Requested Action
Provide feedback on the initial draft of ACHDs Integrated Five Year Work Plan FY
2014-18. They have requested comments by September 13th
. The ACHD Commissionplans to adopt the IFYWP on September 25th.
SummaryWe are at the tail end of the development of this years Integrated Five Year Work Plan(IFYWP). On April 5, 2013, Boise City sent ACHD the annual transportation requests list.ACHD collected all the lists from other municipalities and the school districts, determinedeach projects prioritization score, added projects, and made some minor adjustments to theprevious years FYWP to create a new plan for FY 2014-2018.
Attached is ACHDs 6-page summary of the IFYWP. The entire IFYWP can be found
at:http://www.achdidaho.org/Default.aspx (see bullet under Quick Links).
New Approach
Over the next 3-5 months, the PDS team will examine the Citys transportation goals inconjunction with targeted areas of change (land use), as well as sidewalk needs, anddiscuss with Council future strategies for identifying and ranking our transportationpriorities. This will be followed by joint meetings with ACHD to highlight areas ofredevelopment and other transportation goals with the CIP and IFYWP and to provide amore cogent and comprehensive justification for our transportation priorities.
Projects
Economic DevelopmentThis is the first year the District has created funding for Economic DevelopmentProjects. Boise submitted nine projects. The District included two of them in thedraft Plan: Royal Blvd. Extension (between 9thand Capitol) and Emerald St. andAmericana Blvd, from Orchard to Ann Morrison Park complete street with bikelanes, 3 travel lanes, and sidewalks.
Capital and Community ProgramsBoise summited 28 Capital Projects (streets, intersections, and seven of theEconomic Development projects). Twenty projects are proceeding; seven are not(see attached list).

In the Community Programs category, Boise requested 43 projects. Thirty-one projects areproceeding; 19 are not (some are new and have not yet been scoped) (see attached list). ACHD isproposing to increase the annual funding for Community Programs from $4 million to $5-6 million.
In 2014, ACHD will begin designing seven capital projects and three community program projectsin Boise.
ITS and Sidewalk Repair AreasOne of the changes with the new IntegratedFive Year Work Plan is the inclusion of specificmaintenance projects, such as lists of roads to be overlaid and specific Intelligent TransportationSystems (ITS) projects. There are four ITS projects in Boise:

There are seven areas identified for sidewalk repair and filling of short gaps. Prioritization OutliersThere are five projects proposed to be added to the IFYWP that are outliers, meaning they score verylow on the prioritization criteria (rank 85, 94, 116, 122 out of 130 projects). It is unclear why theseprojects are being added to the Plan. There are 42 other projects that rank above the highest rated ofthe outliers that are not proceeding, including the intersections at Broadway/Ave. B/Idaho St./WarmSprings Ave. and State St/Glenwood. While the prioritization score is not the end-all, someexplanation is warranted and could be requested.

Consistency with Previous Five-Year Work Plan
Staff sought to preserve the programmed construction year of projects from adopted plans, and advance
construction where appropriate and feasible. Only two major projects experience a delay in programmed
construction year between the 2013-2017 FYWP and the initial draft 2014-2018 IFYWP:
The Franklin/Black Cat intersection, a federal aid project, was moved from 2015 to 2016, so that it canbe built concurrently with Franklin, Black Cat/Ten Mile (another federal aid project).
Cloverdale, Fairview/Ustick was moved from 2016 to 2017, so that the 36th/Hill/Catalpa roundaboutcould be advanced into 2016 to avoid a conflict with the State/Collister intersection, a federal aid
project, in 2017. This road segment can still be built in 2016 if sufficient funds are available.
The table below gives a more complete account of changes in construction of major projects (over $1M for
capital projects and over $250K for community programs) from the 2013-2017 FYWP.

Emerald St and Americana Blvd between Orchard St and Ann Morrison Park to add continuous bike lanes, filling
the gap that currently exists. This will require reduction of travel lanes. Project should also include completing
sidewalk gaps along the north side of Emerald St.

Plaza Dr Extension (Eagle): This project proposes to extend Plaza Dr from 2nd
St to Iron Eagle Drive,
with a spur extending south across SH44 to improve access, connectivity, and circulation in downtown
Eagle. Due to access control issues, ACHD staff recommends excluding the proposed spur to or across
SH44.
Planning level cost estimate: $ 1,794,000
Royal Blvd Extension (Boise): This project proposes to extend Royal Blvd across 9th
St to Capitol Blvd,
and install full traffic signals at both intersections in order to improve vehicular access to the
Lusk/Royal area, and pedestrian connectivity across the 9th
/Capitol couplet.
