当社はDrive and Controlの分野では世界トップクラスの

会社である。最近は、海洋エネルギー分野に力を入れており、専任技術者はドイツを中心に5名、英国1名の合計6名である。当社の活動を紹介してくれたLangensteinさんはグループのリーダ。

当社から海洋エネルギー関係の開発内容の説明を受け、東大側からは最近の研究（文科省東北復興プロジェクト、NEDOプロジェク

ト）の説明を行った。打合わせ後、油圧シリンダーを中心に工場を見学した。少数・多品

種生産であり、各種のバルブ、油圧ポンプ等をクリーンな工作機械を使用して制作していた（工場内撮影禁止）会議後、今後の潮流発電、波力発電では、油圧駆動システムHDT

（Hydrostatic Drive Train)が主流になるだろうという点で意見が一致し

た。

Archen大学のIFAS(Institute of Fluid Power Drives and Controls)は、

国内外（例えばトヨタ）の多数の会社から委託研究を実施してる。油圧システムの開発のため、多数のベンチ試験装置を設置している。風力発電では、1MWのベンチ試験装置（低圧油圧ポンプを2台接続し

て、一方を駆動用に使用）を開発し、テストを実施していた（下図参照）。波力発電（浮体方式）用のHDT(Hydrostatic Drive Train)に関しては、

Bosch Rexroth, edから派遣されているKamizuruさんが20kWのベンチ

試験装置を開発し、油圧制御方法を開発中であった。文科省プロジェクトでは、2012年度末に波力発電用ベンチ試験装置

（40kW)を設置する予定で、制御方法の

論文は参考になる。今後、相互にメリットのある情報交換を期待したい。

15MWの風力発電用ベンチ試験装置（Fujin=風神）が建設されつあった。タービンブレード（半径100mクラス）の強度試験装置は既に完成し、

実際にテストが実施されていた。NARECは半官半民の組織で、メーカからの受託研究（有料）も熱心な

ので、世界中のメーカ（日本の三菱等を含む）からの委託を得て、NARECのスタッフがテストを実施している。一方、3MW(3000kW)クラスの潮流発電装置のフルスケールベンチ試

験装置(Nautilus)が最近完成した。英国Atlantis社のAK1000（ツインロータ、出力1000kW）の実機のナセル部分を持ち込んで、ドライブト

レーン（ロータシャフト＋ギア増速機＋発電機）のフルベンチ試験を実施中であった。

NARECの試験装置は、有料3000ポンド＝45万円／週程度

：詳細は調査中）で借用可能とのこと。ただし、混雑しているので、テスト時期の調整には相当時間がかかるので、早期の相談が必要とのこと。

Strathclyde大学は、母体は造船工学（Naval Architecture)であるが、最近、Offshore Technology(オイル・ガス開発）、

海洋エネルギー関連分野が拡大している。オイル・ガス開発ではナイジェリアの学生が増加している。研究室もリニューアルされていた。英国の少数の学生が造船分野（small ship）を専攻しており

優秀とのこと。博士課程の教育では、企業との協力による実践的な取組み（IDCORE; Industrial Doctoral Centre in Offshore Renewable Energy）が実施されている。英国企業の活発な

開発活動を支える根拠の一つであろう。同大学のHenry Dyer教授は、東京大学工学部の前身であ

る工学校の初代校長とのことで、入口には、東京大学が寄贈した胸像が飾られていた。

Edinburgh大学は、Institute of Energy Systemsの中に、海洋再生可能エネルギー関連コースがあり、電気工学、機械工学等と一緒であり、学際的な教育が可能な構成である。エネルギー政策や温暖化影響等の分野を含むのもユニークである。博士課程の教育では、Strathclyd大学と同様に、企業との協力による実践的な取組み（IDCORE; Industrial Doctoral Centre in Offshore Renewable Energy）が実施されている。英国企業の活発な開発

活動を支える根拠の一つであろう。EMECの海象条件を模擬するため、波と流れを同時に発生できる円形水槽（FloWave Tank）が建設中であった。Pelamis等の浮体形式では、波・流れの共存

時における係留方法は技術的に大きな課題となろう。

英国のAquamarine Power社（Edinburgh）は、小規模企業であるが、優良企業として過去３年連続で受賞している。最近は、大企業ABBが資本投資をしている。海底設置型のOyster IからOyster IIに開発が進んでおり、現在、Oyster II(800kW)の海域実証試験がEMECで実施されている。設置水深は10m前後であり、砕波後の波を受ける構造になっているのが驚きであ

る。水槽試験によって、パネル（波受け板）の挙動を解明する等の基礎研究もしっかり実施している。パネルの揺動角は、波で岸に押される側に＋50度、引き波により沖側に−50度以上で、沖側への揺動角が

若干大きい。パネル頭部に設置した浮体のイナーシャの影響が大きい。復元性も十分にある。Oyster IIは、岩の海底に設置されるので、固定（４本杭）の建設コストが高い。Oyster-II(801)では１本杭に改

良し、建設コストの削減を目指している。発電システムは、水ポンプで海水を陸上に揚水し発電する形式である。陸上発電装置は低コストの反面、海水輸送用のパイプラインの建設コストが嵩むのが欠点である。トータルコストを削減するため、油圧装置＋発電装置を海底に設置し、海底ケーブルで送電する形式を検討中とのこと。同社は、海底設置型の波力発電装置の開発が長く、実用化にもっとも近いところにあるメーカの一つであろう。
