgrounds.These are the havens of fairness, where the fastest wins the race, the strongest earns the medal, and the best prevails. Sports teaches teamwork, persistence, courage and humility. Our sports programs prove—if we want to impart certain values to our children, all we have to do is let them play.

Through theater, children learn that the world is their stage and that their imagination makes them valuable and unique.

Music belongs in schools because music gets attention, which is a first step toward learning. Through music, students learn about each other’s cultures and language. Music shows us what we have in common, and what sets us apart.

An artist’s imagination contains entire worlds—goodness and harm, dreams and history, demons and angels, mysteries and revelations. Through the After School Arts Program (ASAP), children learn about art from artists themselves, and they learn by doing … by creating.

1988Mayor Tom Bradley proposes an after school program and appoints a 53-person Education Council to bring his vision to fruition. Allan Jonas led the council and became the first Chairman of the Board.

1991LA’s BEST begins its Celebrate Science Program with the help of the NASA Jet Propulsion Laboratory (JPL).

1993LA’s BEST students join Michael Jackson in the Super Bowl XXVII halftime show at the Rose Bowl stadium in Pasadena, appearing before a televised audience of over one billion people in 85 countries.

1990Debe Loxton, M.A. joins LA’s BEST as Program Director and has served as the organization’s Chief Operating Officer since 1998.

1991First annual Dance & Drill Team event is held with 19 teams participating.

1996LA’s BEST holds its first Annual Family Brunch, honoring grandmothers, at The Getty House. The event became the program’s signature fundraiser under the direction of Mary Odell.

1998Gerald Katell is elected Chairman of the Board. The program experiences exponential growth during his tenure.

1994David Paulson assumes the reins as Chairman of the Board. He remains a board member and fervent supporter of LA’s BEST to this day.

1997Among his many contributions, Mayor Richard Riordan inspires the strategic planning that led to the creation of the LA’s BEST Advisory Board, which protects the integrity of the program. June Sale is appointed the first Chair.

2000 Carla Sanger helps to create Beyond the Bell, which coordinates the vision, plans, grant preparation and evaluation for after school programs throughout LAUSD.

2001 Mayor James Hahn serves from 2001–2005, enabling the continued growth of LA’s BEST. He remains a steadfast supporter of the program, even after leaving office.

2004Under the leadership of Mario Marin, the BEST Friends Board is founded to organize philanthropic young professionals dedicated to fundraising and volunteerism for LA’s BEST.

2007Marvin Suomi becomes Board Chair.

A study by UCLA’s Center for the Study of Evaluation finds that LA’s BEST students are 30% less likely to commit juvenile crime than their peers and 20% less likely to drop out of school.

2002Carla Sanger collaborates with Arnold Schwarzenegger to draft language for Proposition 49, the California ballot initiative that increases state funding for after school by $550 million per year.

2005LA’s BEST hosts the Inaugural Gala honoring Mayor-elect Antonio Villaraigosa. The event raises $3.6 million.

2011Eight student winners of the BritWeek Children’s Literature essay contest take a trip to London, England.

Leadership Summit convenes to envision the future of LA’s BEST.

2013Mayor Eric Garcetti marks the first day of school by announcing the opening of five new LA’s BEST sites, bringing the citywide total to 194 schools, serving over 28,000 children throughout Los Angeles Unified School District.

2008LA’s BEST children take the stage with stars from “So You Think You Can Dance” and “American Idol” in the Community Jam Against Violence, produced by Governing Board member Nigel Lythgoe and featuring an original song about LA’s BEST by Stevie Wonder.

2012Six-time NBA All-Star Chris Paul partners with LA’s BEST to add his CP3 Walk to the LA’s BEST Family Health Festival.

2013In honor of the 25th anniversary of the program, the City of Los Angeles declares April 9th LA’s BEST Day.

25th Anniversary Galain Beverly Hills raises over $1 million.

dear friend,

Two years ago, as we approached our silver anniversary, lA’s BeST organized a retreat to reflect on who we are, what our students need, and how we serve the children of los Angeles. Attendees included some of the original members of the education council that Tom Bradley appointed to create an after school program: educators, community activists, law enforcement, business persons—all kinds of stakeholders who have a common interest in the welfare of our children. of course, this group is a small sample of the valuable supporters who have nurtured lA’s BeST over the past quarter century, but they are representative of the many points of view that have shaped this vision.

possibly because we have witnessed the success of expanded learning with our own eyes for 25 years, ultimately the retreat attendees affirmed the original lA’s BeST mission without a single revision—we are here to provide a safe and supervised after school education, enrichment and recreation program for elementary school children ages 5 to 12 in the city of los Angeles.

