Governance

The Sport SA Board consists of seven directorselected by members and two directors appointedby the Board. The President and Vice Presidentare elected by the Board following the AGM eachyear. The Board is responsible for setting thestrategic direction of Sport SA and overseeing theperformance of the organisation. The Board meteight times in 2012/2013 and the directors arealso involved in Governance and ProjectCommittees of the Board.

Board of Directors

John Dicker APM, President

With extensive experience insport including hisinvolvement as a player,coach and administrator,John brings excellentknowledge and backgroundto this role. His major involvement has been inFootball with also the Police and Fire Games atState, National and International levels andcurrently volunteering with Riding for the Disabled.A Director since 1998, President from 2003 andawarded Life membership of Sport SA in 2010.

Jill George, Vice President

A lifelong commitment tosport bringing a wealth ofknowledge and expertise fromroles as a teacher,administrator, player, coach,manager and umpire equipsJill well for this leadership role. Her involvementwith Sport SA commenced in 1995 as a Boardmember, in 2002 Jill became Vice President, aLife Member in 2008 and has continued to thepresent time. She has represented sport and SportSA in many forums readily assisting withgovernance, projects and events.

Lesley Bartlett

The Aquatic industry,Swimming and Royal LifeSaving have been a significantpart of Lesley’s life and shehas been a board member,volunteer, instructor andeducation officer, training across our state.Further interests include all sports as a spectatorthese days. As a director of Sport SA since 2001and re-elected each term, Lesley has providedvaluable insight into the aquatic sports,volunteering and member protection matters.

Brett Hill

Brett has been an AppointedDirector of Sport SA since2001, providing specialistknowledge in the area of localgovernment from his previousrole as Manager, Recreationand Community Development at the City of PortAdelaide Enfield. Brett also brings hisunderstanding of the sport and recreation industrywith his experience in local and state governmentsettings, clubs and the private sector, relating tothe management and planning of sport andrecreation programs to the Board.

Mark Hubbard

Mark currently serves in therole as CEO of Basketball SAwhere he took on the task ofbuilding the new organisationunder a new state wide peakbody back in October 2006.Previous roles in sport include General Managerat Golf Clubs for a total of 7 years. In that timeMark served on the Golf Management Australiastate and national boards. He was first appointedto the Sport SA Board in 2008 and has been re-appointed. Mark is passionate about sportparticipating in golf, basketball, tennis and cricket.

Terry Reilly

Management experience insport includes CEO of theInternational ArcheryFederation, manager ofseveral sports for the AsianGames and manager of sportsfor the World Masters Games and also as Managerof Archery at the Sydney Olympics. Terry’s currentpositions as a principal of Sports PlanningManagement P/L, and current Board MemberBoating Industry Association SA brings othersports to the Sport SA Board. As an Olympian andInternational representative in Archery anotherperspective of sport can be presented.

Terry was appointed to a casual vacancy in April2009 and elected in 2009.

Joe Stevens

Having been elected to theSport SA Board in 2011 for aperiod of two years, Joe bringswith him an extensivebackground in sport at alllevels. His love of and passionfor the sport of athletics, began primarily in hisearly years as an athlete through to officiatingand taking on a number of key administrativefunctions at both a State and National Level.Among his many roles he is Race Director of thehighly successful Sunday Mail City Bay Fun. Joehas the highest respect and admiration for themany volunteers who support sport in a varietyof ways and ensures they receive recognition fortheir efforts.

David Hutton

Appointed to the Sport SABoard in a casual vacancy inearly 2013 for a period of twoyears, David is passionateabout sport and physicalactivity, and the positivebenefits it provides our community at all levels.His experience has been mainly in Australianfootball as a player, then as a Senior Administratorat State and National level over the past seventeenyears. Through his most recent role as SANFLState Manager Community Engagement, as wellas his personal experience in volunteering andsupporting a range of sports at local communitylevel, David understands the significant rolesundertaken by volunteers in the sports industry.This role provides an opportunity of working withthe Board to support the growth and developmentof all sports in SA.

Ray Scheuboeck

Ray has been involved as anadministrator of recreationand sport since 1999, when hejoined Adelaide City Councilfull time after completing aDegree in Recreation Planningand Management. His work portfolio spans bothsports facilities and events, managing areas inpartnership with clubs, state sporting associationsand educational institutions; while also includingplanning of sports infrastructure from communitycourts to metropolitan sports hubs.

Ray joined the Sport SA Board in 2012 and recentlybecame Chair of the Masters Commission forCycling SA as an extension of his passion forcycling and commitment to providing opportunitiesfor everyone to enjoy physical activity.

President’s Report As is invariably the case, there havebeen many changes over the past year, and no doubt, with2 elections looming, 2013/14 is likely to see many more.

A significant change has occurred at thenational level. The concept of a peak body torepresent the interests of sport at a nationallevel has been discussed at various times overseveral years. In July this year it has come tofruition with the establishment of CommunitySport Australia Ltd (CSA). Sport SA,represented by our CEO, Jan Sutherland, hasjoined with its equivalent bodies in the otherStates to finally have a co-ordinated andunified approach to national sporting issues.The new Board of CSA has already been busyand has presented its policy platform to thevarious parties in the coming Federal election.

