    IntroductionThisbooklethasbeenpreparedtohelpyouunderstandthe2012FloridaEndofCourse(EOC)Assessmentscoresandreports.ItincludesexplanationsoftheFloridaEOCAssessments,EOCassessmentscoresandreports,andtheNextGenerationSunshineStateStandards(NGSSS)contentassessedontheAlgebra1,Biology1,andGeometryEOCAssessments,aswellasaglossaryofthetermsusedinthisdocument.Note:Termsdefinedintheglossaryarecrossreferencedandappearinboldtextthefirsttimetheyarereferencedinaparagraph.PurposeoftheFloridaEOCAssessmentsInaccordancewithSection1008.22,FloridaStatutes,theFloridaDepartmentofEducation(FDOE)hasimplementedEOCassessmentsforcertaincoursesadministeredatthemiddleandhighschoollevels.TheFloridaEOCAssessmentsaredesignedtomeasurestudentachievementoftheNGSSSforspecificcourses,asoutlinedintheircoursedescriptions(contentknowledgeandskills,asspecifiedintheNGSSSbenchmarks,taughtinacourse).TheseassessmentsarepartofFlorida'sNextGenerationStrategicPlanforincreasingstudentachievementandimprovingcollegeandcareerreadiness.ThefirstassessmenttobeginthetransitiontoEOCtestinginFloridawasthe2011Algebra1EOCAssessment.GeometryandBiology1EOCAssessmentswereadministeredforthefirsttimein

    http://www.fldoe.org/asp/k12memo/pdf/tngcbtf.pdf.Coursedescriptionsarepostedathttp://www.floridastandards.org/Courses/CourseDescriptionSearch.aspx.StudentswilltaketheEOCassessmentstowardthecompletionofrelevantcourses.Typically,eachEOCassessmentwillbeadministeredinthelastthreeweeksofacourse.Duringthefirstyearofimplementation,eachEOCassessmentwillonlybeadministeredduringthespringsemester.Afterthefirstschoolyearofimplementation,eachEOCassessmentwillbeadministeredattheconclusionofboththefallandspringsemesterstoaccommodatecoursesthatconcludeattheendofeachsemester. Inadditiontothefallandspringadministrations,asummeradministrationwilltakeplaceforeachEOCassessmentafterAchievementLevelshavebeenestablished.ReportingFloridaEOCAssessmentScoresFloridaEOCAssessmentswillbereportedusingscalescoresandAchievementLevels.However,theDepartmentcannotestablishtheAchievementLevelsuntilabaselinetestadministrationhasoccurred.ThismeansthateachtimeanewEOCassessmentisadministeredforthefirsttime(suchasthe2012Biology1EOCAssessment),thereportingofstudentassessmentresultswillbelimitedtoscalescores,statewidemeans,andothernormativedata.Studentswillreceiveascoreonascaleof2080,knownasaTscorescale.Onthisscale,ascoreofapproximately50isthestatewideaverageandthestandarddeviationis10.IndividualStudentReports(ISRs)willindicatewhetherthestudentsscorefallswithinthehighest,middle,orlowestlevelcomparedtootherstudentsinFlorida.OnceAchievementLevelsareestablishedforanEOCassessment,thepassingscoreforallassessmentsrequiredforcoursecreditistheminimumscalescoreinAchievementLevel3.Level4orhigherindicatesthatastudentishighachievingandhasthepotentialtomeetcollegereadinessstandardsbythetimeheorshegraduatesfromhighschool.

    FloridaEOCAssessmentsAlgebra1EOCAssessmentThefirstcoursetotransitiontoEOCtestingwasAlgebra1.TheAlgebra1EOCAssessmentwasadministeredstatewideforthefirsttimeinspring2011,afterfieldtestingin2010.AchievementLevelswereestablishedfortheAlgebra1EOCAssessmentbytheStateBoardofEducationonDecember19,2011,andarebeingreportedforthefirsttimein2012.ThespringtestadministrationwindowwasfromApril30toMay18,2012.Districtscoulduseuptotwoconsecutiveweekswithinthiswindowtoaccommodateforcomputerbasedtestingneeds;however,Algebra1testingcouldnotbegininadistrictuntilGeometryandBiology1testinghadbeencompleted.Biology1andGeometryEOCAssessmentsTheBiology1andGeometryEOCAssessmentswereadministeredforthefirsttimethisyear,afterfieldtestingin2011.ThespringtestadministrationwindowforbothBiology1andGeometrywasfromApril23toMay11,2012.Districtscouldusetotwoconsecutiveweekswithinthisestablishedwindow,persubject,toaccommodateforcomputerbasedtestingneeds;however,districtswererequiredtocompleteGeometrytestingbeforetheycouldbeginBiology1testing.TestSessionsTheAlgebra1,Biology1,andGeometryEOCAssessmentsareadministeredinone160minutesessionwitha10minutebreakafterthefirst80minutes(individualbreaksareallowedasneeded).Althoughtheassessmentsarescheduledfora160minutesession,anystudentnotfinishedbytheendofthe160minutesmaycontinueworking;however,testingmustbecompletedwithinthesameschoolday.TestingFormatAllFloridaEOCAssessmentsareadministeredviaacomputerbasedtestingplatform.Paperbasedversions(regularprint,braille)areprovidedforstudentswithdisabilitieswhorequireallowableaccommodations,asspecifiedintheirIndividualEducationalPlans(IEPs)orSection504plans.Largeprint,zoom,colorcontrast,andscreenreaderarecomputerbasedaccommodationsavailableforstudentswhoseIEPsorSection504plansindicatetheseaccommodations.FortheAlgebra1andBiology1EOCAssessments,studentsmayrequesttheuseofahandheldfourfunctioncalculatorif,afterparticipatinginapracticetest,theyprefernottousetheonlinecalculatorfortesting. FortheGeometryEOCAssessment,districtsmaydecidewhethertopermitstudentswhorequestthemtouseapprovedhandheldscientificcalculators;theFDOEdoesnotprovidescientificcalculatorstodistricts.ForAlgebra1,Biology1,andGeometry,studentsareprovidedfourpageworkfolderstouseasscratchpaper.QuestionFormats