We also have affirmed our most-fundamental tenet— nothing we do, nothing we have done, nothing we ever will do is as important as the effect it has on a child.

Adventures in peacemaking is a curriculum

that uses The Peaceable Program approach

toward teaching tolerance and conflict

resolution skills to young people. The program,

which teaches through reading and writing

activities, games, songs and group discussions,

emphasizes cooperation, emotional expression,

communication, appreciation for diversity and

conflict resolution.

After School Arts program (ASAp) includes

visual art, music, dance, and drama programs

led by artist educators-in-residence working

with children enrolled in LA’s BEST. Each

10-week residency concludes with a special

culmination event which brings the community

together to celebrate the talent and

accomplishments of the children.

BeST fit is a health-centered, culturally-rele-

vant, and intentional approach to education

pertaining to physical exercise, nutrition and

gardening. The goal is to provide fun and

innovative opportunities for LA’s BEST children

and their families to develop healthy eating

habits, make physical activity a daily part of

their lives, and to encourage them to be

advocates for a healthy future. To accomplish

this goal, the BEST Fit program uses various

research-based nutrition curriculum packages

and physical activity programs that are aligned

with California Content Standards. These

enhanced programs are provided by our

partners, which include the University of

California Cooperative Extension, Cedars-Sinai,

The Theodore Payne Foundation, YogaEd,

USC, Clever Crazes, and the Network for a

Healthy California.

connecting for Success is a staff development

program that introduces new and innovating

ways of working with youth to challenge them

to think about their attitudes toward their

peers, families and communities and to learn

about how they can empower themselves to

make an impact locally and globally.

digital learning provides students and staff

with critical technology skills and enhances

their working knowledge of computers,

software and other digital platforms. KidType is

a multi-week program that teaches students

touch typing skills and hosts type-off

competitions for students to showcase their

skills. KidTech is an eight-week program in

computer basics and software applications to

build skills in creating and editing documents,

graphs, spreadsheets, presentations, photos

and conducting Internet research. Upon

completion of the program, students are

enhanced programs

in addition to the core components we provide every day—help with homework, a learning activity that boosts core academic skills such as reading or math, something that’s new and just plain fun, and beginning this year, a nutritious supper—lA’s BeST has several special programs available to students. These core and enhanced programs provide a structure for after school that is otherwise highly customized based on students’ needs and the site staff’s interests and experience. Moreover, lA’s BeST has a strong commitment to inclusion; staff are trained to support all children in their engagement, regardless of their needs, abilities or challenges.

awarded a free, refurbished desktop computer

to take home. In 2013, LA’s BEST piloted Digital

Media Arts Residencies, using mobile computer

labs to provide 10-week courses in areas such

as filmmaking, music and graphic design.

Junior Achievement teaches the LA’s BEST

children the basic concepts of business,

economics and work readiness. The program

includes six sequential themes for kindergarten

through fifth-grade students that lay the

ground work for financial literacy and

productive citizenship in a global economy.

Kidzlit and KidzMath, research-based literacy

and math programs developed specifically for

use in after school programs by the

Developmental Studies Center, help LA’s BEST

foster a love of reading and math in its

students.

KidzScience, an inquiry-based, hands-on

science program for grades 3–6 from the

developers of KidzLit and KidzMath,

emphasizes teamwork through activities that

help students discover important science

concepts.

lA’s BeST celebrate Science program provides

opportunities for LA’s BEST children to have fun,

engaging, interactive science experiences

under a “team inquiry” model—developed

under the guidance of NASA/Jet Propulsion

Laboratory. This program culminates with a

citywide Celebrate Science Fair.

lA84 foundation Sports program provides

students with a positive team concept and a

method for developing their physical and social

skills through sports engagement. Students in

grades 3-6 participate in year-round sports,

which include flag football, basketball, softball

and soccer competitions. Coaches train and

practice with more than 270 teams for each

sport for five weeks that culminate in weekend

tournament competitions.