During the past year Sport SA has extensivelyreviewed its strategic plan and our memberswould have received the new Sport SAStrategic Plan 2013-2015. Many areas werereviewed and changes made. Of the moreimportant changes, there has been a greateremphasis placed on advocacy in general, butin particular to ‘advocate for and promoterecognition of the value of sport as a significantcontributor to the achievement of the social,health and public policy agenda of the broadercommunity.’ There is a clear link betweensport and recreation and health - a link whichis not always recognised by Governments,particularly in the allocation of funding.

On that note I am disappointed that the StateGovernment has reduced the grants funding.Whilst there has been much money spent onmajor projects (like Adelaide Oval), thepressures continue to mount on the manysporting associations that provide theopportunity for the community to participatein sport at all levels, and it is at the grassroots level where everyone starts theirsporting involvement. Just under 1 millionSouth Australians participate in sport andrecreation and over 880,000 participate atleast once a week. Over 1/2 million are involvedin organised participation. Further statisticsfrom a study carried out by the Office ofRecreation and Sport revealed that over 78%of the State’s population that are 16 years orolder, participate in physical activities forexercise, recreation and sport. And, as we allknow, there are thousands of volunteers, beingpaid nothing, who provide the structures andsupport for such activities. Governments arequick to acknowledge all of this but it stillseems to some of us that sport and recreationare not getting the recognition they deserve,particularly in funding terms.

Earlier this year, Sport SA, like many otherassociations and organisations, participatedin the 360’ Review conducted by the Office forRecreation and Sport and I commend themfor this initiative. I also thank all of Sport SA’sstakeholders and members who assisted inthe project. Sport SA, on the whole, receiveda favourable report which indicated we aredoing many things well. However, we havenoted some areas where we can do betterand I can assure our members andstakeholders that we will be giving our fullattention to all aspects of the report.

The KPMG Celebration of South AustralianSport dinner is now in its 4th year, with thedinner to be held again on Friday 22ndNovember. Sport SA invested ‘start up’ fundsin that first year and I am pleased to reportthat with the wonderful support of ourmembers, KPMG, the Government and theOffice for Recreation and Sport, we haverecovered that early investment. Our ‘Hall ofFamers’ were on display at the AdelaideAirport for over 12 months and it drew plentyof interest from passers-by. I thank theAdelaide Airport Authority for allowing us thatdisplay. We continue to investigate apermanent home for our KPMG SouthAustralian Sport Hall of Fame and, hopefully,a Sports Museum. There was a verbalundertaking by Government that we couldhave our Hall of Fame Legends on the bridgeleading to Adelaide Oval but, disappointingly,this seems to now be in some doubt. I wishto thank all those involved with these awards- our Board of Governors led by Rob GerardAO, the Hall of Fame selection panel led byDr John Daly, The Advertiser Channel SevenSports Star Awards Judging Panel and theSport SA Awards committee led by Terry Reilly.And a special thanks to our partners, ChannelSeven and The Advertiser.

During the year, Jan and I continue to meetregularly with Government, the Oppositionand the Executive Officer (Mr Paul Anderson)of the Office for Recreation and Sport. Therehave been some changes here with MinisterKenyon taking on other duties and I thank himfor his support. I welcome our new MinisterLeon Bignell and we are all delighted to seethe appointment of Marg Ralston AM as hisadvisor. Marg has an incredible knowledge ofthe sporting industry and the Minister is ingood hands. There have been further changesregarding the Shadow Minister - Dan van HolstPellekaan until November last year, Mitch

Williams for a short time and now Iain Evans.Thank you to Dan and Mitch and we lookforward to catching up with Iain in the comingyear. Also I must mention that Jan and I havealso met with Robert Brokenshire MLC whoalways shows an interest in our affairs.

Whilst I have perhaps made small criticismsof Government in this report, that in no wayreflects on the Ministers or the Office ofRecreation and Sport. We understand thatthey do not ‘hold the purse strings’. And onceagain, we are grateful for their support andtheir willingness to include us in discussionsand deliberations.

We have a number of other stakeholders andsponsors whom I thank and whom Jan willacknowledge.

During the year two of our Board membersretired - Jean Smith, a member since 2003,and Michael Carter, a member since 2004.I thank them both for their valuablecontributions to our Board. I welcome RayScheuboeck and David Hutton who joined theBoard in 2012 and have already proved to beworthwhile replacements. And thank you toall of the other Board members.

Finally I must thank the staff at Sport SA.I am continually impressed by their dedicationand efforts to achieve Sport SA’s objectives.I haven’t singled out Jan for a few years butit is fair to say that she has continued to do awonderful job. Her knowledge of the sportingindustry is second to none and she has takenSport SA forward in terms of both profile andreputation for excellence.

While the objectives of Sport SA as establishedin 1991 remain the same, we have continuedto evolve, responding to the changing politicaland economic climate.

Our connection to our members andstakeholders is strong and the excitinginitiatives of the KPMG Celebration of SouthAustralian Sport, the KPMG South AustralianSport Hall of Fame and Sport SA Awards havebeen great vehicles for the promotion of sport.In addition we enjoy visiting our sports andperhaps even trying the activity. This ensuresthat we have a good understanding of thegrassroots and work collaboratively to supportthe industry. We are well equipped torepresent in the many forums at local, stateand federal level.

