    Now that I have been in theatre or a coupleo weeks and am at the beginning o mydeployment in Kosovo, it is a pleasure or me tosend a warm welcome address to all o you.

    Just like at home there is great variety in the tasksthat we have to perorm in KFOR. From what Ihave seen so ar these tasks are always perormed ina proessional manner. Ranging rom CRC tasks todriving on the roads o Kosovo the tasks have a simpleobjective, to help the people o this country have abetter uture. Our predecessors have achieved a lot oprogress but our daily work demonstrates that there isstill much to be done. Our goals will be achieved, notby the deeds o one person, but by the achievementso all o us together.

    I took over command, as Deputy Commander o theKosovo Force, on 01 October 2013 and it makes me

    very proud to be a member o the KFOR communityo men and women who are working together ora higher goal. I am looking orward to being parto this challenging mission. One o my tasks is theoverall responsibility or training and preparation inthe KFOR mission area. Prior experience has shown usthat we need to be prepared or all kinds o diffi culties.In this context, I was ortunate to be convinced o ourproessionalism while attending exercise Silver Saber.KFORs ability to deal with the challenges that mayarise within the area o responsibility was successullydemonstrated during this exercise and I was impressedwith the unity o effort and proessionalism.

    In the next ew months we will continue to encounterobstacles and challenges. Once we overcome onechallenge another one will undoubtedly presentitsel but I am sure that we will be able to overcomeany obstacle obstructing our way orward. Soldiersrom over 30 countries, with such a wide variety oexperience, cannot be stopped by intolerance andprejudices. Our target o peace and stability is the basisor all other improvements in this country and we will

    build upon the achievements o our predecessors.

    Te goal o a better uture or this country unites us alland will lead us through the coming months. We have toimprove and develop our unity because together we willsucceed.

    DCOM KFOR TRANSFER OF AUTHORITY

    Commander o KFOR (COMKFOR), Major GeneralSalvatore Farina, presided over theceremony. Te transer o authorityceremony marked the departurerom the appointment o BrigadierGeneral (BG) Bojan Pograjc othe Slovenian Armed Forces. BGPograjc had completed over ayear in the appointment havingassumed duty as DCOM KFOR on01st o September 2012. Duringthis period he served as deputy toMajor General Volker Halbauer inKFOR XVII and with effect rom 06September 2013 as deputy to MajorGeneral Farina. Authority or theappointment o DCOM KFORwas pasted by COM KFOR, MajorGeneral Farina, to the incomingDCOM KFOR Brigadier GeneralAnton Wessely o the AustrianArmed Forces (AU).

    Representatives o the variousBranches and sections within KFORheadquarters were on Parade towitness the ceremonial ranser oAuthority and to offer their arewellto General POGRAJC at the end ohis tour.

    MG Farina underlined theoutstanding perormance o BGPograjc, his leadership and hiscomplete commitment to KFORduring his tour o duty in Kosovo.For this reason BG Pograjc wasawarded with the Italian DeenceGeneral Staff Gold medal on theparade and with the silver cross oGerman Armed Forces.

    Te incoming DCOM KFOR,BG Wessely, graduated rom theMilitary Academy o Wiener

    Neustadt in 1984 and started hismilitary career as a platoon leaderin the Armoured Air DeenceBattery o the 3rd Mechanized

    Inantry Brigade in Mautern. Priorto taking Commanding o the 3rdMechanized Inantry Brigade in2009, Brigade BG Wessely served asdeputy Commander o the rainingDivision at the Ministry o Deence

    and Sports rom 2005 to 2009 andas Branch Head and Instructor at theAustrian Deence Academy rom1999 to 2005.

    Joint Logistics Support Group Change ofCommand Ceremony

    With great pride and emotion,after six months as commander,Colonel Thierry Poulette,outgoing COM JLSG, gave backhis ag to COM KFOR who thenhanded it over to Colonel EricEudeline, incoming COM JLSG.

