Minutes of the Traffic Safety Council meeting held on September, 25, 2013.
RECOMMEND APPROVAL
2. Site Inspection Reports- San Lorenzo Ruiz Catholic School and Barondale Public School (Ward 5)
Site Inspection Reports for the inspections conducted on September 17, 2013 and September 26, 2013 at the intersection of Kennedy Road and Grand Highland Way/Wilderness Trail for the students attending San Lorenzo Ruiz Catholic School and Barondale Public School.
RECOMMENDATION 1. That the temporary crossing guard at the intersection of Kennedy Road
and Grand Highland Way/Wilderness Trail for the students attending San Lorenzo Ruiz Catholic School and Barondale Public School be retained on a permanent basis as the warrants have been met.
2. That the Site Inspection Subcommittee ofT raffic Safety Council be requested to re- inspect the intersection of Kennedy Road and Grand Highland Way/Wilderness Trail in late November 2013 for the students at Barondale Public School due to the low number of their students utilizing the crossing.
3. That the Peel Regional Police be requested to enforce the traffic light violations at the intersection of Kennedy Road and Grand Highland Way/Wilderness Trail for the students attending San Lorenzo Ruiz Catholic School and Barondale Public School between 7:45-8:45 am and 2:45- 3:45 pm.

3. Site Inspection Reports- St. Valentine Catholic School (Ward 6)
Site Inspection Reports for the inspections conducted on October 1, 15 and 16, 2013 at the intersections of Heatherleigh Avenue and Winterton Way, and Bristol Road and Heatherleigh Avenue for the students attending St. Valentine Catholic School.
RECOMMENDATION 1. That the temporary crossing guard placed at the intersection of
Heatherleigh Avenue and Winterton Way in September 2013 due to the removal of bussing for the students attending St. Valentine Catholic School be removed after the 2013 Christmas Break as the warrants have not been met for the retention of the crossing guard, and further there are insufficient students from St. Valentine Catholic School utilizing the crossing and the all-way stop provides protection for crossing students.
2. That the request for a crossing guard at the intersection of Bristol Road and Heatherleigh Avenue for the students attending St. Valentine Catholic School be denied as the warrants have not been met.

4. Site Inspection Report -Springfield Public School (Ward 6)
Site Inspection Report for the inspection conducted on October 2, 2013 at the intersection of Erindale Station Road and Forestwood Avenue for the students attending Springfield Public School.
RECOMMENDATION 1. That the request for a crossing guard at the intersection of Erindale Station
Road and Forestwood Avenue for the students attending Springfield Public School be denied as the warrants have not been met and
2. That Transportation and Works be requested to change the signal timing to slow walking speed to accommodate pedestrians.

5. Site Inspection Report- San Lorenzo Ruiz Catholic School (Ward 5)
Site Inspection Report for the inspection conducted on October 3, 2013 at the intersection of Barondale Road and Cosmic Crescent for the students attending San Lorenzo Ruiz Catholic School.

RECOMMENDATION 1. That the request to extend the crossing guard time at the intersection of
Barondale Road and Cosmic Crescent for the students attending San Lorenzo Ruiz Catholic School be denied and that the Site Inspection Subcommittee of Traffic Safety Council re-inspect the location by the end of 2013.
2. That the Principal at San Lorenzo Ruiz Catholic School be requested to encourage the students to utilize the crossing guard in front of the school.
3. That Transportation and Works staff be requested to review the signage at the intersection of Barondale Road and Cosmic Crescent for the students attending San Lorenzo Ruiz Catholic School
4. That Parking Enforcement staff be requested to enforce the parking infractions in front of San Lorenzo Ruiz Catholic School between 7:45-8:15 am and 2:45-3:15 pm.

6. Site Inspection Reports- Erin Mills Middle School (Ward 8)
Site Inspection Reports for the inspections conducted on October 4 and 10, 2013 at the intersections of Glen Erin Drive and The Collegeway, Winston Churchill Boulevard and The Collegeway, and Winston Churchill Boulevard and Burnhamthorpe Road.
RECOMMENDATION That Transportation and Works be requested to increase the pedestrian crossing times at the intersection of Glen Erin Drive and The Collegeway.

7. Site Inspection Report- St. Charles Garnier Catholic School and Briarwood Public School (Ward 4)
Site Inspection Report for the inspection conducted on October 7, 2013 at the intersection of Meadows Boulevard and Rathburn Road for the students attending St. Charles Garnier Catholic School and Briarwood Public School.
RECOMMENDATION 1. That the request for a second crossing guard at the intersection of
Meadows Boulevard and Rathburn Road for the students attending St. Charles Garnier Catholic School and Briarwood Public School be denied as the warrants have not been met.