To complement this we have effectiverelationships across government, meetingand discussing matters with all parties. Iwould like to thank the politicians who supportSport SA and in particular highlight formerMinister Kenyon and also our currentMinister, the Hon Leon Bignell MP who hasstepped into the role and shown insight intothe needs of our industry.

These political connections enable us toprovide the essential industry intelligenceand inform decisions.

As we approach both the federal and stateelections this will be of value in preparingour platform in the publication, “Sportsay”.

People are the most important asset in ourindustry and predominantly with an unpaidworkforce delivering our sport we must lookafter their needs for sustainability of theindustry. The challenges of understandingthese and supporting the officials, coaches,administrators and helpers is at the forefrontof our work. Recognition and alleviating thesedemands is a focus and enhancing Industrycapability is a key direction. The State SportDispute Centre continues to ease the burdenof dispute resolution for our members andour General Manager’s meetings, workshopsand publications providing further support.We are confident that our member’s servicescontinue to assist and support continuousimprovement.

My roles at Service Skills Australia andService Skills SA represent our industry tosupport skills and workforce development.In SA “Skills for All” has presented a differentapproach and this continues to be an evolvingenvironment. There is greater support andopportunities but understanding the needs

of employees in the Not for Profit sector andthe sport, fitness and recreation industry withthe identified trends and consumer marketpresents unique concerns. The workload ofour people continues to grow and “Red Tape”is a significant barrier. Our workshopsupported by Club One identified many issuesand later this year we will return to this topic.

Financial Performance

In 2012/2013 we have recorded a deficit andthis reflects the constraints in this economicclimate. The Sport Awards Project hasreturned on the investment with a positiveposition. Training continues to underachievethe budget and it is evident that this willcontinue to fluctuate. New projects have beendeveloped and we are re-visiting all programs.

The Balance Sheet and Members’ equityremains in a good position and will provide asound basis for the future of Sport SA.

Business development and the diversificationof income streams are prominent in ourOperational Plan and the new initiative in2013, The Sport, Fitness and Health Festivalwill take us into new territory and promotesport, fitness and health to the entirecommunity.

PartnersThe support of our partners is essential andI would like to thank them for theirinvolvement. There are always value addedbenefits for our members and Sport SA andthe KPMG Financial Management Workshopsand OAMPS Insurance Brokers services areexamples.

The retention of our long term partners,Adelaide Shores and OAMPS InsuranceBrokers has been significant and we enjoyworking with you.

KPMG have continued their partnership andthis has been an excellent fit with the KPMGCelebration of South Australian Sport withalignment of our leadership roles.

The Sport Awards partners as listed havebeen essential and the community support,Premier’s support and the Office forRecreation and Sport have been integral tothe success.

Our positive relationship with the stategovernment through Minister Bignell and theOffice for Recreation and Sport led by PaulAnderson, Executive Director is highly valuedand we appreciate the open, regularcommunication.

In 2013 we are looking forward to someexciting announcements for sport andperhaps the achievement of our 5 year goals.

Human Resources

The Sport SA staff brings great passion andexpertise to our business and I am pleasedthat we have seen few staffing changes in thelast five years.

The knowledge and skills of the team is agreat fit from Peter Spry in BusinessDevelopment, Lee Patterson in Training, LeaO’Brien in Events and Administration and theyare well supported by Sharon Stephenson inFinance and Administration. Our trainees,Jess Grenci and Leticia George have beenvaluable and I would like to thank everyonefor their commitment and drive to makingSport SA a successful operation.

Our governance structure is sound and ablyled by President John Dicker APM. Both Johnand Vice President, Jill George bring a wealthof knowledge to the roles and their advice isalways appreciated. The representation andother tasks often fall to John and Jill and theycapably present on our behalf.

I would like to thank the Board for theirconfidence and leadership as we continue todevelop Sport SA. Initiatives are encouragedand the meticulous risk management ensuresthat the members’ funds are well managed.The Committees are aligned with ourStrategic areas and the KPMG SouthAustralian Sport Hall of Fame Board ofGovernors, led by Robert Gerard AO has beena great springboard for sport in SA.

I am looking forward to the achievements inthe next three years of the Strategic Plan andafter nine years in this role, I start to reflecton the changes. There is still more to do andI have a wish list for sport in SA.

Thank you to our members and stakeholdersand November 22nd at the AdelaideEntertainment Centre is the place to be tocelebrate the 2013 KPMG Celebration of SouthAustralian Sport. Themembers of Sport SA are able to access theservices of the Centre and are the clients whichengage the services of the SSDC. The SSDC hascontinued to provide services which complementboth the member services of Sport SA and theprojects conducted by the Office for Recreationand Sport. There continues to be with an increasingawareness and utilisation of the resourcesavailable through the Australian SportsCommission and other relevant bodies in the areaof dispute resolution. The Strategic documents ofboth Sport SA and the Office for Recreation andSport reflect a similar commitment to building thecapacity of the sport and recreation industry inSouth Australia. It was also decided Brett Hill andMark Hubbard would continue in their roles ofappointed Directors until after the 2013 AnnualGeneral Meeting.2013 General MeetingThe Sport SA General Meeting was held on the 4thof June 2013. General meetings provide memberswith updates of business including financial andstrategic activities while also affording anopportunity for members to present and discussany issues. An overview of Sport SA’s 2013-15Strategic Plan was presented as well as theconcept for the inaugural Sport, Health and FitnessFestival. Thank you to the members who attended.