    During his address, ColonelThierry Poulette stressed thebenet of the JLSG and highlightedthe important achievements of theJLSGs 7th rotation, always ndingalternative, collective and costeffective support solutions forKFOR. But moreover, he expressedhis great appreciation to the HQKFOR staff and warmly thankedCOM KFOR and the Chief of Staff(COS) KFOR for their help. Theworking together spirit denitelydened the 7th JLSG rotationssuccess. He especially highlightedthe tremendous dedication andthe great professionalism of theJLSG HQ staff and JLSG subunitsfor providing their MaximumSupport to the force. At the endof his speech, he expressed hisdeepest sincere thanks to his

    guys, those being the Austrian,Swiss and Ukrainian engineers andlogisticians.

    Major General Farina outlined theshow of force of the heavy assetson the parade, and reminded allpresent of the importance of JLSG,who operate throughout the entireKFOR area of responsibility. Heespecially highlighted the removalof the landslide in Zubin Potok andthe dismantling of the Old Gate 1.

    Finally, he introduced thenew commander of the JLSG,Colonel Eric Eudeline. He haspreviously commanded the 503rd

    Transportation Regiment in Franceand a Combat Service Support (CSS)Battalion in the Ivory Coast. He alsohighlighted his strong operationalbackground and his experience inNATO operations. He rst deployedin Former Yugoslavia (Mostar) asG3 Chief at CSS battalion level,then in Kosovo (Pristina) as KFOR/G4/Movement planner in 2000.Later, he deployed as ISAF/G3&G5Chief in Kabul, Afghanistan.

    On Monday, October the 14th, Major General Salvatore Farina, Commander Kosovo Force(COM KFOR), supervised the CoC ceremony o the JLSG in ront o the multiunctional tent in

    Silver Saber, an exercise in Crowd and Riot Control (CRC), was conducted rom the 14th to 16tho October in the Kosovo Police (KP) Camp Vrelo, near Pristina Airport.

    he purpose o the exercisewas to enhance KFORscapability to implement itsmandate o maintaining Freedomo Movement and a Sae and SecureEnvironment. Te harmonizationo techniques tactics andprocedures between the KP, theEuropean Union Rule o LawMission in Kosovo (EULEX) andKFOR was a undamental objectiveo the exercise period.

    Te exercise was conducted inthree phases and incorporated allthree responders (KP), EULEX andKFOR. Te rst phase providedCRC theory, the second phaseprovided CRC practice and thenal phase exercised KP, EULEXand KFOR personnel in CRC. Teexercise is particularly important

    or newly arrived KFOR personneland it ensures that CRC capability ismaintained at the highest level withinthe KFOR Area o Operations. TeExercise was planned, organisedand conducted by the KFOR J3CONOPS and raining Section with

    Lt Col Pascal Playe playing a leadingrole.

    KFOR, as the 3rd responder inCRC situations must ensure closeco-ordination with EULEX (the 2ndresponder) and with the Kosovo

    Police (the 1st responder). Teliaison, communication and reliein place o the various responderswere a crucial part o the exercise.Te exercise scenario was basedon an escalating CRC situationwhere the KP unit, acting as 1stresponder, asked or reinorcementrom EULEX in order to control theriot. Afer a relie in place the 2ndresponder, EULEX, was deployedusing two armoured personnel

    vehicles. As the situation continuedto escalate and violence rom therioters increased EULEX requestedKFOR reinorcements.

    An additional elementincorporated into this exercisewas the assessment o KFORs air

    insertion and extraction capabilitywhich will become more importantor KFORs uture orce posture.Almost 600 KFOR personnelincluding 60 Kosovo Police and 60EULEX personnel participated. TeKFOR personnel were drawn romMultinational Battle Group West,Multinational Battle Group East,KFOR actical Reserve Battalion,Joint Logistics Support Group(JLSG), a actical Psyops eam romKFOR HQ, and air assets in theorm o 4 x UH-60 and 2 x MI-171helicopters completed the riendlyorces task organization. Almost 200opposing orces were provided bythe KP, Multinational Battle GroupEast and the KM.