Site inspection on Sept 17 am began @ 7:45; therefore, the above data should begin with 8:00 input as if a 7:45 time slot ... No conflicts observed either site inspection date. Eastbound traffic on Grand Highland Way tends to speed up when they think the signal is about to change. Both inspections students crossed for San Lorenzo Ruiz AM & PM. No students crossed for Barondale in the AM. 4 students crossed in the PM Sept 26 2013 and 2 students crossed in the PM on Oct 9th with one being accompanied by a parent.
Recommendations 1)Student warrant has been met for the retention of the crossing guard for San Lorenzo Ruiz CS. 2)Recommend reinspection for Barondale PS 8:15-8:45 & 3:15-3:45 late November because of the low number of their students using the crossing. 3) Police enforcement for red light runners.

I am writing yet again to follow up on the safety concerns I have with my Daughters walking route for school. I live at 860 Blairholm ave and the route that I believe your department approved as a walking route that includes a catwalk/pathway between forestwood or walking southwest near a building underground parking lot which is not the best area in Mississauga and across a very traveled intersection at Erin dale station rd/ forestwood which does not have a crossing guard nor do any of the other rd required to cross along forestwood; which is also a city bus route.
My daughter is now in grade 2. French immersion (7 years old) and I feel the approved safe school route is not suitable route for children to be walking alone I as well am weary considering the neighbourhood.
Because this route was recently approved as a safe school route it has eliminated the school bus stop at forestwood dr/wolfedale/ stainton dr. And it has also made all my children not eligible for the bus because the route distance is now shorter. My older daughters took the bus until 3 years ago but since they moved the middle school the criteria was changed and the new walking route approved.
I am unsure, if you are the person to speak with in regards to this matter if you could kindly advise me on the steps I could take to get this new route deemed unsafe as children upto grade 4 will no longer be eligible for bus and walk a very unsafe route to school where no safety precautions for crossing busy bus travelled streets. School guard is present for Barondale Public School which enters 30 minutes later. Markings for crosswalk are across pavement. Cars are stopping for pedestrians even though no guard is present. 4 of the 13 pm students were grade B. The stop sign is located on Cosmic Cres.
Recommendations Request for a crossing guard time extension is denied with a recommendation for TSC to reinspect by end of 2013. 2)That the principal of San Lorenzo Ruiz ask the students to use the crossing guard in front of the sthool. 3) T & W to review signage. We had a ca II from a parent of a San Lorenzo Ruiz student indicating that there are a number of San Lorenzo students crossing at the school crossing at the intersection of Barondale Crescent and Cosmic Crescent in front of Barondale PS which is adjacent to San Lorenzo Ruiz Catholic School. The school crossing is manned by a crossing guard for the school entry and dismissal times of Barondale PS, 8:15- 8:45am. and 3:15- 3:40pm. As San Lorenzo Ruiz school entry is 8:15am and their dismissal is 2:45pm, the crossing guard at Barondale and Cosmic Cr. is not on duty at San Lorenzo school entry and dismissal times.
There is a crossing guard at the intersection of Barondale and Cortina Crescent to cross the San Lorenzo students at their school entry and dismissal times. However Sandra Taylor .' says that crossing with that guard would mean that her son would have to partly pass the school and backtrack to access the school.
Would you kindly schedule a site inspection for the students of San Lorenzo Ruiz Catholic school at the intersection of Barondale Drive and Cosmic Crescent for the hours of 7:45- 8:15am and 2:45-3:15 pm in order to determine if the warrants are met to extend the hours of the crossing guard currently located at that location to include the school entry and dismissal times for San Lorenzo Ruiz Catholic School.

Crossing guard in place@ NIW corner to cross pedestrians on West & North legs of intersection. 323 of 589 students at Briarwood PS are bussed. 6 of 235 students at St. Charles Garnier CS are bussed. Turning traffic was light & roads were dry @ PM inspection.
Recommendations 1) Warrants not met for a second crossing guard 2) Request that the principal of St. Charles Garnier CS remind students crossing Rathburn Rd. to cross with the crossing guard on the west & north legs of the intersection.