President’s LuncheonsSport SA held a President’s Luncheon in August 2012 and May 2013, which were hosted byDirectors: John Dicker, Jill George and LesleyBartlett.The President’s Luncheons are superbly cateredfor by the Henley High School Hospitality students.An average of fifteen representatives from differentmember organisations attended each Luncheon.Current issues within their organisation’s wereshared and discussed as they were able to networkin an informal atmosphere.Thank you to Henley High School teacher’s TaniaDuff-Tytler and Shannon Lim for their assistancewith the Luncheon’s.Skills Centre Facility HireThe Sport SA Industry Skills Centre continues tobe a popular venue for our members, casual hirersand training and education organisations to holda range of functions and activities. Roger also interviewed James McRaewho had just returned from the London Olympicswith his Bronze medal in the Men’s RowingQuadruple Scull. The KPMG SouthAustralian Sport Hall of Fame was a greatstep for sport in SA and we are proud that ourachievements and stories are at the forefrontof media coverage. There is always a need tobe responsive and well informed to presenton behalf of sport and advocate effectively.Our partnerships with The Advertiser andChannel Seven complemented by the ABCstimulate discussion and debate with positiveoutcomes.

The challenges of embracing social medianow seem to be manageable and we havebeen pleased with our increased capabilitywith Facebook, Twitter and Linked In.

Sport SA continues to represent our membersin many forums and the open, regularcommunication across government ensuresthat our views are well known.

Community Sport Australia Ltd

Sport SA is a member of Community SportAustralia Ltd. (CSA) with the State SportingFederations advocating, representing andelevating key matters pertaining to ourmembers at a national level. Collectively theFederations in the states and ACT, representsome 600 state / territory sport and recreationorganisations involved in the sport andrecreation industry across Australia. Throughthis extensive network of members’constituents, CSA has links into 8.5 millionAustralians engaged in sport including2.3 million volunteers who are the lifeline ofsport and our community.

The Policy Platform has been released forthe Federal Election and we will be reviewingall parties’ policies and initiatives.

1. Recognise the contribution and value ofcommunity sport to the health and wellbeingof Australians and the Australian economy.

In 2012 we saw our outstanding athletescompeting in the Olympics, Paralympics and WorldChampionships. This prestigious Gala Dinnerbrings together every aspect of sport from theKPMG South Australian Sport Hall of Fame,honouring our sporting champions who havebecome part of our cultural and sporting heritage,to our elite athletes recognised in The AdvertiserChannel Seven Sports Star of the Year Awardsand the Sport SA Awards.

As presenting partners at our third dinner wewere delighted with the success of our initiative.The Sport SA members, which now amount toover 155 sport and recreation organisations with750,000 members, have embraced the celebrationand joined our business, government andcommunity partners to celebrate the manysuccess stories.

The Advertiser and Channel Seven have built theexcitement with press and television coveragesupporting this year’s KPMG South AustralianSport Hall of Fame inductees. The finalists in TheAdvertiser Channel Seven Sports Star Awardswere selected by the team at The Advertiser andChannel Seven, with the People’s Choice winnerchosen by the public via Adelaide Now.

The Sport SA Awards Committee also selectedthe finalists with all Award winners announced atthe Gala Dinner.

Vale Dr Brian Sando OAM

Dr. Brian Sando was inducted into the KPMG SouthAustralian Sport Hall of Fame in 2011 and aftera prolonged battle with cancer died in Septemberlast year 2012.

The 76-year-old Olympic team and AdelaideFootball Club doctor died after battling pancreaticcancer. He has been remembered as a warm,caring professional with a sense of humour anda commitment to world-standard sports medicine.

Adelaide Crows Chief executive Steven Trigg saidthe club was sad to lose a "much-loved andwonderful friend and confidant", adding thebroader Australian sporting community wouldalso mourn his death.

"Brian was a legend of Australian sport and weloved him as a club," he said. "His care for somany players over so many years at our club, andsome of our off-field staff, was just remarkable.

"Just the qualities that he had - he had a wonderfulsense of humour, he had a terrific warmth andcaring about him but was a real professional atthe same time.

"Everybody had the utmost respect and confidencein him."

Dr Sando was involved with the Crows from 1991to 2008 and was a life member of the club.

He also served as chief medical officer for theAustralian Olympic team and the Australian DavisCup team, attending eight Olympic Games andthree Commonwealth Games.

Trevor Jaques delivered one of the eulogies atDr Brian Sando's memorial service.