    An instructional DVD was alsolmed to acilitate uture CRCtraining.

    Prior to the practical phase o theexercise the Deputy Commandero KFOR, Brigadier General AntonWessely, addressed the participantsand emphasised the importance othe CRC capability. On conclusiono the exercise COM KFOR,Major General Salvatore Farina,congratulated the participantsand complimented the organisersor their detailed planning andpreparation o a very successulexercise.

    A COMMUNITY IS UNITEDBY THE BUILDING OF A BRIDGE

    On the 24th o September Major-General Salvatore Farina, COM KFOR, attended the offi cialopening o a newly constructed bridge at the Decani Monastery near Peja/Pec.

    he construction project is osignicant importance as itwill primarily assist the Orthodoxmonks who reside in the Decanimonastery. Te new pedestrianbridge, constructed by the KosovoSecurity Force (KSF), with KFORassistance, links the monasterywith an ancient thermal spring.

    Te Minister or the KSF, AgimCeku, and the Abbot o themonastery, ather Sava Janjic cutthe ribbon during the inaugurationceremony which was attended byCOM KFOR and many other civil,military and religious dignitaries.

    Minister Ceku said that this wasa very important project or thecommunity and it demonstratedthe technical capability and

    proessionalism o the KSF. MinisterCeku outlined that the bridge unitescultures and he thanked the localcommunity and KFOR or theirsupport and cooperation during theproject. KFOR members rom theSwedish, Italian, Danish and Frenchcontingents provided assistance tothe KSF during the constructionproject.

    Te 38m long bridge cost 15,000

    euro and was nanced by the Swedishgovernment. Te signicance o theconstruction project was captured by

    Te Decani monastery is a majorSerbain Orthodax monastery locatedin Metohija, 12 Kilometres south othe town o Peja/Pec. Situated in thepicturesque valley o the Bistricariver

    it is surrounded by the mountainsand orests o the Prokletije mountainrange. Te monastery was establishedby the Serbain King Stean Uros in1327. In 2004, the United NationsEducational Scientic and CulturalOrganization (UNESCO) listed themonastery on the World Heritagelist.

    Rescuing an injured soldier rom diffi cultterrain is considered a worst case scenarioand no rescue team ever wishes to encounterit or real. Nonetheless, being prepared orthe worst case scenario is crucial to ensurea Sae and Secure Environment (SASE) andFreedom o Movement (FoM) in accordancewith the KFOR mandate.

    Medevac, German mountain rescue and SwissInternational Military Police (IMP) elementstook place on September 16th, 17th and 19th,in a gorge along the Beli Drim River nearPrizren. During the exercises several worst casescenarios were staged ensuring all participants

    tradition, said Swiss Sergeant First Class (SFC)Blaser, who has coordinated and conductednumerous medical evacuations at home. oplan and coordinate all ground movementsduring these exercises, SFC Blaser teamed upwith Staff Sergeant (SSG) Boese, a GermanArmy mountain guide whos a seasoned

    CEREMONIES TO MARK CHANGE INCOMMAND IN MNBGW

    In the last days o September, both the Austrian and Slovenian Contingents o the MultinationalBattle Group West (MNBG- W) took part in ceremonies to mark their transer o authority

    Austrian Change o Command ceremony

    In Camp Villaggio Italia (Pec/Peja) LieutenantColonel Bernhard Gruber o Austrian Army wasreplaced by Lieutenant Colonel Christian Hesier inthe position o MNBG-West Chie o Staff and theAustrian Senior National Representative (SNR) inCamp Villaggio Italia.

    A day later the Austrian Alpha Company romMNBG-W had its transer o authority ceremonytogether with the remainder o the Austrian Contingent

    in Camp Film City (Pristina/Pristine) in the presenceo Colonel Arnold Standacher the National ContingentCommander.