    MultiplechoicequestionsappearonallFloridaEOCAssessments.Studentschoosethebestanswerfromfouranswerchoices.

    FillinresponsequestionsappearonAlgebra1andGeometryEOCAssessments.Studentssolveaproblemforwhichtheanswerisnumerical.Studentstypeorfillinthedigits09orthesymbolsforadecimalpoint,fractionbar,ornegativesignintheanswerboxesprovided.

    EachformoftheAlgebra1andGeometryEOCAssessmentsincludes3540multiplechoiceand2025fillinresponsequestions.EachformoftheBiology1EOCAssessmentincludes6066multiplechoicequestions.Approximatelysixto10ofthesequestions,whicharealsoreferredtoastestitems,areexperimental(fieldtest)questionsandareNOTusedtocalculatestudentscores.Examplesofeachtypeofquestionformatareprovidedonpages2026.

    2012Algebra1,Biology1,andGeometryEOCAssessmentFormsTherewerefourtestformsoftheAlgebra1,Biology1,andGeometryEOCAssessmentsinspring2012.TheseformsarecodedasFormsA,B,C,andD.ForeachEOCassessment,eachformcontainedquestionscommontoallfourforms,aswellasquestionsuniquetoeachformandfieldtestquestions.AllfourformsoftheAlgebra1andGeometryEOCAssessmentscontained6065questions,andallfourformsofthe2012Biology1EOCAssessmentcontained6066questions.Table1providesthepercentageofquestionsineachreportingcategory.

    FloridaEOCAssessmentScoresFloridaEOCAssessmentswillbereportedusingscalescoresandAchievementLevels.However,theDepartmentcannotestablishtheAchievementLevelsuntilabaselinetestadministrationhasoccurred.ThismeansthateachtimeanewEOCassessmentisadministeredforthefirsttime(suchasthe2012Biology1EOCAssessment),thereportingofstudentassessmentresultswillbelimitedtoscalescores,statewidemeans,andothernormativedata.AchievementLevelsAchievementLevelsdescribethesuccessastudenthasachievedwiththecontentassessed. AchievementLevelsrangefrom1to5,withLevel1beingthelowestandLevel5beingthehighest.Level3indicatessatisfactoryperformance. IfastudentisrequiredtopassanEOCassessmenttoearncoursecredit,thepassingscoreistheminimumscalescoreinAchievementLevel3.Level4orhigherindicatesthestudentishighachievingandhasthepotentialtomeetcollegereadinessstandardsbythetimethestudentgraduatesfromhighschool.AchievementLevelsforeachEOCassessmentwillbeestablishedbytheStateBoardofEducationaccordingtothescheduleprovidedinTable2.

    Algebra1EOCAssessmentScoresBeginningin2012,studentswillreceiveascalescoreonthenewAlgebra1EOCAssessmentscorescaleof325475.ThesuccessastudenthasachievedwiththeNGSSSassessedbytheAlgebra1EOCAssessmentisindicatedbyAchievementLevelsthatrangefrom1(lowest)to5(highest).Level3indicatessatisfactoryperformance.Studentswhoenteredgrade9inthe201112schoolyearwillberequiredtoearnascoreinAchievementLevel3orhigherinordertoearnhighschoolcredit.ThisrequirementalsoappliestomiddleschoolstudentsseekinghighschoolcoursecreditforAlgebra1oranequivalent.Level4indicatesthestudentishighachievingandhasthepotentialtomeetcollegereadinessstandardsbythetimethestudentgraduatesfromhighschool.Table3providesthescalescorerangeforeachAchievementLevel.