“In his way Brian was a Caesar: a leader, acolossus, imperious, a visionary, ambitious,honourable, larger than life, a fighter, an innovatorand a builder. While not interested in empirebuilding he was a creator and developer. He willcertainly be remembered and acknowledged asleaving this world, his profession and his passion,medicine and sports medicine, better for his being,his involvement and leadership

In 2012 at the KPMG Celebration of SouthAustralian Sport, the Board of Sport SA recognisedthe outstanding contribution of Margaret RalstonAM to sport. The Board of Governors of the KPMGSouth Australian Sport Hall of Fame and ourpartners, The Advertiser and Channel Sevenenthusiastically supported the presentation of theAward and the entire sporting community weredelighted to share in this celebration at the 2012Gala Dinner.

This Special Award was presented for “Servicesto Sport and the Media” and acknowledged themany achievements which have contributed somuch to sport in SA. The outstanding skills,wisdom and knowledge of sport and life haveafforded great respect, coupled with a passionatecommitment to sport have made Marg Ralston arole model, mentor and teacher to many acrosssport, education and the many spheres of SouthAustralian life.

Sport has benefitted greatly from the passiondemonstrated in many diverse roles such asofficial, sportswriter, advisor, advocate, boardmember, executive director, journalist, editor,patron and manager. The approach anddetermination to succeed is an excellent exampleto all of us.

Sport SA was privileged to be able to recognisethis extraordinary contribution and we allappreciate the generous support and involvementwhich Marg has willingly given to sport and SouthAustralia.

In addition, Sport SA announced The MargaretRalston AM Award which will be awarded annuallyin line with the following:

Strategic OutcomesStatus as an accredited RTO through qualitydelivery of training and assessment in VocationalEducation is maintained.Leadership of the Industry to ensure that vocationaleducation and training reflects our workforceneeds.Flexible, responsive vocational education andtraining which enables people to develop and utilisethe skills necessary to contribute to productivity.Partnership training arrangements are establishedto meet the needs of stakeholders.To ensure that the Industry Skills Centre is a centreof excellence in workforce development.To provide leadership to ensure that thecontribution of our unpaid workforce is recognisedand supported.An effective communication network for our paidand unpaid workforce is in place.Increased participation in the paid and unpaidworkforce, providing opportunities for Aboriginaland Torres Strait Islanders, Young, Mature Aged,under- employed and disengaged workers,culturally diverse and all other members of thecommunity.July 2012 saw the Government funded traininginitiative Skills for All introduced in South Australia.This was a significant change to the VocationalEducation Sector and the new initiative providesa Government funded training place dependant oneligibility criteria to South Australians seeking tostudy. All Certificate II courses are fully fundedwith Certificate III courses up to Diploma andAdvanced Diploma courses substantiallysubsidised providing more access to affordabletraining for people living in this State. Theintroduction of the Skills for All initiative hasoperationally been a challenge for most RegisteredTraining Organisations with significant changesmade to student enrolment, reporting and trainingpayment processes. Sport SA continues to embracethe new system and work with it to continue toprovide training that meets the needs of ourindustry.The new Sport, Recreation and Fitness TrainingPackage SIS12 is currently being transitioned.Sport SA is in the process of adding the Packageto our scope. The addition of the most recentqualifications to our scope has enabled Sport SAto continue to deliver the most currentqualifications to our students and trainees ensuringthey enter our industry with the best skills andknowledge to work effectively. Sport SA has beeninstrumental in transitioning from SIS10 to SIS12by conducting a transition workshop in conjunctionwith Service Skills Australia at the Industry SkillsCentre at West Beach. Approximately 20 peopleattended from various organisations that delivertraining from the Package. The implementation ofchanges and transition periods were discussedallowing for stakeholders to ask questions andnetwork with other Sport, Recreation and Fitnesstraining providers.In responding to the significant changes to theVET sector throughout 2012, Sport SA continuedto foster existing partnerships while entering intonew ones where training opportunities wereidentified.

GraduationThe Graduation of students from 2012 was heldon Wednesday March 14th 2013. Guest presenterson the night included the Hon. Leon Bignell MPand Member for MacKillop, Mitch Williams. Bothpresenters discussed the importance of currentrelevant training in the Sport and RecreationIndustry and the flow on health benefits to thecommunity. Trainees and students Graduatedachieving qualifications in Certificate II in Sportand Recreation, Certificate III in Sport andRecreation and Certificate IV in Sport andRecreation."I came into this job not knowing where I washeading in life ... from completing this traineeshipit has exposed me to the limitless opportunitiesthere are in this Industry”Andrew Mittiga, Parks Community Centre.“I have just completed my first year of mytraineeship and have absolutely loved every minuteof it ... I enjoyed it so much I am hanging aroundto complete my Certificate IV.” Emmanuel Irra, SANFL.“This course for me has been the highlight of mytraineeship. Not only have I made friends withsome amazing people, I have also learned skillsthat will hopefully last me for the rest of my life”Victor Sody, Basketball SA.These quotes from the Graduating Class of 2012that highlight the benefits of Vocational Trainingby way of improving confidence, skills andknowledge about the Industry and providing aneducational or employment pathway for students.Sport SA would like to thank our Lecturers andHost Employers for their continued support. Bothgroups of people contribute on and off-job tostudents and trainees developing competenciesand skills required to work in our Industry.The Productivity Places Program - ExistingWorkers Program continued throughout 2012. Nowcoming into it’s final stages; 13 of the 21participants have completed their Certificate IVqualification in either Sport and Recreation orCommunity Recreation. The remainder of theparticipants are on track to complete by the 2013completion date. This program has recognised theexisting skills and knowledge of programparticipants and formalised these attributes inorder for the participants to gain their qualification.In recognising the skills of these workers andformalising them the program has significantlycontributed to the development of the Sport andRecreation Industry workforce.