I am aware that there is one crossing guard on north/west corner but I believe at least one more is needed to ensure kids safety.
Reason for the request: On the second day of the school year, Sept 4th, a girl was almost struck by a car turning left. Two days ago, I was hit by a car turning right on this intersection. The driver was too busy talking to her kids, to pay attention to pedestrians I've been walking this route for the past two weeks and I observed too many drivers in a hurry. Police presence on this intersection would be a good option.

I was advised by Helena Francisco to email you regarding a request for a crossing guard to be placed at Sheridan Park Public school. We have a crossing guard already, however, we need a second one at the corner of Thorne lodge and Perran Drive. 8:40am until9 am, 3:15pm until 3:40pm.
There is heavy traffic flow in the am and pm and I am very concerned that a child will get seriously injured or killed. We have issues with cars passing a school bus with the lights flashing (this has already been reported to the police). I am hoping that you will follow up on this request and place a crossing guard on this corner.

Reason for Request: This location requires a Crossing Guard. Drivers do not pay attention or allow pedestrians, especially those of school age to cross safely. The worst times are 8:30a.m. to 9:00a.m. and 3:15p.m. to 3:45p.m. It is an accident waiting to happen.

Members, Traffic Safety Council: The children of a number of families attending Glenhaven Senior Public School have been notified there children are not eligible for busing. The issue which concerns these families has been looked into in 2009 and 2011 and which involves the safety of the children: If they are to walk to school using the route suggested, they must walk on a pathway through a park, and cross a creek in 3 locations; the pathway is often not cleared of snow and is treacherous when wet and/or snow covered. If they are to walk to school avoiding the use of the pathway, they become eligible for a bus. The distance is greater than 3.2 km. understand that the shortest distance is used to determine eligibility, but there are significant safety concerns that need to be considered if the children are to walk either of these routes. Request For: Review pedestrian safety for students from or near 3199 Fairfox Crescent attending St. Alfred Catholic School and Brian W. Fleming Public School. Brian W. Fleming Public Schools bussing is to be removed effective at school start September 2011.

Location: Fairfox Crescent to Brian W. Fleming Public School, 3255 Ravenwood Drive and St. Alfred Public School, 3341 Ravenwood Drive.
SITE CONDITIONS
Comments/Conflicts
STOPR has advised parents of Brian W. Fleming Public School students residing at or near 3199 Fairfox Crescent that bussing is to be removed effective September 2011. 9 students are affected.
1) STOPR has provided the following information as to the route that was used to calculate the distance from home to the school from 3199 Fairfox Crescent (see attached map with travel directions):
- 3199 Fairfox Crescent to Nawbrook Road, .23 km. - Right on Nawbrook Road, .12 km. - Right on Walkway through Willowcreek Park, .13 km. - Right on Sunnyhill Drive, .26 km - Left on Fieldgate Drive, .21 km -Right on Walkpath form Fieldgate Drive to Brian W. Fleming Pathway, .05 km.
Comments: Sidewalks are in place and in good repair on Fairfax Crescent and Nawbrook Road. The Walkway through Willowcreek Park is in good repair with no obstructions and good sightlines. There are sidewalks in place and in good repair on Sunnyhill Drive and Fieldgate Drive. The W alkpath from Fieldgate Drive to Brian W. Fleming has good sightlines.
No issues with the route provided by STOPR were noted.

Recommendation:
That the Transportation and Works Department and the Community Services Department be requested to review the following for students attending Brian W. Fleming Public School, 3255 Ravenwood Drive and St. Alfred Catholic School, 3341 Ravenwood Drive:
a. Ensure that the park path through Willowcreek Park (Greenbelt) and the walkpath on Fieldgate Drive receive winter maintenance.
b. Repair the light on the walkpath between Knob Hill and Nawbrook Road that is continuously lit.
c. Close the maze gates at either end of the walkpath between Knob Hill and Nawbrook Road, and ensure that the walkpath receives winter maintenance.

Further to my letter of resignation of November 1, 2012 and subsequent agreement to stay on as a member of the Traffic Safety Council until a replacement was found, I was hopeful that Council would have been able to appoint new members to the Traffic Safety Council before the beginning of the 2013/2014 school year (September).
I am finding it increasingly difficult to keep my commitment to the Traffic Safety Council and as considerable time has passed since my notification of my resignation, I find it necessary to advise you that I will not be continuing with the Traffic Safety Council.
It was my desire to have this matter resolved much before this so that I might assist in the transition to a new chairman. It does not appear that this is going to occur.
I wish the Traffic Safety Council and City Council continued success.