    Biology1andGeometryEOCAssessmentScoresForthe2012Biology1andGeometryEOCAssessments,studentsreceiveascoreonascaleof2080.Thisscale,whichwillonlybeusedforthefirststatewidetestadministrationofeachEOCassessment,isaspecialscaleknownasaTscorescale,andthescorethatstudentsreceiveiscalledaTscore.OntheTscorescale,ascoreofapproximately50isthestatewideaverageandallinterpretationsarenormreferencedinterpretations.Forexample,onthisscale,scoresaround60couldbeconsideredaboveaverage,andscoresaround40couldbeconsideredbelowaverage.Similarly,scoresaround70couldbeconsideredsuperior,andscoresaround30couldbeconsideredinferior.IndividualStudentReports(ISRs)indicatewhetherthestudentsscorefallswithinthehigh,middle,orlowlevelsascomparedtootherstudentsinFlorida.PassingScoreRequirementsforFloridaEOCAssessmentsOnceAchievementLevelsareestablishedforanEOCassessment,thepassingscoreforallassessmentsrequiredforcoursecreditistheminimumscalescoreinAchievementLevel3(AL3).StudentsmustpasstheEOCassessmentslistedinTable4toearncoursecredit.Whilestudentsdonotearncoursecreditsinmiddleschool,thisrequirementappliestomiddleschoolstudentsseekinghighschoolcoursecreditforAlgebra1,Biology1,andGeometry.Inaddition,passingtheCivicsEOCAssessmentwillberequiredforpromotiontohighschool(grade9)fromthemiddlegrades.Table4providestheschoolyearwhentheserequirementsbeginforstudentsenteringgrade9andformiddleschoolstudentsenrolledinthesecourses.

    CourseGradesForstudentswhoenteredgrade9inthe201011schoolyearandareenrolledinAlgebra1oranequivalentcourse,eachstudentsAlgebra1EOCAssessmentscoremustbeusedtocalculateatleast30percentofhis/herfinalcoursegrade.DistrictsreceivedaconversiontablethatmaybeusedtoconvertthenewscalescoresintoTscores,whicharethescoresthatwerereportedinspring2011.TheTscoresshouldthenbefactoredintothestudentscoursegradeinthesamemannerasinspring2011.Forstudentswhoenteredgrade9inthe201112schoolyearandareenrolledinGeometryoranequivalentcourse,eachstudentsGeometryEOCAssessmentscoremustbeusedtocalculate30percentofhis/herfinalgradeinthecourse.Forstudentswhoenteredgrade9inthe201112schoolyearandareenrolledinBiology1,anequivalentcourse,orAPBiology1tomeettheBiology1creditrequirementforhighschoolgraduation,eachstudentsBiology1EOCAssessmentscoremustbeusedtocalculate30percentofhis/herfinalgradeinthecourse.Themethodforapplyingthisrequirementisdeterminedandappliedbyeachschooldistrict.ExamplesofpossiblestrategiesforassigningmeaningtoTscoresinordertocalculatestudentscoursegradesareprovidedinthememorandumpostedathttp://fcat.fldoe.org/eoc/pdf/app11aeocasr.pdf.

    EquatingSincetherearefourtestformsforeach2012EOCassessment,studentresultsfromallfourtestformsforanEOCassessmentmustbecomparedand,ifnecessary,adjustedtoensurethatthedifficultylevelofthetestisthesameforeachform.Thisprocess,calledequating,takesplaceaftertestingwhenenoughstudentscoresareinthesystemtoensurethatarepresentativesampleofstudentresultsisavailableforuseinthecomparison.FortheAlgebra1EOCAssessment,therearetwomainstepsintheequatingprocess. First,thefourdifferenttestformsareconcurrentlycalibrated,whichplacesthestatemeanatascoreof400foralltestformscombined,andensuresthatthestudentsscoresacrossthefourtestformsarecomparable.Thismeansthatevenifthestatemeanforeachtestformdiffersslightlyacrossforms,thisstepensuresthattheinterpretationormeaningofstudentAlgebra1EOCAssessmentscoresonthedifferentformsisthesame.Second,thetestformsconcurrentlycalibratedintheprevioussteparealsoplacedonthebaselinescalesothattheperformanceofthecurrentyearsstudentsontheAlgebra1EOCAssessmentcanbecomparedtotheperformanceoftheinitialyearsstudentsonthesameassessment.Thistwostepprocessensuresthattestscoresarecomparablewithinandacrossyears.Throughtheequatingprocess,whichplacesthestatewideaverage,orstatemean,atascoreofapproximately50foralltestformscombined,studentscoresacrossthefourtestformsforeachEOCassessmentarecomparable.ThismeansthatevenifthestatemeanforeachtestformorcontentareadiffersslightlyacrossthefourtestformsforeachEOCassessment,theequatingprocessensuresthattheinterpretationormeaningofstudentTscoresonthedifferenttestformsisthesame.ContentAreaScoresContentareascoresaretheactualnumberofquestionsansweredcorrectlywithineachreportingcategory.Thesescoresarealsoknownasrawscores.Reportingcategoriesrepresentgroupsofsimilarstudentskills,orbenchmarks,thatareassessedwithineachsubjectarea.Thestatemeanforeachreportingcategoryisalsoprovidedonreportsgiventostudents,schools,anddistrictstoallowforcomparisonstoaverageperformancestatewide.Althoughthepercentageofquestionsineachreportingcategorydifferswithinatestform,eachreportingcategorycomprisesthesamepercentageofstudentsfinalscoresacrosstestforms.Therearethreereportingcategoriesforeachofthe2012EOCassessments.