TraineeshipsSport 2Government Youth Traineeship Incentive ProgramThis program continues to be supported by theOffice for Recreation and Sport and providesopportunities for young people to be employed inthe Sport and Recreation industry whileundertaking studies toward a Certificate III in Sportand Recreation. The ongoing support from theOffice for Recreation and Sport by way of providinga grant to offset the cost of a trainees wage allowsorganisations to employ a young person whosubstantially contributes to their business and theSport and Recreation Industry. The program hasbeen very successful for many years now and welook forward to it continuing into the future.Metropolitan Individual Trainees- MITThis group of trainees are predominantly employedby the Group Training Company formerly knownas AFL SportsReady now known as justSportsReady. On- job assessment combined withface-to-face monthly training ensure that thesetrainees complete their traineeship with all theskills necessary to work in the industry. Sport SAand SportsReady have experienced a productivepartnership that continues to benefit both thetrainees and the Industry. We look forward toworking with them into the future.SAASTAAboriginal Pathways to Excellence ProgramThis program has evolved considerably with thenumber of trainees completing the highest sincethe program commenced. With a variety of worksites in SAASTA Schools and the SANFL, alltrainees experience a traineeship that providesvariety and purpose. An important role of thetraineeship is to assist Indigenous students inschools to remain engaged and reap the benefitsof staying at school. The trainees not based inschools assist the SANFL in the AboriginalDepartment promoting football to Indigenouscommunities and conducting the Power Cup. Thisinitiative once again focusses on engagement andattendance at school and all participants qualifyto play dependant on school attendance andattitude to school. The trainees in this programplay pivotal roles in supporting fellow Indigenousstudents at school and through sport are rolemodels themselves as they achieve vast skills andknowledge as a result of the traineeshipopportunity.

Adelaide Football Club Aboriginal Youth Leadership Program

Sport SA was chosen to deliver the VocationalEducation component of this program. Learningand assessment plans were developed to enablethe students to undertake Certificate II in Sportand Recreation. The training was designed to relatedirectly to the content of the AYLG program, schoolcurriculum and community involvement. Forstudents to complete units of competencies theyare encouraged to demonstrate the skills in thesecontexts using the knowledge and skills gained inthe program. Successful completion of this courseincorporating the VET achievements ofcompetencies and the partial or full completion ofthe qualification will provide students with valuablecredit towards the achievement of SACE. In additionthe completion of the program will be recognisedas a good foundation for further study and also thepre-vocational skills gained will provide an excellentplatform for employment and training. It will alsoassist the students to gain their SACE andencourage retention at school.

VET in SchoolsHenley High School Fitness / Elite Sports Program

Sport SA and Henley High School extended theirpartnership this year to include the Certificate IIIin Sports Trainer qualification as well as theCertificate III in Fitness and Certificate III in CareerOriented Participation. Fitness was delivered bySport SA both at Henley High School and the SportSA Industry Skills Centre with specific vocationalexperience being provided by VIVA Fitness locatedat Kidman Park. The footballers in the EliteProgram are aligned to SANFL Clubs for workplacement and again delivery of the units is sharedbetween Henley High School and Sport SA. SportsTrainer is also delivered by way of shared deliverywith the specific Sport Trainer and students gainthe vocational experience working on large schoolsporting events and with Susan Stevens from Firstin Sports First Aid.

Sport SA acknowledges the assistance of TrevorCibich in the Fitness Program, Tim Kloeden andSammy Nutt in the Elite Sports Program and ChadWinstanley in the Sports Trainer Program. Allteachers continually utilise the VET system toprovide innovative and engaging courses to assistthe students to complete SACE requirements.

Certificate II in Sport and Recreation

VET enable schools to deliver educational pathwayswhile preparing students for the workforce. In 2012we worked in partnership with 12 schools whodelivered VET to approximately 450 students withinthe school curriculum at SACE Stage 1 and 2.In addition to obtaining nationally recognised unitsof competency or qualifications, the VET in schoolsprogram assisted students to complete SACErequirements while providing a vocational studypathway or providing vocational experience onwhich to build a career in the Sport and RecreationIndustry. Sport and Recreation is a practical vehiclefor students to gain SACE requirements and it ispleasing to see more schools including it in theircurriculum.

Volunteers

Sport and Recreation continues to be the largestvolunteer workforce in our community with 34%of formal volunteering in our organisations. Thesport and recreation industry would not be able toprovide the diversity of activities without the “unpaidworkforce”. The economic contribution and alsothe valuable “sense of community” which underpinsour sport is seen in the regional and city areas.There is little fuss and everyone pitches in to makesure that local community sport happens. Theresourcefulness of these communities is excellentand there always seems to be a way of solving aproblem.