Science explorer provides a collection of

activity kits designed at the San Francisco

Exploratorium for K–6 students to engage in

scientific discovery.

young Authors, based on Alma Flor Ada’s and

Isabel F. Campoy’s work on transformative

education, gives students in grades K–6 the

opportunity to discover “the author within” and

in the process learn self-efficacy, appreciation

for diversity and creating the conditions for a

better world.

Zula patrol, a science program for students in

grades K–2, builds new academic

understanding through guided inquiry and

hands-on activities. It also encourages written

expression through journaling and introduces

students to new science vocabulary.

Autumn Kidfest celebrates the fall season with

fun activities, carnival games and treats for

students at sites across the city.

celebrate Science fair is a daylong event where

teams of young LA’s BEST scientists from sites

throughout the city compete for top honors and

extraordinary prizes showcasing their

inquiry-based projects.

community Jam Against Violence brings

together children and families from different

communities to decry violence. Each year,

LA’s BEST students sing, dance, act, recite

original poems and share visual art in a talent

showcase to take a stand against violence. In

2012, more than 1,500 LA’s BEST kids and their

families attended the 19th Annual Community

Jam Against Violence: Making a Difference,

held in Royce Hall at UCLA.

dance & drill Team Showcase brings nearly

5,400 students together at Cal State L.A. for

incredible performances in drill team and

dance. This annual showcase provides children

with an opportunity to proudly demonstrate

leadership, teamwork, self-confidence and

performing arts skills mastered through

hundreds of hours of dedication and hard work.

family health festival is an annual event of

the BEST Fit program that brings together

students and families for a day of fun and

fitness. Thousands of participants sample

healthy snacks, engage in fitness games,

receive free medical and dental health

screenings and engage in hands-on activities

designed to promote an awareness of healthy

lifestyles.

lA’s BeST 25th Anniversary Gala

commemorated the 25th year of service to the

community by LA’s BEST. Its first black-tie gala

was hosted by the Los Angeles Clippers’ six-time

All-star point guard Chris Paul at the Beverly

Hilton. The event was emceed by CNN co-anchor

Michaela Pereira, a long-time supporter of the

organization and former Chair of the BEST

Friends Board of Directors. The honorees were

Max & Lubov Azria (BCBGMAXAZRIA), Cameron

Strang (Warner Bros. Records), Dr. Bill Dorfman

(America’s Dentist) and long-time supporter

Anita DeFrantz of the LA84 Foundation.

citywide events

lA’s BeST hosts a wide variety of signature events each year so that children, their families, and different communities can come together to share in the excitement of lA’s BeST. year after year, children anticipate these exciting opportunities to perform, compete, learn and play—and build life-long memories of their elementary school years.

A quality, community-based after school program like LA’s BEST owes

much of its success to strong partnerships. We are an independent

nonprofit organization, but we work hand-in-hand with the Los Angeles

Unified School District (LAUSD), City leadership, private funders of the

program, and our three boards. LA’s BEST is a program of Beyond the

Bell, which collaborates with national and community-based

organizations to provide after school programming in LAUSD.

* The beginning and ending net assets are comprised of unrestricted net assets, temporarily restricted net assets and board-designated reserves. Beginning net assets increased in FY2012-13 from FY2011-12 due to an increase in temporarily restricted net assets of $450,000 from a multi-year pledge that was originally made in 2007 as a conditional promise.

** The California Department of Education awarded funds directly to LAUSD in the amount of $27,658,543 in FY2012-13 for use at LA’s BEST program sites. These funds are audited by LAUSD auditors, and not LA’s BEST. LAUSD awards are combined with LA’s BEST audited financial statements for information purposes only to present the total program activity of LA’s BEST in partnership with LAUSD.

*** Restricted private donations include multiple year pledges. These pledges were recorded as revenue in prior fiscal years, with services provided (and expenditures incurred) in this current fiscal year. Accounting requirements mandate that the total value of multi-year private pledges be recorded as revenue in the year pledged.

**** In FY2012-13, LAUSD replaced snacks with supper for LA’s BEST children valued at $12,211,523. These nutritional suppers are provided by the National School Lunch Program.

***** For the fiscal year ending June 30,2013, expenses exceeded revenues resulting in a net deficit of $377,181. LA’s BEST maintains reserve funds to cover this operating deficit.