    In his speech Colonel Standacher thanked thesoldiers or the high level o proessionalism duringtheir deployment and outlined the importance o suchproessionalism in achieving the KFOR objectives andmandate.

    Te Austrian 28th Alpha Company was replaced by the29th Austrian Alpha Company which is drawn rom the24th Inantry Battalion in Lienz.

    Slovenian Change o Command ceremony

    On the 28th o September the Change o Commandceremony o the Slovenian contingent took place inCamp Villaggio Italia. Lieutenant Colonel Robert Klinaro Slovenian Armed Forces was replaced by LieutenantColonel Peter Starc in the position o Deputy Commandero Multinational Battle Group West (MNBG-W) andas National Contingent Commander o the SlovenianContingent.

    Te ceremony was attended by Slovenian Ambassadorto Kosovo, His Excellency Miljan Majhen, and KFORDeputy Commander Brigadier General Bojan Pograjc.

    In his arewell speech Lieutenant Colonel Klinarthanked all the units or their high level o perormanceduring their deployment with KFOR.

    COM KFOR, expressed his thanksor the excellent contribution madeby the Portuguese contingent and heemphasised the command qualitieso Lieutenant Colonel Coreirp.

    COM KFOR also expressed hissincere appreciation to the Portuguesesoldiers who he said have always

    KTM UNITS ACHIEVE THE FULLOPERATIONAL CAPABILITY

    One week afer the ranser o Authority o the Portuguese Contingent rom the KFOR acticalManoeuvre Battalion (KM), B Coy preormed a Full Operational Capability (FOC)

    exercise on the 5th o October in Camp Vrelo.

    Te main purpose o the exercisewas to prepare the PortugueseContingent (HQ staff, A and BCoys) to commence operationaltasks in the Kosovo theatre ooperations. Te exercise wasconduct in 4 phases, the 1stphase was the preparation andtheoretical part, the 2nd phase wasthe rehearsals and cross trainingat Camp Vrelo, the 3rd phase wasthe Crowd and Riot Control (CRC)exercise at Camp Vrelo and thenal phase was the Afer ActionReview.

    C Coy, rom the HungarianContingent o KM, providedthe Opposing Force during thetraining activities. Tey built upthe barricades and roadblocksand also provided reerees duringthe training activities and FOCexercise. A Freedom o MovementDetachment, rom the Ukrainiancontingent, supported B Coy, byremoving obstacles, barricades and

    roadblocks. International MilitaryPolice, rom the Austrian contingent,supported the exercise by escortingB Coy to Camp Vrelo and theyalso participated in CRC tasks bydetaining and processing rioters. Teactical Psychological Operationseam, rom the Danish contingent,preormed their tasks in support oB Coy. Integrated training utilisingthese assets is extremely importantbecause these are the main assetsgiven to the KM to accomplishCRC tasks.

    At the end o the exercise theKM commander declared toall participants that the exercisewas successully completed andthanked all external units or thesupport provided. He also thankedall soldiers or their commitment tothe exercise. Te KM commanderdeclared that the KM is now readyto accomplish all missions assignedto it by COMKFOR.

    MILIARY EDUCAION:I am airly new in the army as I have onlyserved or 2 years. I served my irst eight months in the Danish RoyalLieguard which is tasked with the saekeeping o her Majesty QueenMargreth and the rest o the Royal Family. Aterwards I successullyapplied or the Danish Armys Reaction Force training program at the

    Guard Hussars Regiment in Slagelse and later deployed to Aghanis-tan. However, 2 months beore being deployed, the Danish Army an-nounced its withdrawal rom Aghanistan and my unit was redirectedto Kosovo.ABOU HE MISSION: KFOR is my irst mission and as a part othe guard unit in the French Camp, Novo Selo, I am tasked with theprotection o the camp and patrolling the surrounding area. I am gladto have this mission as my irst as it gives me the opportunity to liveas you would in almost any other camp in other conlict zones but ina much saer environment.FAMILY REACIONS: hankully I have a very proud and suppor-