In September 2012, we again saw the verysuccessful Australian University Games in Adelaideand the committed, enthusiastic and capablevolunteer workforce, the hall mark of sportingevents in Adelaide, were out in force.

The Orroroo Masters Games in April 2013 wasanother great demonstration of community spiritand this successful event brought many people toparticipate as athletes and also volunteers.

The Australian Netball Diamonds came to Adelaideagain in October 2012 and the enthusiastic bandof helpers of all ages provided the volunteer supportto Netball Australia. The variety of tasks added tothe enjoyment and the group was capablycoordinated by Lee Patterson.

Ministerial Advisory Group on Volunteering providesrecommendations and advice to the Minister onmatters related to volunteering. There was achange in the Minister in 2013 from Hon Ian HunterMP and the Group Chair Hon Tony Piccolo MPmoved into the role of Minister for Volunteers. TheChair is now Ms. Zoe Bettison and we have beenexploring the issues facing this sector perhaps toinfluence the support and recognition of manycoaches, umpires, officials and people whoundertake these roles quietly and for ourcommunity benefit.

Valuing our Sport and Recreation Volunteers

Sport SA received funding from the Office forRecreation and Sport to deliver a “Valuing ourVolunteers Project”. The project aimed to recognisethe valuable contribution of sport and activerecreation volunteers in South Australia byacknowledging them at a function held at asignificant sporting event. Members of Parliamentwere invited to nominate a volunteer from theirelectorate to attend and nominees for the SportSA Award categories: Volunteer Award, Official andCoach of the Year Award whose roles are voluntarywere also invited.

On Thursday January 10, volunteers were invitedto the 2013 World Tennis Challenge for drinks andnibbles at an exclusive Cocktail Function courtesyof Tennis SA at Next Generation, Memorial Drive.Volunteers were welcomed and acknowledged byTennis SA President Bill Cossi, presented with aSport SA pin by Chief Executive Officer,Jan Sutherland and Chairman of the Sport SAAwards Committee, Terry Reilly. They were thenlucky enough to hear from inaugural KPMG SouthAustralian Sport Hall of Fame member and Tennisgreat Mark Woodforde. His interview with MartinaNavratilova shared many insights into growing upon the pro circuit after leaving the Czech Republic.

Attendees then went on to watch the night’s sevenTennis matches between Tennis Legends andcurrent ATP stars.

The Community sporting infrastructure continues to be a challenge withmore athletes than space in the stadia, on the fields, courts and ovals.There have been some developments with the second pitch for Hockey andwe continue to enjoy the SA Aquatic and Leisure Centre. Changes in theCommunity Recreation and Sport Facilities Program may present additionalopportunities for state level facilities and community sports hubs. Sportand recreation organisations often need to work closely together for thesustainability of the facilities and we are looking forward to well-equippedCommunity Sporting Hubs in all regions.

The Local Government, Recreation and Sport Facilities Sustainability Groupwith representatives from all areas have continued to develop:

“Guidelines for the Sustainable Management of Community RecreationFacilities” to assist in the provision of quality facilities. This will be valuablefor community clubs and organisations that are always looking to managewith greater efficiency.

The Adelaide Shores sporting precinct continues to develop and we areseeing innovative approaches to sports sharing facilities. This is a sportingdestination, well supported by the facilities and great for events.

The Adelaide Parklands is another great sporting environment and thestrategic work by the Council and “Active City” is a good foundation formaking more of the Parklands available. This year we are looking forwardto busy, activity everywhere in the Adelaide City Council.

Diamond sports hub at Adelaide Shores (June 11 - 2013)

A $2 million investment in new facilities by the SA Government is bringingsoftball and baseball together at Adelaide Shores. Minister for Recreationand Sport Leon Bignell announced the funding on 11 June at Softball SA'sheadquarters at West Beach.

This project will upgrade the existing two softball diamonds at AdelaideShores to make them suitable for baseball, and for national carnivals forboth sports. An additional diamond will be added, along with an indoortraining facility that will assist player development in both sports.

The expanded Diamond Sports facility will encourage both participation anddevelopment in softball and baseball and its proximity to Adelaide Shores'accommodation and the beach will make it an attractive new venue optionfor national competitions.

Adelaide United moves training base to Adelaide Shores (June 12 - 2013)

Adelaide Shores guests and Adelaide residents will have unprecedentedaccess to Adelaide United now that the Club has moved its training to BarrattReserve at Adelaide Shores.

The Reds will train most mornings at West Beach as they prepare to tacklethe 2013/14 A-League season with new coach Josep Gombau at the helm.Games will continue to be played at Hindmarsh stadium.

Adelaide Oval Re-development

This project is on schedule at this stage and we are looking forward to themain oval works being completed for the Tests in December. This excitingvenue will be a valuable addition to the facilities for cricket, football andother sport and entertainment in South Australia. We are looking forwardto enjoying more major events in the new facilities, the bridge across theRiver Torrens, linking the city, Convention and Festival centre and in thefuture, further development to create a great Sporting precinct in Adelaidein the picturesque Adelaide parklands.

Infrastructure - to provide leadership, advocacy and advicein promoting the infrastructure needs for the sustainabilityof the sport and recreation industry at community, stateand national level.

TheSouth Australian Masters Games has been anexcellent vehicle in regional areas and we are nowready to drive the sport, recreation and fitnessagenda for preventative health, promoting thebenefits of participating in sport, fitness, physicalactivity and recreation as vital elements in riskreduction in chronic lifestyle diseases, whileensuring that they are recognised as the mostsignificant contribution to the community.

This year will see the latest project from Sport SArevealed, the state’s first ever Festival coveringthe Sport, Fitness and Health industries. Theinaugural Adelaide Sport, Fitness and HealthFestival is booked for the 7th and 8th of Decemberthis year, with activity zones to be stagedthroughout the picturesque Elder Park Precinct.This weekend coincides with the Ashes CricketTest at Adelaide Oval as well as the interim openingof the brand new Torrens Footbridge ensuringthere will be thousands of people visiting ourFestival precinct. There is growing communityawareness of the benefits of keeping active andhealthy eating and our Festival will have a host ofexhibitors keen to inform the general publicthrough demonstrations, come'n'try sessions aswell as the opportunity to watch some of the state’sbest performers in action. There will also bemultiple activity zones highlighting our state’sfinest athletes putting on demonstrations ofexcellence and consumers can enter and be a partof a variety of competitions or simply meet theirfavourite celebrity for a chat and autograph.Consumers will also be able to trial health foods,drinks, attend wellness sessions and be shownthe latest in exercises, fitness accessories and awhole lot more.

The South Australian Masters Games is a uniquevehicle for the promotion of sport across theregions of SA and it is owned and managed forsport by Sport SA.

The event has been hosted for the last 19 years byLocal Councils and regional bodies delivering forthe community and sport. This proud tradition ofa fun event, is about participating in sport,promoting the value of sport to the communityand state while also often leaving the legacy ofnew, upgraded facilities for the local clubs. Sportis at the centre of the community, and builds theconnections as everyone has a role in the MastersGames. The clubs and organisations enjoy lookingafter the visitors and gain greatly with the additionalresources and capability assisting the sustainabilityof the sport. We have seen the development ofmasters’ sport across South Australia and manyparticipants in the State Masters Games haveextended their involvement to the national andinternational Masters sporting arena. It is our goalat Sport SA to see as many mature age participants(over 30 years of age) take part in the Games aspossible and is an excellent opportunity for olderathletes to become or remain active as part oftheir own and the Masters community.

2013 Orroroo State Masters Games

Orroroo have been enthusiastic bidders for theGames for a few years and it was a just reward forlots of hard work by the local Masters GamesCommittee that Sport SA finally handed them thehosting rights for 2013. Their “tag-line” for 2013was “Fun, Fitness and Friendship in the Flinders”and they provided plenty of each throughout thefour days. Orroroo offered 15 sports including thetraditional sports but visitors were encouraged toalso try their hand in the local pursuits of DirtCircuit, Western Riding, Camp Draft, Dressage andBarrel Racing.

Western Riding involves a horse performing apattern that combines trail and reining elements.Camp drafting is a unique Australian sport involvinga horse and rider working cattle.

Dressage is referred to as "the highest expressionof horse training" where "horse and rider areexpected to perform from memory a series ofpredetermined movements". Barrel racing is arodeo event in which a horse and rider attempt tocomplete a clover-leaf pattern around pre-setbarrels in the fastest time.

The town saw increased trade and exposure fortheir local businesses which was badly neededconsidering the poor seasonal conditions whichhad hit the area in the last few years.

The number of registrations (542) far exceededtheir expectations and when you threw in partnersand friends visiting over the four days thepopulation of Orroroo doubled during the MastersGames.

The Games were a resounding success at Orrorooand exemplified everything that the Masters Gamesepitomised - Fun, Fitness and Friendship.

Congratulations to the Orroroo Masters GamesCommittee for a job well done.

2014 Naracoorte State Masters Games, April 4-7

The Naracoorte Lucindale Council held a verysuccessful State Masters Games in 2011 and arevery confident of putting on an even better showin 2014.

Naracoorte is situated 350kms south east ofAdelaide in the Limestone Coast. They attracted1,200 competitors in 2011 including 480 visitorswhich provided the stimulus for increased sportsparticipation locally with several sporting clubshaving increased their membership since 2011.The Council has adopted its Open Space Strategyand is working with the community to increaseactive participation, increase use of recreationalareas and change behaviours around transportmodes.

Naracoorte are offering the following sports in2014: Athletics, Baseball, Basketball, Cricket,Croquet, Cycling, Dragonboats, Equestrian,Football, Golf, Hockey, Lawn Bowls, Motorkhana,Netball, Soccer, Swimming, Table Tennis andTennis.

Basis of AccountingThe financial statements have been prepared according to the requirements of the Associations Incorporation Act SA, andapplicable Accounting Standards. Some items in the financial statements have been reclassified for comparison purposes.

DepreciationSport SA has a 20-year renegotiable lease agreement on the land with West Beach Trust (Adelaide Shores). All equipment andfurniture capital assets are depreciated over their estimated useful life on a straight line basis ranging from 3 to 4 years.
